In February, the opponents of REAL ID were given a bit of hope when Homeland Security Secretary Janet Napolitano said that she wanted to repeal the REAL ID Act, the federal government’s failed plan to impose a national identification card through state driver’s licenses. But what has taken place since is no return to sanity, as political machinations have produced a cosmetic makeover called “PASS ID” that has revived the push for a national identification card.
The PASS ID Act (S. 1261) seeks to make many of the same ineffectual, dangerous changes the REAL ID Act attempted to impose. Fundamentally, PASS ID operates on the same flawed premise of REAL ID — that requiring various “identity documents” (and storing that information in databases for later access) will magically make state drivers’ licenses more legitimate, which will in turn improve national security.
Proponents seem to be blind to the systemic impotence of such an identification card scheme. Individuals originally motivated to obtain and use fake IDs will instead use fake identity documents to procure “real” drivers’ licenses. PASS ID creates new risks — it calls for the scanning and storage of copies of applicants’ identity documents (birth certificates, visas, etc.). These documents will be stored in databases that will become leaky honeypots of sensitive personal data, prime targets for malicious identity thieves or otherwise accessible by individuals authorized to obtain documents from the database. Despite some alterations to the scheme, PASS ID is still bad for privacy in many of the same ways the REAL ID was. And proponents of the national ID effort seem blissfully unaware of the creepy implications of a “papers please” mentality that may grow from the issuance of mandatory federal identification cards. Despite token provisions that claim to give states the freedom to issue non-federal identification cards, the card will be mandatory for most — the PASS ID Act seeks to require everyone to show the federally recognized ID for “any official purpose,” including boarding a plane or entering a federal building.
At the moment, health care reform is commanding tremendous attention and effort on the hill, so the PASS ID Act seems to be on the backburner for now. But after the August recess, anything can happen. So stay tuned for more about PASS ID and critical opportunities to flag your opposition to this flawed national ID scheme.

Sarnoff Corporation today announced it has been awarded a contract from the U.S. Army Research Laboratory to develop and demonstrate a high speed biometric capture technology solution for iris-based identification. The system will be designed to be ruggedized for field use and quickly deployable.
The new iris recognition system will leverage Sarnoff’s patent-pending Iris on the Move(R) (IOM) technology for fast and reliable identification. IOM is a proven biometric identification system that quickly captures the iris image of a person in motion. The technology is ideally suited for force protection, civil-military operations, and combat situations.
Other iris scanning technologies require users to stop, line up their eye properly, and stare directly into a scanner for a period of time. IOM technology verifies identities at speeds of up to thirty people per minute, allowing subjects to walk through the system at a standard pace, without stopping. In addition, Sarnoff’s design will automatically adjust for subjects’ height without slowing throughput.
“Current biometric ID systems take too long to identify people in high traffic areas and cause long lines to form at checkpoints,” said Dr. Don Newsome, President and CEO of Sarnoff Corporation. “This is inconvenient and poses a security risk. The IOM technology makes it easy to set up iris scanning checkpoints that are as reliable as other biometric-based options but quick enough to keep lines moving rapidly.”
The IOM system delivers accurate identification regardless of whether the subject is wearing prescription glasses, most sunglasses, or contact lenses. In addition, IOM technology can capture iris images from farther distances than any other commercial iris scanning technology.
Sarnoff has delivered IOM technology to several secure government facilities and private corporations. The technology can be used for a broader range of applications including banking ID verification, border crossing initiatives, event security, payment systems, and employee access.

Starting Tuesday, New Yorkers will be able to buy new driver’s licenses containing a radio chip that will let them travel between the U.S. and Canada or Mexico without a passport.
The new Enhanced Drivers License, which will cost an additional $30 on top of the standard $50 license fee, also will allow those on boats or ships to travel to Bermuda and Caribbean nations without a passport.
Starting in June, federal law will dictate that passports or other proof of citizenship — or an enhanced license — will be needed to visit neighboring countries, including Canada and Mexico.

Experts predict that paying by plastic will make way for payments by mobile phone, key fob or even fingerprint.
Like the cheque book, video cassette and CD before it, the plastic credit card could be on the way out within five years, according to leading financiers.
Yesterday Barclaycard, which introduced the UK’s first credit card in 1966, announced it was pouring millions into developing ‘contactless payment technology’.
The group has already developed a credit card that can be read without having to be taken out of a wallet.
It hopes to take contactless payments a step further with chips that can be inserted into mobile phones, enabling shoppers to buy items by simply holding their handsets over them.

