Journalist acquires memos detailing secretive group’s efforts to counter critics

New documents have been uncovered that reveal how heads of state of the U.S., Mexico and Canada are beseeching business leaders they privately meet with to launch public relations campaigns in order to counter critics of the secretive Security and Prosperity Partnership of North America (SPP).

The documents detail how corporate representatives have been urged to “humanize” North American integration, promote NAFTA success stories to employees and unions and evolve the harmonization agenda “without fueling protectionism”.

The documentation consists of internal memos from Canada’s Foreign Affairs and Internal Trade ministry, which were obtained by the World Net Daily reporter Jerome Corsi under an Access to Information Act request.

“The text of the undated memo is an internal government summary of the third SPP summit meeting held Aug. 20-21, 2007, in Montebello Quebec,” writes Corsi.

The memo details the SPP’s behind closed doors inaugural meeting with the North American Competitiveness Council (NACC), an advisory Council Comprised of 30 senior private sector representatives of North American corporations that were selected by the American, Canadian and Mexican governments at the June 2006 trilateral meeting in Cancun, Mexico.

The “PR offensive”, as Corsi puts it, is detailed in the several paragraphs of the memo, the author of which and the persons referred to within are unknown.

Excerpts of the memo read:

“Leaders had a successful meeting with the members of the NACC, which had been launched at the leader’s meeting in Cancun in March 2006, to counsel governments on how they might enhance North American competitiveness,”

“He also urged NACC members to assist in confronting and refuting critics of the Security and Prosperity Partnership of North America (SPP).”

“In closing, all leaders expressed a desire for the NACC to play a role in articulating publicly the benefits of greater collaboration in North America.”

“Leaders discussed some of the difficulties of the SPP, including the lack of popular support and the failure of the public to understand the competitive challenges confronting North America.”

“Governments are faced with addressing the rapidly evolving competitive environment without fueling protectionism, when industry sectors face radical transformation.”

“In terms of building public support, President Bush suggested engaging the support of those who had benefited from NAFTA and from North American integration (including small business owners) to tell their stories and humanize the impressive results.”

“NACC members should have a role in communicating the merits of North American collaboration, including by engaging their employees and unions.”

The NACC is expected to meet annually with SPP ministers and will engage with senior government officials on an ongoing basis.

The media and the public are not invited to participate in or observe the meetings and the minutes of the meetings are to be kept secret.

The memo highlights how those advancing the North American integration agenda are concerned about the exposure and subsequent public backlash they have encountered recently.

The initial Security and Prosperity Partnership agreement was signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, March 23, 2005. It established working groups, under the North American Free Trade Agreement office.

Jerome Corsi brought attention to the SPP two years ago when he obtained SPP documents, under the freedom of information act, showing that a wide range of US administrative law is being re-written in stealth under a program to “integrate” and “harmonize” with administrative law in Mexico and Canada, just as has become commonplace within the EU.

The documents contained references to upwards of 13 working groups within an entire organized infrastructure that has drawn from officials within most areas of administrative government including U.S. departments of State, Homeland Security, Commerce, Treasury, Agriculture, Transportation, Energy, Health and Human Services, and the office of the U.S. Trade Representative.

More recently representatives within Congress have petitioned the government on the secretiveness of the SPP and multiple states have introduced resolutions calling on their federal representatives to halt work on the so called “North American Union”.

U.S. Title Code TITLE 23 > CHAPTER 2 > § 212 provides for the construction and maintenance of the Inter-American Highway program in cooperation with the Governments of the American Republics in Central America (i.e. Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama).

“Title 23 of the US Code as currently published by the US Government reflects the laws passed by Congress as of Jan. 2, 2006.”

Under the code, the United States essentially pays for up to one-third of the total construction costs (depending on each nation’s wealth):

(a) Not to exceed one-third of the appropriation authorized for each fiscal year may be expended without requiring the country or countries in which such funds may be expended to match any part thereof, if the Secretary of State shall find that the cost of constructing said highway in such country or countries will be beyond their reasonable capacity to bear.

The U.S. also agrees to provide all the maintenance costs:

(5) will provide for the maintenance of said highway after its completion in condition adequately to serve the needs of present and future traffic.

The U.S. has cooperated with Latin America on highway systems since the first Pan American Highway Congress in Buenos Aires in 1925, but footing all the costs for infrastructure can’t be a good sign for expanded globalization to come.

This acceleration of hemispheric-consolidation only correlates with the passage CAFTA in the Central American States and the passage of ‘free trade’ agreements with Panama, Peru and Columbia during 2007. Further, Condoleezza Rice and President Bush have hailed the significant steps towards the broader ‘vision’ of a Pan-American Community.

