US Congressman Ron Paul says the United States is in Georgia not for democracy but to protect an oil pipeline bypassing Russia.

“We are not for democracy there – we are there to protect a pipeline. And that is tragic for me,” he said.

The remarks came as the US Senate Committee on Armed Services held a hearing to cast Moscow as an aggressor in the 5-day conflict in the Caucasus region but a rift among the members hampered decision making.

MOSCOW, August 23 (RIA Novosti) – Georgia planned the military operation against its breakaway republic of South Ossetia a year in advance, a source in one of Russia’s security bodies said Saturday.

The source also told RIA Novosti that the operation was coordinated with NATO’s plans to strengthen its naval presence in the Black Sea.

“The statements of some NATO representatives that the maneuvers of the alliance’s ships in the Black Sea were planned a year ago are evidence that attacks on South Ossetia and Abkhazia were planned earlier, maybe even last year,” the source said.

A NATO representative earlier said that the three-week deployment – which includes stops at Romanian and Bulgarian ports – was planned at least a year ago, well before the conflict in Georgia.

Already under strain due to NATO’s courting of Ukraine and Georgia, and over U.S. missile defense plans in Eastern Europe, relations between the alliance and Russia have frayed badly since Georgia’s attack on South Ossetia and Russia’s subsequent military operation.

In the opinion of the source, NATO’s buildup of naval force in the Black Sea under the cover of providing humanitarian aid to Georgia, sets a dangerous precedent and may sharply destabilize the situation in the region.

Speaking Friday at RIA Novosti news conference, the deputy chief of the Russian military’s general staff expressed doubts whether it is necessary to have NATO vessels in the Black Sea delivering humanitarian aid to Georgia.

“Now that the conflict [with South Ossetia] is exhausted, there are NATO vessels [in the Black Sea]. What for and with what aim?” Col. Gen. Anatoly Nogovitsyn said.

He also said Russia would reply swiftly to all provocations against its Black Sea Fleet.

Russia’s flagship cruiser has re-entered the Black Sea for weapons tests hours after the Russian military complained about the presence of US and other Nato naval ships near the Georgian coast.

The ’Moskva’ had led a battle group of Russian naval vessels stationed off the coastline of Georgia’s breakaway region of Abkhazia during Russia’s recent conflict with Georgia and sank smaller Georgian craft.

The assistant to the Russian Navy’s commander-in-chief told Russian news agencies the cruiser had put to sea again two days after returning to its base at the Ukrainian port of Sevastopol.

“’Moskva’ has today departed toward the Black Sea Fleet’s naval training range to check its radio-controlled weapons and onboard communications systems,” Captain Igor Dygalo was quoted as saying by Interfax.

The Russian navy’s press office was unable to confirm his comments when contacted by Reuters.

The presence of so many ships from Nato countries earlier drew the ire of a Russian military spokesman during a daily media briefing on the conflict.

“The fact that there are nine Western warships in the Black Sea cannot but be a cause for concern. They include two US warships, one each from Spain and Poland, and four from Turkey,” Anatoly Nogovitsyn, the deputy chief of the Russian military’s General Staff said.

On Sunday, the US guided missile destroyer USS McFaul arrived with aid including camp beds, bedding, tents and mobile kitchen units, the US Defence Department spokesman Bryan. Whitman said.

Separately, the US Coast Guard cutter Dallas has been dispatched with aid, while a third vessel, the Navy command ship USS Mount Whitney, is being loaded in Italy with humanitarian supplies for Georgia, he said.

The Nato ships in the Black Sea are carrying more than 100 ’Tomahawk’ cruise missiles, with more than 50 onboard the USS McFaul alone that could hit ground targets, reported RIA news agency, quoting unnamed sources in Russian military intelligence.

Russia’s strategic and space troops successfully tested an intercontinental ballistic missile Topol (RS12M). The missile is designed to avoid detection by anti-missile defense systems. The launch was performed at 2:36 p.m. Moscow time from Plesetsk space port, RIA Novosti reports.
The missile successfully covered the distance of almost 6,000 kilometers and hit a hypothetical target on the Kamchatka Peninsula.

“The missile warhead accurately hit the hypothetical target, having thereby exercised its ability to strike pinpoint targets,” a senior spokesman for Russia’s strategic missile troops, Alexander Vovk said in a statement.

Russia previously tested the Topol (RS12M) ballistic missile on December 8, 2007.

The development of the Topol missile complex started in 1977, the first tests were carried out in 1983. The complex is capable of hitting targets at a distance of over 10,000 kilometers.

The information barrier in Georgia has complicated the local population’s ability to understand how the events truly unfolded in South Ossetia. For over two weeks, the Georgian intelligence has maintained control over foreign news sources.

All Russian sites and “enemy TV” have been blocked. However, the government’s official propaganda was dealt a serious blow yesterday when the country’s only Russian-language newspaper Vecherniy Tbilisi published an interview with renowned political scientist Ramaz Klimiashvili.

Klimiashvili said that “based on information from the presidential chancellery and U.S. governmental structures, Mikhail Saakashvili requested that a plane be sent in for him when the threat neared of Russian forces taking Tbilisi.”

When the news began to spread, Klimiashvili writes, the opposition started to panic. Despite their many differences, Saakashvili was maintaining control over the situation and “without him at the helm the country would sink into chaos.”

The political scientist says Saakashvili wouldn’t have launched a full-scale military operation without U.S. consent.