“’September 11’ has become the catch-all excuse for virtually every proposed expansion of government power,” notes Bob Barr, the Libertarian Party nominee for president. “One example is a national identification card and data base, long desired by some in government, and which was mandated by legislation passed by the Congress in 2005 with the support of both Senators McCain and Obama. Although I was no longer in the Congress when this bad legislation was passed, I had vigorously opposed it in the years since it became law, just as I led the successful effort to rescind a previous mandate for a national ID card.”
Unfortunately, he explains, “the Real ID Act establishes a new and privacy-invasive national ID card program. By forcing states to standardize their driver’s licenses and creating a vast national data base of private information on the citizenry, the law establishes through the back door something Americans would never have accepted directly—a National Identification Card.” In fact, “there was no open and honest vote on Real ID. The mandate was slipped into a supplemental appropriations bill, discouraging any real debate over the issue.”
“Creating anything close to a national ID card threatens Americans’ basic civil liberties and privacy while doing little or nothing to make us more secure,” warns Barr. The legislation also “means higher fees, longer lines, and greater inconvenience for Americans getting a driver’s license. The burden on states, which have to redesign and remake state licenses and include all manner of information on citizens applying for new driver’s licenses, would be extremely high and immensely costly, since they would have to restructure computer databases, security systems, verification measures, and more.”

Chertoff To Turn Vermont Into Nazi Germany

The Department of Homeland Security (DHS) is continuing their agenda to turn the United States of America into a 21st century version Nazi Germany. According to a report from WCAX, the Department of Homeland Security is seeking to setup a permanent internal checkpoint in the middle of Vermont so they can look for illegal immigrants, drug dealers and terrorists. These types of checkpoints are a clear violation of the Fourth Amendment which prohibits the government from conducting searches and seizures without a warrant. In addition, the DHS is attempting to use the illegal immigration issue as a way to justify the establishment of this checkpoint. This is another example of the government capitalizing on a problem they created in order to implement a phony solution. The government has given all the incentive in the world for Mexicans to come here illegally and has done little to empower the border patrol agents on the U.S. Mexico border to stop them. In fact, they’ve actually done a great deal to ensure that the agents do not do their job. The U.S. actually gave a drug trafficker immunity to testify against border patrol agents after the agents shot the drug trafficker while he was attempting to bring drugs over the border. Both of the border agents are now sitting in prison and the decider George W. Bush has decided not to pardon them. It is laughable that the DHS wants to setup an internal checkpoint in the middle of Vermont under the guise that they are attempting to stop illegal immigrants, drug dealers and terrorists when they have set policies to discourage border patrol agents from doing their job on the U.S. Mexico border.
Senator Patrick Leahy from Vermont questioned DHS Secretary Michael Chertoff about the proposed checkpoint during his testimony in front of the Senate Committee on the Judiciary on Oversight of the Department of Homeland Security on April 2nd, 2008. Below is a blurb taken from the Brattleboro Reformer on the exchange between Leahy and Chertoff.
Sen. Patrick Leahy chastised Homeland Security Secretary Michael Chertoff Wednesday for his agency’s plan to build a permanent immigration checkpoint in central Vermont, wryly exclaiming that Chertoff should just “federalize Vermont.”
The interaction comes as the Bush administration is proposing a $4 million project to build fixed facilities within 100 miles of the Canadian border to conduct random vehicle checks for illegal immigrants, drugs and weapons, according to Leahy.
“So what you’re saying is in a little state like mine everyone should be stopped going down that interstate, no matter whether they’re going to visit a sick relative at the VA hospital?” Leahy prodded Chertoff in a Judiciary Committee hearing.
“We’re all sort of presumed guilty until proven innocent,” the Vermont Democrat added. “It sounds like Big Brother gone awry.”
Chertoff said, “Here’s the bottom line. Having checkpoints make sense.”
He said drug dealers and child molesters have been captured at similar checkpoints.
It is amazing that Chertoff would actually have the nerve to say that having internal checkpoints is a sensible approach. Chertoff is advocating something that is illegal and forbidden by the Fourth Amendment of the Constitution. Not only that, but when a government sets up internal checkpoints within its own borders that is a sure fire sign that tyranny has come. The Nazis setup a system of internal checkpoints during World War II Germany and demanded citizens furnish the appropriate papers when questioned by government agents. The DHS is already attempting to setup a National ID card system through the implementation of the Real ID Act. It is clear that they want Real ID complaint identification cards to serve as America’s equivalent to the papers that the Nazi’s made their citizens carry.
Amazingly the criminals in the U.S. Supreme Court have already ruled that sobriety checkpoints are within the bounds of the Constitution. As a result, police are allowed to setup checkpoints and go on fishing expeditions to look for drunk drivers. This combined with the DHS attempting to setup this particular internal checkpoint and the implementation of the Real ID Act is more proof that this country is turning into a 21st century version of Nazi Germany.
This country is gone. When we have a government agency that is trying to setup an internal checkpoint under the guise of searching for drug dealers, terrorists or illegal immigrants it is clear that tyranny is here. There are more effective ways to deal with the illegal immigration problem but the only solutions the government brings forward are phony ones that serve their agenda. Setting up an internal checkpoint in the middle of Vermont is entirely idiotic and insane. Chertoff should be removed from office for this attempt to violate the Constitution with internal checkpoints as well as the countless other violations of the Constitution that the DHS has been involved in during his tenure as DHS Secretary. Not only that, but he also has an uncanny resemblance to the evil Skeletor character in the 1980s cartoon He-Man. Imagine all the children he scares each time he appears on the TV. All jokes aside, Chertoff needs to be fired immediately otherwise the enslavement agenda at the DHS will continue.

