The Polish poster which advises women to travel to Britain for an abortion

They urge women to take advantage of EU rules allowing Poles free medical care in the UK.

And it tells them it is cheaper to fly to the UK to end an unwanted pregnancy than to pay for an illegal ­backstreet ­termination in Poland.

The advert – which borrows tastelessly from a famous “Priceless” credit card campaign – is promoted by a Polish feminist group. It was condemned last night for encouraging “abortion tourism”, and piling pressure on the hard-pressed NHS.

Critics warn that Britain is at risk of becoming the abortion capital of Europe.

A Polish source said yesterday that thousands of Polish women already flee the strict Roman Catholic country’s anti-abortion laws every year to undergo the procedure on the NHS.

Sir Andrew Green, chairman of think tank MigrationWatch, said: “We should insist the Polish government take action to have these posters removed.” He said the NHS was in danger of becoming an “international health service” and called for NHS clinics to make sure that those who turn up for free treatment are entitled to it.

The words alongside parody a well-known Mastercard advert, starting: “Plane ticket to England at ­special offer – 300 zloty (£70).

The CIA built one of its secret European prisons inside an exclusive riding academy outside Vilnius, Lithuania, a current Lithuanian government official and a former U.S. intelligence official told ABC News this week.

Where affluent Lithuanians once rode show horses and sipped coffee at a café, the CIA installed a concrete structure where it could use harsh tactics to interrogate up to eight suspected al-Qaeda terrorists at a time.

“The activities in that prison were illegal,” said human rights researcher John Sifton. “They included various forms of torture, including sleep deprivation, forced standing, painful stress positions.”

Lithuanian officials provided ABC News with the documents of what they called a CIA front company, Elite, LLC, which purchased the property and built the “black site” in 2004.

A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece.

With active duty military personnel already being stationed inside the U.S. under Northcom, partly for purposes of “crowd control,” fears that Americans could be incarcerated in detainment camps are all too real.

The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country.

The camps will double up as “command and control” centers that will also house a “24/7 operations watch center” as well as training facilities for Federal, State, and local first responders.

The bill also contains language that will authorize camps to be established within closed or already operating military bases around the country.

As we have previously highlighted, in early 2006 Halliburton subsidiary Kellogg, Brown and Root was awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.

The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps would also be used “as the development of a plan to react to a national emergency.”

As far back as 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.

A much discussed and circulated report, the Pentagon’s Civilian Inmate Labor Program, was more recently updated and the revision details a “template for developing agreements” between the Army and corrections facilities for the use of civilian inmate labor on Army installations.”

Why coffins? Why in the middle of Georgia? Well, apparently the Government is expecting a half million people to die relatively soon, and the Atlanta Airport is a major airline traffic hub, probably the biggest in the country, which means Georgia is a prime base to conduct military operations and coordination. It is also the home of the CDC, the Center for Disease Control. I don’t want to alarm anyone, but usually you don’t buy 500,000 plastic coffins “just in case something happens,” you buy them because you know something is going to happen. FEMA sources confirm coming martial law

WMR has learned from knowledgeable Federal Emergency Management Agency (FEMA) sources that the Bush administration is putting the final touches on a plan that would see martial law declared in the United States with various scenarios anticipated as triggers. The triggers include a continuing economic collapse with massive social unrest, bank closures resulting in violence against financial institutions, and another fraudulent presidential election that would result in rioting in major cities and campuses around the country.

In addition, Army Corps of Engineer sources report that the assignment of the 3rd Infantry Division’s 1st Brigade Combat Team (BCT) to the Northern Command’s U.S. Army North is to augment FEMA and federal law enforcement in the imposition of traffic controls, crowd control, curfews, enhanced border and port security, and neighborhood patrols in the event a national emergency being declared. In an interview with Bloomberg’s Jim Efstathiou Jr., Barack Obama’s energy adviser, Jason Grumet, said if elected Obama will classify carbon dioxide as a dangerous pollutant. Obama will tell the Environmental Protection Agency that it may use the 1990 Clean Air Act to set emissions limits, according to Grumet, and he will likely do this immediately upon taking office, David Bookbinder, chief climate counsel for the Sierra Club told Bloomberg.

“The U.S. has to move quickly domestically so we can get back in the game internationally,” Grumet said. In other words, an Obama administration would impose draconian carbon emission regulations on the American people and “help clear the deadlock in talks on an international agreement to slow global warming,” according to Rajendra Pachauri, head of a United Nation panel of climate-change scientists. Negotiators from almost 200 countries will meet in December in Poznan, Poland, to discuss ways to limit CO2, that is to say they will work on a global carbon taxation structure.

A global carbon tax is not so much about limiting CO2 as it is a scheme designed to pay for world government and corporate globalization. “The Climate Change Control Bill strongly supported by Obama calls for an international governing regime to monitor and regulate carbon dioxide and ‘carbon footprints’ from discovery, to production, to consumption at a cost of $50 trillion globally and at a cost of $8 trillion for US taxpayers, all to be paid for by a global tax, whose monies will be used to establish a world government body,” writes Patrick Briley.

Obama has worked closely on this global taxation and world government scam under the cover of environmentalism with Zbigniew Brzezinski, Al Gore, and former communist leader Mikhail Gorbachev, an advocate of the so-called Earth Charter and the author of Manifesto for Earth. Brzezinski co-founded the Trilateral Commission with David Rockefeller in 1973. Rockefeller and fellow globalist Maurice Strong of Canada were instrumental in the creation of the Earth Charter. As noted above, the Sierra Club will play a decisive role in Obama’s administration. The organization takes money from the Rockefeller Brothers Fund and is closely aligned with the United Nations Environmental Program. Strong was UNEP’s first executive director.