“Was the U.S. really unaware that Russia would respond just like they did years back in Kosovo?” he asks. “I don’t exclude the possibility that to a large extent Bush was interested in seeing Russia’s reaction — whether the country was ready to utilize the Kosovo option. Russia was forced to act decisively to avoid looking helpless in the eyes of the Caucasus people.”

Klimiashvili believes that little good will come of the South Ossetian war.

“I don’t doubt the August affairs may one day be seen as more of a catastrophe than Georgia’s loss of Abkhazia in 1993,” he said. “We don’t yet know what is really going on… If the U.S. is involved here, then the guilt should be on their conscience.”

In an interview with CNN, Russia’s Prime Minister Vladimir Putin has stated that the Georgian-South Ossetian conflict may have been manufactured by the White House for domestic political reasons. Putin also says that preliminary reports show U.S. citizens may have been present in the combat zone.

“We have serious reason to believe that American citizens were right at the heart of the military action. This would have implications for American domestic policy.” Putin told CNN.

“If this is confirmed, then it raises the suspicion that someone in the US specially created this conflict to worsen the situation and create an advantage in the competitive struggle for one of the candidates for the post of president of the United States.” he continued.

“They needed a short, victorious war.”

“And if it didn’t work out, they could always put the blame on us, make us look like the enemy and against the background of this surge of patriotism, once more rally the country around a particular political force.” Putin explained.

In addition to the remarks broadcast by Russia Today, Putin charged that Americans on the ground in Georgia were “implementing orders” from their “leader” during the conflict.

“The fact is that US citizens were indeed in the area in conflict during the hostilities. It should be admitted that they would do so only following direct orders from their leaders,” Putin said.

“Therefore, they were acting in implementing those orders, doing as they were ordered, and the only one who can give such orders is their leader,” he added.

The comments come in the wake of news that a U.S. passport was found in a building in South Ossetia occupied by Georgian troops.

As we have documented, reports of American mercenaries being captured and found dead inside South Ossetia and Georgia circulated in the days after the conflict began.

Putin also told the CNN interviewer that the Georgian army was armed and trained for the conflict.

“Why hold years of difficult talks and seek complex compromise solutions in inter-ethnic conflicts? It’s easier to arm one side and push it into the murder of the other side, and it’s over,” he said.

“It seems like an easy solution. In reality it turns out that it’s not always so.”

Putin may have been referring to the military exercise Immediate Response 2008, which took place last month, involving no less than one thousand U.S. troops working with Georgian troops in a war game scenario. It was also well documented that Georgian troops were flown out of Iraq by the U.S. to join the conflict in South Ossetia. Aside from these facts, it is common knowledge that Washington provides training and equipment to the Georgian military, one of its coalition allies.

A U.S. passport was found in a building in South Ossetia occupied by Georgian troops, a Russian military spokesperson revealed on Thursday. After Russian peacekeepers cleared the heavily defended building, a passport belonging to a Texan named Michael Lee White was discovered inside.

Deputy Chief of Russia’s General Staff Anatoly Nagovitsyn showed photocopies of the passport to media in a press briefing on Thursday.

“There is a building in Zemonekozi – a settlement to the south of Tskhinval that was fiercely defended by a Georgian special operations squad. Upon clearing the building, Russian peacekeepers recovered, among other documents, an American passport in the name of Michael Lee White of Texas,” said Nagovitsyn.

Neither the owner of the passport nor his remains were found at the scene, despite a thorough search.

“I do not know why he was there, but it is a fact that he was in the building, among Georgian special forces troops,” Nagovitsyn said.

The briefing was delivered on the same day Prime Minister Vladimir Putin told CNN, “We have serious reasons to believe that American citizens were right at the heart of the military action”. Putin said the conflict in South Ossetian may have been planned to benefit one of the U.S. presidential candidates.

 

Military help for Georgia is a ’declaration of war’, says Moscow

Moscow has issued an extraordinary warning to the West that military assistance to Georgia for use against South Ossetia or Abkhazia would be viewed as a “declaration of war” by Russia.

The extreme rhetoric from the Kremlin’s envoy to NATO came as President Dmitry Medvedev stressed he will make a military response to US missile defence installations in eastern Europe, sending new shudders across countries whose people were once blighted by the Iron Curtain.

And Moscow also emphasised it was closely monitoring what it claims is a build-up of NATO firepower in the Black Sea.

The incendiary warning on Western military involvement in Georgia – where NATO nations have long played a role in training and equipping the small state – came in an interview with Dmitry Rogozin, a former nationalist politician who is now ambassador to the North Atlantic Alliance.

“If NATO suddenly takes military actions against Abkhazia and South Ossetia, acting solely in support of Tbilisi, this will mean a declaration of war on Russia,” he stated.

A prominent human rights group says Georgia has admitted dropping cluster bombs in its military offensive to assert control over the restive province of South Ossetia.

Human Rights Watch says it has received an official letter from Georgia’s Defense Ministry that acknowledges use of the M85 cluster munition near the Roki tunnel that connects South Ossetia with Russia.

The M85 is the same weapon that was used extensively by Israel in its 2006 war with Hezbollah in Lebanon.

HRW arms division researcher Bonnie Docherty told reporters in Geneva on Monday that Russia undoubtedly used cluster munition in several places during the conflict. However, Russia has denied using the weapon.

Evidence of “numerous erroneous decisions of the Georgian leadership which led to the beginning of a crisis in the Caucasus” are accumulating in the OSCE headquarters, says the German weekly magazine Der Spiegel in an announcement of an article to be published on Monday.