“The founding ideal of our Pan-American Community, borne across many centuries and carried by us still, is the hope that life in the hemisphere would signify a break with the Old World, and a new beginning for all mankind,” Secretary Rice told the C.F.R. and the Organization of American States in October 2007.

“We now have the potential to create an unbroken chain of trading partners from Tierra del Fuego to the Arctic Circle,” Rice said to the OAS.

Vicente Fox has also advocated not only the North American Union, but hinted at a unified currency throughout the Americas sometime in the future during an appearance on Larry King Live.

An unbroken chain of trading partners– under ever-expanding ‘free trade’ blocs (yes, an oxymoron)– would certainly go hand-in-hand with an inter-connected, well-maintained highway– but subsidizing the expenses is no route to equal or independent nations inside a community, but rather a formula for guaranteeing centralized regional control.

That’s not to say that free travel and reasonably safe and convenient travel is not a worthwhile goal, but certainly many are concerned about the implications such a smaller hemisphere would mean for employment and wages. Even Mexican farmers are now protesting free trade, illegal immigration and the effects of NAFTA, a position American farmers likely never steered from.

Meanwhile, Mexico has already announced its intention to microchip migrant workers coming from Central and South America and other places.

L. Ronald Scheman, founder of the Pan American Development foundation and Senior Advisor to Kissinger McLarty Associates proposes that opportunities to harmonize the Americas can lead to long-term integration along the same route taken by the E.U.— early on, the E.U. was nothing more than a Coal and Steel Community which eventually solidified unification:

“To him, the strategy was clear. ‘This proposal [for a coal and steel community] has an essential political objective: to make a breach in the ramparts of national sovereignty, which will be narrow enough to secure consent — but deep enough to open the way toward the unity that is essential to peace [and we might add, for our purposes in the Americas, for development].'”

As Texas Governor Rick Perry goes on the road to stump for Giuliani’s campaign, it is increasingly clear that the two figureheads not only share a penchant for presiding over thinly-veiled corruption, but do their presiding in the same globalist circles.

Perry’s appearance at the secretive Bilderberg meeting in 2007 gives credence to whispers about the Texas Governor becoming a GOP running mate alongside Giuliani, even as Perry denies interest in being VP. Bilderberg has a noted and well-deserved reputation as kingmaker.

Together, Rick Perry, as Governor, and Rudy Giuliani, as a named partner in the Houston-based Bracewell & Giuliani, have been instrumental in selling off Texas infrastructure and utilities while ushering in agents of globalism and (North American Union) regional control.

TRANS-TEXAS CORRIDOR

Giuliani’s law firm is heavily tied to Rick Perry’s Texas-style ‘Big Dig’– a highly contentious and very real Trans-Texas Corridor that has foreign firms building up on land seized in the face of opposition from both the state legislature and the people.

Bracewell & Giuliani is exclusively representing the Spanish-owned Cintra and essentially won the contract to build the first ever private toll road in Texas. The Online Journal refers to Bracewell & Giuliani as “the ‘guiding’ law firm on the privatization of Texas State Highway 121”

Cintra is further partnered with the Australian company Macquarie, who “previously acquired the business and assets of an investment bank known as Giuliani Capital Advisors,” according to Cliff Kincaid who further observes:

Terri Hall, founder and director of Texans Uniting for Reform and Freedom (TURF), notes that Giuliani clients with an interest in acquiring Texas roads and infrastructure have also invested in his presidential campaign. She comments, “This could explain why Giuliani has spent so much time fundraising in Texas. The monied proponents of the Trans-Texas Corridor, of which there are many, would like to see this man become President.

Perry’s advocacy for the TTC has been unwavering and he has refused to back down even after the legislature passed a two-year moratorium. Perry called in U.S. Secretary of Transportation Mary Peters to lobby against the moratorium while publicly declaring that there is no alternative to toll roads (Peters has, of course, been present at a number of NAFTA super-highway meetings as well).

Bracewell & Giuliani gave Rick Perry $20,000 in PAC money in the 2006 cycle. Current Texas Attorney General Greg Abbott was also a partner in Bracewell & Giuliani, which Lobby Watch suggests was related to his run for office after stepping down from the Texas Supreme Court. He received $25,000 in PAC contributions in the 2006 cycle.

TxU BUYOUT

As we previously reported, the ‘largest ever’ buyout of TxU (now slashed from $45 billion to $32 billion) was managed by KKR, who are represented annually at Bilderberg by partner Henry Kravis.

“Energy Future bought TXU Corp. in a $32 billion leveraged buyout that closed in October. It was formed by Kohlberg, Kohlberg Kravis Roberts & Co., TPG, formerly Texas Pacific Group, and other investors,” reports the Dallas Morning News.