It is a well documented fact the environmental movement receives huge disbursements from chartered institutions such as the Rockefeller Foundation, Ford Foundation, W. Alton Jones Foundation, Turner Foundation, The Pew Charitable Trusts, the David and Lucille Packard Foundation, the Alfred W. Mellon Foundation, and others, including Bill and Melinda Gates, the Heinz family and the Carnegie Corporation. It is no mistake foundation funded environmental groups are now calling for a global carbon tax structure and an international governing regime to monitor and regulate carbon dioxide, as this serves the plan of their masters well.

An Obama administration will kick this scheme into warp drive and hasten the implementation of a world government of the sort members of the global elite have worked toward for many years. A phony environmental crisis, with carbon emissions playing the role as chief villain, is a perfect storm for the global elite. “We are on the verge of a global transformation,” David Rockefeller once quipped. “All we need is the right major crisis and the nations will accept the New World Order.”

France and Germany urged smaller European Union economies not to use the world financial meltdown as an excuse to gut legislation that aims to combat global warming with deep cuts in greenhouse gas emissions.

French Environment Minister Jean-Louis Borloo said at an EU environment ministers’ meeting that “the European Union must keep its leadership role” in climate change to nudge the United States and others into a global deal on slashing emissions.

The bill, which aims to cut EU greenhouse gas emissions 20 percent by 2020, is to be adopted in December. The EU hopes it will lead to a deal that month at UN climate negotiations in Poznan, Poland.

“We cannot afford to delay,” German Environment Minister Sigmar Gabriel said.

In last-minute objections, Italy said the bill would hurt its industries because Chinese and US competitors face no equivalent emission burdens. Italian officials pushed for a clause that would force the European Commission to do a new cost analysis of the climate change bill in 2009.

Poland, Hungary, Romania, Bulgaria, Slovakia, Latvia, Lithuania and Estonia say they have already made great cuts in carbon emissions since emerging from communism.

Borloo said “there was a very strong willingness” to work toward a deal by December.” But, he added, “the financial markets crisis must not delay this. The EU must keep its leadership role or there will be no point in going to Poznan.”

The financial turmoil has triggered fears of a global recession that would make governments less eager to get major polluters such as energy generators, steel makers and cement producers to pay billions into a cap-and-trade emissions scheme.

The EU cap-and-trade program could impose up to 50 billion euros ($68.8 billion) a year in polluter fees.

EU Environment Commissioner Stavros Dimas said critics exaggerated the costs.

“Approving the EU bill in December will be consistent with tackling the financial crisis,” because it will promote investments in clean energy, creating jobs and easing the EU’s dependence on oil imports, he said.

The European Commission estimates the cost of the climate change bill at 0.5 percent of the bloc’s gross national product by 2020.

U.S. and NATO Warships Arrive at Georgia

The guided missile destroyer USS McFaul has anchored at the Georgian port of Batumi, escalating tensions in the conflict-stricken region.

The US says the destroyer, which arrived at the Black Sea port on Sunday, contains humanitarian aid including baby food, diapers, bottled water and milk, AP reported.

This is while the USS McFaul is outfitted with an array of weaponry, including Tomahawk cruise missiles, which can carry both conventional or nuclear warheads, and a sophisticated radar system.

The US Embassy said the destroyer was the first of five American ships scheduled to arrive this week.

Earlier, Col. Gen. Anatoly Nogovitsyn, deputy chief of Russia’s general staff said that the arrival of the ship and those of other NATO members would escalate tensions, adding that NATO is setting up a naval force in the Black Sea under the ’cover’ of aid deliveries to Georgia.

“Under the cover of needing to deliver humanitarian goods, NATO countries continue to boost their naval grouping,” Nogovitsyn told a news conference in Moscow on Saturday.

The US Navy does not say if the ships are carrying nuclear weapons for security reasons.

Georgian military forces attacked South Ossetia to retake control of the independence-seeking province on August 8. In response, Russia moved its forces to the region where most of the population holds Russian citizenship.

The conflict ended after Russian President Dmitry Medvedev signed a French-brokered ceasefire deal last week.

At least 2,000 people in South Osettia and about 150 in Georgia were killed in the conflict. Also, about 40,000 people were displaced in areas around the conflict zone, according to International Committee of the Red Cross.

 

NATO Ships Enter The Black Sea

NATO warships entered the Black Sea on Thursday for what the alliance said were long-planned exercises and routine visits to ports in Romania and Bulgaria.

The move is not linked to the tensions over Russia’s invasion of Georgia, which lies on the eastern shore of the Black Sea, about 900 kilometers (550 miles) from the Romanian coast, said officials at NATO’s military command in southern Belgium.

Three warships — from Spain, Germany and Poland — sailed into the Black Sea on Thursday. They are due to be joined by a U.S. frigate, the USS Taylor, later this week.

They are “conducting a pre-planned routine visit to the Black Sea region to interact and exercise with our NATO partners Romania and Bulgaria, which is an important feature of our routine planning,” said Vice-Adm. Pim Bedet, deputy commander at allied maritime headquarters in Northwood, England.

However, the move risks increasing tensions with Russia which has deployed ships from its Black Sea fleet to the Georgian coast.

