In an exclusive for Oilprice.com, the Wayne Madsen Report (WMR) has learned from Federal Emergency Management Agency (FEMA) and U.S. Army Corps of Engineers sources that U.S. Navy submarines deployed to the Gulf of Mexico and Atlantic Ocean off the Florida coast have detected what amounts to a frozen oil blob from the oil geyser at the destroyed Deep Horizon off-shore oil rig south of Louisiana. The Navy submarines have trained video cameras on the moving blob, which remains frozen at depths of between 3,000 to 4,000 feet. Because the oil blob is heavier than water, it remains frozen at current depths.

FEMA and Corps of Engineers employees are upset that the White House and the Pentagon remain tight-lipped and in cover-up mode about the images of the massive and fast-moving frozen coagulated oil blob that is being imaged by Navy submarines that are tracking its movement. The sources point out that BP and the White House conspired to withhold videos from BP-contracted submersibles that showed the oil geyser that was spewing oil from the chasm underneath the datum of the Deep Horizon at rates far exceeding originally reported amounts. A former US Army specialist, who was part of the same unit that killed Iraqi civilians from a helicopter in 2007, says dehumanization is part of basic US army training.

In an interview with Press TV, Josh Steiber explained the three years he spent in the US Army before he asked to be released as a conscientious objector.

Steiber said “the dehumanizing of people from other countries” was the main reason that he quit the Army.

“As far back as basic training, we were singing songs as we were marching around, joking about killing women and children,” he told the Press TV correspondent in Washington.

The whistle-blower website, WikiLeaks, released a shocking video earlier this month showing US soldiers in an Apache helicopter killing dozens of Iraqi civilians, including two Reuters employees, in cold blood.

Steiber noted that he sang the following song together with other members of his unit:

    I went down to the market where all the women shop
    I took out my machete and I began to chop

    I went down to the park where all the children play
    I pulled out my machine gun and I began to spray

Steiber pointed out that he did not personally know the pilot in the video because they were attached to his unit only on that one fateful day.

However, the former US Army specialist was not surprised by what was on the tape.

“You’re focused on the physical aspect, but all along there is a psychological aspect.”

“I think it would be wrong to put all [the blame] on the individual soldier. I think it’s very telling that the secretary of defense, [Robert Gates], came out over the weekend and said there is no wrongdoing in the video.”

“And so if you’re only adjusting a few soldiers when the secretary of defense is putting his stamp of approval on this, then the system is not gonna change.”

Steiber concluded that there are other soldiers and veterans who are as disillusioned and war-weary as he is.

PARIS: In 1951 a quiet village in southern France was suddenly and mysteriously struck down with mass insanity and hallucinations. At least five people died, dozens were committed to asylums and hundreds afflicted.

For decades it was assumed that the local bread had been unwittingly poisoned with a psychedelic mould. Now an even more extraordinary explanation has emerged, with evidence suggesting the CIA peppered food with the hallucinogenic drug LSD as part of a mind-control experiment at the height of the Cold War.

The mystery of Le Pain Maudit (”The Cursed Bread”) still haunts Pont-Saint-Esprit, in the Gard, south-east France. On August 16, 1951, the inhabitants suddenly suffered frightful hallucinations of terrifying beasts and fire.

One man tried to drown himself, screaming his belly was being eaten by snakes. An 11-year-old tried to strangle his grandmother. Another man shouted, ”I am a plane”, before jumping out of a second-floor window, breaking his legs. He then got up and carried on for 45 metres. Another saw his heart escaping through his feet and begged a doctor to put it back. Many were taken to the asylum in straitjackets.

Time magazine wrote at the time: ”Among the stricken, delirium rose: patients thrashed wildly on their beds, screaming that red flowers were blossoming from their bodies, that their heads had turned to molten lead.”

Eventually, it was determined that a baker had unwittingly contaminated his flour with ergot, a hallucinogenic mould that infects rye grain. Another theory was that the bread had been poisoned with mercury.

However, H.P. Albarelli jnr, an investigative journalist, claims the outbreak resulted from a covert experiment directed by the CIA and the US army’s top-secret Special Operations Division at Fort Detrick, Maryland.

The scientists who produced both the theories of accidental poisoning, he writes, worked for the Swiss-based Sandoz Pharmaceutical Company, which was then secretly supplying the US army and CIA with LSD.

Mr Albarelli came across CIA documents while investigating the suicide of Frank Olson, a biochemist working for the Special Operations Division who fell from a 13th floor window two years after the cursed bread incident. One note transcribes a conversation between a CIA agent and a Sandoz official who mentions the ”secret of Pont-Saint-Esprit” and explains that it was not ”at all” caused by mould but by diethylamide, the D in LSD.

While compiling his book, A Terrible Mistake: The Murder of Frank Olson and the CIA’s Secret Cold War Experiments, Albarelli spoke to former colleagues of Olson, two of whom told him that the Pont-Saint-Esprit incident was part of a mind-control experiment run by the CIA and US army.

During the 1950s, the US launched a vast research program into the mental manipulation of prisoners and enemy troops.

Scientists at Fort Detrick told him that agents had sprayed LSD into the air and also contaminated ”local food products”.

Albarelli said the ”smoking gun” was a White House document sent to members of the Rockefeller commission formed in 1975 to investigate CIA abuses. It contained the names of French citizens who had been secretly employed by the CIA and made direct reference to the ”Pont St. Esprit incident”.

In its quest to research LSD as an offensive weapon, Albarelli says, the army also drugged more than 5700 unwitting US servicemen between 1953 and 1965.

None of his sources would say if the French secret services were aware of the alleged operation.

People in Pont-Saint-Esprit still want to know why they were hit by such apocalyptic scenes.

”At the time people brought up the theory of an experiment aimed at controlling a popular revolt,” said Charles Granjoh, 71.

”I almost kicked the bucket,” he told a French magazine. ”I’d like to know why.”

Just two days after we warned of false flag domestic attacks that would be blamed on the federal government’s political adversaries were all but inevitable, a Californian man attacked the Pentagon last night in a shooting that wounded two police officers and has since been blamed on the John Patrick Bedell’s advocacy for 9/11 truth.

On Wednesday we explained how a Southern Poverty Law Center report which demonized We Are Change 9/11 truth organizations in the same breath as violent racist skinhead groups was part of a preparatory set-up for violent domestic acts that would be blamed on anti-government extremists.

We pointed out that since examples of Americans committing violence in pursuit of their political beliefs, FBI patsy Timothy McVeigh aside, were thin on the ground, organizations like the SPLC were begging for such incidents to occur in order to provide the federal government with the pretext to crack down on dissent and silence free speech on the Internet.

Low and behold, last night 36-year-old John Patrick Bedell calmly walked up to a subway station immediately adjacent to the Pentagon building, pulled out a gun and opened fire at point blank range.

“He walked up very cool. He had no real emotion on his face,” said Richard Keevill, chief of Pentagon police.

Two officers were injured before Bedell was gunned down and later confirmed dead in the early hours of the morning.

Authorities said they were investigating reports of a second man at the scene who was apparently aiding the shooter.

As is routine, people who knew Bedell expressed shock that he would attempt such an attack.

“He just seemed like a normal guy to me,” Ronald Domingues said. “I wouldn’t suspect he would be involved in anything like this.”

Under the headline, Pentagon Shooter Railed Against U.S. on Internet, the Associated Press reports that one of the primary motivations for the attack was Bedell’s “Resentment of the U.S. government and suspicions over the 9/11 attack.”

“Signs emerged that Bedell harbored ill feelings toward the government and the armed forces, and had questioned the circumstances behind the Sept. 11, 2001, terrorist attacks,” according to the article.

Bedell was also “determined to see that justice is served,” according to another Internet posting, in response to the death of Marine Col. James Sabo, which was ruled a suicide but suspected by Bedell to be a cover-up.

“Officials said they’d found no immediate connection to terrorism but had not ruled it out,” states the report.

The proximity of the incident to the release of the SPLC report is seamless and the implication is clear – anyone who demands that ‘justice be served’ in response to government corruption or anyone who demands the truth behind 9/11 be made public is a dangerous extremist who is likely to go on a shooting rampage.

The media attempted to craft a similar scenario following the Richard Poplawski shooting, which killed three Pittsburgh police officers, despite the fact that the incident arose as a result of a domestic dispute between Poplawski and his mother, and not as a consequence of Poplawski’s political beliefs, as the media attempted to spin the events.

The debunkers and the establishment can now have a field day with the Pentagon shooting and use it to make the case that 9/11 truthers are violent and should be silenced, ignoring the fact that not a single 9/11 truther has committed an act of violence in pursuit of their beliefs, and despite efforts to frame 9/11 truther Gary Talis when he was falsely accused of attacking a girl in a wheelchair. Talis was acquitted by a New York jury despite New York police officers and one Secret Service agent lying in claiming Talis had assaulted the girl when in fact he was the one being assaulted by the girl’s father.

There can be little doubt that we will see more incidents like last night’s shooting and, whether genuine or staged, they will be exploited to the maximum by the establishment media and the government to portray anyone who questions 9/11 and anyone who expresses “resentment” about how they have been looted for trillions of dollars as violent extremists who need to be silenced.

Such incidents will dovetail perfectly with the rapid advancement of cybersecurity and Internet censorship laws that will force people to obtain licenses to exercise free speech on the web, while providing Homeland Security with the perfect pretext to increase surveillance of all Internet traffic and communications.

