The Department of Homeland Security has previewed new technology that they promise will help rout out terrorists and other dangerous people in public places by covertly bio-scanning subjects as they walk past sets of cameras.
It may seem Orwellian, but on Thursday, the Homeland Security Department showed off an early version of physiological screeners that could spot terrorists, reports USA Today.
According to DHS officials, the scanners work like polygraphs but without the subjects having to be wired up to them. They measure body temperature, pulse and breathing regularity. Any sudden changes recorded could indicate “the kind of anxiety exuded by a would-be terrorist or criminal.”
According to the report, the new technology will not just be limited to use in airports:
The system would be portable and fast, said project manager Robert Burns, who envisions machines that scan people as they walk into airports, train stations or arenas. Those flagged by the machines would be interviewed in front of cameras that measure minute facial movements for signs they are lying.
Law experts have charged that the technology constitutes a government enforced “medical exam” which would violate civil rights.
There can be no doubt that this technology is part of Homeland Security’s Project Hostile Intent (PHI) program, on which we reported just over one year ago.
Scientists were tasked by the DHS to develop technology by 2010 that can scan the bodily functions of citizens, without them knowing, and uncover any possible hostile intent or deception.
The DHS revealed to The New Scientist that it wishes to develop a lie detector-type test that can be used remotely, which was described as “an advantage because it would not interfere with the flow of a crowd and it could be used without the target’s knowledge.”
Other technology to be used for PHI includes lasers, cameras, eye trackers, microphones and heart rate and breathing sensors.
The new technology complements already escalating security measures in airports and train stations such as biometric body scans, lie detector tests, behavior analysis, facial analysis and spot teams to spy on passengers.
In addition, the Transportation Security Administration (TSA) started conducting random additional at-gate screening earlier this year of airline passengers who display “involuntary physical and physiological” actions indicating stress, fear or deception.
To anyone who remembers Poindexter’s gait analysis this is pretty disturbing stuff.
We are being acclimatized to these things, first within airports and stations. Technology and measures that you don’t even see used in prisons or high security facilities are being passed off as completely normal in public places.
Furthermore, from the wording in these reports, it is clear that the intention is to roll out the exact same measures throughout public places in major cities and subject the general public to intense airport style harassment on the city streets.
How long before we see checkpoint officials inspecting internal passports and consumers body scanned merely to enter a supermarket or a sports arena?

Sarnoff Corporation today announced it has been awarded a contract from the U.S. Army Research Laboratory to develop and demonstrate a high speed biometric capture technology solution for iris-based identification. The system will be designed to be ruggedized for field use and quickly deployable.
The new iris recognition system will leverage Sarnoff’s patent-pending Iris on the Move(R) (IOM) technology for fast and reliable identification. IOM is a proven biometric identification system that quickly captures the iris image of a person in motion. The technology is ideally suited for force protection, civil-military operations, and combat situations.
Other iris scanning technologies require users to stop, line up their eye properly, and stare directly into a scanner for a period of time. IOM technology verifies identities at speeds of up to thirty people per minute, allowing subjects to walk through the system at a standard pace, without stopping. In addition, Sarnoff’s design will automatically adjust for subjects’ height without slowing throughput.
“Current biometric ID systems take too long to identify people in high traffic areas and cause long lines to form at checkpoints,” said Dr. Don Newsome, President and CEO of Sarnoff Corporation. “This is inconvenient and poses a security risk. The IOM technology makes it easy to set up iris scanning checkpoints that are as reliable as other biometric-based options but quick enough to keep lines moving rapidly.”
The IOM system delivers accurate identification regardless of whether the subject is wearing prescription glasses, most sunglasses, or contact lenses. In addition, IOM technology can capture iris images from farther distances than any other commercial iris scanning technology.
Sarnoff has delivered IOM technology to several secure government facilities and private corporations. The technology can be used for a broader range of applications including banking ID verification, border crossing initiatives, event security, payment systems, and employee access.