The magazine says that “a lot of corresponding reports by OSCE observers in the Caucasus have unofficially fallen into the hands of some governmental authorities in Berlin.”

According to this data, Georgia had been actively preparing a military strike against South Ossetia and began the attack before Russian tanks entered the Roksky tunnel connecting South Ossetia and Russia.

Also, there are reports of observers who say that the Georgian authorities ordered that the attack on South Ossetian civilians at night when they were sleeping, the announcement says.

Former Republican presidential candidate Ron Paul has declined to endorse either John McCain or Barack Obama, and he told CNN’s Kiran Chetry on Thursday that he sees “no difference” between them because both espouse foreign policies that only create more threats to our national interests.

Chetry asked Paul, “Do you think it’s a valid argument … that a John McCain administration would be a four-year extension of the Bush administration?”

“Sure, but I think that’s what’s going to happen with Obama, too,” Paul replied. “There’s no difference.”

“Their foreign policies are identical,” Paul explained. “They want more troops in Afghanistan. They want to send more support to Georgia to protect the oil line there. Neither one says bring home the troops from Iraq from the bases — you know the bases are going to stay there, the embassy as big as the Vatican, that’s going to remain. So their foreign policies are exactly the same. They’re both very, very aggressive with Iran. So I would say there’s no difference.”

“How would you handle these global threats, then, if it’s not to send our troops there and make sure that we’re protected?” Chetry asked.

“We create the threats!” Paul replied emphatically. “Why are we on the borders of Russia provoking the Russians? I mean, the Georgians initiated the military attack against these enclaves where there were mostly Russians. … It’s the fact that we’re over there that we create these crises.”

“Isn’t it part of our duty, though, to support these fledgling democracies that ask for our help?” asked Chetry.

“No, it’s not our responsibility to do that,” Paul said firmly. “We should endorse the principle but not send troops and money. … Once we get over there, we just aggravate the situation.”

“We bombed Serbia in order for Kosovo to become independent,” Paul concluded. “Now the Russians are doing the same thing. … It’s this total inconsistency.”

When followers of erstwhile presidential candidate Ron Paul said they were going to stage an alternate convention, they meant it. Pretty much everything about Paul’s grassroots Rally for the Republic stands in stark contrast to the Republican national convention getting underway in St. Paul.

Its delegates are on their way via “Ronvoy,” a caravan of minivans and charter buses organized on the Internet. Many are eschewing hotels in favor of campgrounds and RV parks in Twin Cities exurbs, according to organizers. Still others will arrive just in time for the rally, a 12-hour marathon of speakers and entertainers taking place Tuesday at the Target Center in downtown Minneapolis.

“Most of our people are not wealthy,” said Drew Ivers, a longtime GOP activist who is Paul’s delegate coordinator. “They’re working people feeling the pinch. They’re not country-club elitists. With the price of gas, they’re caravanning in in minivans and the like.

“These people are sacrificing to make this happen,” Ivers added. “I think it’s commendable.”

Speakers expected at the rally include former Minnesota Gov. Jesse Ventura, MSNBC correspondent Tucker Carlson, anti-tax lobbyist Grover Norquist, Barry Goldwater Jr., son of the late presidential candidate, and Barb White, a candidate in Minnesota’s fifth congressional district.

On hand to entertain the 10,000 supporters organizers say they expect will be musicians Marc Scibilia, Rockie Lynne, Sara Evans and Aimee Allen, the voice behind “The Ron Paul Revolution Theme Song.” Tickets, still available at Ticketmaster at press time, are priced at a cheeky $17.76.

A physician and 10-term congressman from the greater Houston area, Paul officially suspended his campaign for the GOP presidential nomination in June. Instead, he announced, he would use the $4.7 million remaining in his campaign coffers to underwrite the Campaign for Liberty, a grassroots effort to push libertarian-minded candidates for local offices across the country.

The spectacle of two individuals caught on camera calling for violence and then affiliating themselves with peaceful demonstrators in Denver has raised questions about who is behind apparent “agent provocateurs,” intent on demonizing legitimate protest groups at the Democratic National Convention.

Several news outlets reported that nationally syndicated radio talk show host Alex Jones had “threatened” neo-conservative pundit Michelle Malkin during a confrontation between the two yesterday.

The same websites then claimed that people affiliated with Jones had screamed “Kill Michelle Malkin” and advocated violence against the columnist.

“Jones and his lackeys chased Michelle around the protest threatening to kill her!” claims the Gateway Pundit blog.

Other news sources, including People’s Press Collective and Political Byline, re-iterated the false charge and alleged that Jones had threatened Malkin.

In reality, the You Tube video of the incident shows two young men in court jester outfits approach Jones, claim they are fans of his and then put their arms around him for a photo opportunity. They then go off camera and advocate the murder of Malkin, continuing their threats despite the best efforts of Jones’ colleague Luke Rudkowski to make them cease their outburst.:

Tellingly, the man in green (and Jones’ “lackey” according to the reports) also shouts, ”Alex Jones is a capitalist stooge.”

This incident was clearly a staged set-up to fool the watching media into thinking that people affiliated with Jones were calling for violence, thus demonizing Jones himself and the rest of the peaceful protesters who were confronting Malkin.

It was “frat-boy type” instigators, notes Aaron Dykes, editor of The Jones Report, “wearing court jester hats and making inflammatory statements.” Dykes further states that, after chanting for Malkin’s death, these instigators asked why Alex had called for violence against Malkin.