It has been a little over a week since the devastating earthquake hit just outside Port au Prince, Haiti. Since that day, I have watched in horror as the Haitian people and their society have quickly submerged into a quagmire of social unrest and political grandstanding. Once I observed the mass-murder posse of Team Obama, Bush and Clinton begin circling the wagons and the rapid US militarization of Port au Prince, including the occupation of the Presidential Palace, to the tune of now almost 10,000 US boots on the ground, I began to get suspicious. Call me crazy. I know of the sad history of Haiti imposed upon the tiny former slave nation by one imperial power after the next. But when I see 10,000 American soldiers descend upon a nation in less than a week, my radar flies into the red zone. Just when I was beginning to brush up on the story behind the story regarding Yemen, now I’m thrashed about one more time and forced to begin scrambling for the next story behind the story for this week’s latest NWO hot topic.

After a few hours on the Internet, I discovered an article posted in January of 2008 http://www.abibitumikasa.com/forums/oppression-afrikans-economically/41112-oil-mining-haiti-worlds-elite-robbing-people-blind.html indicating that large amounts of, you guessed it, OIL had indeed been discovered in Haiti a short while back. According to the article, scientists Ginette and Daniel Mathurin indicated that “under Haitian soil it is rich in oil and fuel.” “We have identified 20 oil sites.” said ‘Daniel Mathurin stating that “5 of them are considered of great importance by specialists and politicians.”

“The Central Plateau, including the region of Thomonde, the plain of the Cul-de-Sac and the bay of Port-au-Prince are full of hydrocarbons,”he said adding that “the oil reserves of Haiti are more important than those of Venezuela.” “An Olympic pool compared to a glass of water; that is the comparison to illustrate the importance of Haitian oil compared with those of Venezuela,” he explains.

“Venezuela is one of the world’s largest producers of oil.”

We know that large amounts of oil had been discovered in Cuba a little over a year ago as appeared in a London Guardian article from Saturday, October 18th 2008. http://www.guardian.co.uk/world/2008/oct/18/cuban-oil .

“ Mother nature, it emerged this week, appears to have blessed the island with enough oil reserves to vault it into the ranks of energy powers. The government announced there may be more than 20bn barrels of recoverable oil in offshore fields in Cuba’s share of the Gulf of Mexico, more than twice the previous estimate.

If confirmed, it puts Cuba’s reserves on par with those of the US and into the world’s top 20. Drilling is expected to start next year by Cuba’s state oil company Cubapetroleo, or Cupet.

“It would change their whole equation. The government would have more money and no longer be dependent on foreign oil,” said Kirby Jones, founder of the Washington-based US-Cuba Trade Association. “It could join the club of oil exporting nations.” Wrote Rory Carroll, Latin America Correspondent for the Guardian.

If one looks at a map and notices that Haiti and Cuba are only about 60 miles apart separated by the Winward Passage, one might then assume that perhaps the two Caribbean nations might be sitting on the same stretch of oil field.
And the plot thickens. According to the article regarding Haitian oil: “ Daniel and Ginette Malthurin indicate that the American government had in 2005 authorized the use of strategic reserves of the United States. The door should be used by politicians to launch Haitian negotiations with American companies in the context of the exploitation of these deposits.”

“The specialists contend that the government of Jean Claude Duvalier had verified the existence of a major oil field in the Bay of Port-au-Prince shortly before his downfall.”

Hmmm, intriguing. It would seem that the Pentagon’s interest in Haiti during this crisis just might stretch a bit beyond their normal warm and fuzzy humanitarian intentions. It feels like we’ve been here before. Keep your eyes on the bouncing ball and watch for Big Oil to move into the region shortly. Perhaps this may also serve as a wee bit of gunboat diplomacy targeted at Cuba and, more ominously, a back-up plan to secure reserves in the Empire’s backyard as Obama and the War Machine get ready to take on Venezuela. More will be revealed.

Many still believe that this country won its independence from the British in 1776, the reality this country has always belonged to the British monarchy, stolen from the Native Americans. The ‘United States’ technically means a ‘Federal Corporation’ of the British crown, and the citizens are nothing more than indentured servants to Europe. To the elite, humans are all considered slaves that bear no ‘inheritable blood’ and they believe every aspect of human life should be regulated and taxed for the benefit of the elite. They believe that the human lifespan should be cut down by introducing toxic chemicals into our lives, they also believe they should “maintain humanity under 500,000,000 in perpetual balance with nature” according what is written on the Georgia Guidestones.

We are saturated in a mirth of television, drugs and entertainment for this reason, to keep the population away from the truth of what is being perpetuated against us.

Trauma-Based Mind Control

One of the ways the Illuminati influences the masses is by trauma-based mind control, by creating physical and mental pain on a victim so that they become groomed over time for leadership positions. Many whistleblowers for this reason have come out of the dark to reveal these secrets. Trauma-based mind control is used to create Dissociative Identity Disorder (DID), a condition in which a person displays multiple personalities that a mind control programmer is able to manipulate.

Svali (a pseudonym for obvious reasons) explains it best, she is an ex-Illuminati mind control programmer who was born into ‘the family’, she wrote an excellent book called Breaking the Chain – Breaking Free Of Cult Programming that exposes the nature of the cult in great detail.

    Intentional programming of an infant in the Illuminati often begins before birth. Prenatal splitting is well known in the cult, as the fetus is very capable of fragmenting in the womb due to trauma. This is usually done between the seventh and ninth month of pregnancy. Techniques used include: placing headphones on the mother’s abdomen, and playing loud, discordant music (such as some modern classical pieces, or even Wagner’s operas). Loud, heavy rock has also been used. Other methods include having the mother ingest quantities of bitter substances, to make the amniotic fluid bitter, or yelling at the fetus inside the womb. The mother’s abdomen may be hit as well. Mild shock to the abdomen may be applied, especially when term is near, and may be used to cause premature labor, or ensure that the infant is born on a ceremonial holiday. Certain labor inducing drugs may be also given if a certain birth date is desired.

    Once the infant is born, testing is begun at a very early age, usually during the first few weeks of life. The trainers, who are taught to look for certain qualities in the infant, will place it on a velvet cloth on a table, and check its reflexes to different stimuli. The infant’s strength, how it reacts to heat, cold, and pain are all tested. Different infants react differently, and the trainers are looking for dissociative ability, quick reflexes, and reaction times. They are also encouraging early dissociation in the infant with these tests.

    The infant will also be abused, to create fragments. Methods of abuse can include: rectal probes; digital anal rape; electric shocks at low levels to the fingers, toes, and genitalia; cutting the genitalia in ritual circumstances (in older infants). The intent is to begin fragmentation before a true ego state develops, and customize the infant to pain and reflexive dissociation from pain (yes, even tiny infants dissociate; I have seen it time and time again; they will glow blank and limp, or glassy, in the face of continued trauma.)

    Isolation and abandonment programming will sometimes be begun as well, in a rudimentary sense. The infant is abandoned, or uncared for by adults, intentionally during the daytime, then picked up, soothed, cleaned up and paid attention to in the context of preparing for a ritual or group gathering. This is done in order to help the infant associate night gatherings with “love” and attention, and to help the bonding process to the cult, or “family”. The infant will be taught to associate maternal attention with going to rituals, and eventually will associate cult gatherings with feelings of security.

    As the infant grows older, i.e. at 15 to 18 months, more fragmenting is intentionally done by having the parents as well as cult members abuse the infant more methodically. This is done by intermittently soothing, bonding with the infant, then shocking it on its digits; the infant may be dropped from heights to a mat or mattress and laughed at as it lays there startled and terrified, crying. It may be placed in cages for periods of time, or exposed to short periods of isolation. Deprivation of food, water, and basic needs may begin later in this stage. All of these methods are done in order to create intentional dissociation in the infant.

U.S. government is ratcheting up the militarized police state as they anticipate massive resistance to the economic collapse.

In the wake of the Flight 253 provocation, over-hyped terrorism panics, and last year’s Big Pharma and media-engineered hysteria over the H1N1 flu pandemic, President Barack Obama signed Executive Order 13528 on January 11.

Among other things, the Executive Order (EO) established a Council of Governors, an “advisory panel” chosen by the President that will rubber-stamp long-sought-after Pentagon contingency plans to seize control of state National Guard forces in the event of a “national emergency.”

According to the White House press release, the ten member, bipartisan Council was created “to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards.”

“When appointed” the announcement continues, “the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.”

Clearly designed to weaken the Posse Comitatus Act of 1878 which bars the use of the military for civilian law enforcement, EO 13528 is the latest in a series of maneuvers by previous administrations to wrest control of armed forces historically under the democratic control of elected state officials, and a modicum of public accountability.

One consequence of moves to “synchronize and integrate” state National Guard units with those of the Armed Forces would be to place them under the effective control of United States Northern Command (USNORTHCOM), created in 2002 by Bushist legislators in both capitalist parties under the pretext of imperialism’s endless “War on Terror.” At the time, Defense Secretary Donald Rumsfeld called USNORTHCOM’s launch “the most sweeping set of changes since the unified command system was set up in 1946.”

The real-world consequences of those changes weren’t long in coming.