The NATO flotilla includes Spain’s SPS Adm. Juan de Bourbon, Germany’s FGS Luebeck and the Polish ship ORP General K Pulaski. Romanian and Bulgarian ships will join them for exercises during a three-week deployment which NATO says has been planned for over a year.

NATO suspends Russian council, supports Georgia’s government

NATO pulled its punches against Russia on Tuesday, suspending formal contacts as punishment for the Georgia invasion but bucking U.S. pressure for more severe penalties.

The Russian ambassador to NATO played down the impact of the emergency meeting of the Western alliance.

“The mountain gave birth to a mouse,” said Dmitry Rogozin.

Although the allies said they would not convene any more meetings of the NATO-Russia Council until Russian troops withdraw from Georgia, they bowed to concerns from Europe — which depends heavily on Russia for energy — and stopped short of adopting specific long-term steps to punish Moscow for its actions.

“There can be no business as usual with Russia under present circumstances,” said Jaap de Hoop Scheffer, the alliance’s secretary-general, after NATO foreign ministers met here.

“We are not abandoning the NATO-Russia Council, but as long as Russian forces are occupying large parts of Georgia, I cannot see the NATO-Russia Council meeting,” he told reporters.

Russia, which has accused the United States of wanting to dismantle the council, asked for a meeting last week but has been rebuffed thus far.

De Hoop Scheffer said “the future will depend on concrete actions from the Russian side,” but he was forced to add that “no specific decisions on programs or projects (with Russia) have been taken.”

The Russians have agreed to a cease-fire deal that requires a troop pullback, but at the Pentagon on Tuesday evening officials said the latest assessment by U.S. intelligence was that the Russians had shown no sign of beginning a substantial withdrawal. Two officials, discussing the intelligence assessment on condition of anonymity, said separately that Russian forces were holding their positions.

In a small victory for the United States, NATO foreign ministers did agree to show support for Georgia’s pro-Western government by creating a NATO-Georgia Commission to oversee the former Soviet republic’s bid to join the alliance and begin providing military training to its army.

The leaders of Russia and Germany have clashed over the role of European peacekeepers in South Ossetia. Speaking after their meeting in Sochi, the German Chancellor Angela Merkel said their presence was vital to maintain stability in the conflict zone. But Russian President Dmitry Medvedev,
while not objecting to the principle, argued that the South Ossetians would not allow it.

Medvedev said: “Peace in the region should be re-established and guaranteed so that no idiotic ideas ever come to anyone’s head – that is the main task for the Russian Federation at the present moment.”

He added that the South Ossetian and Abkhazian sides had stated they would only trust Russian forces to secure peace in the region.

Merkel told the media she did not want to apportion blame, but explained she was not happy with Moscow’s actions.

“The reaction of Russia was disproportionate,” she said. “The presence of military forces on the Georgian territory was wrong. I believe we have to realise the plan of the six principles as soon as possible so that Russian troops can leave the territory of Georgia.”

Though Merkel reiterated the stance that Georgia’s territorial integrity must be respected, Medvedev reminded her that South Ossetia and Abkhazia are not planning to rejoin Georgia.

Russian President Dmitry Medvedev and German Chancellor Angela Merkel gave a joint news conference following talks in the Russian Black Sea resort of Sochi on the Russian-Georgian military conflict.

Following are key excerpts from the briefing:

ON GEORGIA/UKRAINE NATO MEMBERSHIP

MERKEL: “Georgia and Ukraine could be members of NATO, we have left the timing open and we have said they could be made members if they want this and that position remains”

ON RUSSIAN TROOPS WITHDRAWAL

MERKEL: “Some of Russia’s actions were not proportionate… Russian troops should withdraw from central areas in Georgia”

ON POLISH MISSILE SHIELD DEAL

MEDVEDEV: “This decision clearly demonstrates everything we have said recently. The deployment of new anti-missile forces in Europe has as its aim the Russian Federation.

The moment has been chosen well and therefore any fairy tales about deterring other states, fairy tales that with the help of this system, we will deter some sort of rogue states no longer work.

It is sad for Europe and for everyone living on this densely populated continent. But it is not dramatic. We will continue to work on this and we are ready to continue discussions with all participants. But it is clear this decision will not create any sort of calm”.

ON RUSSIAN RELATIONS WITH THE WEST MEDVEDEV: “We would not like of course to see relations deteriorate in the long or short-term. We have always based our position on full-fledged development of relations with the EU, separate EU states, the United States and other states.

We are living in a fragile world and it is obvious that any worsening of the international environment will only serve the interests of the most reactionary forces. Those who don’t understand this are blind.

We don’t want to cut relations with anyone, but nevertheless I’ll tell you that we have fulfilled and will continue to fulfil our peacekeeping mandate. If someone continues to attack our citizens, our peacekeepers, we will of course respond in just the same way we have responded. There should be no doubt about this.”

ON ASSESSING BLAME

MERKEL: “I think in such a complicated and difficult conflict, it is rare that all the blame is on one side. In fact both sides are probably to blame. That is very important to understand.”

ON GEORGIAN TERRITORIAL INTEGRITY

MEDVEDEV: “No one is rejecting the principle of territorial integrity as one of the main principles of international law… Unfortunately after what has happened it is unlikely that the Ossetians and the Abkhazians will be able to live in one state together with the Georgians.”

ON INTERNATIONAL PEACEKEEPERS

MEDVEDEV: “We are, of course, not against international peacekeepers. But it is not our position which matters. The problem is that Ossetians and Abkhazians themselves do not trust anyone but Russian peacekeepers”.

