PARIS: In 1951 a quiet village in southern France was suddenly and mysteriously struck down with mass insanity and hallucinations. At least five people died, dozens were committed to asylums and hundreds afflicted.

For decades it was assumed that the local bread had been unwittingly poisoned with a psychedelic mould. Now an even more extraordinary explanation has emerged, with evidence suggesting the CIA peppered food with the hallucinogenic drug LSD as part of a mind-control experiment at the height of the Cold War.

The mystery of Le Pain Maudit (”The Cursed Bread”) still haunts Pont-Saint-Esprit, in the Gard, south-east France. On August 16, 1951, the inhabitants suddenly suffered frightful hallucinations of terrifying beasts and fire.

One man tried to drown himself, screaming his belly was being eaten by snakes. An 11-year-old tried to strangle his grandmother. Another man shouted, ”I am a plane”, before jumping out of a second-floor window, breaking his legs. He then got up and carried on for 45 metres. Another saw his heart escaping through his feet and begged a doctor to put it back. Many were taken to the asylum in straitjackets.

Time magazine wrote at the time: ”Among the stricken, delirium rose: patients thrashed wildly on their beds, screaming that red flowers were blossoming from their bodies, that their heads had turned to molten lead.”

Eventually, it was determined that a baker had unwittingly contaminated his flour with ergot, a hallucinogenic mould that infects rye grain. Another theory was that the bread had been poisoned with mercury.

However, H.P. Albarelli jnr, an investigative journalist, claims the outbreak resulted from a covert experiment directed by the CIA and the US army’s top-secret Special Operations Division at Fort Detrick, Maryland.

(mental note: Fort Detrick is the same facility that the stolen vials of anthrax came from)

The scientists who produced both the theories of accidental poisoning, he writes, worked for the Swiss-based Sandoz Pharmaceutical Company, which was then secretly supplying the US army and CIA with LSD.

Mr Albarelli came across CIA documents while investigating the suicide of Frank Olson, a biochemist working for the Special Operations Division who fell from a 13th floor window two years after the cursed bread incident. One note transcribes a conversation between a CIA agent and a Sandoz official who mentions the ”secret of Pont-Saint-Esprit” and explains that it was not ”at all” caused by mould but by diethylamide, the D in LSD.

While compiling his book, A Terrible Mistake: The Murder of Frank Olson and the CIA’s Secret Cold War Experiments, Albarelli spoke to former colleagues of Olson, two of whom told him that the Pont-Saint-Esprit incident was part of a mind-control experiment run by the CIA and US army.

During the 1950s, the US launched a vast research program into the mental manipulation of prisoners and enemy troops.

Scientists at Fort Detrick told him that agents had sprayed LSD into the air and also contaminated ”local food products”.

Albarelli said the ”smoking gun” was a White House document sent to members of the Rockefeller commission formed in 1975 to investigate CIA abuses. It contained the names of French citizens who had been secretly employed by the CIA and made direct reference to the ”Pont St. Esprit incident”.

In its quest to research LSD as an offensive weapon, Albarelli says, the army also drugged more than 5700 unwitting US servicemen between 1953 and 1965.

None of his sources would say if the French secret services were aware of the alleged operation.

People in Pont-Saint-Esprit still want to know why they were hit by such apocalyptic scenes.

”At the time people brought up the theory of an experiment aimed at controlling a popular revolt,” said Charles Granjoh, 71.

”I almost kicked the bucket,” he told a French magazine. ”I’d like to know why.”

Authorities are preparing to seize children from schools, set up quarantines and morgues, conduct mass vaccinations, and deal with riots and unrest, according to an international swine flu summit recently held in Washington DC which was attended by distinguished scientists, industry leaders and top health officials from all over the globe.

A conference first discussed by this website three weeks ago has now taken place, with health authorities meeting at the end of last week to finalize response plans to a swine flu pandemic that has been all but guaranteed to occur this coming fall.

According to a PDF information leaflet released before the meeting, attendees were briefed on how to “conduct morgue operations,” manage an interruption in food supplies and “manage panic caused by sudden disruption of services & interruptions in essential goods & services”.

During a swine flu pandemic, their duties would also include dealing with civil disturbances, controlling and diffusing social unrest and public disorder, carrying out mass vaccination programs and enforcing quarantines, according to the conference documentation.