Alex Jones nor any of his colleagues have ever called for violence against Michelle Malkin or any other individual. Confrontational protest is one thing, but assault and death threats are something that Alex Jones has vehemently denounced throughout his years of activism.

For clues about who the mysterious “court jesters” really belong to, consider the fact that members of the Re-Create 68 protest group, a self-proclaimed left-wing anarchist organization, voiced their support for right-wing Malkin throughout the confrontation with Jones, with one member, Kenneth Sanchez, at one point yelling “Michelle Malkin is a true patriot!”

According to other protest groups, Re-Create 68 is a COINTELPRO-style project designed to discredit legitimate antiwar groups by instigating violence in Denver during the DNC. According to Alex Jones, members of Re-Create 68 have habitually attempted to taunt police and provoke riots during the first few days of the convention.

Discovering the true identity and affiliation of the two individuals seen in the video calling for violence is key to preventing the wholesale demonization of legitimate protest groups as well as stopping a potential police crackdown which may come as a result of these instigators provoking riots.

Reading Fort Collins Now, formerly Fort Collins Weekly, one has to ask if Julia Cobb got her journalism degree out of a crackerjack box. Reporting on the events outside the DNC yesterday, Cobb describes Alex Jones’ confrontation with the neocon Michelle Malkin as follows:

But soon, the attention was diverted from the peaceful protest by an altercation between a member of the conservative media and a citizen attending the protest. This was the second incident of its kind; on Sunday, protesters took exception to a Fox News reporter trying to question Ward Churchill, controversial former professor at the University of Colorado. Today it was radical Alex Jones, from the group 9/11 Truth, which believes that the September 11 terrorist attacks were planned by the U.S. government, verbally confronting Michelle Malkin, a conservative columnist and Fox News contributor.

“You support torture. Shame on you, you fascist piece of trash,” Jones yelled. He also accused Malkin of supporting the U.S. Marines when they drown puppies.

Malkin found an ally in Recreate 68’s Sanchez, who pushed his way into the crowd of TV cameras to yell at Jones: “Michelle Malkin is a true patriot!”

Sanchez later said he had no idea why Jones was attending the protest and added that Recreate 68 does not support Jones’ ideas. He added that although they strongly disagree with her views, Recreate 68 supports Malkin’s right to free speech.

Drown puppies? Lance Cpl. David Motari didn’t drown a puppy. He threw it over a cliff. This was a big story back in March, but for some reason Ms. Cobb didn’t bother to do any research.

She also did not mention the fact that Michelle Malkin insisted the puppy was not real. “The puppy doesn’t move. It’s clear to me that it’s either dead or a stuffed toy. The sound effects of a dog yapping seem to have been dubbed in,” Malkin wrote on her blog on March 3. “Disturbing whether the dog is real or fake, dead or alive? Yes. A hanging offense? No. But the clip is a useful cultural Rorschach test. Those who buy into the soldier-as-monster narrative are up in arms — demanding that the soldiers be hunted down and shot.”

Malkin then includes a few obscenity laced quotes that accompanied the video on YouTube. “I’m sure Gloria Steinem and the Berkeley City Council would agree,” she adds. This is the same Gloria Steinem who enjoyed “a 10-year association with the CIA,” according to Nancy Borman and the Village Voice. As a member of the CIA’s Mockingbird corporate media — Malkin works for Fox News — it would seem Michelle Malkin has more in common with Ms. Steinem than she would care to admit.

It is bizarre to claim Malkin “found an ally” in Recreate 68’s Kenneth Sanchez, who along with co-founder Mark Cohen attempted to “levitate” the U.S. Mint in Denver. Of course, this is not even original, it was ripped off from Abbie Hoffman. Back in 1967, 50,000 hippies attempted to levitate the Pentagon, turn it orange, and drive out the evil spirits responsible for the Vietnam War. Mark Cohen, wearing a red velvet wizard costume, and Recreate 68 managed to attract 50 people to this less than original stunt.

It makes sense Sanchez would declare Malkin a “true patriot,” although Recreate 68 allegedly disagrees with her views. According to Truth Alliance, Recreate 68 is a COINTELPRO project designed to discredit legitimate antiwar groups by instigating violence in Denver during the DNC. Malkin did her part, adding to the hype on her blog on March 21 when she wrote that Recreate 68 is part and parcel of “the history of left-wing violence against law enforcement” and admonished the cops to “take the nutballs seriously.” In response, nutball Sanchez embraced Malkin and disavowed the “radical” Alex Jones.

“Recreate 68 co-founder Glenn Spagnuolo agreed [with Sanchez] saying [Alex Jones] is “the true agent provocateur, he was so busy hating, he missed all the love.” Spagnuolo’s “love” is rather peculiar, as the point of Recreate 68 is to initiate a re-run of the 1968 police riot in Chicago. Is it possible Mr. Spagnuolo echoes Yippie Jerry Rubin, who wished for martial law in Chicago? Love has nothing to do with bashing heads.

It’s no longer simply the neocon bloggers spreading lies about Alex Jones. Now the Dallas Morning News has engaged in slander. Mark Davis, described as a “radio guy and contributing columnist” to the newspaper’s “opinion blog,” writes:

Conservative writer and blogger Michelle Malkin was apparently attacked by violent idiots yesterday, egged on by one of the most repugnant human beings attending this convention — and the competition for that title is crowded.