Rice visits Poland to sign U.S. missile defense deal

US Secretary of State Condoleezza Rice is set to sign a deal in Warsaw Wednesday on deploying a controversial American missile shield in Poland, Polish Foreign Minister Radoslaw Sikorski announced.

Sikorski confirmed the timing in an interview published Monday in the daily newspaper Dziennik.

“The programme is being finalised, but it’s likely that the (Polish) prime minister (Donald Tusk) and the secretary of state will make a political declaration, and the ministers will sign the technical deal on the base,” Sikorski added.

Polish government officials were not immediately available for comment.

On Sunday, Rice had told the US network Fox News that she was “going to Poland to sign a missile defence agreement in the next couple of days”.

Moscow is deeply opposed to the missile plan, and the deal signing comes amid a spike in tensions between Washington and its allies over Russia’s conflict with pro-Western Georgia.

Washington plans to base 10 interceptor missiles in Poland plus a radar facility in the neighbouring Czech Republic by 2011-2013 to complete a system already in place in the United States, Greenland and Britain.

US and Polish negotiators inked a preliminary deal in Warsaw last Thursday, capping 15 months of grinding negotiations. Washington and Prague had already sealed the radar deal in July.

Washington insists the shield — endorsed by all 26 NATO member states earlier this year — is to fend off potential missile attacks by what it calls “rogue states”, a phrase regarded as including Iran.

The plan, however, has become a major source of tension with Moscow, which considers it a security threat designed to undermine Russia’s nuclear deterrent. Moscow has warned of retaliation against the Poles and Czechs.

Warsaw and Prague have had rocky relations with Moscow since they broke free from the crumbling communist bloc in 1989, and ties have worsened since they joined NATO in 1999 and the European Union in 2004.

Russia has officially denied reports its troops have entered Georgian territory beyond the conflict zone, in breach of the ceasefire agreement. Throughout the day, major international news channels have been reporting that Russian tanks were in the Georgian town of Gori and heading towards the capital Tbilisi. Meanwhile, Russian units shot down a Georgian drone over Tskhinvali on Tuesday evening, according to the Russian Army. Its Assistant Commander, Col. Igor Konashenkov, told the Interfax new agency that the drone was on an aerial reconnaissance mission in an area patrolled by Russian peacekeeping forces.

Konashenkov stressed that the Georgian military sent the aircraft to the region despite claims by the country’s leadership that their troops had moved out of the conflict zone.

He added that the detection of any further drones by Russian forces would result in them being shot down.|

Throughout the conflict, the Georgian leadership has been waging a media war against Russia. There have been a number of false claims about Russian troop movements in Georgia.

On Monday, Georgian President Mikhail Saakashvili accused Russia of occupying Gori. This information was reported by the world media but later denied.

Saakashvili has also claimed that Russia should be held responsible for the destruction of the South Ossetian city of Tskhinvali, not Georgia. The Georgian President was speaking at a news conference in Tbilisi, where he was joined by the presidents of Poland and post-Soviet states Ukraine, Lithuania, Latvia and Estonia.

Lithuanian President Valdas Adamkus said the five leaders were attending the conference in support of the Georgian government.

Earlier, Saakashvili claimed Russian troops sank Georgian coastal guard boats in the port city of Poti. He said Russia wanted to bomb the port, but the city authorities convinced them to move the vessels into the sea and sink them with explosives.

Meanwhile, Russian General Staff Deputy Commander Anatoli Nogovitsin has said that several boats attacked a Russian Navy vessel near Poti. The ship fired back and drove the attackers away, he said.

President Hugo Chavez said Venezuela had taken delivery of 24 Russian Sukhoi fighter jets, and warned the U.S. Fourth Fleet that his country is ready to defend itself.

“We’ve received the 24 Sukhoi aircraft,” he said Sunday. “They’re for defensive purposes; we’re not going to attack anybody.”

The deal included training for pilots and crews, as well as missiles for the fighters.

Chavez said the Sukhoi missiles have far greater range than those of the U.S. F-16 fighter jet, and warned the U.S. Fourth Fleet to keep out of Venezuelan waters.

“Any gringo ship that sails into brown waters [river waters] will itself turn brown and go to the bottom, because they’ll not get through,” he said.

The jets are part of a recent $4 billion deal with Moscow, including tanks, transport planes, air-defense systems and AK assault rifles.

In 2005-2006, Venezuela signed a deal to buy more than 50 combat helicopters, 24 Su-30MK2 fighters, 12 Tor-M1 air defense missile systems and 100,000 AK-103 rifles from Russia.

Chavez, an outspoken critic of Washington since coming to power nine years ago, has focused his foreign policy on bolstering ties with countries outside the U.S. sphere of influence.

Russia may consider deploying strategic bombers or station tactical missiles in its close ally Belarus as a counter-measure to a planned U.S. missile shield in Europe, Moscow’s envoy to Minsk said on Wednesday.

The United States have unnerved Moscow by its plans to install elements of its missile defense system in Poland and the Czech Republic, a measure Washington believes is needed to avert possible missile strikes from Iran.

Moscow says U.S. plans pose a threat to Russia’s national security.

“Once Poland has signed an agreement with the American side on deployment of elements of the missile defense there, we will be able to discuss some additional aspects of our military and technical cooperation with Belarus,” Russia’s ambassador in Belarus, Alexander Surikov, told a news conference.

“The (Russian) military are talking of strategic bombers and Iskander systems,” he said. “Probably, some actions will be taken, albeit without Belarus regaining its nuclear status.”