One of the most shocking modules of the conference deals with “School/University Pandemic Planning” and strongly implies that authorities will usurp parental rights over children in the event of a swine flu pandemic.

“Concurrent Breakout Session #10″ outlines plans to “train teachers to screen for symptoms & know what
to do when students / teachers fall ill,” before then transporting ill students, which presumably means transporting them to quarantine zones with or without the consent of parents. The use of schools as “shelters” or quarantine centers is also mentioned.

As we have documented, authorities have been training to raid and remove children from schools during times of emergency for over a decade, mainly under the auspices of preparing for school shootings or during drug sweeps.

In October 2001, authorities swooped in to kidnap and remove 115 children from Heartland Christian Academy without a warrant. Children were forcibly loaded onto buses like criminals as they screamed for help in shocking scenes featured in Alex Jones’ Road To Tyranny documentary.

Earlier this month we reported on how a Maine high school was taken over by the National Guard in a drill focused around riots during a mass vaccination program. In this scenario, the rioters were begging for the vaccine, but obviously the opposite is likely to be the case if a mandatory vaccination program is announced, if there are riots then they will consist of people refusing to take the shot.

Following the alarming admission that active duty U.S. Army would be on call to deal with “civil unrest” inside the United States from October 1st, the US Northern Command (USNORTHCOM) has publicly denied that troops will engage in law enforcement duties, but concedes that forces will be armed with both non-lethal and lethal weapons as well as having access to tanks.

As we highlighted last week, a September 8 Army Times report stated that active duty troops from the 3rd Infantry Division’s 1st Brigade Combat Team returning from Iraq would be on call as a “federal response force for natural or manmade emergencies and disasters, including terrorist attacks,” for a period of 12 months from October 1st.

The purpose of the unit’s patrols, according to the article, includes helping “with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.”

However, a NorthCom official, presumably responding to reports featured on this website and others, publicly denies that troops will be used to police Americans.

“This response force will not be called upon to help with law enforcement, civil disturbance or crowd control, but will be used to support lead agencies involved in saving lives, relieving suffering and meeting the needs of communities affected by weapons of mass destruction attacks, accidents or even natural disasters,” Army Col. Michael Boatner, USNORTHCOM future operations division chief, told Homeland Security Today.

We also learn that the troops will be under the operational control of USNORTHCOM’s Joint Force Land Component Command under US Army North, headquartered in San Antonio, Texas. The operational headquarters of the response force is at Fort Monroe, Virginia.

The original Army Times report also stated that the use of non-lethal weapons against Americans would be a possibility, but a retraction has now been issued stating that the forces would not use nonlethal weaponry domestically.

A little-noticed story surfaced a couple of weeks ago in the Army Times newspaper about the 3rd Infantry Division’s 1st Brigade Combat Team. “Beginning Oct. 1 for 12 months,” reported Army Times staff writer Gina Cavallaro, “the 1st BCT will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.” Disturbingly, she writes that “they may be called upon to help with civil unrest and crowd control” as well.

The force will be called the chemical, biological, radiological, nuclear or high-yield explosive Consequence Management Response Force. Its acronym, CCMRF, is pronounced “sea-smurf.” These “sea-smurfs,” Cavallaro reports, have “spent 35 of the last 60 months in Iraq patrolling in full battle rattle,” in a combat zone, and now will spend their 20-month “dwell time” — time troops are required to spend to “reset and regenerate after a deployment” — armed and ready to hit the U.S. streets.

The Army Times piece includes a correction stating that the forces would not use nonlethal weaponry domestically. I called Air Force Lt. Col. Jamie Goodpaster, a public affairs officer for Northern Command. She told me that the overall mission was humanitarian, to save lives and help communities recover from catastrophic events. Nevertheless, the military forces would have weapons on-site, “containerized,” she said — that is, stored in containers — including both lethal and so-called nonlethal weapons. They would have mostly wheeled vehicles, but would also, she said, have access to tanks. She said that use of weapons would be made at a higher level, perhaps at the secretary of defense level.