Following their criminal inaction during 2005’s Hurricane Katrina catastrophe, the Bush regime sought, but failed, to seize control of depleted Gulf Coast National Guard units, the bulk of which had been sent to Iraq along with equipment that might have aided the recovery. Bush demanded that then Louisiana Governor Kathleen Blanco sign over control of the Guard as well as state and local police units as the blood price for federal assistance.

At the height of the crisis, Bush cited presidential prerogatives for doing so under the Insurrection Act, a repressive statute which authorizes the President to federalize National Guard units when state governments fail to “suppress rebellion.” How the plight of citizens engulfed by Katrina’s flood waters could be twisted into an act of “rebellion” was achieved when Orwellian spin doctors, aided and abetted by a compliant media, invented a new criminal category to cover traumatized New Orleans residents: “Drowning while Black.”

Fast forward five years. Given the serious implications such proposals would have for a functioning democracy, the media’s deafening silence on Obama’s Executive Order is hardly surprising. Like their role as cheerleaders in the escalating wars in Afghanistan and Pakistan, media self-censorship tell us much about the state of affairs in “new normal” America.

Like his predecessors in the Oval Office, stretching back to the 1960s with Pentagon “civil disturbance” plans such as Cable Splicer and Garden Plot, both of which are continuously updated, our “change” President will forge ahead and invest the permanent National Security bureaucracy with unprecedented power.

Under color of the 2008 National Defense Authorization Act, an unsavory piece of Bushist legislative detritus, “The President shall establish a bipartisan Council of Governors to advise the Secretary of Defense, the Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.”

The toothless Council, whose Executive Director will be designated by the Secretary of Defense no less, “shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council.”

Will such a Council have veto power over administration deliberations? Hardly. They are relegated “to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security” and “the Assistant to the President for Homeland Security and Counterterrorism.”

Additional entities covered by the EO with whom the Governors Council will “exchange views” include, “the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs; the Commander, United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.”

In other words, right from the get-go, the Council will serve as civilian cover for political decisions made by the Executive Branch and the security apparat. EO 13528 continues, “Such views, information, or advice shall concern: (a) matters involving the National Guard of the various States; (b) homeland defense; (c) civil support; (d) synchronization and integration of State and Federal military activities in the United States; and (e) other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.”

When news first broke last summer of Obama’s proposal to expand the military’s authority to respond to domestic disasters, it was opposed by the National Governors Association (NGA).

Congressional Quarterly reported that a letter sent on behalf of the NGA opposed creation of the Council on grounds that it “would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors’ constitutional responsibilities to ensure the safety and security of their citizens,” Govs. Jim Douglas, R-Vt., and Joe Manchin III, D-W.Va., wrote.

According to their August letter to Paul N. Stockton, Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, Douglas and Manchin III argued that “without assigning a governor tactical control” of military forces during a natural disaster such as a flood or earthquake, or an unnatural disaster such as a terrorist attack or other mass casualty event, the “strong potential exists for confusion in mission, execution and the dilution of governors’ control over situations with which they are more familiar and better capable of handling than a federal military commander.”

With slim prospects of congressional authorization for the scheme, in fact the 2008 language was removed from subsequent Defense spending legislation, other means were required. Playing bureaucratic hardball with the governors, this has now been accomplished by presidential fiat, further eroding clear constitutional limits on Executive Branch power.

These maneuvers as I have previously written, have very little to do with responding to a catastrophic emergency. Indeed, EO 13528 is only the latest iteration of plans to expand the National Security State’s writ and as such, have everything to do with decades-old Continuity of Government (COG) programs kept secret from Congress and the American people.

Derided by neocons, neoliberals and other corporatists as a quaint backwater for “conspiracy theorists” railing against “FEMA concentration camps,” Continuity of Government, and the nexus of “civil support” programs that have proliferated like noxious weeds are no laughing matter.

Indeed, even members of Congress are considered “unauthorized parties” denied access “to information on COG plans, procedures, capabilities and facilities,” according to a Pentagon document published by the whistleblowing web site Wikileaks, as are the classified annexes of National Security Presidential Directive 51 and Homeland Security Presidential Directive 20 (NSPD 51/HSPD 20). In a new twist on administration promises of transparency and open government, even the redacted version of these documents have been removed from the White House web site.

As Antifascist Calling previously reported (see: “Vigilant Shield 09: A Cover for Illegal Domestic Operations?“), the Congressional Research Service issued a 46-pagereport in 2008 that provided details on the COG-related National Exercise Program, a “civil support” operation that war games various disaster scenarios.

Among other things, the document outlines the serious domestic implications of military participation in national emergency preparedness drills. CRS researchers pointed to the Reagan-era Executive Order 12656 (EO 12656) that “directs FEMA to coordinate the planning, conduct, and evaluation of national security emergency exercises.” EO 12656 defines a national security emergency as “as any occurrence, including natural disaster, military attack, technological emergency, or other emergency that seriously degrades or seriously threatens the national security of the United States.”

Such programs, greatly expanded by the Bush-era Homeland Security Presidential Directive 8 (HSPD-8), also removed from the White House web site, established “a national program and a multi-year planning system to conduct homeland security preparedness-related exercises.” CRS avers, “The program is to be carried out in collaboration with state and local governments and private sector entities.”

The Defense Department’s role during such emergencies were intended to focus “principally on domestic incident management, either for terrorism or non terrorist catastrophic events.” DoD would play a “significant role” in the overall response. Such murky definitions cover a lot of ground and are ripe with a potential for abuse by unscrupulous securocrats and their corporate partners.

The primary DoD entity responsible for “civil support,” a focus of Obama’s EO is USNORTHCOM and its active combat component, U.S. Army North. However, as with almost everything relating to COG and current plans under EO 13528 that propose to “synchronize and integrate State and Federal military activities,” USNORTHCOM’s role is shrouded in secrecy.

As researcher Peter Dale Scott revealed in 2008, when Congressman Peter DeFazio, Homeland Security Committee Chairman Bennie Thompson and Oversight Subcommittee Chairman Christopher Carney sought access to classified COG annexes, their request was denied by the White House. Scott wrote: “DeFazio’s inability to get access to the NSPD Annexes is less than reassuring. If members of the Homeland Security Committee cannot enforce their right to read secret plans of the Executive Branch, then the systems of checks and balances established by the U.S. Constitution would seem to be failing.”

One hammer blow followed another. In 2008, Army Times reported, that the “3rd Infantry Division’s 1st Brigade Combat Team [BCT] has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys. Now they’re training for the same mission–with a twist–at home.”

Analyst Michel Chossudovsky commented, “What is significant in this redeployment of a US infantry unit is the presumption that North America could, in the case of a national emergency, constitute a ‘war theater’ thereby justifying the deployment of combat units.” According to Chossudovsky, “The new skills to be imparted consist in training 1st BCT in repressing civil unrest, a task normally assumed by civilian law enforcement.”

“It is noteworthy, the World Socialist Web Site commented, “that the deployment of US combat troops ‘as an on-call federal response force for natural or manmade emergencies and disasters’ … coincides with the eruption of the greatest economic emergency and financial disaster since the Great Depression of the 1930s.”

“Justified as a response to terrorist threats,” socialist critic Bill Van Auken averred, “the real source of the growing preparations for the use of US military force within America’s borders lies not in the events of September 11, 2001 or the danger that they will be repeated. Rather, the domestic mobilization of the armed forces is a response by the US ruling establishment to the growing threat to political stability.”

Since USNORTHCOM’s deployment of a combat brigade on U.S. soil, the capitalist crisis has deepened and intensified. With unemployment at a post-war high and the perilous economic and social conditions of the working class growing grimmer by the day, EO 13258 is a practical demonstration of ruling class consensus when it comes to undermining the democratic rights of the American people.

After all, where the defense of wealth and privileges are concerned corporate thugs and war criminals have no friends, only interests…

Haiti has a longstanding history of US military intervention and occupation going back to the beginning of the 20th Century. US interventionism has contributed to the destruction of Haiti’s national economy and the impoverishment of its population.

The devastating earthquake is presented to World public opinion as the sole cause of the country’s predicament.

A country has been destroyed, its infrastructure demolished. Its people precipitated into abysmal poverty and despair.

Haiti’s history, its colonial past have been erased.

The US military has come to the rescue of an impoverished Nation. What is its Mandate?

Is it a Humanitarian Operation or an Invasion?

The main actors in America’s “humanitarian operation” are the Department of Defense, the State Department and the U.S. Agency for International Development (USAID). (See USAID Speeches: On-The-Record Briefing on the Situation in Haiti, 01/13/10). USAID has also been entrusted in channelling food aid to Haiti, which is distributed by the World Food Program. The military component of the US mission, however, tends to overshadow the civilian functions of rescuing a desperate and impoverished population. The overall humanitarian operation is not being led by civilian governmental agencies such as FEMA or USAID, but by the Pentagon.

The dominant decision making role has been entrusted to US Southern Command (SOUTHCOM).

A massive deployment of military hardware personnel is contemplated. The Chairman of the Joint Chiefs of Staff Admiral Mike Mullen has confirmed that the US will be sending nine to ten thousand troops to Haiti, that includes 4,000 to 5,000 sailors on ships at see, plus 3,000 soldiers and 2,000 marines on the ground. Aircraft carrier, USS Carl Vinson and its complement of supporting ships has already arrived in Port au Prince. (January 15, 2010). The 2,000-member Marine Amphibious Unit as well as and soldiers from the U.S. Army’s 82nd Airborne division “are trained in a wide variety of missions including security and riot-control in addition to humanitarian tasks.”