I refer to the cretinous Alex Jones, who hosts what passes for a radio talk show on a few stations unwise enough to carry it. His blend of 9/11 conspiracy bunk and other baseless scaremongering makes him a complete idiot, a designation which gives him plenty of innocent company. But in shouting “Kill Michelle Malkin!” at a protest yesterday, he reveals himself to be not just a dismissible loon, but a despicable soul whom I would identify as a blight on my industry if I actually considered him to be a part of it. (Emphasis added.)

In short, according to the Dallas Morning News, Alex Jones called for Michelle Malkin to be murdered. Infowars, Prison Planet, and no shortage of blogs and websites have spent the last two days revealing this for what it is — a complete lie, in fact a neocon dirty trick.

It really is quite amazing the Dallas Morning News would be so careless. It has committed libel, as there is plenty of irrefutable evidence that Alex Jones did not call for Malkin’s murder.

In the opinion of this writer, the Dallas Morning News not only needs to apologize and print a retraction, it needs to fire Mark Davis for violating journalistic ethics.

But then I forgot — the corporate media has no ethics.

US Vice President Dick Cheney will visit Georgia next week in a show of support for the war-battered US ally amid a deepening freeze in Russian ties with the West, the White House said Monday.

Cheney will become the most senior US official to visit the former Soviet republic since Russian tanks rolled into its smaller neighbor when Tbilisi tried to retake the Moscow-backed rebel region of South Ossetia by force.

The vice president, who warned early in the crisis that “Russian aggression must not go unanswered,” will also visit Azebaijan, Ukraine and attend an economic forum in Italy, the White House said.

Bush to issue statement on Russia-Georgia situation

President George W. Bush on Tuesday will issue a statement on Russia’s recognition of breakaway Georgia regions, which the White House called an “unfortunate decision.”

Russia has been making a number of “irrational decisions” related to the conflict, White House spokesman Tony Fratto said in Texas where Bush is at his Crawford ranch.

“So far we’ve seen a series of unfortunate decisions by the Russians that only serve to further isolate them. And we hope that they hear the loud voices from the international community and understand that it’s not in their long-term interests to take these kinds of actions,” Fratto said.

He called “ridiculous” Russian President Dmitry Medvedev’s accusation, in an interview with the BBC, that the United States was shipping arms to Georgia on naval vessels.

“I can assure you that these are purely humanitarian aid shipments that are going into Georgia and nothing else,” Fratto said.

President Mikheil Saakashvili of Georgia said Sunday that he planned to rebuild his country’s shattered army, and that even after its decisive defeat in the war for control of one of Georgia’s two separatist enclaves he would continue to pursue a policy of uniting both under the Georgian flag.

“It will stay the same,” he said of his ambition to bring the enclaves, South Ossetia and Abkhazia, under Georgian control. “Now as ever.”

Both houses of Russia’s Parliament, meanwhile, voted unanimously Monday to ask President Dmitri A. Medvedev to recognize the enclaves’ independence. But the measure, which requires the president’s approval to take effect, was seen as symbolic.

Separately, the White House on Monday announced that Vice President Dick Cheney would visit the region from Sept. 2, stopping in Azerbaijan, Georgia, Ukraine and Italy to discuss the crisis.

Both houses of the Russian parliament called on President Dmitry Medvedev to recognize the independence of two breakaway Georgian regions that sparked Russia’s first foreign military incursion since the Soviet era.

“Today we are faced with, I’m not afraid to say, a historic decision, to call upon the president of the Russian Federation to recognize the independence of South Ossetia and Abkhazia,” Sergei Mironov, the speaker of the upper house, said in an address to lawmakers in Moscow today.

South Ossetia and Abkhazia, which broke away from Georgia in wars in the early 1990s, have cited Kosovo’s Feb. 17 declaration of independence from Serbia as a precedent for their aspirations. Medvedev — who alone can decide on whether to recognize the territories — has said previously that Russia supports the regions’ decisions on their future status, while stopping short of formally recognizing them. President George W. Bush has insisted the regions remain a part of Georgia.

Both the lower chamber, the state Duma, and the upper house, the Federation Council, voted unanimously in support of independence.

“Medvedev will recognize both regions,” said Alexander Rahr, a Russia expert at the German Council on Foreign Relations in Berlin. “There’s no way out,” he said. “This is a consequence of the recognition of Kosovo by the West and Western policy in the Balkans.”

 

Upper chamber backs independence of Abkhazia and South Ossetia

Russia’s upper chamber of parliament has unanimously voted to ask the Russian President to recognise independence of Abkhazia and South Ossetia.

As the emergency session of the Federation Council began in Moscow, the presidents of the two breakaway republics have once again said they will never agree to remain within Georgia.

In his speech, the President of South Ossetia, Eduard Kokoity, said that both unrecognised states have more right to independence than Kosovo.

“As President of South Ossetia and on behalf of the South Ossetian parliament and its people, with all gratitude to the President of the Russian Federation I once again call for the recognition of South Ossetia as an independent state,” he said before the senators.

Abkhazian President Sergey Bagapsh, for his part, said neither Abkhazia nor South Ossetia will live as one state with Georgia.

Meanwhile, the Parliament’s lower chamber, the State Duma will most probably back the recognition of South Ossetia and Abkhazia, said Konstantin Zatulin, deputy head of the Duma Committee for International Affairs.

MPs have gathered to discuss draft appeals to the Russian President and the parliaments of UN member states in connection with Georgia’s military attack on South Ossetia.

In his address the Speaker of the Duma, Boris Gryzlov, called Georgia’s action a case of genocide and compared it to the aggression of Nazi Germany against the Soviet Union.