Talk of trouble on U.S. streets is omnipresent now, with the juxtaposition of Wall Street and Main Street. The financial crisis we face remains obscure to most people; titans of business and government officials assure us that the financial system is “on the brink,” that a massive bailout is necessary, immediately, to prevent a disaster. Conservative and progressive members of Congress, at the insistence of constituents, blocked the initial plan. If the economy does collapse, if people can’t go down to the bank to withdraw their savings, or get cash from an ATM, there may be serious “civil unrest,” and the “sea-smurfs” may be called upon sooner than we imagine to assist with “crowd control.”

The political and financial establishments seem completely galled that people would actually oppose their massive bailout, which rewards financiers for gambling. Normal people worry about paying their bills, buying groceries and gas, and paying rent or a mortgage in increasingly uncertain times. No one ever offers to bail them out. Wall Street’s house of cards has collapsed, and the rich bankers are getting little sympathy from working people.

U.S. troops returning from duty in Iraq will be carrying out homeland patrols in America from October 1st in complete violation of Posse Comitatus for the purposes of helping with “civil unrest and crowd control” – which could include dealing with unruly Americans after a complete economic collapse.

This shocking admission was calmly reported on September 8th by the Army Times website, which reports that from the beginning of next month the 3rd Infantry Division’s 1st Brigade Combat Team “Will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.”

The article notes that the deployment “marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.”

The purpose of the unit’s patrols includes helping “with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.”

The unit will be on homeland patrol for at least 20 months before returning to Iraq or Afghanistan in early 2010, according to the report.

Training for homeland operations has already begun at Fort Stewart and at Peterson Air Force Base in Colorado Springs.

Ominously, the report states that, “The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.”

The unit would also be deployed to deal with hostile crowds of Americans in the aftermath of a massive economic depression, potential food riots and race riots, if one defines the term “crowd control” to match its reasonably applicable scenarios.

The open admission that U.S. troops will be involved in law enforcement operations as well as potentially using non-lethal weapons against American citizens is a complete violation of the Posse Comitatus Act and the Insurrection Act, which substantially limit the powers of the federal government to use the military for law enforcement unless under precise and extreme circumstances.

Section 1385 of the Posse Comitatus Act states, “Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both.”

Under the John Warner Defense Authorization Act, signed by President Bush on October 17, 2006, the law was changed to state, “The President may employ the armed forces to restore public order in any State of the United States the President determines hinders the execution of laws or deprives people of a right, privilege, immunity, or protection named in the Constitution and secured by law or opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.”

However, these changes were repealed in their entirety by HR 4986: National Defense Authorization Act for Fiscal Year 2008, reverting back to the original state of the Insurrection Act of 1807.

The original text of the Insurrection Act severely limits the power of the President to deploy troops within the United States.

For troops to be deployed, a condition has to exist that, “(1) So hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or (2) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws. In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.”

Is the Bush administration and Northcom waiting for such a scenario to unfold, an event that completely overwhelms state authorities, before unleashing the might of the U.S. Army against the American people?

The deployment of National Guard troops to aid law enforcement or for disaster relief purposes is legal under the authority of the governor of a state, but using active duty U.S. Army in law enforcement operations inside America absent the conditions described in the Insurrection Act is completely illegal.

With the promise of an “October surprise” on behalf of Bin Laden and Al-Qaeda being bandied about by the media and the potential for civil unrest should a complete collapse of the U.S. economy unfold, the presence of U.S. troops inside America, returning fresh from kicking down doors, arresting “insurgents” and taking them to internment camps in Iraq, should put Americans on alert and provoke urgent questions about the legality of U.S. Army units engaging in law enforcement operations against American citizens.

The US Army’s XM1063 projectile is designed to be ’non-lethal’ – but is it peaceful or hovering on the brink of illegality?

Is the XM1063 a stink bomb, a banana skin, or a bad trip? It’s hard to know. XM1063 is the code name for the US army’s new secret weapon which will “suppress” people without harming them, as well as stopping vehicles in an area 100m square. But is it a violation of chemical weapons treaties, or a welcome move towards less destructive warfare using non-lethal weapons?

Exactly how it works is classified, but we have established some details. The first part of the weapon is an artillery round – or as the army puts it, “a non-lethal personal suppression projectile” – fired from a 155mm howitzer, with a range of 28km. It scatters 152 small non-explosive submunitions over a 1-hectare area; as each parachutes down, it sprays a chemical agent. Development was overseen by the US Army’s Armament Research, Development and Engineering Centre (Ardec).

