FBI Calls Infragard Story False

FBI Calls Infragard Story False

Matthew Rothschild
Progressive
March 3, 2008

I’ve got the FBI on my case.

Three weeks ago The Progressive published my story on InfraGard, a secretive but large group of business executives that works hand in glove with the FBI.

The article was called “The FBI Deputizes Business.” and we posted it February 8 on our website, and then on the cover of The Progressive’s March issue.

In the story, I reported on a whistleblower, himself a member of InfraGard, who told me that InfraGard members had been given permission by the FBI and Homeland Security to “shoot to kill” in the event of martial law.

Well, on February 15, the FBI issued a press release denouncing the article.

The FBI’s Cyber Division Assistant Director Shawn Henry said, “The article’s claims are patently false.”

First, Henry nitpicked the headline of the article, saying: “The title, however catchy, is a complete fabrication.” Is it really? FBI Director Mueller himself called InfraGard members “partners in our mission to protect America,” adding that they were his “first line of defense.”

As to the most serious claim, Henry said that “InfraGard members have no extraordinary powers and have no greater right to ‘shoot to kill’ than other civilians.”

“No greater right”? That’s odd language, isn’t it?

And it reminded me of a quote from my article from Curt Haugen, CEO of S’Curo Group, and a proud InfraGard member. When I asked him about whether the FBI or Homeland Security agents had told InfraGard members they could use lethal force in an emergency, he said: “That much I cannot comment on. But as a private citizen, you have the right to use force if you feel threatened.”

Note that the FBI did not deny that it ever told InfraGard members that they could “shoot to kill.” All that Henry said was that InfraGard members “have no greater right.” That doesn’t exactly blow a hole in my story.

The FBI seemed put out that I did not give enough information about the meeting the whistleblower attended. “Unfortunately, the author of the Progressive article refused even to identify when or where the claimed ‘small meeting’ occurred in which issues of martial law were discussed,” Henry said in the press release. “If we get that information, the FBI certainly will follow up and clarify any possible misunderstandings.”

The reason I didn’t identify where or when the meeting took place is obvious: I didn’t want to reveal anything that would expose my whistleblower.

The press release fails to mention, however, that I received confirmation about discussions of “lethal force” from another member of InfraGard, whom I did name.

Nor did the press release dispute any other facts in the article, such as that InfraGard members (more than 23,000 of them) “receive secret warnings of terrorist threats before the public does—and, at least on one occasion, before elected officials.”

Nor did it deny that FBI Director Mueller said that InfraGard members could contact the FBI about “disgruntled employees.”

Nor did it respond to the ACLU’s concern that InfraGard “may be closer to a corporate TIPS program, turning private sector corporations . . . into surrogate eyes and ears for the FBI.”

Nor did it dispel another ACLU concern that InfraGard members have special numbers to call and easier access to telecommunications than other citizens in times of an emergency. “There’s no ‘business class’ in law enforcement,” said the ACLU’s Jay Stanley in the original story. “This bears a disturbing resemblance to the FBI’s handing out ‘goodies’ to corporations in return for folding them into its domestic surveillance machinery.”

I stick by every single word of my story. And I call on Congress to investigate InfraGard and to inspect the plans that the FBI may have in store not only for InfraGard but for all of us in times of an emergency.

(Note to researchers and other concerned citizens: The official InfraGard website is at www.infragard.net. But also go to www.infragardmembers.org, and click on “Chapters,” and you can find out who is the private sector president of your local chapter, and who the FBI agent assigned to that chapter is.)

FBI to Companies: Shoot-to-kill during Martial Law

FBI program alleged to prepare businesses for martial law

A public-private partnership program on infrastructure preparedness and protection run by the Federal Bureau of Investigation allegedly has briefed its corporate members on the possibility of martial law and the use of lethal force, according to an exclusive report in the magazine The Progressive.

“One business owner in the United States tells me that InfraGard members are being advised on how to prepare for a martial law situation—and what their role might be,” writes Matthew Rothschild in the Feb. 7 report, quoting an anonymous whistleblower on the program. “‘Then they said when—not if—martial law is declared, it was our responsibility to protect our portion of the infrastructure, and if we had to use deadly force to protect it, we couldn’t be prosecuted,’ he says.”

Rothschild’s report details InfraGard, a program set up between the FBI and a number of businesses engaged in maintaining elements of “critical national infrastructure,” such as agriculture, banking and finance, the chemical industry, defense, energy, food, information and telecommunications, law enforcement, public health, and transportation. The program’s 23,000-plus members provide information to the FBI and in turn receive privileged information from the FBI on threats to infrastructure.

In one case, Rothschild expalined, InfraGard members appeared to get details on a threat to California’s bridges prior to then-Gov. Gray Davis. The California governor was informed by his brother Barry, a banker, of the danger potentially faced by the state’s residents.

“I was on the phone with my brother, who is an investment banker. And if he knows, why shouldn’t the public know?” Davis’ former press secretary Steve Maviglio quotes the governor as saying, according to Rothschild.

The FBI called accusations of deputizing businesses to shoot-to-kill in emergency situations “ridiculous.”

“If you want to quote a businessperson saying that, knock yourself out. If that’s what you want to print, fine,” a spokeswoman for the bureau told Rothschild.

