The American Physical Society, an organization representing nearly 50,000 physicists, has reversed its stance on climate change and is now proclaiming that many of its members disbelieve in human-induced global warming. The APS is also sponsoring public debate on the validity of global warming science. The leadership of the society had previously called the evidence for global warming “incontrovertible.”

In a posting to the APS forum, editor Jeffrey Marque explains,”There is a considerable presence within the scientific community of people who do not agree with the IPCC conclusion that anthropogenic CO2 emissions are very probably likely to be primarily responsible for global warming that has occurred since the Industrial Revolution.”

The APS is opening its debate with the publication of a paper by Lord Monckton of Brenchley, which concludes that climate sensitivity — the rate of temperature change a given amount of greenhouse gas will cause — has been grossly overstated by IPCC modeling. A low sensitivity implies additional atmospheric CO2 will have little effect on global climate.

Larry Gould, Professor of Physics at the University of Hartford and Chairman of the New England Section of the APS, called Monckton’s paper an “expose of the IPCC that details numerous exaggerations and “extensive errors”

In an email to DailyTech, Monckton says, “I was dismayed to discover that the IPCC’s 2001 and 2007 reports did not devote chapters to the central ’climate sensitivity’ question, and did not explain in proper, systematic detail the methods by which they evaluated it. When I began to investigate, it seemed that the IPCC was deliberately concealing and obscuring its method.”

According to Monckton, there is substantial support for his results, “in the peer-reviewed literature, most articles on climate sensitivity conclude, as I have done, that climate sensitivity must be harmlessly low.”

Monckton, who was the science advisor to Britain’s Thatcher administration, says natural variability is the cause of most of the Earth’s recent warming. “In the past 70 years the Sun was more active than at almost any other time in the past 11,400 years … Mars, Jupiter, Neptune’s largest moon, and Pluto warmed at the same time as Earth.”

The world is cooling, sea levels are falling, ice is spreading, there are fewer extreme weather events, and it was hotter 1000 years ago, yet the myth of global warming is providing governments the excuse to micromanage every aspect of our lives, with Al Gore now openly calling for a carbon tax on the energy we use.

Following the end of the Sun’s most active period in over 11,000 years, the last 10 years have displayed a clear cooling trend as temperatures post-1998 leveled out and are now plummeting.

But such figures won’t deter the agenda of control freaks like Al Gore, who last night publicly called for a carbon tax to be imposed on the use of fossil fuels at a time when even middle class families are struggling to pay the bills as a result of a crippled economy, soaring oil prices and inflation.

Andrew Bolt of the Australian Sun-Herald has put together a series of graphs based on numbers from a plethora of scientific bodies to prove that the most alarmist claims about climate change are not only unproven, but in fact the complete opposite of what man-made global warming advocates proclaim is now being observed.

“That’s why 31,000 other scientists, including world figures such as physicist Prof Freeman Dyson, atmospheric physicist Prof Richard Lindzen and climate scientist Prof Fred Singer, issued a joint letter last month warning governments not to jump on board the global warming bandwagon,” writes Bolt.

“There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the earth’s atmosphere and disruption of the earth’s climate.”

That’s why Ivar Glaever, who won a Nobel Prize for Physics, this month declared “I am a sceptic”, because “we don’t really know what the actual effect on the climate is”.

And it’s why the American Physical Society this month said “there is a considerable presence within the scientific community of people who do not agree with the (Intergovernmental Panel on Climate Change) conclusion that anthropogenic CO2 emissions are very probably likely to be primarily responsible for the global warming that has occurred since the Industrial Revolution.”

The first graph, obtained from the Hadley Centre of Britain’s Meteorological Office, shows how temperatures dropped, leveled off, and are now displaying a clear cooling trend, since their 1998 peak which was caused by the “El Nino” weather phenomenon, which is completely natural and has nothing to do with CO2 emissions.

The figures mesh with anecdotal evidence of a cooling pattern – China recently experienced its coldest winter in 100 years while northeast America was hit by record snow levels and Britain suffered its coldest April in decades as late-blooming daffodils were pounded with hail and snow on an almost daily basis. The British summer has also left many yearning for global warming, with temperatures in June and July rarely struggling to get over 16 degrees and on one occasion even dropping as low as 9 degrees in the middle of the afternoon.

A common claim of behalf of Al Gore and the Church of Environmentalism, and one vividly portrayed in the Hollywood movie The Day After Tomorrow, is a predicted catastrophic rise in sea levels as a result of global warming.

In actual fact, figures from the Colorado Centre For Astrodynamics Research show that global sea levels, after having risen since 2000, have been falling significantly over the last 2 years.

In addition, according to the US National Oceanic and Atmospheric Administration, sea ice has grown rapidly in that same time frame and there is now more ice in the world than usually observed.

Another common cry from the alarmists is the contention that global warming is causing extreme weather events. Despite there having been far more violent and devastating weather events before the post World War 2 rise in CO2 levels, every flood, hurricane, tornado or cyclone is blamed on human-induced climate change.

The facts tell a different story. According to the American Meteorological Society, global warming hasn’t given us more cyclones, hurricanes, or tornados.

Furthermore, scaremongering about droughts attributed the global warming is disproved by the fact that levels of rainfall have increased.