In contrast to rescue and relief teams dispatched by various civilian teams and organizations, the humanitarian mandate of the US military is not clearly defined:

    “Marines are definitely warriors first, and that is what the world knows the Marines for,… [but] we’re equally as compassionate when we need to be, and this is a role that we’d like to show — that compassionate warrior, reaching out with a helping hand for those who need it. We are very excited about this.” (Marines’ Spokesman, Marines Embark on Haiti Response Mission, Army Forces Press Services, January 14, 2010)

While presidents Obama and Préval spoke on the phone, there were no reports of negotiations between the two governments regarding the entry and deployment of US troops on Haitian soil. The decision was taken and imposed unilaterally by Washington. The total lack of a functioning government in Haiti was used to legitimize, on humanitarian grounds, the sending in of a powerful military force, which has de facto taken over several governmental functions.

On December 1st, President Obama talked about withdrawing U.S. troops from Afghanistan within 18 months.

Everyone now knows that there is no firm withdrawal date from Afghanistan. See this and this.

But in testimony to the Senate Armed Services Committee on December 2nd, Secretary of State Hillary Clinton actually gave a much longer horizon for the presence of U.S. troops in America:

    Senator UDALL.— So, in an ideal world, we would get the job done militarily in the short term; in the medium and long term, we would have a presence in the region, economically, diplomacy, and politically.

    Secretary CLINTON. Well, as we have with so many other countries— obviously, we have troops in a limited number of countries around the world; some have been there for 50, 60 years, but we have long-term economic assistance and development programs in many others. And we think that’s a likely outcome in both Afghanistan and Pakistan, that we would be there with a long-term commitment.

Does this mean that U.S. troops will be in Afghanistan in 50 year?

On the surface, Clinton’s statement could be interpreted to mean that troops will leave sooner, but that America will have long-term economic assistance and development programs in Afghanistan for many decades to come.

However, U.S. charities working in Afghanistan report that they are subject to Pentagon sponsorship and control, and so the Afghani people view them as part of the U.S. military (which hampers their aid work).

Therefore, whether or not troops will remain in Afghanistan for a half century or more, the Afghani people and the rest of the world may consider it a permanent occupation.

Remember also that – while the U.S. government has promised to withdraw by December 31, 2011 from Iraq – the U.S. is building numerous permanent military bases in that country. (see this, this, this, this, this, this, this, this, this, and this). So talk is cheap.

The CIA built one of its secret European prisons inside an exclusive riding academy outside Vilnius, Lithuania, a current Lithuanian government official and a former U.S. intelligence official told ABC News this week.

Where affluent Lithuanians once rode show horses and sipped coffee at a café, the CIA installed a concrete structure where it could use harsh tactics to interrogate up to eight suspected al-Qaeda terrorists at a time.

“The activities in that prison were illegal,” said human rights researcher John Sifton. “They included various forms of torture, including sleep deprivation, forced standing, painful stress positions.”

Lithuanian officials provided ABC News with the documents of what they called a CIA front company, Elite, LLC, which purchased the property and built the “black site” in 2004.

Bush Administration memos released by the White House on Thursday provide new insight into claims that American agents used insects to torture the young children of alleged 9/11 mastermind Khalid Sheikh Mohammed.

In the memos, released Thursday, the Bush Administration White House Office of Legal Counsel offered its endorsement of CIA torture methods that involved placing an insect in a cramped, confined box with detainees. Jay S. Bybee, then-director of the OLC, wrote that insects could be used to capitalize on detainees’ fears.

The memo was dated Aug. 1, 2002. Khalid Sheikh Mohammed’s children were captured and held in Pakistan the following month, according to a report by Human Rights Watch.

While an additional memo released Thursday claims that the torture with insects technique was never utilized by the CIA, the allegations regarding the children would have transpired when the method was authorized by the Bush Administration.

At a military tribunal in 2007, the father of a Guantanamo detainee alleged that Pakistani guards had confessed that American interrogators used ants to coerce the children of alleged 9/11 mastermind Khalid Shaikh Mohammed into revealing their father’s whereabouts.

The statement was made by Ali Khan, the father of detainee Majid Khan, who gave a detailed account of his son’s interrogation at the hands of American guards in Pakistan. In his statement, Khan asserted that one of his sons was held at the same place as the young children of Khalid Sheikh Mohammed, the alleged mastermind of the Sept. 11, 2001 attacks.

“The Pakistani guards told my son that the boys were kept in a separate area upstairs and were denied food and water by other guards,” the statement read. “They were also mentally tortured by having ants or other creatures put on their legs to scare them and get them to say where their father was hiding.” (A pdf transcript is available here)

Khan’s statement is second-hand. But the picture he paints of his son’s interrogation at the hands of American interrogators is strikingly similar to the accounts given by numerous other detainees to the International Red Cross. The timing of the capture of Khalid Sheikh Mohammed’s son — then aged seven and nine — also meshes with a report by Human Rights Watch, which says that the children were captured in September 2002 and held for four months at the hands of American guards.

“According to eyewitnesses, the two were held in an adult detention center for at least four months while U.S. agents questioned the children about their father’s whereabouts,” the report said.

The use of insects isn’t mentioned in a recently leaked International Red Cross report, in which Red Cross officials questioned detainees about their treatment at the hands of US forces and ultimately judged them to have been tortured. A second memo released Thursday, dated May 10, 2005, says the CIA told the White House insects were never actually used in interrogations.

“We understand that — for reasons unrelated to any concerns that it might violate the [criminal] statute — the CIA never used the technique and has removed it from the list of authorized interrogation techniques,” Steven Bradbury, a principal deputy assistant attorney general, wrote in a footnote.

It’s worth noting, however, that the Red Cross was denied access to individuals held at CIA black sites. Khan’s son, Majid, was among those President Bush moved from the CIA’s secret prison network to Guantanamo Bay.

The techniques Khan says were employed against his son also match those approved in the Bybee memo.

“What I can tell you is that Majid was kidnapped from my son Mohammed’s [not related Khalid Sheikh Mohammed] house in Karachi, along with Mohammed, his wife, and my infant granddaughter,” Khan said in his military tribunal statement. “They were captured by Pakistani police and soldiers and taken to a detention center fifteen minutes from Mohammed’s house. The center had walls that seemed to be eighty feet high. My sons were hooded, handcuffed, and interrogated. After eight days of interrogation by US and Pakistani agents, including FBI agents, Mohammed was allowed to see Majid.

“Majhid looked terrible and very, very tired,” Khan continued. “According to Mohammed, Majid said that the Americans tortured him for eight hours at a time, tying him tightly in stressful positions in a small chair until his hands, feet and mind went numb. They re-tied him in the chair every hour, tightening the bonds on his hands and feet each time so that it was more painful. He was often hooded and had difficulty breathing. They also beat him repeatedly, slapping him in the face, and deprived him of sleep. When he was not being interrogated, the Americans put Majid in a small cell that was totally dark and too small for him to lie down in or sit in with his legs stretched out. He had to crouch. The room was also infested with mosquitoes. The torture only stopped when Majid agreed to sign a statement that he was not even allowed to read.”

Later in his statement, Khan alleges that the Pakistani guards revealed other abuses by American agents.

“The Americans also once stripped and beat two Arab boys, ages fourteen and sixteen, who were turned over by the Pakistani guards at the detention center,” he said. “These guards told my son that they were very upset at this and said the boys were thrown like garbage onto a plane to Guantanamo. Women prisoners were also held there, apart from their husbands, and some were pregnant and forced to give birth in their cells. According to Mohammed, one woman also died in her cell because the guards could not get her to a hospital quickly enough. This was most upsetting to the Pakistani guards.”

One blogger notes, “The first indications the children may have been tortured were reported in Ron Suskind’s 2006 book The One Percent Doctrine.”

“When KSM was being held at a secret CIA facility in Thailand, apparently the revamped Vietnam War-era base at Udorn, according to Suskind, a message was passed to interrogators: ‘do whatever’s necessary,’” Kevin Fenton writes at History Commons. “The interrogators then told KSM ‘his children would be hurt if he didn’t cooperate. However, his response was, ’so, fine, they’ll join Allah in a better place.’”

Fenton has two questions: “Did the Khans invent the allegations or garble them in some way and then ‘get lucky’ two years later, when it was revealed the CIA was, at least, contemplating the techniques they alleged it used at the time in question?” and “Given that nobody heard of the CIA using insects for another two years, why would they invent these specific allegations, which sounded bizarre when they were made?”

On October 29, 2001, while the Taliban’s rule over Afghanistan was under assault, the regime’s ambassador in Islamabad gave a chaotic press conference in front of several dozen reporters sitting on the grass. On the Taliban diplomat’s right sat his interpreter, Ahmad Rateb Popal, a man with an imposing presence. Like the ambassador, Popal wore a black turban, and he had a huge bushy beard. He had a black patch over his right eye socket, a prosthetic left arm and a deformed right hand, the result of injuries from an explosives mishap during an old operation against the Soviets in Kabul.

But Popal was more than just a former mujahedeen. In 1988, a year before the Soviets fled Afghanistan, Popal had been charged in the United States with conspiring to import more than a kilo of heroin. Court records show he was released from prison in 1997.