I think it’s safe to say that Governor Brian Schweitzer of Montana doesn’t like Real ID, a backdoor way for the government to impose and create a national ID card (with RFID chip which an unauthorized, knowledgeable techie can read) by requiring extensive documentation before you can get a drivers license. Two Illinois Congressmen are now proposing reforms to secure Social Security cards under the guise that these reforms will help against identification theft. This is ironic because this is the same excuse that Department of Homeland Security chief Michael Chertoff used to justify the Real ID Act which mandates standardized Real ID compliant driver’s licenses. The Real ID Act is of course nothing short of a mandated national ID card system but like all government programs that erode liberty, they use the excuse that it is for the public good. Since the federal government has had a tremendous amount of difficulty implementing their national ID card agenda via the Real ID Act with states refusing to go along with the program, it appears as if they are now going with plan B to implement their national ID card agenda. If forcing states to make their driver’s license compliant with the Real ID standards fails, they will simply use these new so called secure Social Security cards as the national ID card. Even worse, we could have both a nationally standardized driver’s license and a nationally standardized Social Security card which will both serve as a national ID card.
These so called secure Social Security cards will be modeled after the Common Access Card issued by the Department of Defense to members of the military. These identification cards contain a photograph, fingerprint, computer chip, bar code and magnetic strip. In effect these new cards will in fact be a national ID card because it is standardized, contains personal biometric data and a picture. The notion that these new cards will protect against identification theft is ridiculous. These cards have more data on them and as a result, if a card does get compromised it opens up an even larger can of worms. These new cards will contain even more of your personal information on them and could be ripe for abuse by tech savvy criminals. The proposal requires anyone over the age of 15 to have one of these new Social Security cards. So the vast majority of the population would be forced to accept one of these new cards.
Why should we trust the government with more of our information? In 2006, sensitive information of military veterans stored on a laptop was incompetently mishandled by the VA. Over in the UK, the government mishandled information on millions of taxpayers. The incompetence of government is proven and we should resist any effort by the government to demand more information from us. These new Social Security cards are just another incremental step by the establishment to further enslave the American people.
Strangely enough, the press conference announcing this proposal was held on February 11th, 2008. On January 11th 2008, Chertoff made the announcement that individuals with non-compliant Real ID driver’s licenses would be subjected to additional security screenings. The deadline for this to take effect is May 11th, 2008. It is clear that these people have some sort of sick obsession with the number 11. Maybe they think they get great power out of announcing and implementing great evil on the 11th day of a month.

Drivers who use E-ZPass toll transponders are having their movements recorded even when driving on free public roads. New Jersey Star-Ledger columnist Paul Mulshine confirmed that the state’s department of transportation uses E-ZPass scanners to know when, for example, a motorist drives to the mall on Route 24 in the Short Hills area.
“This isn’t some kind of surveillance,” New Jersey DOT spokesman Erin Phalon told the Star-Ledger.
Instead, the official purpose of the program is counting traffic volume. The http://www.njcommuter.com website keeps track of traffic volume and accidents on important routes statewide. It is not clear whether the state has access to the identity of the motorists involved, because the New Jersey E-ZPass terms and conditions fail to disclose even the public tracking program.
“Nor are we liable for any third party act taken by reason of your use or display of the E-ZPass tag,” the terms and conditions state.
Toll transponder companies frequently hand over sensitive personal information regarding the movements of individual motorists in cases involving divorce and similar proceedings.