Even if Russia recognises Abkhazia and South Ossetia, the entire process will take a long time. There will be a need to decide what form their independence will take.

But if NATO makes a strong push to bring Georgia into the alliance, Russia will recognise both of them instantaneously, says RT’s political commentator Peter Lavelle.
Hard road to independence

South Ossetia, which borders Russia in the south Caucasus, and Abkhazia on the Black Sea had previously attempted to break away from Georgia following referendums which were overwhelmingly in favour of independence. The results were ignored by Tbilisi, which claimed the ethnic Georgians forced to flee the regions were not consulted. The recent conflict in South Ossetia has added further urgency to the demands for self-determination.

The roots of the current discord can be traced back to the divide and conquer policies of Joseph Stalin – himself half Georgian, half Ossetian. Before the 1917 revolution, the ethnic groups of the Caucasus all lived as separate subjects of the Russian empire. However, with the Bolsheviks came the redrawing of the map, with both South Ossetia and Abkhazia becoming parts of Georgia.

When the Soviet Union collapsed, the then Georgian leader Zviad Gamsakhurdia advocated a nationalist “Georgia for the Georgians” policy, re-opening old wounds. Two military conflicts followed, leaving thousands dead and forcing many more to flee the conflict zones.

The ceasefire in the early 1990s brought de-facto independence to both regions with the shaky truce maintained by peacekeeping forces of mainly Russian troops.

Russia has never recognised the independence of either republic, although Georgia has repeatedly accused Moscow of trying to annex its territory.

Since becoming president in 2004, Mikhail Saakashvili has pledged to bring his country closer to the West, which has also motivated his drive to end the territorial disputes.

Ossetians and Georgians have lived side by side for centuries. The two groups share Soviet history and the Orthodox Christian religion and intermarriage is common. But the ties that once bound their cultures have been severely damaged in the trauma of the recent fighting. Kosovo’s self-declared independence in February, too, has boosted these regions’ ambitions.

Most Abkhazians and South Ossetians carry Russian passports and the only valid currency is the Russian rouble. In addition, both self-declared republics have presidents, flags, national anthems, armies and Moscow’s support.

The U.S. ambassador to Moscow, in a rare U.S. comment endorsing Russia’s initial moves in Georgia, described the Kremlin’s first military response as legitimate after Russian troops came under attack.

U.S officials, including President George W. Bush, have strongly criticized Moscow’s subsequent action but have not focused on the initial chain of events that triggered the conflict between Russian and U.S.-ally Georgia.

The war broke out after Georgia tried to retake its Moscow-backed breakaway region of South Ossetia, prompting a counter-attack by Russian forces.

In his first major interview since his arrival as Ambassador last month, John Beyrle gave the Russian daily Kommersant his views on the conflict and warned about its impact on U.S. investor confidence in Russia.

“Now we see Russian forces, which responded to attacks on Russian peacekeepers in South Ossetia, legitimately, we see those forces now having advanced on to the soil of Georgia; Georgian territorial integrity is in question here,” Mr. Beyrle told the newspaper.

He said Washington had not sanctioned Georgia’s initial actions when on Aug. 8, after a succession of tense skirmishes, Georgian forces attacked South Ossetia, triggering a massive Russian reaction when its peacekeepers there came under fire.

“We did not want to see a recourse to violence and force and we made that very, very clear,” Mr. Beyrle was cited as saying in quotes the U.S. embassy confirmed as accurate.

“The fact that we were trying to convince the Georgian side not to take this step is clear evidence that we did not want all this to happen,” Mr. Beyrle said in the interview, which was published on Friday.

“We have seen the destruction of civilian infrastructure, as well as calls by some Russian politicians to change the democratically-elected government of Georgia. Some question the territorial integrity of Georgia. That is why we believe that Russia has gone too far,” the envoy said.

Mr. Beyrle said Washington still supports Russia’s bid to join the World Trade Organization, which has still not been finalized after more than a decade of talks.

“But American investors are now looking at the situation around Russia with concern and asking questions,” he said.

 

Georgian war leaves 1,492 Ossetians dead – local authorities

The total number of causalities of the Georgian – South Ossetian conflict has been revealed. According to local authorities the conflict has taken the lives of 1492 Ossetians. More than 5,000 people from South Ossetia are still in refugee camps in the south of Russia.

Approximarely 30,000 people fled from Georgia’s offensive on August 8. Many have been staying with relatives or have been taken in by ordinary charitable people. RT met a young family of refugees who are now trying to piece their shattered lives together.

Refugees rely on the kindness of strangers

Whoever’s won this war, the Ossetian people have lost the most. Two of them, Ruslan and Khatuna Khelekhsaeva, say everyting they owned in Tskhinvali now lies in ruins.

They are very clear as to who they blame for having destroyed their lives.

“We blame Georgia and America for the war. It’s the second time they’ve bombed us. We can’t bear it anymore. No one can guarantee that Georgia won’t bomb us again,” Ruslan said.

We asked Ruslan whether South Ossetia should indeed break away from Georgia.

“Independence would be good in theory but we cannot defend ourselves against Georgia. So we need to be part of Russia. If Russia didn’t support us, then there would probably be no ‘us’ left on this earth,” he added.

Khatuna’s eyes cannot hide her pain. She recounts her experience:

“After all we’ve gone through, I don’t want to go back to Tskhinvali. Words cannot describe the five days we spent hiding in our basement, scared for our lives. I am haunted by those memories.”

They arrived in North Ossetia to find the refugee camp overflowing. They were taken in by Natalya Gabarayeva, a local woman.