The deal stalled over environmental issues with TxU’s plans for new coal plants, but never faltered thanks to cheerleading by Rick Perry as well as personal appearances by Henry Kravis, who is known as a virtuoso in the world of leveraged buyouts (see Barbarians at the Gate which dramatizes his infamous high-priced buyout with R.J. Reynolds and also features a younger but no less-aged Fred Thompson).

Governor Perry was involved in facilitating the TxU buyout, including the issuance of an executive order to instigate fast-track approval for TxU plant deals:

“Last year, after private meetings with TXU executives, Perry fast-tracked the permitting process for TXU’s 11-plant expansion through an executive order, slashing the time frame in half, to six months….”

“The bottom line: Only Governor Perry and TXU, which stands to make a lot of money, are championing these plants.”

Goldman Sachs and Credit Suisse First Boston (both deeply nested in Bilderberg) were also involved in the deal while Bracewell & Giuliani represented TxU (as they handle a number of energy companies). A number of criminal insider trading cases involving Pakistani financiers working inside these firms– including Hafiz Naseem– have already been prosecuted as a result of the buyout. Others, still under investigation, are potentially outstanding.

In fact, Hafiz Naseem, then a Credit Suisse investor, was defended by Bracewell & Giuliani’s Marc Mukasey, who is the son of U.S. Attorney General Michael Mukasey. Bracewell’s Mukasey commented that the “case is inference built on inference built on inference.” However, prosecutors were investigating other links to alleged inside trading that went as high as Pakistani Prime Minister Aziz, who is also a former Citigroup chairman. Investigators also believe there was a link to al Qaeda money laundering.

MEXICO

And what about Mexico? If a continent-wide merger is underway, it seems to coincide with the cozy relationship Perry and Vicente Fox had as contemporaries. As WND reports, the vision to expand the Corridor into Mexico is heavily discussed and well under way.

On May 24, Gonzáles Parás announced during his recent meetings in Austin, Perry had agreed the envisioned Trans North America Corridor would pass through Laredo and connect with San Antonio, just as Mexico ultimately planned to extend the superhighway south into Colombia.

Note also that the current U.S. ambassador to Mexico is none other than Bracewell & Giuliani partner Tony Garza (who is, incidentally, married to Mexico’s richest woman, billionaire Grupo Modelo heiress María Asunción Aramburuzabala).

Now that Alex Jones, Jerome Corsi, and others have exposed the plot to establish a “North American community,” that is to say eradicate the national sovereignty of the United States, Canada, and Mexico in favor of a “United Nations of America” based on the European Union, the corporate media and globalist apologists have kicked into over-drive with a propaganda effort to deny reality.

“Nobody is proposing a North American Union,” declared Robert Pastor, correctly identified as the father of the NAU and author of “Towards a North American Community: Lessons from the Old World for the New,” a book published by the Council on Foreign Relations Press in association with the Canadian Council of Chief Executives and the Consejo Mexicano de Asuntos Internacionales. Pastor may insist the elite of the three countries, at the behest of transnational corporations, are not interested in a merged superstate, but his argument betrays the fact the former national security advisor dreams of an American version of the European Union.

Pastor is an advocate of NAFTA on steroids, or “NAFTA Plus.” According to Miguel Pickard, in “the early 1990s, when NAFTA negotiators were still wrangling over arcane language, Pastor was proposing ways to ‘improve’ the treaty. According to Pastor, NAFTA was off to a bad start, since negotiators were mostly seeking to dismantle trade tariffs. For Pastor it was crucial to find ways of integrating the three countries, similarly (but with important differences) to what the Europeans had done since the 50s. Years later, Pastor would bemoan that NAFTA’s promise had gone unfulfilled, since it lacked a ‘grand vision’ for the three countries, i.e., a much richer perspective than the emphasis put on trade.” In other words, NAFTA was simply a trade treaty minus the “grand vision” of global integration.

But there is a problem with Pastor’s “grand vision,” namely the people of the United States, Canada, and Mexico are reluctant to give up their national sovereignty.

Pastor, in a conversation with Jerome R. Corsi, “was careful to distinguish that his proposals were designed to create a North American Community and that he never has proposed to create a North American Union as an EU-style regional government,” thus Pastor’s insistence “nobody is “proposing a North American Union.”

But this is, to say the least, deceptive. “The idea seems to be to put new structures in place that change the look of the landscape,” writes Corsi. “[WorldNetDaily] pointed out to Pastor that this step-by-step approach is the same approach taken to create the European Union. The memoirs of Jean Monnet, regarded as the architect of European unity, finally disclosed he had used a strategy of deceit, knowing his plan to form a European Union would never succeed if it were openly disclosed.”