Montana Governor Forments Real ID Rebellion

Montana governor Brian Schweitzer (D) declared independence Friday from federal identification rules and called on governors of 17 other states to join him in forcing a showdown with the federal government which says it will not accept the driver’s licenses of rebel states’ citizens starting May 11.
If that showdown comes to pass, a resident of a non-complying state could not use a driver’s license to enter a federal courthouse or a Social Security Administration building nor could he board a plane without undergoing a pat-down search, possibly creating massive backlogs at the nation’s airports and almost certainly leading to a flurry of federal lawsuits.
States have until May 11 to request extensions to the Real ID rules that were released last Friday. They requires states to make all current identification holders under the age of 50 to apply again with certified birth and marriage certificates. The rules also standardize license formats, require states to interlink their DMV databases and require DMV employee to undergo background checks.
Extensions push back the 2008 deadline for compliance as far as out 2014 if states apply and promise to start work on making the necessary changes, which will cost cash-strapped states billions with only a pittance in federal funding to offset the costs.
Last year Montana passed a law saying it would not comply, citing privacy, states’ rights and fiscal issues.
In his letter (.pdf) to other governors, Schweitzer makes clear he’s not going to ask for an extension.
“Today, I am asking you to join with me in resisting the DHS coercion to comply with the provisions of REAL ID, ” Schweitzer wrote. “If we stand together either DHS will blink or Congress will have to act to avoid havoc at our nation’s airports and federal courthouses.”
But Homeland Security spokeswoman Laura Keehner says DHS has no intention of blinking.
“That will mean real consequences for their citizens starting in may if their leadership chooses not to comply,” Keehner said. “That includes getting on an airplane or entering a federal building, so they will need to get passports.”
Keehner says DHS’s policy won’t change even if Georgia — one of the 17 states that has signaled strong opposition to the rules — declines to apply for an extension.
If that scenario came to pass, every Georgian who flies out through the nation’s busiest airport — Atlanta-Hartsfield International — would have to be patted down by Homeland Security agents and have his carry-on bag hand-screened, likely resulting in massive delays.
Keehner also suggests that patted-down citizens will turn their wrath not on the feds but on their state government.
For his part, Schweitzer wants Congress to step up and pass alternative legislation that would stop Real ID and re-instate a commission that was working on driver’s license rules before the REAL ID Act was slipped into must-pass defense legislation in 2005. That legislation assigned DHS the task of setting the rules single-handedly.
Keehner is adamant that the rules will make the country safer and that the price tag is not too high.
“The ability to get false identification must end, and Real ID is that step,” Keehner said.
Privacy groups counter that the rules create a de-facto national identification card and won’t stop terrorism or identity theft.
For his part, Schweitzer struck back at DHS statements he obviously considers arrogant.
“I take great offense at this notion we should all simply ‘grow up’,” Schweitzer wrote, referring to Thursday remarks from DHS Secretary Michael Chertoff about border rules regarding Canada. Schweitzer says those remarks “reflect DHS (sic) continued disrespect for the serious and legitimate concerns of our citizens.”
A DHS policy maker suggested earlier this week that Real IDs could also be required to buy cold medicine and to prove employment eligibility.
Schweitzer’s letter went out to the governors of Colorado, Georgia, Idaho, Maine, New Hampshire, Oklahoma, South Carolina, Arizona, Hawaii, Illinois, Missouri, Nebraska, Nevada, North Dakota, Pennsylvania, Tennessee, and Washington.