Flash forward to 2009, and Afghanistan is ruled by Popal’s cousin President Hamid Karza. Popal has cut his huge beard down to a neatly trimmed one and has become an immensely wealthy businessman, along with his brother Rashid Popal, who in a separate case pleaded guilty to a heroin charge in 1996 in Brooklyn. The Popal brothers control the huge Watan Group in Afghanistan, a consortium engaged in telecommunications, logistics and, most important, security. Watan Risk Management, the Popals’ private military arm, is one of the few dozen private security companies in Afghanistan. One of Watan’s enterprises, key to the war effort, is protecting convoys of Afghan trucks heading from Kabul to Kandahar, carrying American supplies.

Welcome to the wartime contracting bazaar in Afghanistan. It is a virtual carnival of improbable characters and shady connections, with former CIA officials and ex-military officers joining hands with former Taliban and mujahedeen to collect US government funds in the name of the war effort.

In this grotesque carnival, the US military’s contractors are forced to pay suspected insurgents to protect American supply routes. It is an accepted fact of the military logistics operation in Afghanistan that the US government funds the very forces American troops are fighting. And it is a deadly irony, because these funds add up to a huge amount of money for the Taliban. “It’s a big part of their income,” one of the top Afghan government security officials told The Nation in an interview. In fact, US military officials in Kabul estimate that a minimum of 10 percent of the Pentagon’s logistics contracts–hundreds of millions of dollars–consists of payments to insurgents.

Understanding how this situation came to pass requires untangling two threads. The first is the insider dealing that determines who wins and who loses in Afghan business, and the second is the troubling mechanism by which “private security” ensures that the US supply convoys traveling these ancient trade routes aren’t ambushed by insurgents.

A good place to pick up the first thread is with a small firm awarded a US military logistics contract worth hundreds of millions of dollars: NCL Holdings. Like the Popals’ Watan Risk, NCL is a licensed security company in Afghanistan.

What NCL Holdings is most notorious for in Kabul contracting circles, though, is the identity of its chief principal, Hamed Wardak. He is the young American son of Afghanistan’s current defense minister, Gen. Abdul Rahim Wardak, who was a leader of the mujahedeen against the Soviets. Hamed Wardak has plunged into business as well as policy. He was raised and schooled in the United States, graduating as valedictorian from Georgetown University in 1997. He earned a Rhodes scholarship and interned at the neoconservative think tank the American Enterprise Institute. That internship was to play an important role in his life, for it was at AEI that he forged alliances with some of the premier figures in American conservative foreign policy circles, such as the late Ambassador Jeane Kirkpatrick.

Wardak incorporated NCL in the United States early in 2007, although the firm may have operated in Afghanistan before then. It made sense to set up shop in Washington, because of Wardak’s connections there. On NCL’s advisory board, for example, is Milton Bearden, a well-known former CIA officer. Bearden is an important voice on Afghanistan issues; in October he was a witness before the Senate Foreign Relations Committee, where Senator John Kerry, the chair, introduced him as “a legendary former CIA case officer and a clearheaded thinker and writer.” It is not every defense contracting company that has such an influential adviser.

But the biggest deal that NCL got–the contract that brought it into Afghanistan’s major leagues–was Host Nation Trucking. Earlier this year the firm, with no apparent trucking experience, was named one of the six companies that would handle the bulk of US trucking in Afghanistan, bringing supplies to the web of bases and remote outposts scattered across the country.

At first the contract was large but not gargantuan. And then that suddenly changed, like an immense garden coming into bloom. Over the summer, citing the coming “surge” and a new doctrine, “Money as a Weapons System,” the US military expanded the contract 600 percent for NCL and the five other companies. The contract documentation warns of dire consequences if more is not spent: “service members will not get food, water, equipment, and ammunition they require.” Each of the military’s six trucking contracts was bumped up to $360 million, or a total of nearly $2.2 billion. Put it in this perspective: this single two-year effort to hire Afghan trucks and truckers was worth 10 percent of the annual Afghan gross domestic product. NCL, the firm run by the defense minister’s well-connected son, had struck pure contracting gold.

Host Nation Trucking does indeed keep the US military efforts alive in Afghanistan. “We supply everything the army needs to survive here,” one American trucking executive told me. “We bring them their toilet paper, their water, their fuel, their guns, their vehicles.” The epicenter is Bagram Air Base, just an hour north of Kabul, from which virtually everything in Afghanistan is trucked to the outer reaches of what the Army calls “the Battlespace”–that is, the entire country. Parked near Entry Control Point 3, the trucks line up, shifting gears and sending up clouds of dust as they prepare for their various missions across the country.

The real secret to trucking in Afghanistan is ensuring security on the perilous roads, controlled by warlords, tribal militias, insurgents and Taliban commanders. The American executive I talked to was fairly specific about it: “The Army is basically paying the Taliban not to shoot at them. It is Department of Defense money.” That is something everyone seems to agree on.

Mike Hanna is the project manager for a trucking company called Afghan American Army Services. The company, which still operates in Afghanistan, had been trucking for the United States for years but lost out in the Host Nation Trucking contract that NCL won. Hanna explained the security realities quite simply: “You are paying the people in the local areas–some are warlords, some are politicians in the police force–to move your trucks through.”

Hanna explained that the prices charged are different, depending on the route: “We’re basically being extorted. Where you don’t pay, you’re going to get attacked. We just have our field guys go down there, and they pay off who they need to.” Sometimes, he says, the extortion fee is high, and sometimes it is low. “Moving ten trucks, it is probably $800 per truck to move through an area. It’s based on the number of trucks and what you’re carrying. If you have fuel trucks, they are going to charge you more. If you have dry trucks, they’re not going to charge you as much. If you are carrying MRAPs or Humvees, they are going to charge you more.”

Hanna says it is just a necessary evil. “If you tell me not to pay these insurgents in this area, the chances of my trucks getting attacked increase exponentially.”

Whereas in Iraq the private security industry has been dominated by US and global firms like Blackwater, operating as de facto arms of the US government, in Afghanistan there are lots of local players as well. As a result, the industry in Kabul is far more dog-eat-dog. “Every warlord has his security company,” is the way one executive explained it to me.

In theory, private security companies in Kabul are heavily regulated, although the reality is different. Thirty-nine companies had licenses until September, when another dozen were granted licenses. Many licensed companies are politically connected: just as NCL is owned by the son of the defense minister and Watan Risk Management is run by President Karzai’s cousins, the Asia Security Group is controlled by Hashmat Karzai, another relative of the president. The company has blocked off an entire street in the expensive Sherpur District. Another security firm is controlled by the parliamentary speaker’s son, sources say. And so on.

In the same way, the Afghan trucking industry, key to logistics operations, is often tied to important figures and tribal leaders. One major hauler in Afghanistan, Kandahar (AIT), paid $20,000 a month in kickbacks to a US Army contracting official, according to the official’s plea agreement in US court in August. AIT is a very well-connected firm: it is run by the 25-year-old nephew of Gen. Baba Jan, a former Northern Alliance commander and later a Kabul police chief. In an interview, Baba Jan, a cheerful and charismatic leader, insisted he had nothing to do with his nephew’s corporate enterprise.

But the heart of the matter is that insurgents are getting paid for safe passage because there are few other ways to bring goods to the combat outposts and forward operating bases where soldiers need them. By definition, many outposts are situated in hostile terrain, in the southern parts of Afghanistan. The security firms don’t really protect convoys of American military goods here, because they simply can’t; they need the Taliban’s cooperation.

One of the big problems for the companies that ship American military supplies across the country is that they are banned from arming themselves with any weapon heavier than a rifle. That makes them ineffective for battling Taliban attacks on a convoy. “They are shooting the drivers from 3,000 feet away with PKMs,” a trucking company executive in Kabul told me. “They are using RPGs [rocket-propelled grenades] that will blow up an up-armed vehicle. So the security companies are tied up. Because of the rules, security companies can only carry AK-47s, and that’s just a joke. I carry an AK–and that’s just to shoot myself if I have to!”

The rules are there for a good reason: to guard against devastating collateral damage by private security forces. Still, as Hanna of Afghan American Army Services points out, “An AK-47 versus a rocket-propelled grenade–you are going to lose!” That said, at least one of the Host Nation Trucking companies has tried to do battle instead of paying off insurgents and warlords. It is a US-owned firm called Four Horsemen International. Instead of providing payments, it has tried to fight off attackers. And it has paid the price in lives, with horrendous casualties. FHI, like many other firms, refused to talk publicly; but I’ve been told by insiders in the security industry that FHI’s convoys are attacked on virtually every mission.

For the most part, the security firms do as they must to survive. A veteran American manager in Afghanistan who has worked there as both a soldier and a private security contractor in the field told me, “What we are doing is paying warlords associated with the Taliban, because none of our security elements is able to deal with the threat.” He’s an Army veteran with years of Special Forces experience, and he’s not happy about what’s being done. He says that at a minimum American military forces should try to learn more about who is getting paid off.

“Most escorting is done by the Taliban,” an Afghan private security official told me. He’s a Pashto and former mujahedeen commander who has his finger on the pulse of the military situation and the security industry. And he works with one of the trucking companies carrying US supplies. “Now the government is so weak,” he added, “everyone is paying the Taliban.”