Health Council Warns Of Goverment Plan To Claim Ownership Of Every Newborn’s DNA

A prominent Health Organization has warned that there is an ongoing semi-covert movement by state and federal governments to claim ownership of every newborn baby’s DNA for the purpose of genetic research without the consent of individual citizens.
A pending bill on the floor of the Minnesota House and Senate will strip citizens of genetic privacy and DNA ownership rights, The Citizens Council on Healthcare has warned.
“Today, a state genetic privacy law requires informed parent consent for government testing, ownership and research on the DNA of the newest Minnesota residents. The Minnesota Department of Health wants to eliminate the informed consent requirements. A bill to remove consent requirements for government ownership and genetic research will soon be voted on by the Minnesota House and Senate.” The CCHC website explains.
“Thus far, the state of Minnesota has illegally collected and claims ownership to the DNA of 780,000 children (soon to be voting adults) and has provided the DNA of 42,210 children to genetic researchers without parent consent. Approximately, 73,000 children are born in Minnesota every year. About 4.2 million children are born across the nation. All of them are losing their genetic privacy and DNA ownership rights.” the organization’s report continues.
The state treats the activity as an “opt out” program, whereby if the parents of the newborn infant do not specifically opt out of the process, the state presumes its has “informed consent” and that the parents have opted in.

Ms. Brase has been warning of the ongoing move for a a number of years. In January 2007 she issued a written testimony to the Minnesota legislature on the unethical and hidden uses of harvested DNA by the state.

Recently, Minnesota based researcher and activist Marti Oakley revealed that, according to her polling, the majority of parents or grand parents of newborns have no idea that this is happening.
She writes:
Further, not one knew that they had the right to demand the blood and tissue samples be destroyed after 45 days per written request. Even had they known, and the samples were destroyed (you would have no way of knowing if they really were) the information gleaned from them would still be available and on file…..in perpetuity.
Also unknown to at least the new parents in Minnesota, is that once that 45 days has lapsed, the state now claims that they “own” the DNA of that child.
Though the Minnesota case has received recent public attention, such DNA harvesting is not restricted to that state and is being undertaken nationwide.
The National Conference of State Legislatures lists for all 50 states, as well as the District of Columbia, the various statutes or regulatory provisions under which newborns’ DNA is being collected.
DNA of newborns has been harvested, tested, stored and experimented with by all 50 states. In addition, all 50 states are now routinely providing these results to the Department of Homeland Security.
In the UK, a similar DNA harvesting program was rejected in 2005 by The Human Genetics Commission, who cited cost and ethical problems in a report to government ministers.
However, DNA profiling of all newborn babies has since been called for by lawmakers and most recently by senior police officers.