All communist-era nuclear weapons were withdrawn from Belarus after the collapse of the Soviet Union.

Russia is considering aiming nuclear weapons at Western Europe for the first time since the end of the cold war.

Defense sources in Moscow say among the schemes being discussed to counter US plans to station a missile defense shield in Europe is the possible deployment of ballistic missiles in Kaliningrad, a Russian enclave between the EU countries of Lithuania and Poland, The Times Online reported.

A Russian parliamentary committee visited the enclave 10 days ago to look into how a new generation of nuclear missiles could be based there, the report added.

If a deployment does take place, then it would greatly increase tensions in Europe between Moscow and Washington.

Only last week, the US Secretary of State, Condoleezza Rice signed an agreement in Prague to build a radar station in the Czech Republic.

A deal with Poland is in the works to host a base for 10 interceptor rockets on its border with Russia. The agreement is expected to be signed later this year.

Moscow is strongly opposed to the shield, saying that it is part of an aggressive US military expansion into its own backyard.

A source with close connections to the Russian defense ministry said, “One of the main steps under consideration is a redeployment of nuclear missiles to Kaliningrad and Belarus. These missiles would be pointed at Europe. It would be a perfectly legitimate step. If America wants to expand its military capabilities in Europe, then we have the right to act accordingly”.

The source also went on to question the US claim that the shield was intended to intercept missiles only from the so-called rogue states. He said, “How would Washington feel if we placed interceptor missiles on Cuba or Venezuela?”

Experts said the threat of deploying missiles in Kaliningrad was largely aimed at strengthening the opposition to the shields in Poland and the Czech Republic. Experts went on to add that Russia would have to build new long-range ground-based ballistic missiles since it has destroyed most of its Soviet-era arsenal.

US troops on Monday began military exercises near the Russian border in ex-Soviet Ukraine and were poised to launch them in Georgia, amid tense relations between Moscow and Washington, officials said.

A ceremony inaugurating the Sea Breeze-2008 NATO exercise was held off Ukraine’s Black Sea coast, a Ukrainian defence ministry spokeswoman said, against anti-NATO protests and a hostile reaction from officials in Russia.

The NATO exercises “will increase political and military tensions in Europe as a whole,” Sergei Mironov, speaker of the upper house of the Russian parliament, was quoted as saying by Interfax news agency in Moscow.

Sea Breeze-2008, which lasts until July 26, will also include forces from Armenia, Azerbaijan, Belgium, Britain, Canada, Denmark, France, Georgia, Germany, Greece, Latvia, Macedonia and Turkey, officials said.

Separate military exercises dubbed Immediate Response-2008 are due to start in Georgia on Tuesday with Armenian, Azerbaijani, Ukrainian and US troops taking part, a Georgian defence ministry spokeswoman said.

“The US-Georgia joint exercises will be held at the Vaziani military base” less than 100 kilometres (60 miles) from the Russian border with a total of 1,650 servicemen taking part, said the spokeswoman, Nana Intskirveli.

Russia’s military is ready to “neutralise” any threat to its nuclear deterrent from US missile defence sites in Europe, Deputy Foreign Minister Sergei Kislyak said Monday, according to Interfax news agency.

“If we see the development of systems that could reduce our deterrent potential, our military will have to take steps to neutralise the threat,” Kislyak was quoted as saying at a briefing in Moscow.

He did not specify the steps that would be taken, saying “this will be decided by military specialists.”

“We would prefer not to have to do this,” he added.

Kislyak said US proposals to ease Russian concerns about the missile shield, which Washington claims is aimed at countering possible threats from states such as Iran, remained in doubt.

The final act required for the UK to endorse the controversial document was completed this week, the Foreign Office said.

Ratification has gone ahead despite questions over the future of the treaty. It must be accepted by all 27 EU members before taking force next year, but Irish voters last month rejected it in a referendum.

Despite that rejection and Labour’s promise to hold a referendum on the European Constitution that preceded it, Gordon Brown has pressed ahead with ratifying the Lisbon Treaty.

If it takes force, the treaty will create a new EU president and foreign minister, and end scores of national vetoes.

A Daily Telegraph campaign called for a British referendum on the Lisbon Treaty with well over 100,000 people signing a petition.

The final stage of Britain’s ratification was reached on Wednesday when legal documents were deposited with the Italian government in Rome, the city where the Treaty was first proposed at a summit.

Russia tonight threatened to retaliate by military means after a deal with the Czech Republic brought the US missile defence system in Europe a step closer.

The threat followed quickly on from the announcement that Condoleezza Rice signed a formal agreement with the Czech Republic to host the radar for the controversial project.

Moscow argues that the missile shield would severely undermine the balance of European security and regards the proposed missile shield based in two former Communist countries as a hostile move.

“We will be forced to react not with diplomatic, but with military-technical methods,” the Russian Foreign Ministry said in a statement.

The ministry did not detail what its response might entail.

Dr Rice, the US Secretary of State, hailed the agreement as a step forward for international security.

After 14 months of negotiations, the US is struggling to clinch agreement with its other proposed partner – Poland – where it hopes to locate the interceptor missiles designed to shoot down any incoming rockets.

The United States urged Russia on Wednesday to join its planned missile defence as “equal partners” and played down a warning from Moscow that it might react militarily to the system.

“We seek strategic cooperation on preventing missiles from rogue nations like Iran from threatening our friends and allies,” said White House spokesman Gordon Johndroe. “We will continue to have a dialogue with the Russians.”