“I’m doing my best to take care of them. I feel so sorry for them. They arrived here with nothing, and needed a roof over their heads,” Gabaraeva said.

She added that although local authorities are doing what they can, it is still not enough for the numbes of people that fled South Ossetia.

 

‘Human rights were violated’ in Ossetia – European watchdog

Europe’s top human rights official has arrived in war-ravaged South Ossetia on a fact-finding mission. Commissioner Thomas Hammarberg from the Council of Europe Human is being accompanied by his Russian counterpart Vladimir Lukin. They say their goal is to gather evidence from all sides and to compile a report on their findings.

Thomas Hammarberg said: “I know that human rights were violated during the conflict.”

“I’m not going to involve myself in politics”, he said. “I am only here to look at the human rights situation and come up with recommendations on how these rights can be protected in the future. Our report will be objective and impartial”.

Vladimir Lukin added: “Many people had their rights violated, including the primary right to life, to housing, and so on. And this issue requires much attention – so we’ve come to find out what happened from that perspective.”

During Alex Jones’ confrontation with Neo-Con poster child Michelle Malkin at DNC yesterday, the phony right-wing ideologue enjoyed the support of seemingly strange bedfellows, the self-proclaimed liberal anarchist group Re-Create 68, who subsequently attempted to smear Jones in front of the media by implying he was a racist.

Jones called out Malkin for her pro-torture stance and her refusal to retract a story concerning Marines in Iraq killing puppies, which Malkin maintained was a faked video.

Malkin found an ally in Recreate 68’s (Kenneth) Sanchez, reports Fort Collins Now, “Who pushed his way into the crowd of TV cameras to yell at Jones: “Michelle Malkin is a true patriot!”

Recreate 68 co-founder Glenn Spagnuolo then said of Jones, “He’s the true agent provocateur, he was so busy hating, he missed all the love.”

What this aimless, arrogant and ineffective gaggle defined as “the love” was about as indefinable as the rest of the Communist trash they were spewing about redistribution of wealth.

But the group’s support for Michelle Malkin, a neo-fascist poster child for the fake right-wing and an advocate of torture and internment camps for dissenters and other undesirables, speaks volumes about the meaningless and transitory nature of their immature and vacuous political outlook.

Accepting of the fact that their whiny effeminate voices, stupid cowardly pseudonyms (one calling himself the Yippie Pie Man), and ridiculous wizard costumes could not compete with the booming ferocity of Jones, members of the group chose to question the talk show host through a bullhorn, calling him a “white populist” for daring to criticize extremist Mexican separatist groups and their“Plan of an Diego,” a revolutionary call to arms to re-invade the southwestern United States and kill all blacks and whites.

The guided missile destroyer USS McFaul has anchored at the Georgian port of Batumi, escalating tensions in the conflict-stricken region.

The US says the destroyer, which arrived at the Black Sea port on Sunday, contains humanitarian aid including baby food, diapers, bottled water and milk, AP reported.

This is while the USS McFaul is outfitted with an array of weaponry, including Tomahawk cruise missiles, which can carry both conventional or nuclear warheads, and a sophisticated radar system.

The US Embassy said the destroyer was the first of five American ships scheduled to arrive this week.

Earlier, Col. Gen. Anatoly Nogovitsyn, deputy chief of Russia’s general staff said that the arrival of the ship and those of other NATO members would escalate tensions, adding that NATO is setting up a naval force in the Black Sea under the ’cover’ of aid deliveries to Georgia.

“Under the cover of needing to deliver humanitarian goods, NATO countries continue to boost their naval grouping,” Nogovitsyn told a news conference in Moscow on Saturday.

The US Navy does not say if the ships are carrying nuclear weapons for security reasons.

Georgian military forces attacked South Ossetia to retake control of the independence-seeking province on August 8. In response, Russia moved its forces to the region where most of the population holds Russian citizenship.

The conflict ended after Russian President Dmitry Medvedev signed a French-brokered ceasefire deal last week.

At least 2,000 people in South Osettia and about 150 in Georgia were killed in the conflict. Also, about 40,000 people were displaced in areas around the conflict zone, according to International Committee of the Red Cross.

NATO warships entered the Black Sea on Thursday for what the alliance said were long-planned exercises and routine visits to ports in Romania and Bulgaria.

The move is not linked to the tensions over Russia’s invasion of Georgia, which lies on the eastern shore of the Black Sea, about 900 kilometers (550 miles) from the Romanian coast, said officials at NATO’s military command in southern Belgium.

Three warships — from Spain, Germany and Poland — sailed into the Black Sea on Thursday. They are due to be joined by a U.S. frigate, the USS Taylor, later this week.

They are “conducting a pre-planned routine visit to the Black Sea region to interact and exercise with our NATO partners Romania and Bulgaria, which is an important feature of our routine planning,” said Vice-Adm. Pim Bedet, deputy commander at allied maritime headquarters in Northwood, England.

However, the move risks increasing tensions with Russia which has deployed ships from its Black Sea fleet to the Georgian coast.

The NATO flotilla includes Spain’s SPS Adm. Juan de Bourbon, Germany’s FGS Luebeck and the Polish ship ORP General K Pulaski. Romanian and Bulgarian ships will join them for exercises during a three-week deployment which NATO says has been planned for over a year.

NATO pulled its punches against Russia on Tuesday, suspending formal contacts as punishment for the Georgia invasion but bucking U.S. pressure for more severe penalties.

