Global security authorities are to push for a huge biometric facial scan database of international travelers so they can cross-check everyone against a database of terror suspects, international criminals and fugitives.

Interpol, the International Criminal Police Organization, is planning to expand its role into the mass screening of passengers moving around the world by creating a face recognition database to catch wanted suspects, reports the London Guardian.

The database will hold the records of every citizen who has ever traveled in and out of the virtually every country in the world, representing intelligence agency style bulk interception of information and sounding alarm bells for civil liberties groups.

Two months ago we reported on the moves underway to phase out passport control officers at airports and replace them with biometric face scanning cameras. The automated face recognition gates match passengers to a digital image stored on a microchip in the new e-passports.

Interpol wants a facial database to be linked into this technology and used in conjunction with its already existing fingerprint and DNA databases, according to Mark Branchflower, head of Interpol’s fingerprint unit.

We have previously noted that the vast array of databases currently being employed by intelligence agencies, government and law enforcement agencies worldwide were designed to be linked together in a system which will tie in the management and control of all facets of life for citizens to one central hub.

Earlier this year we reported on the announcement of a vast intelligence program to establish a global biometric database known as “Server in the Sky” that will collate and provide an ” International Information Consortium” with access to the biometric measurements and personal information of citizens across the globe in the name of fighting the “war on terror”.

As reported by the London Guardian, the plan is being formulated by the FBI with the cooperation of the home offices and law enforcement agencies of American allies. The technology is being supplied by the US defense company Northrop Grumman.

Furthermore, the use of such technology, as we have already seen, will not be limited to the passport control office.

A 2007 British government report muted an extensive upgrade to cctv systems all across the country to incorporate facial scanning technology. The report suggested a central database of every camera and a network allowing access to it could be beneficial.

In the US there are several schemes that use Facial Recognition Technology in conjunction with Federal agencies, tying the technology to traditional documents such as drivers licenses, passports and credit cards.

A biometric face recognition system has already been approved in China and is expected to be used at airports, customs entrances, banks, post offices, residential areas and other public places in the near future.

Other proposals include placing the cameras in every seat on aircraft and installing software to try and automatically detect terrorists or other dangers caused by passengers.

We are assured that cigarette vending machines will employ the technology in order to enforce smoking laws. Similarly, supermarkets in the UK have already started trialing the technology with the justification being a crackdown on underage drinking.

In Japan facial scanning cameras are being installed in train and bus stations to replace tickets in a move to make the individual features of the face a “unique bar code” as part of an antiterrorism and anticrime initiative.

Police in Tokyo are also asking home and shop owners to mount the cameras outside their properties. “Police investigating an incident in the neighborhood would have access to these images.” according to reports.

Cell phones and computers are now also being produced with face scanning cameras.

Diabetic ‘bashed by cops’ after falling ill

A MAN in the middle of a diabetic episode was beaten by police who thought he was trying to resist arrest after a short car chase, according to a lawsuit filed today.

It is alleged that 59-year-old Ernest Griglen was beaten so badly during the June 15 incident he needed surgery to remove part of his brain, US television network WDIV reported.

According to the lawsuit filed by his wife Pamela and lawyer Arnold Reed, Mr Griglen was driving along a freeway near the US city of Detroit when he experienced a diabetic hypoglycaemic episode.

They said the episode forced Mr Griglen to swerve between lanes before he was pulled over by police who thought he was drunk.

“They began to hit him, punch him and throw him to the ground,” Mr Reed said.

WDIV said two different reports of the incident was filed by police.

One report said Griglen was pursued along the freeway by police because of a domestic violence complaint.

The other report said he became “combative” and was forced to the ground by officers.

Despite being shielded by a 50-strong pack of British policeman and Chinese security guards, the Olympic torch parade has been continually interrupted along its 31-mile journey from Wembley Stadium to the O2 Arena by those protesting at China’s human rights record.

A Free Tibet protestor attempted to wrestle the Olympic flame from Blue Peter TV presenter Konnie Huq before being bundled to the ground by police in Ladbroke Grove; two others were taken away after trying to put out the torch with a fire extinguisher in Holland Park and the relay was temporarily stopped near Bloomsbury after three people went too close to Sir Clive Woodward. Throughout its journey, several other protestors also threw themselves in front of those carrying the torch. So far 10 people have been arrested, although this figure is expected to grow.

Three people protesting China’s human rights record and the impending arrival of the Olympic torch climbed up the Golden Gate Bridge on Monday and tied the Tibetan flag and two banners to its cables.

The banners read “One World One Dream. Free Tibet” and “Free Tibet 08.”

The protesters wore helmets and harnesses as they made their way up the cables running next to the south tower of the famed span. The climb had the group suspended several 150 feet above traffic.

Reached by cell phone as he dangled from the bridge, demonstrator Laurel Sutherlin said he was worried that the torch’s planned route through Tibet would lead to more arrests and Chinese officials would use force to stifle any visible dissent.

“The leaders of China have said they’ll maintain order at all costs, and we know what that means — bloodshed and violent oppression,” he said. “If the IOC allows the torch to proceed into Tibet they’ll have blood on their hands.”

The Dalai Lama, Tibet’s exiled spiritual leader, said on Thursday he supports the Beijing Olympics and opposed violent protests that have disrupted the Olympic torch relay around the world.

“It is really deserving for the Chinese people to host the Olympic Games,” he told reporters in Japan. “(Despite) the recent unfortunate event in Tibet, my position won’t change.”

But China’s use of violence was an outdated way to suppress unrest in Tibet, he said during a brief stopover on his way to the United States for a two-week visit he said was not political.

The Dalai Lama told reporters he had sent a message to Tibetans in San Francisco, where the torch relay was held on Wednesday.

“I sent a message to the Tibetans in San Francisco area, please don’t make any violent actions,” he said.

But he added: “Nobody has the right to say ‘shut up’.”

The torch was a magnet last week for chaotic demonstrations in London and Paris and the torch’s only stop in North America turned into a game of hide-and-seek after the San Francisco route was abruptly changed by city officials.

UK: Smoking Licenses Proposed

£10 government permit plan to deter smokers

A ban on the sale of cigarettes to anyone who does not pay for a government smoking permit has been proposed by Health England, a ministerial advisory board.

The idea is the brainchild of the board’s chairman, Julian Le Grand, who is a professor at the London School of Economics and was Tony Blair’s senior health adviser. In a paper being studied by Lord Darzi, the health minister appointed to oversee NHS reform, he says many smokers would be helped to break the habit if they had to make a decision whether to “opt in”.

The permit might cost as little as £10, but acquiring it could be made difficult if the forms were sufficiently complex, Le Grand said last night.

His paper says: “Suppose every individual who wanted to buy tobacco had to purchase a permit. And suppose further they had to do this every year. To get a permit would involve filling out a form and supplying a photograph, as well as paying the fee. Permits would only be issued to those over 18 and evidence of age would have to be provided. The money raised would go to the NHS.”

OAKLAND, Calif. — Officials in Oakland have passed new rules putting restrictions on where smokers can light up.

The Oakland City Council unanimously approved an ordinance Tuesday that makes it illegal to smoke in outdoor dining areas, ATM lines, parks and bus stops.

Smoking will also be banned in child care centers and municipal golf courses.

Besides prohibiting smoking in some areas, the new rules will require landlords and condominium owners to notify prospective tenants and buyers of the smoking status of units they intend to move into.

The new law will go in effect on Oct. 23.

Oakland’s ordinance follows a new law adopted last week in Belmont that will ban smoking in parks, other public places and inside apartments and condominiums.