“We want to design a system between the United States, Russia and Europe, with everyone participating as equal partners,” Johndroe said on the margins of a rich nations summit at this mountain resort in northern Japan.

Washington says it needs to base interceptor missiles in Europe to form a shield to stop possible attacks by states like Iran or North Korea.

US President George W. Bush and Russian President Dmitry Medvedev clashed on the controversial plan on Monday, in their first face-to-face talks since the Russian leader took office in May.

And Russia warned Tuesday that it would react militarily if Washington erected installations on its Cold War turf, hours after US Secretary of State Condoleezza Rice signed a deal to base some components in the Czech Republic.

Russia starts large-scale naval exercise in the Pacific

Over 20 combat and auxiliary ships from Russia’s Pacific Fleet started on Tuesday a large-scale naval exercise in the Sea of Japan, which includes live firing drills, a fleet spokesman said.

“The exercise is part of the summer combat training program,” Captain 1st Rank Roman Martov said. “More than 20 combat and auxiliary ships will participate in about 20 individual and group drills.”

The core of the naval task force participating in the exercise consists of the Varyag, a Russian Slava-class missile cruiser dubbed ’the killer of aircraft carriers,’ the Bystry, a Sovremenny class destroyer, and a group of missile boats.

According to the exercise scenario, the Russian naval task force and shore-based naval aircraft are tasked with the search and destruction of an ’aggressor force’ attempting to establish a beachhead on the Russian coast.

The ships will conduct a series of live firing drills against ground, surface, and air targets.

During the exercise, the Varyag and the Bystry will test-fire new surface-to-air missiles at a target drone.

The Polish president, Lech Kaczynski, today dealt another blow to the troubled European Union’s reform treaty, claiming that signing it would be “pointless” because of Ireland’s no vote last month.

The Lisbon treaty, which is aimed at reforming cumbersome EU institutions, has to be ratified by all 27 countries of the union.

Poland’s parliament approved the document in April, but Kaczynski also needs to sign it off.

Speaking to the Polish daily newspaper Dziennik, Kaczynski suggested signing the treaty was futile.

“This is now pointless. But it is difficult to say how this whole thing will end,” he told Reuters.

He compared Europe’s current dilemma to the crisis following the French and Dutch rejections of the previous European constitution in 2005.

But Kaczynski added: “The bloc functioned, functions and will go on functioning. It’s not perfect but such a complicated structure cannot be perfect.”

Sources from inside the 2008 Bilderberg meeting have leaked the details of what elitists were discussing in Chantilly Virginia last week and the talking points were ominous – a plan to microchip Americans under the pretext of fighting terrorist groups which will be identified as blonde haired, blue eyed westerners.

Veteran Bilderberg sleuth Jim Tucker relies on sources who regularly attend Bilderberg as aides and assistants but who are not Bilderberg members themselves. The information they provided this year is bone-chilling for those who have tracked the development of the plan to make the general public consider implanted microchips as a convenience as routine as credit cards.

“Under the heading of resisting terrorism there were points made about how the terrorist organizations are recruiting people who do not look like terrorists – blonde, blue eyed boys – they’re searching hard for those types to become the new mad bombers,” said Tucker

As we have documented, the blue eyed blonde haired Al-Qaeda line is a familiar talking point that has been pushed on Fox News and within other Neo-Con circles in an attempt to turn the anti-terror apparatus around to target dissidents, protesters and the American people in general.

Ominously, Tucker’s source also told him that Bilderberg were discussing the microchipping of humans on a mass scale, which would be introduced under the pretext of fighting terrorism whereby the “good guys” would be allowed to travel freely from airports so long as their microchip could be scanned and the information stored in a database.

Tucker said the idea was also sold on the basis that it would help hospital staff treat a patient in an emergency situation because a scan of the chip would provide instantaneous access to health details.

Tucker underscored that Bilderberg were talking about subdermally implanted chips and not merely RFID chips contained in clothing. The discussion took place in a main conference hall and was part of the agenda, not an off-hand remark in the hotel bar.

Such a bizarre concept may seem unbelievable to some, but over the last ten years there have been dozens of examples of people accepting implanted chips for a variety of different reasons.

In 2004, Mexico’s attorney general and 160 of his office staff were implanted with tracker chips to control access to to secure areas of their headquarters.

The Baja Beach Club in Barcelona and other nightclubs around the world are already offering implantable chips to customers who want to pay for drinks with the wave of a hand and also get access to VIP areas of the club lounge.

Bilderberg skeptical of attack on Iran

Tucker’s source told him that Secretary of Defense Robert Gates did attend Bilderberg despite him not appearing on the official list.

Tucker said that his sources told him Gates was in attendance to present his case for war with Iran, but that the majority of Bilderberg members were against an attack at this time.

“The Europeans were generally opposed to an invasion of Iran – Gates made the regular war propaganda drill about how Iran is a nuclear threat to everybody,” said Tucker, adding that European Bilderbergers made snide comments about where such nuclear weapons actually were being kept and at one point joking that they were possibly “in Saddam Hussein’s tomb”.

Despite Bilderberg opposition, Tucker said that the administration was still considering an attack before Bush leaves office in January.

“At least 90 per cent of the Europeans oppose a war, probably closer to 100 per cent,” said Tucker, adding, “most of the Americans were passive and deferential to the Secretary of Defense and Condoleezza Rice’s pitch in so far as Iran is concerned”.

Tucker said that most Americans present at the meeting were opposed to attacking Iran but dare not be as visible and loud in their opposition as the Europeans.