“Pastor in an article entitled ‘NAFTA is Not Enough,’ argued for an incremental process that could head toward the creation of the NAU, all the while providing cover for participating politicians and governments to deny that creating the NAU was their goal,” Corsi argues in a News with Views editorial. In the article, Pastor provides key details on how this stealth process works:

While the three governments of North America are unlikely to step into the debate on long-term goals at the current time, nongovernmental organizations, research institutes, and universities should fill the void with new ideas and old-fashioned cross-border dialogue.

Short of this sort of shadowy incrementalism, the NAU project may be dropped on the fast track by other means, according to Corsi. “Dr. Pastor seems to prescribe that a fear formula is all that is needed for the American people need to begin begging SPP to produce the NAU right now. Pastor openly writes as if the next 9/11 terrorist attack or a future outbreak of some health epidemic such as the avian flu could be just what the NAU doctor ordered as the prescription for the American people to abandon sovereignty in favor of super-regional government control, all in the interest of ‘security’ leading to ‘prosperity.’ Or, is it ‘prosperity’ which necessitates more ‘security’ via surrender to Big Brother government?”

In predictable fashion, the corporate media is tasked with characterizing those who document the emerging NAU as tinfoil hatters, nut cases, mental patients, conspiracy theorists, etc.

For instance, neocon Charles Krauthammer told Fox News: “I love this stuff because if you ever doubt your own sanity, all you have to do is read this stuff and realize that you’re okay” (see video), while “conservative” Michael Medved lamented what he calls the “paranoid and groundless frenzy… fomented and promoted by a shameless collection of lunatics and losers; crooks, cranks, demagogues and opportunists, who claim the existence of a top secret master plan to join the U.S., Canada and Mexico in one big super-state,” never mind the above, well-documented. “I’m sorry to sound cynical and intolerant about this stupidity, but I’m furious, actually – ashamed to be part of a proud medium (conservative talk radio) that increasingly encourages this paralyzing, puerile paranoia,” apparently a reference to Alex Jones and others who continue to flesh out the “incremental” conspiracy Medved refuses to acknowledge.

Drake Bennett writes for the Boston Globe:

Government officials say a continental union is out of the question, and economists and political analysts overwhelmingly agree that there will not be a North American Union in our lifetimes. But belief in the NAU — that the plans are very real, and that the nation is poised to lose its independence — has been spreading from its origins in the conservative fringe, coloring political press conferences and candidate question-and-answer sessions, and reaching a kind of critical mass on the campaign trail. Republican presidential candidate and Texas congressman Ron Paul has made the North American Union one of his central issues.

Government officials of the sort, no doubt, that told us Saddam Hussein was about use weapons of mass destruction against the United States or that the air at Ground Zero in New York was safe to breathe.

Finally, it is no mistake the Boston Globe has rolled Ron Paul into its diatribe of transparent denial, as Paul must be roundly discredited and characterized as a kook, primarily because a Paul presidency would most certainly put an end to Robert Pastor’s dream of an American version of the European Union once and for all.

Secretary of State Condoleezza Rice made remarks at the C.F.R. hosted Organization of American States event on October 9 that the “concluded” trade agreements with Peru, Colombia and Panama are a significant step towards the broader ‘vision’ of a Pan-American Community.

“The founding ideal of our Pan-American Community, borne across many centuries and carried by us still, is the hope that life in the hemisphere would signify a break with the Old World, and a new beginning for all mankind… and the creation of a new system of international politics, based on mutual respect and cooperation among independent nations.”

The agreements would break down more than 80% of tariffs in respect to each of the three countries for both exports and imports and would include more than $17 billion in debt relief– extending action already taken under the Millennium Challenge Corporation in 2004-2005.

These agreements come just after the passage of CAFTA, rapidly bringing ten additional countries into a hemispheric trade bloc (on top of existing trade blocs MERCOSUR and CAN).

“We now have the potential to create an unbroken chain of trading partners from Tierra del Fuego to the Arctic Circle,” Rice told the OAS.

“Today, we are making a similar strategic commitment in our hemisphere, to the success of our Pan-American Community. This commitment was begun in the last decade by leaders of both parties. Now it is being advanced further.”

Since the executive branch lost fast-track renewal in June, the trade agreements must be passed by Congress, but Rice indicated that bipartisan support has already been arranged by way of “43 prominent Democrats– former ambassadors, cabinet officials, policy experts and members of Congress.”