A presentation by the makers, General Dynamics, says the XM1063 will “suppress, disperse or engage personnel” and “deny personnel access to, use of, or movement through a particular area, point or facility” (=see PDF).

Smelling it out

Experts suggest three possible payloads: an existing riot-control agent, malodorants or a new chemical agent. Existing agents include CS gas and a form of pepper spray. But these seem unlikely choices, because their effects only last minutes, and could wear off before friendly forces arrive. They could also face a legal challenge: the 1997 Chemical Weapons Convention prohibits the use of riot control agents in warfare

“The matter is further complicated if pepper gas was used as the irritant since this is a plant toxin,” says Steve Wright of Leeds Metropolitan University. “Such toxins are explicitly banned.”

The possibilities seem to boil down to anti-traction agents (which make the whole area impossibly slippery), a malodorant or some novel chemical agents.

Anti-traction agents are possible, but seem unlikely because research in this area (such as Darpa’s Black Ice program) still seems to be at an early stage. It would be unusual for an agency to still be doing basic research when another is about to field a finished product.

A malodorant is a super stinkbomb with a truly intolerable smell. The Pentagon has been working on such chemicals for years, and a recent US army briefing on future artillery concepts specifically mentions artillery-delivered malodorants. (see PDF)

This might sidestep the Chemical Weapons Convention with the argument that malodorants are not chemical weapons. However, Ralf Trapp, an independent disarmament consultant formerly with the Organisation for the Prohibition of Chemical Weapons, challenges this interpretation.

“That argument rests on the assumption that there are no other toxic effects of these chemicals, and that one can control the dose so that one never crosses into the dose range for toxic effects,” says Trapp. “It also is based a concept of toxicity that is centuries out of date – malodorants do have a physiological effect and toxicity is not limited to lethality.”

Finally, there is the possibility that the US has decided to ignore the convention and use new non-lethal chemical agents. This approach has supporters in high places. Before the Iraq war in 2003, Donald Rumsfeld pushed for rules of engagement that would allow US forces to use non-lethal chemicals.

Until the 1980s, the US maintained stockpiles of a chemical incapacitant known as BZ or Agent Buzz. BZ is a psychoactive chemical causing stupor, confusion and hallucinations lasting for more than 24 hours. It has an evil reputation, but this is based largely on rumour as few facts are available. Most people have only heard of BZ in connection with the film Jacob’s Ladder. This depicted soldiers exposed to a secret chemical weapon in Vietnam with terrible results, including permanent psychosis.

“We are reaping the whirlwind today because of government secrecy in the past,” says Jim Ketchum, who ran the BZ testing program in the 1960s. “It has allowed critics to make unsupportable claims about agents such as BZ without rejoinder from the government research community.” Although the US is known to have been active in this area since 2000, no comments are available from researchers on non-lethal chemical agents – now termed “calmatives”, whatever their chemical action.

Ketchum has written a book, Chemical Warfare Secrets Almost Forgotten, about his experiences of testing BZ on hundreds of volunteers. The effects are very different to those portrayed by Hollywood. None suffered physical harm, mental breakdown or any lasting after-effects. Rather than driving subjects berserk, it has a sedative action. But unlike the fentanyl used in 2002 by Russian police when they stormed a Moscow theatre where Chechen rebels were holding hostages, BZ does not rely on sedation for its effects and does not carry the same risk.

Clouding the issue

Ketchum is now retired, and his successors have had decades to develop more effective and safer agents. But strict secrecy is still in place and there is no information about current research. Ketchum argues that the use of incapacitants would save lives, especially in situations where insurgents are mixed with the civilian population. Others believe that such agents are not just illegal but a step towards unlimited chemical weapons.

“It shouldn’t be forgotten that the horrors of gas warfare in the first world war began with teargas, followed up with lethal firepower,” says Wright.

As a sideline, the XM1063 projectile also has a “vehicle area denial” component composed of nanoparticles. The US army has researched chemicals to interefere with engine combustion in the past, including work with ferrocene (normally used as an anti-knock additive) which prevent engines from working, with the idea is that this would stop any vehicle within the affected area. However, the potential health risks are unknown, especially when nanoparticles are involved.