ABC breaks the ice for us: in the future, and not too far into it, the process of getting and renewing a driver’s license will become more difficult, stressful, and fraught with all manner of unnecessary nonsense supposedly designed to protect us from terrorists, or rather CIA patsies paraded about to frighten us into submission, and as well prevent illegals from taking to the roads, never mind Alaska, Connecticut, Idaho, Louisiana, Montana, Nevada, New Mexico, North Carolina, Ohio, Rhode Island, Tennessee, Utah, Washington and West Virginia allow illegals to hold a license, thus demonstrating the above is little more than a threadbare excuse.
Of course, when the rubber meets the road, we discern the real reason — a national ID, complete with RFID and possibly biometrics, is all about easing us into the control grid.
According to apparatchik Michael Chertoff and the commissariat of Homeland Security, the whole affair is a matter of national security. “We are now over six years from 9/11,” Chertoff impatiently declared, “we live every day with the problems of false identification. Simply kicking this problem down the road year after year after year for further discussion, further debate and analysis is a time-tested Washington way of smothering any proposal with process.”
In other words, never mind that most people oppose Real ID and civil libertarians warn of vexing abuse, Chertoff and the neocons are itching to get us all in lumbering databases, the next step in a plan that will ultimately result in the chipping of the population at large.
“I think the time has come to bite the bullet,” Chertoff continued, “and get the kind of secure identification I am convinced the American public wants to have,” or rather the government tells them they must have, as most people hate the idea and eighteen states have passed legislation rejecting the law and Congress has refused to put any money into implementing it.
But never mind. It is a win-win situation for AOL, Microsoft, Verizon and Yahoo, all who stand to clean up if Chertoff manages to force his card on Americans at large. “The Information Technology Association of America (ITAA) sent a letter to Congress this week begging for more federal funding for Real ID,” Privacy Digest noted last October. In addition to the above corporate culprits, we can add Digimarc and Northrop Grumman, “companies that specialize in creating high-tech ID cards, as well as Choicepoint and LexisNexis, data brokers that make their money selling personal information about you to advertisers and the government. These companies stand to make millions in contracts from states who are struggling with a federal mandate to overhaul their licensing systems and share more data by the May 2008 deadline,” a date right around the corner, thus explaining Chertoff’s impatience.
“Real ID is so unpopular because in addition to being a $23 billion unfunded mandate, it will build a vast national database of personal information, expose us to a greater risk of identity theft, and move us ever closer to a total surveillance society.’
It may also be a way to keep “terrorists” off the roadways — not the Muslim cave dwelling brand of terrorist, mind you, but the kind that exercises his or her right to petition the government under that rusty old anachronism, the First Amendment to the Bill of Rights of the Constitution.
As we know, thousands of Americans are on the Federal Aviation Administration’s No-Fly List and the FBI’s Terrorist Screening Center has compiled a terrorist watch list of over 700,000 people. Moreover, as Dave Lindorff writes, the government is in the business of passing this information out to private companies. “The Wall Street Journal reported that the FBI made its list of people with even remote links to terrorism — having associated, perhaps inadvertently, with a terror suspect, for example — available to a wide range of private companies, from banks and rental-car companies to casinos.”
And who exactly are these primary terrorists, the ones you don’t want to associate with, that is if you ever want to fly again? They are “law-abiding Americans” who were detained and questioned — we used to call this harassment — “based on their political viewpoints,” according to Nancy Chang, a senior litigation attorney at the Center for Constitutional Rights. “I think what they are doing is harassing people who are opposing the war and publicly speaking out against administration policy,” John Dear, a Jesuit priest and member of the Catholic peace group Pax Christi, told Lindorff.

Back in 2003, we learned that the FBI “collected extensive information on the tactics, training and organization of antiwar demonstrators and … advised local law enforcement officials to report any suspicious activity at protests to its counterterrorism squads,” the New York Times reported. Of course, this is simply a continuation of the FBI’s COINTELPRO, initiated in the 1960s to “neutralize” the opposition — i.e., render activists not only politically impotent, but often wreck their lives as well.
In 2006, we discovered that COINTELPRO didn’t go away, as the official history would have it, but lives on to this day at the Pentagon. “An antiterrorist database used by the Defense Department in an effort to prevent attacks against military installations included intelligence tips about antiwar planning meetings held at churches, libraries, college campuses and other locations,” reported the New York Times. The database, known as Talon, “showed that the military used a variety of sources to collect intelligence leads on antiwar protests, including an agent in the Department of Homeland Security, Google searches on the Internet and e-mail messages forwarded by apparent informants with ties to protest groups.”
In short, the FBI and the Pentagon are still in the business of compiling lists and checking them twice, and many if not most of these people end up grounded, as noted above.
Now we have Chertoff and ABC telling us the same rules may soon apply to driving a car. As Chertoff told ABC, the Real ID is about preventing “terrorists” from driving — with illegal immigration tacked on as a selling point — and, if the behavior of the FBI and the Pentagon are any indicator, the real terrorists are not Muslim guys who were trained on U.S. military bases and had a fondness for cruising topless bars, but are antiwar activists and other troublemakers.
Soon enough, many of us – those who believe the Constitution says what it means — may be reduced to walking to work and the grocery store… that is until a Real ID card will be required to hold job or buy a loaf of bread.