Energy and oil prices

“One of the Bilderberg boys raised this question – should we put a lid on the rise in oil prices, are we reaching the point of diminishing returns,” said Tucker, adding that Bilderberg noted how Americans were trading in their SUV’s in record numbers for small and more fuel efficient cars and using more public transport to combat high gas prices.

Tucker’s source said that Bilderberg were predicting $5 for a gallon of gas by the end of this summer and oil over $150 dollars a barrel, but that this was a ceiling and oil prices would probably begin to decline thereafter because they thought the acceleration had happened too quickly.

As we previously reported, Bilderberg called for oil prices to soar in 2005 when oil was a mere $40 a barrel.

During the conference in Germany, Henry Kissinger told his fellow attendees that the elite had resolved to ensure that oil prices would double over the course of the next 12-24 months, which is exactly what happened.

During their 2006 meeting in Ottawa Canada, Bilderberg agreed to push for $105 a barrel before the end of 2008. With that target having been smashed months ago, the acceleration towards $150 is outstripping even Bilderberg’s goal, which is why the elitists expressed a desire to cool prices at least in the short term.

Just two days after he left Bilderberg, Fed Chairman Ben Bernanke, George W. Bush and others expressed support for a strong dollar and Bernanke hinted that interest rates could rise, which immediately caused oil prices to drop in line with Bilderberg’s consensus.

U.S. Secretary of State Condoleezza Rice moved the U.S. missile defense shield agenda a step forward during her attendance at the Bilderberg meeting last week, during which she formalized plans to sign a treaty on installing a U.S. radar base in the Czech Republic with Czech Foreign Minister Karel Schwarzenberg.

The news underscores the fact that important policy decisions are advanced at Bilderberg and that the event is not an insignificant talking shop, as debunkers often claim.

Reports out of both Czech newspapers and Chinese sources confirm that Rice formalized the policy at Bilderberg.

“U.S. Secretary of State of Condoleezza Rice has confirmed she will fly to Prague in early July to sign two U.S.- Czech treaties on the installation of a radar base on the Czech soil, the Czech daily Pravo said Tuesday,” reports Xinhua.

“According to the paper, Rice confirmed her plan to Schwarzenberg at the Bilderberg conference in Chantilly, Virginia, last week.”

“Bilderberg Club, also called the “Group of the Powerful,” is an informal invitation-only organization of politicians, representatives of the military and industrial complex, bankers and businessmen. Schwarzenberg was the only Czech participant in this year’s forum,” according to the report.

The prospect of the radar base, along with the planned installation of an interceptor missile base in Poland, has infuriated the Russians who believe the program is aimed at countering the Kremlin as well as Chinese military dominance, and not as a means of defending against Iranian nuclear ambitions as the U.S. claims.

In response to U.S. aggression, Russia has resumed long-range bomber patrols over the Atlantic which were mothballed at the end of the Cold War. NATO warplanes have intercepted Russian Bear Bombers on numerous occasions.

In February, Russia’s military chief of staff General Yuri Baluyevsky (pictured left) threatened to use nuclear weapons to defend Russia should an attack on Iran put the Kremlin in the line of fire.

In November last year, Baluyevsky dubbed America “evil” while cautioning that the “insidious” U.S. missile defense shield weapons system has nothing to do with countering Iran and is aimed squarely at Moscow.

“If the Americans deploy the radar by 2011 and anti-ballistic missiles by 2012-2013, they will certainly be directed against Russia, and we can easily prove it,” Baluyevsky told Russia Today.

“Today, there is no need to be afraid of the Russian Armed Forces. However, I do not believe that the Russian military is obliged to defend the world from the evil Americans,” he added.

The tale of massive fraud and embezzlement of millions of dollars by the US military in its operations in Iraq continues. Testifying before the US Congress Committee on Oversight and Government Reform on 22 May, Mary Ugone, deputy inspector general of accounts in the Pentagon said that an audit of $8.2 billion spending related to the Iraq war showed that $7.8 billion had been improperly spent.

Over 180,000 payments, mostly since the war started in 2003, were made by the defense department to contractors for everything from bottled water to vehicles to transportation services.

In her testimony, Ugone also revealed that $135 million were given to forces from three countries UK, South Korea and Poland to facilitate their participation in the war. This is the first time that the US has officially admitted paying its allies in the so-called Coalition of the Willing that invaded Iraq in March 2003.

In his opening statement, Henry Waxman, chairman of the committee, said that wounded soldiers are getting notices from the Pentagon to return signing bonuses with interest since they had not completed the full term. “There is something very wrong when our wounded troops have to fill out forms in triplicate for meal money while billions of dollars in cash are handed out in Iraq with no accountability,” he said.

In an earlier report released in November 2007, the Inspector General had concluded that the Defense Department couldn’t properly account for over $5 billion in taxpayer funds spent in support of the Iraq Security Forces. It said that thousands of weapons, including assault rifles, machine guns, and rocket-propelled grenade launchers were unaccounted for, and millions of dollars had been squandered on construction projects that did not exist.

Ugones testimony gave detailed examples of the bizarre manner in which US defense officials doled out huge amounts of money without recording where it was going. In one case a sum of $320 million was paid an Iraqi official for paying salaries with only an incompletely filled voucher signed by one official. Since no details of the spending plan were attached as required by Pentagon rules the auditors have no clue as to where the money went. This payment was made from assets seized from Iraq.

Auditors found that the Pentagon gave away $1.8 billion from seized Iraqi assets. There were 53 vouchers noting these payments but not even one adequately explained where the money went.