Testing of the XM1063 was completed successfully last year and it is due for low-rate production from 2009. Ardec says that the production decision is on hold awaiting further direction from the program manager. It seems the decision on whether to enter a new age of chemical warfare now rests with the military rather then civilians. Unless put under pressure, the US Army seems unlikely to give any details of what’s in the surprise package until it is used. And maybe not even then.

Okay, so Ted Turner’s not a people person. But, he has a plan to bring the world’s population down to 2 billion– a figure substantially less than current numbers– that he says would allow for a better standard of living… for everyone.

Though it might be trying for the world to adopt the brutal one-child policy of China, it would, ideally, help humanity to avoid the nightmare cannibalism scenario Turner claims we otherwise face in the wake of global warming.

Ted Turner used his Southern charm to calm worries that he longed for 95% decline from current population levels during a question and answer session– as the billionaire eugenicist was quoted in Audubon magazine more than a decade ago.

“That’s not really true,” Turner told members of Philly 9/11 Truth. He instead cited 2 billion as the target– a mere 2/3 reduction of the human population — which he claims would allow ’everyone’ to have a decent standard of living, including a “refrigerator and air conditioner.”

The 9/11 Truth activists probed the billionaire on how he would achieve these population goals– citing policymakers like Henry Kissinger who advocate using ’food as weapon.’

Turner commented, “The way I think we should get there is have a voluntary one child per family for the next hundred years… like they do in China now.”

Despite the fact that Turner himself has 5 children, he has put forward this view a number of times before. “We’re too many people; that’s why we have global warming,” he told PBS’s Charlie Rose in April. “Too many people are using too much stuff.”

“On a voluntary basis, everybody in the world’s got to pledge to themselves that one or two children is it,” Turner added during the April 2008 interview.

China’s policies have been heavily criticized not only for the gross human rights violations against its dehumanized population, but also for its peer-pressure affect on the rest of the world to adopt similar polices. China, too, started with a so-called ’voluntary’ policy which then led to fines and only later to more extreme punishments for having more than one child.

In the name of global warming and environmentalism, children have now been blamed as ’part of the problem’ and calls to limit children have now saturated the Western World.

In the third world, Turner has contributed literally billions to population reduction, namely through United Nations programs , leading the way for the likes of Bill & Melinda Gates and Warren Buffett (Gates father, for one, has long been a leading board member of Planned Parenthood and a top eugenicist).

These same figures have also donated vast sums of money for vaccination programs that many have identified as part of the problem.

Members of Philly 9/11 Truth also asked Turner about being the largest land owner in North America. Turner suggested that his vast acreage– estimated at more than 2 million acres— was being put to good use, deflecting claims of hypocrisy.

Turner has also been criticized recently for advocating the production of corn-based ethanol, which has now been blamed by the U.N. and others for causing food shortages and increased poverty, particularly in the 3rd World.

Philly 9/11 Truth also confronted the unrepentant Turner after the event to further criticize his involvement with globalist agendas that continue to pursue drastic population reduction at the cost of dignity and respect for the masses of humanity.

Billionaire Globalist Ted Turner, who earlier this month predicted that global warming would eventually lead to cannibalism, has repeated his call to curb population growth, claiming that disappearing farmland will cause food riots, despite the fact that Turner himself is behind the push to grow corn-based ethanol, an industry the UN has blamed for food shortages and increased poverty.

“There are a lot of different problems being caused by an ever-increasing number of people in a finite-sized world,” Turner told CNBC’s Bob Pisani. “The resources of the planet just can’t keep up with the demand and I’m afraid this going to be more commonplace. I’m afraid we’re just seeing the tip of the iceberg. It’s very complicated I do want to say.”

“We’ve had warnings for a number of years,” Turner said. “Grain stocks have been dropping every year for the last 10 years or pretty close to that – the reserves. And, the environment in so many different areas is being – the pressure being put on it by the ever-increasing number of people and the number of people using more stuff and more energy – that’s what ‘s leading to global climate change and the over-fishing of the oceans,” he added.

Turner cited increased vehicle usage as a reason for disappearing farmland.

“Agriculture is complicated anyway. For instance – China adds more cars, they need more roads and the only place to put more roads in China is over farmland. So you lose farmland as you increase development. We’re doing it even here in the United States.”