The Russian ambassador to NATO played down the impact of the emergency meeting of the Western alliance.

“The mountain gave birth to a mouse,” said Dmitry Rogozin.

Although the allies said they would not convene any more meetings of the NATO-Russia Council until Russian troops withdraw from Georgia, they bowed to concerns from Europe — which depends heavily on Russia for energy — and stopped short of adopting specific long-term steps to punish Moscow for its actions.

“There can be no business as usual with Russia under present circumstances,” said Jaap de Hoop Scheffer, the alliance’s secretary-general, after NATO foreign ministers met here.

“We are not abandoning the NATO-Russia Council, but as long as Russian forces are occupying large parts of Georgia, I cannot see the NATO-Russia Council meeting,” he told reporters.

Russia, which has accused the United States of wanting to dismantle the council, asked for a meeting last week but has been rebuffed thus far.

De Hoop Scheffer said “the future will depend on concrete actions from the Russian side,” but he was forced to add that “no specific decisions on programs or projects (with Russia) have been taken.”

The Russians have agreed to a cease-fire deal that requires a troop pullback, but at the Pentagon on Tuesday evening officials said the latest assessment by U.S. intelligence was that the Russians had shown no sign of beginning a substantial withdrawal. Two officials, discussing the intelligence assessment on condition of anonymity, said separately that Russian forces were holding their positions.

In a small victory for the United States, NATO foreign ministers did agree to show support for Georgia’s pro-Western government by creating a NATO-Georgia Commission to oversee the former Soviet republic’s bid to join the alliance and begin providing military training to its army.

Following a meeting this weekend between Egyptian President Hosni Mubarak and Saudi King Abdullah, Iran was told not to allow the U.S. and Israel to create a pretext for a military attack, a warning interpreted by Tehran that an impending attack is on the horizon.

“Iran should not present on a silver platter the justifications and the pretexts for those who want to drag the region down a dangerous slope,” Egypt’s presidential spokesman Suleiman Awwad said on Saturday.

“Middle East sources report that the Iranian satellite carrier space launch Sunday, Aug. 17, was prompted by a joint caution to Tehran from Saudi King Abdullah and Egyptian president Hosni Mubarak,” reports Debka File.

“This warning was interpreted by the London Arabic daily Al Quds as a warning to Tehran that an attack is impending by the US, some European nations and Israel.”

The warning follows last week’s decision on behalf of Kuwait to activate its highest priority Emergency War Plan in response to thelargest U.S. naval deployment since 1991 as three more U.S. warships steamed towards the Persian Gulf in what observers described as an “unprecedented” build-up.

Finding and even staging a suitable pretext for a military attack on Iran has been a preoccupation amongst top Neo-Cons for months if not years.

Last month, New Yorker writer Seymour Hersh sensationally revealed that during a meeting held in the Vice President’s office concerning the creation of a justification to attack Iran, Dick Cheney proposed dressing up Navy Seals as Iranians, putting them on fake Iranian PT speedboats and starting a shoot up.

The plan was purportedly rejected but Hersh noted that the incident in the Straight of Hormuz, in which tiny Iranian speedboats on patrol inside Iranian waters were said to have threatened three U.S. warships with suicide attacks (a ridiculous claim completely fabricated by the U.S. and lapped up by the western media) taught the Bush administration that “if you get the right incident, the American public will support” it.

Russian troops have discovered what they believe are plans for an invasion of Abkhazia in a captured Georgian command post vehicle. On Wednesday, Abkhazian armed forces succeeded in pushing Georgian troops out of the Upper Kodori Gorge in anticipation of such an attack.

For the past few days the spotlight has been on Georgia’s other breakaway republic, South Ossetia.

But the captured documents apparently outline steps for the invasion of Abkhazia, a region twice the size of South Ossetia, bordering the Black Sea.

Georgia’s criticism of the deployment of Russian peacekeepers to Abkhazia was slammed Wednesday by Moscow, which called Tbilisi’s declaration that Russian troops were occupying its breakaway region an attempt to plot an armed attack against Abkhazia.

“If [Georgian President Mikheil] Saakashvili’s absurd demand that the peacekeeping operation be halted in Abkhazia is implemented, the region will risk being plunged deeper into crisis by the unhealthy ambitions of the incumbent Georgian authorities,” the Russian Foreign Ministry said in a statement.

The ministry said Russia would continue its peacekeeping missions in Abkhazia and South Ossetia.

The ministry added that the Collective Peacekeeping Forces of the Commonwealth of Independent States were deployed in the region not only with the consent of Georgia, but Abkhazia as well. This was fixed in the Agreement on a Ceasefire and Separation of Forces, signed in Moscow in 1994. The ministry said the decision by CIS heads of state on the use of peacekeepers directly referred to a request from Abkhazia for this.

“Considering this, we think it impossible to resolve the fate of the peacekeeping operation without taking into account the opinion of the Abkhazian side,” the ministry said adding that the whole architecture of the Georgian-Abkhazian settlement scheme would be disrupted otherwise.

Russian peacekeepers have been deployed in Abkhazia as part of the CIS Collective Peacekeeping Forces since the 1990s, following a bloody conflict triggered by Abkhazia’s bid for independence from Georgia.

After Friday’s attempt by the Georgian military to regain control of South Ossetia and the subsequent expulsion of Georgian troops from the region, Russia has committed more than 9,000 paratroopers and 350 armored vehicles to Abkhazia in an attempt to prevent the South Ossetian conflict spreading, and to guard against a potential Georgian attack on Abkhazia.