Comcast denies developing cameras in cable boxes

Comcast has denied that it is developing camera devices built in to cable boxes that monitor consumers as they enter the room, despite the fact that Vice-President Gerard Kunkel admitted to a journalist that such a move would represent a “holy grail,” and rival companies like TiVo and Microsoft have already filed patents for similar technology.
A firestorm of controversy erupted last week after industry website newteevee.com carried an article by Chris Albrecht which revealed that Comcast was, “experimenting with different camera technologies built into devices so it can know who’s in your living room”.
How did Albrecht know? Because Comcast’s senior VP of user experience Gerard Kunkel told him during the Digital Living Room conference held in San Francisco.
“Perhaps I’ve seen Enemy of the State too many times, or perhaps I’m just naive about the depths to which Comcast currently tracks my every move,” wrote Albrecht.
“The idea being that if you turn on your cable box, it recognizes you and pulls up shows already in your profile or makes recommendations. If parents are watching TV with their children, for example, parental controls could appear to block certain content from appearing on the screen. Kunkel also said this type of monitoring is the “holy grail” because it could help serve up specifically tailored ads. Yikes.”
Readers responded to the article in droves and most were shocked by the proposals.
“Orwell thought that cameras in the living room would imposed on us by a fascist government. Fascism these days is dominated by corporate power guised under a mantle of legitimacy. These systems of control have been primarily put in place by willful consumption of consumer goods,” wrote one.
“This is not cool, this is not fun, this is not exciting. This is invasive. They’ve been talking about this technology since the inception of cable modems, and there’s a certain amount of tracking in place already. Cameras? Too much,” stated another.
Comcast responded to the article by claiming the device was, “in no way designed to – or capable of – monitoring your living room. These technologies are designed to allow simple navigation on a television set just as the Wii remote uses a camera to manage its much heralded gesture-based interactivity.”
However, Albrecht shot back by pointing out that Kunkel told him the device was explicitly being designed so as to monitor who was entering the living room.
“After you granted me our initial video interview, you brought up the topic of Comcast knowing who was in the living room in a conversation between you, myself and another conference attendee,” writes Albrecht.
“I actually left and came back to follow up on this point while you were talking with that same attendee. At this point, you were aware that I was a reporter and I took handwritten notes in front of you as we talked to make sure I had an accurate accounting of what you were saying,” he added.
Tracking and databasing of consumer’s TV viewing habits is nothing new – for years cable box companies like TiVo have monitored behavior down to the level of what parts of shows viewers rewind or fast forward – an example being Janet Jackson’s wardrobe malfunction during the 2003 Super Bowl half-time show.
Indeed, the monitoring of viewers for the purposes of Minority Report style commercial assaults and viewer customization has been in the works since at least early 2005.
In November 2005, TiVo applied for a patent allowing customization of TV remotes and viewing preferences via an RFID chip the consumer would attach to his or her body – which is just one step away from an embedded microchip in the body.
Microsoft has also applied for a patent that would utilize, “a camera sitting on top of a television set to detect the presence of viewers and identifying them using facial-recognition software — or perhaps a fingerprint scanner in a remote control,” according to a report from Multichannel News.
Similarly, corporations and eventually the government is planning to use microphones in the computers of an estimated 150 million-plus Internet active Americans to spy on their lifestyle choices and build psychological profiles which will be used for surveillance, invasive advertising and data mining.
In 2006, Google announced that they were developing a plan to use in-built microphones to listen in on user’s background noise, be it television, music or radio – and then direct advertising at them based on their preferences.
“The idea is to use the existing PC microphone to listen to whatever is heard in the background, be it music, your phone going off or the TV turned down. The PC then identifies it, using fingerprinting, and then shows you relevant content, whether that’s adverts or search results, or a chat room on the subject,” reported the Register.
Last year the New York Times reported on a venture by Pudding Media, a new company founded by two former Israeli intelligence officers, to offer its customers free Internet phone service in return for their consent to have their conversations monitored for keywords upon which targeted advertising is directed.
“A conversation about movies, for example, will elicit movie reviews and ads for new films that the caller will see during the conversation. Pudding Media is working on a way to e-mail the ads and other content to the person on the other end of the call, or to show it on that person’s cellphone screen,” according to the report.
If you think telesales calls and pop-ups ads are annoying, the new wave of invasive advertising will not only saturate the senses with 24/7 vapid consumerism, but it will signal the death knell for the assumption that privacy is a human right not to be infringed upon by corporations or the state.
Orwell’s telescreens and Minority Report style assaults on our senses may not be born out of government coercion, but as a result of consumers willfully enslaving themselves into this matrix – all for the convenience of enhancing their consumption of programming via the one-eyed brainwashing monster in the corner of the room.

UK: Doctors & Teachers To Spot Pre-Crime

Doctors, teachers and social workers will be told to act as informers to identify potential violent offenders for monitoring by the police and other agencies.
Ministers hope that by spotting binge-drinkers, drug addicts and young gang members early before they commit serious crimes they can be placed on a national database and steered away from offending behaviour.
The plans have been dubbed the Minority Report powers, a reference to the 2002 Tom Cruise movie in which a futuristic “precrime” police unit uses psychics to arrest and imprison criminals just before they carry out attacks.
But civil liberty campaigners and union bosses warned that such intrusive measures by the Home Office would destroy the relationship of trust between GPs and their patients or social workers and clients.
Global Pact Proposed To Fight Obesity

Obesity needs to be tackled in the same way as climate change, a top nutritional scientist has said.
The chairman of the International Obesity Taskforce wants world leaders to agree a global pact to ensure that everyone is fed healthy food.
Professor Philip James said the challenge of obesity was so great that action was needed now, even without clear evidence of the best options.
He also called for stricter rules on marketing and food labelling.
Professor James, of the London School of Hygiene and Tropical Medicine, UK, was speaking in Boston at the annual meeting of the American Association for the Advancement of Science (AAAS)
He commented: “This is a community epidemic that is actually a response to all the wonderful apparent industrial and economic development changes that we’ve seen, with a collapse in the need for physical activity, and now a targeting of children to make profits by big industry in food and drink.
“We have to change that, and it will not come unless we have a coherent government-led strategy. The issue is: have we got the political will?”