To Afghan trucking officials, this is barely even something to worry about. One woman I met was an extraordinary entrepreneur who had built up a trucking business in this male-dominated field. She told me the security company she had hired dealt directly with Taliban leaders in the south. Paying the Taliban leaders meant they would send along an escort to ensure that no other insurgents would attack. In fact, she said, they just needed two armed Taliban vehicles. “Two Taliban is enough,” she told me. “One in the front and one in the back.” She shrugged. “You cannot work otherwise. Otherwise it is not possible.”

Which leads us back to the case of Watan Risk, the firm run by Ahmad Rateb Popal and Rashid Popal, the Karzai family relatives and former drug dealers. Watan is known to control one key stretch of road that all the truckers use: the strategic route to Kandahar called Highway 1. Think of it as the road to the war–to the south and to the west. If the Army wants to get supplies down to Helmand, for example, the trucks must make their way through Kandahar.

Watan Risk, according to seven different security and trucking company officials, is the sole provider of security along this route. The reason is simple: Watan is allied with the local warlord who controls the road. Watan’s company website is quite impressive, and claims its personnel “are diligently screened to weed out all ex-militia members, supporters of the Taliban, or individuals with loyalty to warlords, drug barons, or any other group opposed to international support of the democratic process.” Whatever screening methods it uses, Watan’s secret weapon to protect American supplies heading through Kandahar is a man named Commander Ruhullah. Said to be a handsome man in his 40s, Ruhullah has an oddly high-pitched voice. He wears traditional salwar kameez and a Rolex watch. He rarely, if ever, associates with Westerners. He commands a large group of irregular fighters with no known government affiliation, and his name, security officials tell me, inspires obedience or fear in villages along the road.

It is a dangerous business, of course: until last spring Ruhullah had competition–a one-legged warlord named Commander Abdul Khaliq. He was killed in an ambush.

So Ruhullah is the surviving road warrior for that stretch of highway. According to witnesses, he works like this: he waits until there are hundreds of trucks ready to convoy south down the highway. Then he gets his men together, setting them up in 4x4s and pickups. Witnesses say he does not limit his arsenal to AK-47s but uses any weapons he can get. His chief weapon is his reputation. And for that, Watan is paid royally, collecting a fee for each truck that passes through his corridor. The American trucking official told me that Ruhullah “charges $1,500 per truck to go to Kandahar. Just 300 kilometers.”

It’s hard to pinpoint what this is, exactly–security, extortion or a form of “insurance.” Then there is the question, Does Ruhullah have ties to the Taliban? That’s impossible to know. As an American private security veteran familiar with the route said, “He works both sides… whatever is most profitable. He’s the main commander. He’s got to be involved with the Taliban. How much, no one knows.”

Even NCL, the company owned by Hamed Wardak, pays. Two sources with direct knowledge tell me that NCL sends its portion of US logistics goods in Watan’s and Ruhullah’s convoys. Sources say NCL is billed $500,000 per month for Watan’s services. To underline the point: NCL, operating on a $360 million contract from the US military, and owned by the Afghan defense minister’s son, is paying millions per year from those funds to a company owned by President Karzai’s cousins, for protection.

Hamed Wardak wouldn’t return my phone calls. Milt Bearden, the former CIA officer affiliated with the company, wouldn’t speak with me either. There’s nothing wrong with Bearden engaging in business in Afghanistan, but disclosure of his business interests might have been expected when testifying on US policy in Afghanistan and Pakistan. After all, NCL stands to make or lose hundreds of millions based on the whims of US policy-makers.

It is certainly worth asking why NCL, a company with no known trucking experience, and little security experience to speak of, would win a contract worth $360 million. Plenty of Afghan insiders are asking questions. “Why would the US government give him a contract if he is the son of the minister of defense?” That’s what Mahmoud Karzai asked me. He is the brother of President Karzai, and he himself has been treated in the press as a poster boy for access to government officials. The New York Times even profiled him in a highly critical piece. In his defense, Karzai emphasized that he, at least, has refrained from US government or Afghan government contracting. He pointed out, as others have, that Hamed Wardak had little security or trucking background before his company received security and trucking contracts from the Defense Department. “That’s a questionable business practice,” he said. “They shouldn’t give it to him. How come that’s not questioned?”

I did get the opportunity to ask General Wardak, Hamed’s father, about it. He is quite dapper, although he is no longer the debonair “Gucci commander” Bearden once described. I asked Wardak about his son and NCL. “I’ve tried to be straightforward and correct and fight corruption all my life,” the defense minister said. “This has been something people have tried to use against me, so it has been painful.”

Wardak would speak only briefly about NCL. The issue seems to have produced a rift with his son. “I was against it from the beginning, and that’s why we have not talked for a long time. I have never tried to support him or to use my power or influence that he should benefit.”

When I told Wardak that his son’s company had a US contract worth as much as $360 million, he did a double take. “This is impossible,” he said. “I do not believe this.”

I believed the general when he said he really didn’t know what his son was up to. But cleaning up what look like insider deals may be easier than the next step: shutting down the money pipeline going from DoD contracts to potential insurgents.

Two years ago, a top Afghan security official told me, Afghanistan’s intelligence service, the National Directorate of Security, had alerted the American military to the problem. The NDS delivered what I’m told are “very detailed” reports to the Americans explaining how the Taliban are profiting from protecting convoys of US supplies.

The Afghan intelligence service even offered a solution: what if the United States were to take the tens of millions paid to security contractors and instead set up a dedicated and professional convoy support unit to guard its logistics lines? The suggestion went nowhere.

The bizarre fact is that the practice of buying the Taliban’s protection is not a secret. I asked Col. David Haight, who commands the Third Brigade of the Tenth Mountain Division, about it. After all, part of Highway 1 runs through his area of operations. What did he think about security companies paying off insurgents? “The American soldier in me is repulsed by it,” he said in an interview in his office at FOB Shank in Logar Province. “But I know that it is what it is: essentially paying the enemy, saying, ‘Hey, don’t hassle me.’ I don’t like it, but it is what it is.”

As a military official in Kabul explained contracting in Afghanistan overall, “We understand that across the board 10 percent to 20 percent goes to the insurgents. My intel guy would say it is closer to 10 percent. Generally it is happening in logistics.”

In a statement to The Nation about Host Nation Trucking, Col. Wayne Shanks, the chief public affairs officer for the international forces in Afghanistan, said that military officials are “aware of allegations that procurement funds may find their way into the hands of insurgent groups, but we do not directly support or condone this activity, if it is occurring.” He added that, despite oversight, “the relationships between contractors and their subcontractors, as well as between subcontractors and others in their operational communities, are not entirely transparent.”

In any case, the main issue is not that the US military is turning a blind eye to the problem. Many officials acknowledge what is going on while also expressing a deep disquiet about the situation. The trouble is that–as with so much in Afghanistan–the United States doesn’t seem to know how to fix it.

In order to convert the sleepy, Indian Ocean island of Diego Garcia into a dominating military base, the U.S. forcibly transported its 2,000 Chagossian inhabitants into exile and gassed their dogs.

By banning journalists from the area, the U.S. Navy was able to perpetrate this with virtually no press coverage, says David Vine, an assistant professor of anthropology at American University and author of “Island of Shame: the Secret History of the U.S. Military on Diego Garcia(Princeton University Press).”

“The Chagossians were put on a boat and taken to Mauritius and the Seychelles, 1,200 miles away, where they were left on the docks, with no money and no housing, to fend for themselves,” Vine said on the interview show “Books Of Our Time,” sponsored by the Massachusetts School of Law at Andover.

“They were promised jobs that never materialized. They had been living on an island with schools, hospitals, and full employment, sort of like a French coastal village, and they were consigned to a life of abject poverty in exile, unemployment, health problems, and were the poorest of the poor,” Vine told interview host Lawrence Velvel, dean of the law school.

Their pet dogs were rounded up and gassed, and their bodies burned, before the very eyes of their traumatized owners, Vine said.

“They were moved because they were few in number and not white,” Vine added. The U.S. government circulated the fiction the Chagossians were transient contract workers that had taken up residence only recently but, in fact, they had been living on Diego Garcia since about the time of the American Revolution. Merchants had imported them to work on the coconut and copra plantations. Vine said the U.S. government induced The Washington Post not to break a story spelling out events on the island.

“Through Diego Garcia,” Vine pointed out, “the U.S. can project its power throughout the Middle East, and from East Africa to India, Australia and Indonesia. With Guam, the island is the most important American base outside the U.S.” He said U.S. bases now number around 1,000, including 287 in Germany, 130 in Japan and Okinawa, and 57 in Italy.

“Bases have been essential tools of U.S. military and economic power since not long after independence,” Vine pointed out. “We had bases all the way to the Pacific. After the Civil War, the U.S. began to acquire coaling bases in the Pacific.”

Although the Chagossians were forcibly removed in 1971, they still hope to return, Vine says, and refer to their period of exile as one of “profound sorrow.” Vine says they would be happy to live on the unused eastern portion of the island and work at the base but the U.S. instead “imports contract labor from other areas so they can send them home when the job is done.” The island’s exiled survivors and their descendants today number about 5,000.