However, Turner failed to acknowledge the fact that one of the main reasons behind food shortages is global demand for biofuels, an industry that Turner has vigorously promoted and publicly supported in a 2006 WTO speech.

As the UN warned last year, “The global rush to switch from oil to energy derived from plants will drive deforestation, push small farmers off the land and lead to serious food shortages and increased poverty unless carefully managed”.

Earlier this month, Turner caused shockwaves when he stated that inaction on global warming “will be catastrophic” and those who don’t die “will be cannibals.”

“We’re too many people; that’s why we have global warming,” he said. “Too many people are using too much stuff,” adding that “on a voluntary basis, everybody in the world’s got to pledge to themselves that one or two children is it.”

Turner himself failed to live up to such a pledge, having fathered five children, but continues to lecture the rest of us on how we should limit our procreation.

Some would find Turner’s zeal to “thin” the human population hard to reconcile with his leadership of a UN initiative to combat malaria.

When one considers Turner’s past comments about the supposed need to drastically cut world population levels by up to 95%, his involvement in any kind of program run under the guise of “improving health” in third world countries should be examined with severe caution.

“A total population of 250-300 million people, a 95% decline from present levels, would be ideal,” Turner stated in 1996.

As the Baltimore Sun reported, “Most of [Ted Turner’s first donation to the United Nations Foundation of] $22 million went to programs that seek to stall population growth.”

Talk show host Rush Limbaugh is sparking controversy again after he made comments calling for riots in Denver during the Democratic National Convention this summer.

He said the riots would ensure a Democrat is not elected as president, and his listeners have a responsibility to make sure it happens.

“Riots in Denver, the Democrat Convention would see to it that we don’t elect Democrats,” Limbaugh said during Wednesday’s radio broadcast. He then went on to say that’s the best thing that could happen to the country.

Limbaugh cited Al Sharpton, saying the Barack Obama supporter threatened to superdelegates that “there’s going to be trouble” if the presidency is taken from Obama.

Several callers called in to the radio show to denounce Limbaugh’s comments, when he later stated, “I am not inspiring or inciting riots, I am dreaming of riots in Denver.”

Rocketing global food prices are causing acute problems of hunger in poor countries and have put back the fight against poverty by seven years, the World Bank said today.

Robert Zoellick, the Bank’s president, said that while consumers in rich countries were worried about the cost of filling the fuel tanks in their cars, people in poor countries were “struggling to fill their stomachs. And it’s getting more and more difficult every day.”

Zoellick said the price of wheat has risen by 120% in the past year, more than doubling the cost of a loaf of bread. Rice prices were up by 75%.

“In Bangladesh a two kilogram bag of rice now consumes almost half of the daily income of a poor family. With little margin for survival, rising prices too often means fewer meals.”

Poor people in Yemen, he said, were now spending more than a quarter of their income on bread.

“This is not just about meals foregone today, or about increasing social unrest, it is about lost learning potential for children and adults in the future, stunted intellectual and physical growth. Even more, we estimate that the effect of this food crisis on poverty reduction worldwide is in the order of seven lost years.”

The Bank’s analysis chimes with research from the International Monetary Fund showing that Africa will be the hardest hit continent from rising food prices. More than 20 African countries will see their trade balance worsen by more than 1% of GDP as a result of having to pay more for food.

Rising food prices, which have caused social unrest in several countries, are not a temporary phenomenon, but are likely to persist for several years, World Bank President Robert Zoellick says.

Strong demand, change in diet and the use of biofuels as an alternative source of energy have reduced world food stocks to a level bordering on an emergency, he says.

Speaking to reporters Monday before the bank’s spring meeting this coming weekend, Zoellick said the 185-member World Bank would work with other organizations to deal with the crisis by seeking ways to help farmers, especially in Africa, to increase productivity and improve access to food through schools or workplaces.

“This is not a this-year phenomenon,” he said, referring to the price spike. “I think it is going to continue for some time.”

Zoellick said bank forecasters looking at food prices have concluded that a serious risk exists of a significant increase in poverty, which for some countries will reverse gains made over the past five to 10 years.

Rice farmers here are staying awake in shifts at night to guard their fields from thieves. In Peru, shortages of wheat flour are prompting the military to make bread with potato flour, a native crop. In Egypt, Cameroon, and Burkina Faso food riots have broken out in the past week.