President Bush mirrored Rice’s optimism about bipartisan support for the agreements, which also include South Korea, citing former Secretary Shalala (and dozens of her Democratic colleagues): “Latin America is up for grabs. We fully recognize that asking the United States Congress to vote on these trade agreements is politically charged. Nonetheless, rejecting these agreements would set back regional U.S. interests for a generation. We must not walk away now.”

However, a recent poll shows that 6-in-10 Republican voters now “believe free trade is bad for the U.S. economy” — which brings Republicans in-line with the standing views of Democrats.

Condoleezza Rice warned against the message it would send internationally if the trade agreements didn’t go through, and asked that U.S. workers facing “dislocation” and “insecurity” ‘update their skills’ and pursue “retraining,” suggesting the role of ‘community college’ in “giving people a second or even a third or sometimes a fourth start on a different kind of career.”

The frightening suggestion of American job degradation was also echoed by Bush’s remarks on the new trade agreements.

“And yet, many of our citizens feel uneasy about competition, and they worry that trade will cost jobs. I understand that if you’re forced to change a job halfway through a career it can be painful for your family. I know that. And that is why I’m a big believer in trade adjustment assistance that helps Americans make the transition from one job to the next…the community college system, for example, to be able to train that person for jobs which actually exist.” [emphasis added]

Secretary Rice added, “if we don’t, then we’re going to remain fearful and closed”– clearly valuing ‘free trade’ above any semblance of protection for middle-America jobs, despite her claim it will actually benefit workers:

“These trade agreements will benefit U.S. workers and businesses, enabling them to compete on a level playing field in new markets, to create jobs and opportunity in our nation, and to address the wealth of all in our economy.”

The meaning of ‘a level playing field’ was not clarified, but perhaps it relates to former Federal Reserve chairman Alan Greenspan’s recent call for lowering U.S. wages and opening the borders on David Letterman’s Late Show:

“We ought to be opening up our borders to skilled labor from all parts of the world because if we were to do that we would increase the supply of skilled workers that our schools have been unable to create and as a consequence of that we would lower the average wage of skills and reduce the degree of income inequality in this country.”

Secretary Rice focused on the “democratic” unity amongst the countries in trade agreement and warned against sending a “signal” of “retreat” by rejecting the agreements.

“Building on the foundation that Presidents Bush and Clinton laid with NAFTA, we have concluded trade agreements with ten additional countries… a community that now includes Costa Rica, whose people voted just two days ago to approve CAFTA.”

Costa Rica narrowly passed CAFTA in a referendum that has already been contested, sealing the trade pact with El Salvador, Guatemala, Honduras, Nicaragua, the Dominican Republic and the United States. More than 150,000 Costa Ricans protested the agreement and the Los Angeles Times and AlterNet reported that voting was under ‘duress,’ including a campaign of threats and pressure, according to a leaked memo:

The memo, as the Los Angeles Times described it, “outlined a campaign of dirty tricks intended to sway voters.” This included telling mayors that their cities would “not get a penny from the government for the next three years” if they did not deliver a majority of voters for CAFTA. In the words of the memo, the government also needed to “stimulate fear” among the voters, including “fear of the loss of jobs.”

The Bush Administration joined the campaign to “stimulate fear,” with the U.S. Ambassador threatening that Costa Rica could lose some of it existing access to U.S. markets if the voters reject CAFTA.

Rice and Bush brushed aside worries about the three Latin American nations, particularly the narco-state Colombia, citing the strength of their democratic values– and hanging it in the balance with Cuba and unnamed “authoritarian” states with “state-run economies” (i.e. Venezuela).

“In truth, this is a backward-looking agenda with a long history of deepening poverty and misery. The real revolution in the Americas today is being led by responsible democratic leaders, like Bachelet and Lula, Vazquez and Uribe, Garcia and Torrijos, Calderon and Saca.

Their democratic governments, and many others, from left to right, are deepening the Pan-American consensus on creating opportunity for all through free markets, economic growth and democracy.”

Rice argues for Colombia’s “trajectory of positive change,” calling its ‘76% reduction in kidnappings,’ ‘40% drop in murder rate‘ and ‘61% fewer terrorist attacks‘ one of the “greatest victories for the cause of human rights in our world today.

President Bush was just as willing to forgive Colombia’s dark record. “Some in Congress have expressed concern over violence in Colombia …Colombia’s record is not perfect, but the country is clearly headed in the right direction — and is asking for our help.”

Bush even cited Canada’s leader as a selling point.

As Prime Minister Stephen Harper of Canada put it, “If the United States turns its back on its friends in Colombia, this will set back our cause far more than any Latin American dictator could hope to achieve.”

Similar broad strokes were made for the sins of Peru and Panama, hoping to keep such issues off the radar of most Americans.