Long off limits to reporters, the Red Cross, and all other international observers and far more secretive than Guantánamo Bay, many long suspected the island was a clandestine CIA “black site” for high-profile detainees, Vine wrote in a related article. Journalist Stephen Grey’s 2006 book “Ghost Plane” documented the presence on the island of a CIA-chartered plane used for rendition flights. On two occasions former U.S. Army General Barry McCaffrey publicly named Diego Garcia as a detention facility. And a Council of Europe report named the atoll, along with those in Poland and Romania, as a secret prison.

The island became “a major launch pad” for the U.S. attacks on Afghanistan and Iraq, Vine said. In addition to its capacious harbor, the island readily supports some of the largest U.S. warplanes, including Air Force B-52s, B-1Bs and B-2s. Two years ago, the Pentagon awarded a $32 million contract to add a submarine base to the island’s arsenal.

Diego Garcia had been a British possession until 1966, when London allowed the U.S. to use it as a military base in exchange for cancelling a $14-million British debt for a military hardware purchase. Some idea of the size of the base may be conveyed by the fact it is said by the Pentagon to contain 654 buildings.

In a related article about Diego Garcia, Vine has written: “With support for the Chagossians’ struggle growing in both the United States and Britain at the same time that revelations about a secret CIA prison are spreading, the United States must finally act to remedy the damage done by another Guantánamo damaging too many lives and undermining its international legitimacy. The United States must allow the Chagossians to return and assist Britain in paying them proper compensation; the United States must close the detention facilities and open Diego Garcia to international investigators; the United States must end the painful irony that is a base the military calls the ‘Footprint of Freedom.’”

“Even if a precise account is elusive,” writes Jane Mayer in the October 26th The New Yorker, “the outlines are clear: the C.I.A. has joined the Pakistani intelligence service in an aggressive campaign to eradicate local and foreign militants, who have taken refuge in some of the most inaccessible parts of the country.”

Based on a study just completed by the non-profit, New America Foundation of Washington, D.C., “the number of drone strikes has risen dramatically since Obama became President,” Mayer reports.

In fact, the first two strikes took place on Jan. 23, the President’s third day in office and the second of these hit the wrong house, that of a pro-government tribal leader that killed his entire family, including three children, one just five years of age.

At any time, the C.I.A. apparently has “multiple drones flying over Pakistan, scouting for targets,” the magazine reports. So many Predators and its more heavily armed companion, the Reaper, are being purchased that defense manufacturer General Atomics Aeronautical Systems, of Poway, Calif., can hardly make them fast enough. The Air Force is said to possess 200.

Mayer writes, “the embrace of the Predator program has occurred with remarkably little public discussion, given that it represents a radically new and geographically unbounded use of state-sanctioned lethal force.” Today, Mayer writes, “there is no longer any doubt that targeted killing has become official U.S. policy.” And according to Gary Solis, who teaches at Georgetown University’s Law Center, nobody in the government calls it assassination. “Not only would we have expressed abhorrence of such a policy a few years ago; we did,” Solis is quoted as saying.

David Kilcullen, a counter-insurgency warfare authority who co-authored a study for the Center for New American Security, of Washington, D.C., has suggested the drone attacks have backfired. As he told The New Yorker, “Every one of these dead non-combatants represents an alienated family, a new revenge feud, and more recruits for a militant movement that has grown exponentially even as drone strikes have increased.”

And because of the C.I.A. program’s secrecy, Mayer writes, “there is no visible system of accountability in place, despite the fact that the agency has killed many civilians inside a politically fragile, nuclear-armed country with which the U.S. is not at war.”

The New Yorker further reports the Obama Administration has also expanded the sphere of authorized drone assaults in Afghanistan. An August Senate Foreign Relations Committee report said the Pentagon’s list of approved terrorist targets held 367 names and included some 50 Afghan drug lords “who are suspected of giving money to help finance the Taliban,” Mayer reports. She quotes the Senate report as stating, “There is no evidence that any significant amount of the drug proceeds goes to Al Qaeda.”

It is the military’s version of the drone assaults that operates in Afghanistan and Iraq, while the C.I.A.’s drones hunt terror suspects in countries where U.S. troops are not based and is “aimed at terror suspects around the world,” Mayer writes. The C.I.A. effort was launched by Obama’s predecessor, and a former aide to President George W. Bush says Obama has left nearly all the key personnel in place.

Running the C.I.A. program is a team of operators that handle Predator flights off runways in Afghanistan and Pakistan. Once aloft, the Predators are passed over to controllers at C.I.A. headquarters in Langley, Va., who maneuver joysticks and monitor events from a live video feed from the drone’s camera.

The magazine article reports the government plans to commission “hundreds more” of the drones, including “new generations of tiny ‘nano’ drones, which can fly after their prey like a killer bee through an open window.”

In an unannounced move, President Barack Obama is dispatching an additional 13,000 US troops to Afghanistan beyond the 21,000 he announced publicly in March, The Washington Post reported Monday.

The additional forces are primarily support forces — such as engineers, medical personnel, intelligence experts and military police — the Post said, bringing the total buildup Obama has approved for the war-torn nation to 34,000.

“Obama authorized the whole thing. The only thing you saw announced in a press release was the 21,000,” a defense official familiar with the troop-approval process told the daily.

The report, posted on the newspaper’s website late Monday, came as Obama weighs a request from the top US and NATO commander in Afghanistan, General Stanley McChrystal, for more combat, training and support troops, with several options including one for 40,000 more forces.

But the newspaper noted that the maximum number of US service members expected in Afghanistan by year’s end — 68,000 — would remain the same.

Major deployments of support troops have not been publicized by the Pentagon and the White House in the past. When former president George W. Bush announced a US troop increase in Iraq, he only mentioned 20,000 combat troops and not the accompanying 8,000 support troops.

The troop increase approved by Obama brought the level of US forces deployed in the Iraq and Afghanistan theaters to a total greater than during the peak of the surge in Iraq in late 2007 and early 2008.

At the start of this month, some 65,000 US forces are currently in Afghanistan and about 124,000 in Iraq, compared to around 26,000 US troops in Afghanistan and 160,000 in Iraq at the height of the Iraq surge, according to a troop count by the Post.

Afghanistan and Pakistan are not the Pentagon’s sole targets in its war on terror, says Obama adding that the US will not hesitate to attack anywhere it deems a threat.

US President Barack Obama, speaking at the Counterterrorism Center in McLean Virginia on Tuesday, pledged that the US would target al-Qaeda “wherever they take root” and do everything to wipe out safe havens, where Osama bin Laden’s network can plot against the United States.

“The United States and our partners have sent an unmistakable message: We will target al-Qaida wherever they take root,” he said, Xinhua reported.

The US president cited East Africa, Southeast Asia, Europe and the Persian Gulf in addition to Afghanistan and Pakistan, as the hotbeds for terrorist activities and what he called threats against Washington.

Obama’s speech was reminiscent of his predecessor George W. Bush’s notorious ‘Bush doctrine’, which says the United States has ‘the right’ to launch preemptive strikes on countries that pose a threat to the US security.

“We will not yield in our pursuit; and we are developing the capacity and the cooperation to deny a safe haven to any who threaten America and its allies,” said Obama.

With its primary mission to synchronize the fight on terrorism, the National Counterterrorism Center (NCTC) was established in 2001 on the hills of the 9/11 attacks on the US soil.

The center, a government agency under the Director of National Intelligence, coordinate and share data with US government departments and agencies and US foreign partners.

A powerful hand-held weapon being developed by the Pentagon could end up in police hands, says a report in a UK science journal.

The Pentagon’s Joint Non-Lethal Weapons Directorate has been developing the Thermal Laser System since 2005, with the purpose of developing a weapon that could disperse crowds or incapacitate individuals by causing them to experience burning sensations in their skin.

According to NewScientist magazine, the weapon has evolved into a rifle-mounted instrument, and there are plans for a hand-held model that could be used by police forces.

News of the possibility that police departments could obtain the burn weapon will likely concern civil-liberties advocates, who have been watching with alarm as the Taser conducted-energy weapon has gone into regular use in police forces across the United States.

As NewScientist notes, the weapon is still in the testing phase and kinks have yet to be worked out.

The surveillance side of this is the chickenfeed. There’s something far more sinister than the simple surveillance… an angle we haven’t heard about yet.

Tice never did tell his story to Congress about this different aspect of the program.

Well, my guess is that it has something to do with providing surveillance data for this SEAS World Sim thing, and that individual Americans are being watched and potentially targeted with it. Tice’s background seems to involve a lot of traditional electronic warfare, radar and ELINT stuff. Maybe Tice’s deal involved the collection of the mobile phone GPS and/or triangulation data which would provide realtime spacial/geographic data to the SEAS system. In other words, SEAS sees you. They could bring up a map of a city and plot your path based on the information that your phone is exchanging with the mobile network.

Researchers from Georgia Tech have devised methods to take real-time, real-world information and layer it onto Google Earth, adding dynamic information to the previously sterile Googlescape.

They use live video feeds (sometimes from many angles) to find the position and motion of various objects, which they then combine with behavioral simulations to produce real-time animations for Google Earth or Microsoft Virtual Earth.

They use motion capture data to help their animated humans move realistically, and were able to extrapolate cars’ motion throughout an entire stretch of road from just a few spotty camera angles.

From their video of an augmented virtual Earth, you can see if the pickup soccer game in the park is short a player, how traffic is on the highway, and how fast the wind is blowing the clouds across the sky.