Around the world, governments and aid groups are grappling with the escalating cost of basic grains. In December, 37 countries faced a food crisis, reports the UN Food and Agricultural Organization (FAO), and 20 nations had imposed some form of food-price controls.

In Asia, where rice is on every plate, prices are shooting up almost daily. Premium Thai fragrant rice now costs $900 per ton, a nearly 30 percent rise from a month ago.

Exporters say the price could eclipse $1,000 per ton by June. Similarly, prices of white rice have climbed about 50 percent since January to $600 per ton and are projected to jump another 40 percent to $800 per ton in April.

The skyrocketing prices have prompted millers to default on rice supply contracts and bandits to steal rice as they aim to hoard the crop, and sell it later, as prices continue to rise.

“The farmers are afraid as their fields have been robbed in the nighttime,” says Sarayouth Phumithon, an official at the Thai government’s Bureau of Rice Strategy and Supply. “This is just the beginning. The problem will get worse if the price keeps increasing.”

Rising prices and a growing fear of scarcity have prompted some of the world’s largest rice producers to announce drastic limits on the amount of rice they export.

The price of rice, a staple in the diets of nearly half the world’s population, has almost doubled on international markets in the last three months. That has pinched the budgets of millions of poor Asians and raised fears of civil unrest.

Shortages and high prices for all kinds of food have caused tensions and even violence around the world in recent months. Since January, thousands of troops have been deployed in Pakistan to guard trucks carrying wheat and flour. Protests have erupted in Indonesia over soybean shortages, and China has put price controls on cooking oil, grain, meat, milk and eggs.

Food riots have erupted in recent months in Guinea, Mauritania, Mexico, Morocco, Senegal, Uzbekistan and Yemen. But the moves by rice-exporting nations over the last two days — meant to ensure scarce supplies will meet domestic needs — drove prices on the world market even higher this week.

This has fed the insecurity of rice-importing nations, already increasingly desperate to secure supplies. On Tuesday, President Gloria Macapagal Arroyo of the Philippines, afraid of increasing rice scarcity, ordered government investigators to track down hoarders.

The increase in rice prices internationally promised to put more pressure on prices in the United States, which imports more than 30 percent of the rice Americans consume, according to the United States Rice Producers Association. The price that consumers pay for rice has already increased more than 8 percent over the last year.

But the United States is fortunate in also exporting rice; poor countries ranging from Sengal in West Africa to the Solomon Islands in the South Pacific are heavily dependent on imports and now face higher bills.

On Dec. 10, 1974, the U.S. National Security Council under Henry Kissinger completed a classified 200-page study, “National Security Study Memorandum 200: Implications of Worldwide Population Growth for U.S. Security and Overseas Interests.” The study falsely claimed that population growth in the so-called Lesser Developed Countries (LDCs) was a grave threat to U.S. national security. Adopted as official policy in November 1975 by President Gerald Ford, NSSM 200 outlined a covert plan to reduce population growth in those countries through birth control, and also, implicitly, war and famine. Brent Scowcroft, who had by then replaced Kissinger as national security adviser (the same post Scowcroft was to hold in the Bush administration), was put in charge of implementing the plan. CIA Director George Bush was ordered to assist Scowcroft, as were the secretaries of state, treasury, defense, and agriculture.

The bogus arguments that Kissinger advanced were not original. One of his major sources was the Royal Commission on Population, which King George VI had created in 1944 “to consider what measures should be taken in the national interest to influence the future trend of population.” The commission found that Britain was gravely threatened by population growth in its colonies, since “a populous country has decided advantages over a sparsely-populated one for industrial production.” The combined effects of increasing population and industrialization in its colonies, it warned, “might be decisive in its effects on the prestige and influence of the West,” especially effecting “military strength and security.”

NSSM 200 similarly concluded that the United States was threatened by population growth in the former colonial sector. It paid special attention to 13 “key countries” in which the United States had a “special political and strategic interest”: India, Bangladesh, Pakistan, Indonesia, Thailand, the Philippines, Turkey, Nigeria, Egypt, Ethiopia, Mexico, Brazil, and Colombia. It claimed that population growth in those states was especially worrisome, since it would quickly increase their relative political, economic, and military strength.