Yet, former Mexican President Vicente Fox– who also signed the Security & Prosperity Partnership for North America (SPP)— has been recently parading calls for a North American Union and a unified NAFTA currency.

Drastic measures towards large-scale regional government are happening overnight and yet there is almost no discussion whatsoever. Beyond the elites and their controlled media, there is little outcry and scarcely more than a whisper of announcement.

Opposition protesters in Mexico have torn down a bronze statue of the former president, Vicente Fox, just hours after it was erected.

They threw eggs at the monument in Boca del Rio in the state of Veracruz, before putting a rope around its neck and pulling it to the ground.

Many of the crowd were reported to be supporters of the Institutional Revolutionary Party, or PRI.

It lost power after more than 70 years when Mr Fox was elected in July 2000.

More than 100 angry protesters are reported to have attacked the statue on Saturday morning, just after it had been put up by workers.

An inauguration ceremony scheduled for Sunday has now been cancelled.

“We came to represent society because we don’t want this monument here,” Adolfo Mota, a PRI lawmaker in Mexico’s lower house of congress, told AP news agency.

Mr Fox is facing a financial probe into allegations he enriched himself during his presidency. He denies any wrongdoing.

Mexico’s former president, Vicente Fox, made an astounding admission last night on CNN’s Larry King Live when he acknowledged the plan for a NAFTA single currency, a “euro-dollar” as King labeled it.

Fox also vowed to help unite the Americas beyond a trade agreement, following what he described as “a new vision, like we are trying to do with NAFTA”.

The comments follow Fox’s appearance on The Daily Show in which he advocated the creation of a North American Union based on the model of the European Union.

“The NAFTA Superhighway stops here, at the border with Oklahoma,” Randy Brogdon, a Republican state senator who has championed the fight to keep the Trans-Texas Corridor out of Oklahoma, told a packed 300-person audience at the first public meeting of OK-SAFE in Tulsa on Saturday.

Oklahomans for Sovereignty and Free Enterprise, Inc. is a non-profit, Oklahoma corporation set up to oppose a NAFTA Superhighway and North American Union as threats to the sovereignty of the U.S.

Brogdon objected to the Security and Prosperity Partnership of North America, arguing President Bush had entered the agreement after secret discussions with Mexico’s then-president Vicente Fox and Canada’s then-prime minister Paul Martin in Waco, Texas, March 23, 2005.

“President Bush has proven that he is more than willing to over-step his executive authority when it came to trade policy,” Brogdon told the group.

“Ariticle 1 Section 8 of the U.S. Constitution says, ‘Congress shall have the Power to Regulate Commerce with foreign Nations, and among the several States,’ not the president,” Brogdon pointed out. “Yet President Bush has entered into an agreement with Mexico and Canada called SPP that seeks to eliminate our trade and security borders and he has failed to get the explicit approval of Congress.”

The SPP website, in a section entitled “Myths vs. Facts,” supports Brogdon’s argument, openly admitting that SPP is neither a law nor a treaty.

“Texas highways are famous for ‘Texas turnaround’ U-turns,” Brogdon quipped. “Maybe it’s time we tell Governor Perry to do a Texas turnaround at the border with Oklahoma.”

“We don’t need a new superhighway four-football-fields-wide coming through the heart of our state just so Mexican trucks can carry Chinese containers from Mexican ports to Kansas City,” he said.

Brogdon objected that the Bush administration’s below-the-radar push for a new continental NAFTA Superhighway will risk the supremacy of U.S. laws on U.S. highways.

“Anyone driving on an international highway system running through the United States would be subjected not to U.S. law, but to international law,” Brogdon argued. “We would be subject to an international tribunal in case of a dispute, including accidents or other lawsuits.”

Brogdon objected to the Department of Transportation’s push to allow 100 Mexican trucking companies to have free access on U.S. roads for their long-haul rigs.

“The Bush administration is pushing the Trans-Texas Corridor under the cause of better roads and economic development,” Brogdon stressed. “I’m sure we all want good roads and bridges, but not at the expense of our nation’s sovereignty.”

As WND previously reported, Brogdon has opposed legislation that would have pre-authorized the extension north into Oklahoma, as a deceptive piece of legislation (HB 1917) that would have put Oklahoma in a highway “pilot project” that was unlimited in scope and required Oklahoma to waive its 11th Amendment rights.

“The 11th Amendment gives protection to Oklahoma from being sued in federal court by a foreign nation,” Brogdon explained. “So for us to be a part of this project we had to waive our 11th Amendment rights. This benign piece of legislation that started out as a simple re-surface project in Southeast Oklahoma was in fact the first step to create the NAFTA Superhighway through Oklahoma.”