Up next, they say they want to add weather, birds, and motion in rivers.

A key senior figure in a Bush administration covert Pentagon program, which used retired military analysts to produce positive wartime news coverage, remains in his same position today as a chief Obama Defense Department spokesman and the agency’s head of all media operations.

In an examination of Pentagon documents the New York Times obtained through a Freedom of Information Act request — which reporter David Barstow leveraged for his April 2008 Pulitzer Prize-winning expose on the program – Raw Story has found that Bryan Whitman surfaces in over 500 emails and transcripts, revealing the deputy assistant secretary of defense for media operations was both one of the program’s senior participants and an active member.

Whitman’s conspicuous presence in these records is notwithstanding thousands of documented communications the Bush Pentagon released but for which names were redacted and an untold number the prior administration successfully withheld after its two-year legal battle with the Times.

Barstow’s Times expose revealed a comprehensive, covert Pentagon campaign — beginning during the lead-up to the Iraq War and continuing through 2008 — that shaped network military analysts into what internal documents referred to as “message force multipliers” and “surrogates” who could be trusted to parrot Bush administration talking points “in the form of their own opinions.” Barstow’s reporting also detailed how most of the military analysts, traditionally viewed as authoritative and independent, had ties to defense contractors with a stake in the same war policies they were interpreting daily to the American public.

The program, ostensibly, was run out of the Pentagon’s public affairs office for community relations as part of its outreach and attended to by political appointees, most visibly in these records by then community relations chief Allison Barber and director Dallas Lawrence.

As military police run internal checkpoints across the nation and America officially sinks deeper into martial law, a security force of nearly 5,000 is deployed on the streets of Pittsburgh to undertake “crowd control” of demonstrations against the G20 summit. Nearly 2,500 National Guard troops including Army and Air Force personnel worked in tangent with over 1,200 state troopers.

As we reported earlier today, uniformed soldiers are being deployed all over the country to fulfill roles normally ascribed to police as Americans are incrementally conditioned that men in cammo with machine guns will now provide “security” in the new Amerika.

Part of that “security” includes dealing with civil unrest and crowd control, a role also being undertaken by the 20,000 battle hardened troops that are being redeployed inside America under Northcom after returning from Iraq. In the meantime, the Pentagon is attempting to station a further 379,000 active duty troops inside the U.S., a plan being fiercely opposed by the National Governors Association.

2,500 Guardsmen have been used for “Operation Steel Kickoff,” the description of which by the DefenseLink website sounds more like a military assault than an act of peacekeeping.

“Operation Steel Kickoff started Sept. 20 with a joint reception, staging, onward movement and integration point process led by the Guard’s 213th Area Support Group, which is working out of a hangar at the 171st Air Refueling Wing in Coraopolis, Pa.,” reports DefenseLink.

“We’re the support role, helping the soldiers and airmen get out and do the things they need to do,” said Army 1st Lt. Matthew Springer, the team leader for Operation Steel Kickoff’s JRSOI process. “Our focus is on ensuring the war fighter is getting the things they need to be successful in their mission.”

The Guardsmen’s “mission” as he termed was to work with the Army and Air Force to “help local, state and federal authorities keep Pittsburgh safe as demonstrators take to the streets in protest of the worldwide economic summit”. Troops are trained and performed, “movement techniques, formations and crowd and riot control.”

“We’re working hard right now because we have Army and Air Force members who haven’t trained together before,” said Army Sgt. 1st Class Ronald Bittner, a platoon leader from 1/110th, D Company. “We are working to mesh, because we all take a lot of pride in this mission.”

“This is definitely a different mission,” said Air Force Master Sgt. Pauline Gonzalez, a 23-year veteran and personnel specialist with the 211th Engineering Installation Squadron. “It’s very hard and very challenging, but it’s been a rewarding experience.”

The fact that soldiers see it as a “rewarding experience” to completely violate the oath that they swore by undertaking duties totally at odds with Posse Comitatus, the law that bars the military from engaging in law enforcement duties, is a damning indictment of how far the specter of troops on the streets has seeped into everyday life in America.

Since the G20 summit America has never looked more like the streets of Communist China or Nazi Germany as far as the lack of respect of rights of the individual, this is the darkest historical period in America, especially given the fact that during the G20 demonstration a protester was abducted by Military thugs in an unmarked vehicle.

Here is a video showing an unmarked vehicle drive up to a side street near Baum Ave & S Millvale Ave in Pittsburgh during the protests. Men in military fatigues wrestle with the protester as other men in cammo exit the vehicle. The protester is shoved forcefully into the car as the military men follow him in and the car speeds away and disappear into the tear-gas filled sky.

The claims that troops were only there to “make sure the citizens are protected” does not match up with what occurred on the streets, there was very little tolerance for the expression free speech and looked like scenes right out of Red Dawn. After the G20 protest, I assure you what Pittsburgh residents felt was not the feeling of protection but rather pure terror.

A new phenomenon, police using military sound weapons used in battlefields against Somali pirates and insurgents were deployed at the G20 summit protest, this was the very first time LRAD devices were actually used on American people. Just recently San Diego police department felt the need to deploy an LRAD device at town hall meetings but were never used on the Tea Party protesters that are against Obama’s health care reform. LRADs are a torture device used to control Somali pirates or insurgents that can cause serious and lasting health problems. Since G20, LRADs are now officially apart of the police arsenal against all civil disobedience in the country, whether it’s a small local protest or a massive demonstration like the G20 summit.

Under the pretext of “helping” local communities short of police in difficult economic times, as well as preparations for a potential swine flu pandemic, U.S. troops are now occupying America as the country sinks into a state of de facto martial law.

We have been inundated with reports over the last few weeks of uniformed soldiers and National Guardsmen running internal checkpoints all over the country as a frightening “Red Dawn” scenario unfolds not with a bang but with a whimper.

The military are now being called upon to undertake roles normally designated to police as Americans are incrementally acclimated to accept the presence of troops on the streets as an everyday occurrence.

The latest case occurred in Kingman Arizona, where National Guardsmen were filmed “providing security” and directing traffic.

Another similar example occurred in Newport Kentucky earlier this month when military checkpoints suddenly appeared downtown on September 6. Military Police from the U.S. Army National as well as Marines were purportedly conducting “traffic control” because the city was strapped for funds and did not have enough police to do the job.

The excuse that troops are stepping in to help because there is a lack of police doesn’t wash. Crime is down over the last 20 years, there are around three times more police and the state is not calling out the National Guard, they are being put on the streets as a result of the harmonization of police and military, a process that has been ongoing for decades, long before the economic recession hit. Troops also have guns and their primary function is to search people and vehicles, not direct traffic.

Members of the WeAreChange Ohio group interviewed some of the troops, who when asked if they would be prepared to “confiscate guns, shoot resisters in the back of the head, or throw people into ovens to incinerate bodies,” refused to categorically deny that they would follow such orders.

However, this was by no means the first time that troops have been used to fulfil roles normally ascribed to police in Kentucky.

During the Kentucky Derby on May 2 this year, Military Police were on patrol to deal with crowd control. An Associated Press photograph shows armed MP’s detaining a man who ran onto the track following the 135th Kentucky Derby horse race at Churchill Downs.

“The military has NO BUSINESS policing the citizens except during extraordinarily exceptional times of national emergency by an executive order. This is very disturbing and completely un-American. Maybe even more disturbing is that no one seems to care how quietly and easily we have accepted the burgeoning police state,” one respondent to the photo stated.

As we reported last year, U.S. troops returning from Iraq are now occupying America, running checkpoints and training to deal with “civil unrest and crowd control” under the auspices of a Northcom program that by 2011 will have no less than 20,000 active duty troops deployed inside America to “help” state and local officials during times of emergency.

Over the course of the last couple of years, we have reported on numerous instances of military involvement with local law enforcement in violation of Posse Comitatus.

In January, soldiers from the Virginia National Guard. Soldiers from the Lynchburg-based 1st Battalion, 116th Brigade Combat Team, were used to conduct personal searches at checkpoints in Washington DC for the inauguration of Barack Obama.

In March, we reported on U.S. Army troops dispatched to patrol the streets of Samson, Alabama, after a murder spree.

On April 6, we reported on a DHS, federal, state, Air Force, and local law enforcement checkpoint in Tennessee. On April 3, Infowars was instrumental in the cancellation of a seatbelt checkpoint that was to be conducted in conjunction with the Department of Homeland Security and the 251st Military Police in Bolivar, Tennessee.

Last December, we reported on the Marine Corps Air and Ground Combat Center dispatching troops to work with police on checkpoints in in San Bernardino County, California.

On April 22, we reported the deployment of 400 National Guard Combat Support Battalion troops to “maintain public order” at the Boston Marathon.

Last June, Infowars posted an article by D. H. Williams of the Daily Newscaster reporting the deployment of 2,300 Marines in the city of Indianapolis under the direction of FBI and the Department of Homeland Security.

We also reported a story on April 22 covering the assault of a local television news team by an irate police officer in El Paso, Texas. A video taken by the news videographer shows uniformed soldiers working with police officers at the scene of a car accident.

In september 2008 at the RNC protesters were greeted with imposing lines of sheilded National Guardsmen at security checkpoints, over 1,200 National Guard members from Minnesota, Iowa, Wisconsin, South Dakota and Alaska attended the protest.