Britain’s GCHQ spy agency has confirmed the fact that Chinese People’s Liberation Army agents posing as monks staged violent riots in Tibet in order to justify a brutal crackdown, but that the demonstrations have now escalated beyond Beijing’s control.

According to a report in today’s Epoch Times, “GCHQ analysts believe the decision was deliberately calculated by the Beijing leadership to provide an excuse to stamp out the simmering unrest in the region, which is already attracting unwelcome world attention in the run-up to the Olympic Games this summer.”

Fearing that legitimate demonstrators would become more active in the months leading up to the Beijing Olympics, Chinese authorities planned to create a pretext to crush the movement by instigating violence that would sour global opinion towards the Tibetans.

According to the report, GCHQ’s geo-positioned satellites in space were able to obtain images proving that the Chinese had infiltrated agent provocateurs into Lhasa. PLA agents posing as monks were responsible for setting fire to buildings and killing non-ethnic Chinese citizens as well as police in an attempt to demonize the Dalai Lama and the Tibetan freedom movement.

However, according to the report, “What the Beijing regime had not expected was how the riots would spread, not only across Tibet, but also to Sichuan, Quighai and Gansu provinces, turning a large area of western China into a battle zone.”

Though the report seems to explain why images showed supposed Tibetans protesters inexplicably burning their own villages, it has to be cautioned that Epoch Times is a traditionally pro-Tibetan news outlet and there’s no doubt that propaganda is being used by both sides.

It’s probable that Chinese PLA agents instigated some of the violence but the fact that young Tibetans are engaging in violence completely of their own accord is largely accepted.

As the report points out, many of the Dalai Lama’s supporters are “young, unemployed and dispossessed and reject his philosophy of non-violence, believing the only hope for change is the radical action they are now carrying out”

On a personal note, having visited Tibet myself and experienced some less than cordial interactions with the Tibetan people, it has to be said that they are certainly not deserving of the angelic tag some quarters of the media lavish upon them – being tribal, aggressive and spiteful towards foreign visitors as well as hostile towards tourists from the Chinese mainland.

As we reported on Monday, former Chinese Communist Party official Ruan Ming was the first to accuse China of staging the violent riots in order to demonize Tibetans in the eyes of the international community, justify a brutal paramilitary police crackdown and force the Dalai Lama to resign.

“The demonstration on March 10 was meant to be peaceful. You can see from the pictures that the demonstration was all monks,” he explained, adding that the CCP carefully introduced violent unrest in order to “deceive the world”.

Hundreds of monks, nuns and local Tibetans who tried to march on a local government office in western China to demand the return of the Dalai Lama have been turned back by paramilitary police who opened fire to disperse the crowd. Local residents of Luhuo said two people – a monk and a farmer – appeared to have been shot dead and about a dozen were wounded in the latest violence to rock Tibetan areas of China. The demonstration began at about 4pm local time when about 200 nuns from Woge nunnery and a similar number of monks from Jueri monastery marched out of their hillside sanctuaries and walked towards the Luhuo Third District government office in the nearby town. They were swiftly joined by an estimated several hundred farmers and nomads, witnesses said. Shouting “Long Live the Dalai Lama” and “Tibet belongs to Tibetans”, they approached the district government office. However, paramilitary People’s Armed Police swiftly appeared and ordered the crowd to turn back. LONDON : Some countries may have to implement retail price controls on food in the near future because of rising prices for consumers, the UN’s food chief said in an interview published Monday.

Speaking to the Financial Times, Jacques Diouf also said that he would not be surprised if the rising food prices sparked riots in parts of the world, adding that food price inflation had become an “even more serious problem” in recent weeks as the rises have started to hit consumers.

“Many (countries) will have to take hard decisions because of the impact of food prices,” Diouf told the business daily.

“In some countries there will be price controls, some will scrap import tariffs on food to minimise the impact of rising costs and others will increase food subsidies.”

Diouf added that if “prices continue to rise, I would not be surprised if we began to see food riots.”

The UN special rapporteur on the Right to Food sought to drum up support Friday for his proposal for a five-year UN moratorium on converting arable land for food to the production of biofuels.

The International Monetary Fund last week warned that an increasing global reliance on grain as a source of fuel could drive up food prices in poor countries with “serious implications”.