Iraq vet exposes how he was trained to round up Americans in martial law exercise, asked if he would kill his own friends and family

U.S. troops are being trained to conduct round-ups, confiscate guns and shoot American citizens, including their own friends and family members, as part of a long-standing program to prepare for the declaration of martial law, according to a soldier who recently returned from Iraq.

We received an e mail from “Scott”, a member of a pipefitters union that runs an apprenticeship program called Helmets To Hard Hats, which according to its website, “Is a national program that connects National Guard, Reserve and transitioning active-duty military members with quality career training and employment opportunities within the construction industry.”

Scott writes that his company hired a soldier who had recently returned from Iraq, who told him that U.S. troops were being quizzed on whether or not they would be prepared to shoot their own friends and family members during a national state of emergency in America.

“I have become very close to this young man and have gained his respect and trust,” writes Scott. “I want you to know that he informed me about one particular training exercise his superiors made them perform. It was concerning the rounding up of American citizens that disobey any type of martial law or in other words any type of infringement on our freedoms.”

“He was asked if he could shoot his friends or family members if ordered to do so. At the time he said he could,” writes Scott.

Scott says that the soldier later “had time to clear his head” and realize the truth, recanting his vow to kill his own countrymen if ordered to do so.

Pakistan’s Troops Ordered to ’Shoot Protesters on Sight’

Pakistan’s troops ordered to ‘shoot protesters on sight’ as Bhutto lies buried next to her father

Daily Mail
December 28, 2007

As Pakistan’s troops were told to “shoot protesters on sight” after the assassination of Benazir Bhutto, her body was buried next to her father in her family village.

A procession of thousands of her supporters in Nau Dero signified the beginning of her funeral as she was laid to rest in the village of Garhi Khuda Baksh.

It is the same spot where her father, the former prime minister Zulfikar Ali Bhutto, was buried after he was hanged in a military coup.

Thousands of mourners thronged Ms Bhutto’s ancestral home as her body arrived earlier aboard a military aircraft, accompanied by her husband Asif Ali Zardari and their three children.

People cried and wailed as Ms Bhutto’s coffin was taken to her family home by ambulance.

“Show patience. Give us courage to bear this loss,” Mr Zardari urged mourners as the coffin was borne into the house.

Her burial came as a wave of violence broke out, killing 19 people so far and throwing Pakistan into one of the worst crises in its 60-year history.

It threatens the country’s already unsteady role as a bulwark against Islamic terror.

As mobs looted and set buildings on fire, paramilitary rangers were given the authority to use live fire to stop rioters from damaging property in southern Pakistan.

Major Asad Ali, the rangers’ spokesman, told reporters: “We have orders to shoot at sight.”

However, despite fears that the election on 8 January could be put off, the country’s caretaker prime minister Muhammad Soomro announced today that the government had no immediate plans to postpone it.

As the news of the assassination spread, supporters gathered at the hospital where Ms Bhutto had been taken, smashed glass doors, stoned cars and chanted, “Killer, Killer, Musharraf”.

At least 10 people were killed in fighting in several cities. The provincial minister in Sindh said the security forces were given the authority to shoot protesters.

Pakistan Unleashes Police State On Rioters

Channel News Asia
December 27, 2007

KARACHI : At least four people were killed on Thursday as angry mobs took to the streets of Pakistani cities to protest the assassination of Benazir Bhutto, torching scores of vehicles and buildings.

Two people were shot dead in rioting in the eastern city of Lahore and two others were killed in the southern province of Sindh, Bhutto’s birthplace and stronghold, police said.

Sporadic gunfire could be heard echoing around the streets of Lahore where shops and vehicles could be seen on fire.

The markets and shops immediately closed down as paramilitary patrols roamed the streets in an attempt to keep a lid on the violence, a local police officer told AFP.

Meanwhile, Pakistan paramilitary and police forces were put on the highest “red alert” level after the assassination.

“The security was already high nationwide, but we have further alerted police and paramilitary forces,” ministry spokesman Javed Iqbal Cheema told AFP.

“The security is at red alert level across Pakistan,” he said.

Bhutto returned from exile in October, planning to contest the January 8 parliamentary election.

In the southern metropolis of Karachi police said at least 70 vehicles were burnt by protesters, including 35 trucks filled with wheat. All petrol pumps were immediately closed as knots of protesters blocked many roads.

Witnesses said that as news spread of Bhutto’s assassination in a suicide attack, the streets of Karachi were clogged with traffic as panicked people tried to rush home.

The mood was tense in Bhutto’s home town of Larkana where two banks were set on fire, witnesses said.

In Peshawar in the northwest police used tear gas and batons to break up angry crowds; and in the central city of Multan some protesters fired shots into the air and many shouted slogans including “Musharraf is a dog” and “Long live Bhutto.”

As angry Bhutto supporters looked for a scapegoat for her death, residents in the Sindh town of Jacobabad said shops belonging to the family of interim Prime Minister Mohammedmian Soomro were burned down.

Portraits of Soomro were set on fire while demonstrators took to the streets, blocking roads and a railway track. The main court, banks and other buildings were also set on fire, an AFP reporter said.

Fearing renewed violence in the northwestern valley of Swat, which has been troubled by months of religious militancy, officials clamped a curfew on the picturesque region, a local official told reporters.