The bill was strongly supported by the North America’s SuperCorridor Coalition, Inc., a Dallas-based trade organization of which the State of Oklahoma is a member.

Brogdon has championed legislation demanding Oklahoma withdraw from NASCO, saving the state a $25,000 annual membership fee.

“NASCO’s mission statement says their goal is ‘to create the world’s first ‘international, intermodal superhighway’ system,” Brogdon pointed out. “NASCO lobbied the Oklahoma state legislature to pass HB 1917 and they found many of my colleagues sympathetic to their cause. In the state senate, we were able to kill the bill during debate. We won a battle, but the war is not over.”

Brogdon predicted that the battle to extend the Trans-Texas Corridor north into Oklahoma would be pressed once again by NASCO in the Oklahoma legislature’s next session.

“NASCO will probably work with legislators favorable to their cause to package the next bill with a catchy name,” Brogdon warned. “The bill will come down as something like, ‘Economic Development and Transportation for the Next Generation and Our Kids.’ It will be disguised, but I assure you, the outcome will still be the same. Our sovereignty will be under attack.”

Still, Brogdon expressed his confidence in winning the battle against the NAFTA Superhighway in Oklahoma.

“I’m encouraged at what lies ahead for this state and for the nation,” Brogdon told the group. “History reveals that Americans always rise to the occasion to protect this country. We are in a battle for this nation’s sovereignty. But I see American patriots here today, in this assembled group, men and women still dedicated to the Constitutional cause so eloquently laid out by our founding fathers.”

“Ladies and gentlemen, know this – our future will not be determined by the politicians,” Brogdon concluded. “Our future lies solely in our hands because ‘We the People,’ and not some bureaucrats in Washington or a trade group in Dallas, are the government of the United States.”

WND reported NASCO changed its name from the original name, North America’s Superhighway Coalition.

NASCO also has repeatedly redesigned its webpage so as to de-emphasize the continental nature of the “super corridor” NASCO supports.

MEXICO CITY — President Felipe Calderon blasted U.S. immigration policies on Sunday and promised to fight harder to protect the rights of Mexicans in the U.S., saying “Mexico does not end at its borders.”

The criticism earned Calderon a standing ovation during his first state-of-the nation address.

“We strongly protest the unilateral measures taken by the U.S. Congress and government that have only persecuted and exacerbated the mistreatment of Mexican undocumented workers,” he said. “The insensitivity toward those who support the U.S. economy and society has only served as an impetus to reinforce the battle … for their rights.”

He also reached out to the millions of Mexicans living in the United States, many illegally, saying: “Where there is a Mexican, there is Mexico.”

Since taking office in December, Calderon has maintained strong ties with the United States, but he has often denounced U.S. immigration policy, including more deportations that have divided many families, sometimes forcing U.S.-born children to build new lives in Mexico.

Calderon addressed the nation Sunday from the National Palace, avoiding a showdown with leftist opposition lawmakers who had vowed to prevent him from making the speech in Congress, as Mexican tradition dictates.

Mexico’s Federal Electoral Tribunal declared Calderon the winner of the July 2006 race nearly a year ago, rejecting leftist candidate Andres Manuel Lopez Obrador claims that Calderon’s narrow victory was fraudulent.

Calderon’s predecessor, Vicente Fox, was also blocked last year from making his state-of-the-nation address in Congress after leftist lawmakers stormed the stage and refused to give him passage. The lawmakers claimed Fox unfairly aided Calderon’s win, which Fox denied. Both are members of the conservative National Action Party.

Lopez Obrador refused to recognize Calderon’s eventual victory and declared himself leader of a parallel government. But he has largely disappeared from the public eye amid sharp divisions within his leftist Democratic Revolutionary Party.

Calderon, meanwhile, has garnered some of the highest approval ratings in Mexico’s history.

He said Sunday that Mexico has created 618,000 new jobs since January and needs to do more to close the giant gap between the rich and the poor. He also promised not to let up in his nationwide crackdown on drug gangs who control large swaths of Mexican territory.

“We can close our eyes to the reality, and because we are afraid or irresponsible, let organized crime take over our streets,” he said. “Or we can decide to fight and defeat crime with all the risks and costs that implies.”

leaders of Canada, the United States and Mexico will issue emphatic denials but the hidden motive propelling them in creating the Security and Prosperity Partnership is to advance one step closer to the centuries-old goal of a world government known as the New World Order.


Mr. Bush, Señor Calderon, and Mr. Harper may publicly claim that their goal is merely the promotion of free trade and the creation of more cooperation amongst the three nations. But, in 2002, when former Mexican President Vicente Fox announced his desire to create “connections and institutions similar to those created by the European Union,” he openly confirmed the long range plan. He is not alone in having made clear that a duplicate of the EU is in the works for the Western Hemisphere.