In another instance, two vouchers, one for $5 million and the other for $2.7 million showed payments to a vendor for goods and services provided except that there were no details of what goods or services were actually delivered.

Over $2.7 billion was spent on providing equipment and services to the Iraqi Security Forces (ISF). The auditors found that $2 billion of this was not properly accounted for. For example, 31 heavy tracked recovery vehicles costing $10.2 million were given to the ISF, but 18 of them could not be traced because identification numbers were not recorded.

 

US Paying Sunni Insurgents Not to Kill Troops

It is impossible to keep up with all the Bush regime’s lies. There are simply too many. Among the recent crop, one of the biggest is that the “surge” is working.

Launched last year, the “surge” was the extra 20,000-30,000 U.S. troops sent to Iraq. These few extra troops, Americans were told, would finally supply the necessary forces to pacify Iraq.

This claim never made any sense. The extra troops didn’t raise the total number of U.S. soldiers to more than one-third the number every expert has said is necessary in order to successfully occupy Iraq.

The real purpose of the “surge” was to hide another deception. The Bush regime is paying Sunni insurgents $800,000 a day not to attack U.S. forces. That’s right, 80,000 members of an “Awakening group,” the “Sons of Iraq,” a newly formed “U.S.-allied security force” consisting of Sunni insurgents, are being paid $10 a day each not to attack U.S. troops. Allegedly, the Sons of Iraq are now at work fighting al-Qaeda.

This is a much cheaper way to fight a war. We can only wonder why Bush didn’t figure it out sooner.

The “surge” was also timed to take account of the near completion of neighborhood cleansing. Most of the violence in Iraq during the past five years has resulted from Sunnis and Shi’ites driving each other out of mixed neighborhoods. Had the two groups been capable of uniting against the U.S. troops, the U.S. would have been driven out of Iraq long ago. Instead, the Iraqis slaughtered each other and fought the Americans in their spare time.

In other words, the “surge” has had nothing to do with any decline in violence.

With the Sunni insurgents now on Uncle Sam’s payroll, with neighborhoods segregated, and with Sadr’s militia standing down, it is unclear who is still responsible for ongoing violence other than U.S. troops themselves. Somebody must still be fighting, however, because the U.S. is still conducting air strikes and is still unable to tell friend from foe.

On Feb. 16, the Los Angeles Times reported that a U.S. air strike managed to kill nine Iraqi civilians and three Sons of Iraq.

The Sunnis are abandoning their posts in protest, demanding an end to “errant” U.S. air strikes. Obviously, the Sunnis see an opportunity to increase their daily pay for not attacking Americans. Soon they will have consultants advising them how much they can demand in bribes before it pays the Americans to begin fighting the war under the old terms. If Sunnis are smart, they will split the gains. Currently, the Sunnis are getting shafted. They are only collecting $800,000 of the $275,000,000 it costs the U.S. to fight the war for one day. That’s only about three-tenths of one percent, too much of a one-sided deal for the Americans.

If the Sunnis negotiate their cut to between one-quarter and one-half of the daily cost to the U.S. of the war, the Sunnis won’t need to share in the oil revenues, thus helping the three factions to get back together as a country. Even 20 percent of the daily cost of the war would be a good deal for the Sunnis. A long-term contract in this range would be expensive for Uncle Sam, but a great deal cheaper than John McCain’s commitment to a 100-year Iraqi war.

If Bush’s war turns out to be as big a boon for the Sunnis as it has for Tony Blair, we might have a modern-day version of The Mouse That Roared – a movie about an impoverished country that attacked the U.S. in order to be defeated and receive foreign aid – only this time the money comes as a payoff for not fighting the occupiers.

As the world now knows, Blair’s “dodgy dossier” about the threat allegedly posed by Iraq was a contrivance that allowed Blair to put British troops at the service of Bush’s aggression in the Middle East. Now that Blair is out of his prime minister job, he has been rewarded with millions of dollars in sinecures from financial firms such as JP Morgan and millions more in speaking engagements. As part of the payoff, the Bush Republicans have even put Mrs. Blair on the lucrative lecture circuit.

Ask yourself, do you really think Blair knows enough high finance to be of any value as an adviser to JP Morgan, or enough about climate change to advise Zurich Financial on the subject? Do you really believe that after hearing all the vacuous speeches Blair has delivered in those many years in office anyone now wants to pay him huge fees to hear him give a speech? Even when it was free, people were sick of it.

Blair is simply collecting his payoff for selling out his country and sending British troops to die for American hegemony.

The Sunnis seem inclined to do the same thing if Bush will pay them enough.

MOSCOW: Russia’s top military officer on Saturday accused the United States of seeking direct confrontation with Moscow and warned again that U.S. plans to deploy missile defenses in Europe would destabilize the continent.

Gen. Yuri Baluyevsky spoke at a joint news conference along with Deputy Foreign Minister Sergei Kislyak, who repeated that Russia would not increase troop levels on its western border even after suspending participation in a key arms treaty.

Among the issues that have most undermined Russian-U.S. relations in recent years is a U.S. plan to put elements of a missile defense system in Poland and the Czech Republic — former Warsaw Bloc members that have joined NATO.

Russia has alleged that the system will be used to spy on Russian missile and military forces; Washington says it will help defend Europe from a potential missile attack from Iran.

Baluyevsky said the U.S. missile defense plans would destabilize Europe and he repeated sharp warnings that Russia would respond in some fashion.