The European Union was sold to the people of Europe as a beneficial arrangement to spur trade. But, as many have begun to discover, it has all but cancelled independence for its 27 nations. In their 2003 book The Great Deception, British authors Booker and North show that the European Union has become the greatest concentration of political power in the history of mankind. The two researchers refer to the EU as “a slow-motion coup d’etat, the most spectacular coup d’etat in history.”

The Security and Prosperity Partnership is setting the stage for uniting the three nations of North America into a North American Union that will parallel for the West what the EU has done to Europe. At a closed-door meeting of what was labeled the North American Forum [1] held in Banff, Alberta, September 12-14, 2006, high-level officials and prominent executives from the three nations discussed “Demographic and Social Dimensions of North American Integration.” After attending the secret gathering –- there were no journalists, no press releases, no commentary for public consumption -– U.S. Assistant Secretary of State Thomas Shannon told [2] an audience here in Ottawa: “The North American Forum is a parallel structure to the Security and Prosperity Partnership” –- thus admitting the existence of a link between the SPP and plans for a North American Union.

Canadian Mel Hurtig attended the Banff session and he stated [3] that its purpose was to bring about “the integration of Canada into the United States.” He didn’t like the idea of such a meeting being held in secrecy, and he didn’t like the plan to integrate the three nations. If there was nothing to hide, why did that meeting of high-ranking dignitaries from the three North American nations meet in secrecy?

Asked months ago about the Security and Prosperity Partnership and the rush toward a North American Union, many members of the U.S. Congress confessed not having a clue about these subversive plans. The reason for their early ignorance is that the overall goal is designed to occur without any consent of the people’s representatives. Mr. Bush and his globalist advisers will not risk the defeat of their plans by seeking input from Congress. They plan to carry out this enormous coup d’etat under the so-called authority of the 1994 North American Free Trade Agreement, NAFTA. But, recently, the House of Representatives overwhelmingly voted to bar the use of federal funds for creating the NAFTA superhighway from Mexico into the U.S. and Canada. Obviously, some portions of the overall plan are becoming known.

American University’s Dr. Robert Pastor, a key promoter of this grand scheme, stated very clearly in Foreign Affairs [4] magazine that “NAFTA was merely the first draft of an economic constitution for North America.”

U.S. Secretary of Commerce Carlos Gutierrez confirmed the view given by Dr. Pastor when he stated in March 2006, “The Security and Prosperity Partnership seeks to build on NAFTA.”

World Government has been the goal of a power-driven and self-perpetuating conspiracy for some six generations. Military conquest hasn’t achieved the goal. Wars and revolutions haven’t accomplished it either. So the master planners have turned to misnamed free trade and seemingly innocuous economic unions to reach their independence-cancelling design.

This is what Henry Kissinger meant when, in 1993, he implored the U.S. Congress to approve NAFTA as “the most creative step toward the new world order [5]” and a “step toward a free-trade zone for the entire Western Hemisphere.” And it is what David Rockefeller meant when he simultaneously urged [6] the U.S. Congress to approve NAFTA in order “to build a true new world in the Western Hemisphere.”

The John Birch Society was formed in 1958 to protect our nation’s hard-won independence. In the face of this very serious threat posed by the SPP and the North American Union, our organization has launched a campaign calling on the U.S. Congress to withdraw from NAFTA. If our effort is successful, the rug will be pulled out from under this secret plan to merge Canada, the U.S. and Mexico via the Security and Prosperity Partnership and its companion North American Union. H. Con. Res 22 [7]has been introduced in the House of Representatives to mandate withdrawal from NAFTA.

Nothing less than national independence is at stake. The American people don’t want to tear up our Declaration of Independence. Nor do the peoples of Canada and Mexico want to cancel the independence of their nations. Roman Herzog, the former president of Germany, now realizes that Germany has essentially lost its independence to the EU bureaucrats in Brussels. We must not let the same stealth-type movement accomplish for our countries what has already befallen Europe’s once-independent nations.

Our first step in blocking this merger is to scuttle the NAFTA pact. Supposedly a pact designed merely to foster trade, NAFTA’s 900 pages of regulations amount to massive amounts of control. And NAFTA’s Chapter 11 tribunals have already demonstrated their power to supersede state and federal law [8].

Our plan calls for blocking the creation of a North American Union by withdrawing the U.S. completely from NAFTA. We shall continue – and increase – our efforts to expose the hidden purpose behind the Security and Prosperity Partnership/North American Union. We welcome similar efforts from the peoples of Canada and Mexico.