Hysterical phony environmentalists like to imagine that the world has never been hotter, despite the fact that the planet has violently swung between extremes of temperature for eons.

New figures from the US National Council for Air and Stream Improvement debunk the IPCC’s notoriously controversial “hockey stick” graph and illustrate that the earth was a warmer place 1000 years ago. During such times, farmers in Greenland grew crops and even cultivated vineyards on a land mass that is now over 80% ice covered.

Despite evidence pouring in that the planet has naturally turned course and now embarked on a cooling trend, wild rhetoric, fearmongering, lecturing and bullying about the necessity for us to accept intrusions into our rights of mobility, privacy and behavior in the interests of saving the earth is at an all time high.

Global corporations and governments have joined forces to launch a united propaganda assault about how we must turn “green” while all the real environmental crises – deforestation, GM crops, chemtrails, genetic splicing, and cancer-causing cellphone tower radiation – are completely ignored.

The campaign to force people to accept that “the debate is over” and that man-made CO2 emissions are driving climate change is in deep trouble, with another top global warming advocate – rocket scientist and carbon accounting expert Dr. Richard Evans – completely reversing his position.

Evans was a consultant to the Australian Greenhouse Office from 1999 to 2005 and he wrote the carbon accounting model (FullCAM) that measures Australia’s compliance with the Kyoto Protocol.

In an article for The Australian newspaper, Evans highlights why he was so keen to jump on board the man-made explanation without there being any clear conclusion as to what was driving temperature increases in the period from the end of the 70’s to 1998.

“The evidence was not conclusive, but why wait until we were certain when it appeared we needed to act quickly?” writes Evans. “Soon government and the scientific community were working together and lots of science research jobs were created. We scientists had political support, the ear of government, big budgets, and we felt fairly important and useful (well, I did anyway). It was great. We were working to save the planet.”

“But since 1999 new evidence has seriously weakened the case that carbon emissions are the main cause of global warming, and by 2007 the evidence was pretty conclusive that carbon played only a minor role and was not the main cause of the recent global warming,” he concludes.

Evans points out that the “greenhouse signature” that would indicate CO2 emissions are driving temperature increases – “a hot spot about 10km up in the atmosphere over the tropics” – which would be evident if climate change was man-made, is simply non-existent.

“If there is no hot spot then an increased greenhouse effect is not the cause of global warming. So we know for sure that carbon emissions are not a significant cause of the global warming,” he writes.

Evans highlights data collected from satellites positioned around the globe that indicates temperatures have dropped about 0.6C in the past year – back to 1980 levels. Such figures are complimented by anecdotal evidence of a cooling pattern – China recently experienced its coldest winter in 100 years while northeast America was hit by record snow levels and Britain suffered its coldest April in decades as late-blooming daffodils were pounded with hail and snow on an almost daily basis.

Evans also cites historical climate change and the fact that CO2 does not cause, but in fact lags behind temperature increase by as much as 800 years.

“The new ice cores show that in the past six global warmings over the past half a million years, the temperature rises occurred on average 800 years before the accompanying rise in atmospheric carbon. Which says something important about which was cause and which was effect,” he writes.

“The last point was known and past dispute by 2003, yet Al Gore made his movie in 2005 and presented the ice cores as the sole reason for believing that carbon emissions cause global warming. In any other political context our cynical and experienced press corps would surely have called this dishonest and widely questioned the politician’s assertion,” writes Evans.

Two Peer-Reviewed Scientific Papers Debunk CO2 Myth

Three top scientists have once again contradicted the claim that a “consensus” exists about man-made global warming with research that indicates CO2 emissions actually cool the atmosphere, in addition to another peer-reviewed paper that documents how the IPCC overstated CO2’s effect on temperature by as much as 2000 per cent.

Professor George Chilingar and Leonid Khilyuk of the University of Southern California, and Oleg Sorokhtin of the Institute of Oceanology of the Russian Academy of Sciences have released a study that they claim completely contradicts the link between CO2 and global temperature increases.

“The writers investigated the effect of CO2 emission on the temperature of atmosphere. Computations based on the adiabatic theory of greenhouse effect show that increasing CO2 concentration in the atmosphere results in cooling rather than warming of the Earth’s atmosphere,” states the preamble to the paper.

The full study, which appears in the Energy Sources journal, is sure to cause ire amongst climate cult adherants.

No global warming has been observed for the past 10 years as temperatures have gradually declined and studies indicate that there will be no further warming for the next 10 years.

In a related development, the peer-reviewed Physics and Society journal has published evidence proving that the UN IPCC’s 2007 climate summary “overstated CO2’s impact on temperature by 500-2000%.”

According to the paper, “Computer models used by the UN’s climate panel (IPCC) were pre-programmed with overstated values for the three variables whose product is “climate sensitivity” (temperature increase in response to greenhouse-gas increase), resulting in a 500-2000% overstatement of CO2’s effect on temperature in the IPCC’s latest climate assessment report, published in 2007.”

The paper also outlines evidence to confirm that Mars, Jupiter, Neptune’s largest moon, and Pluto warmed at the same time as Earth warmed, a factor attributed to the Sun having been more active than at almost any other time in the past 11,400 years.

The paper concludes, “CO2 enrichment will add little more than 1 °F (0.6 °C) to global mean surface temperature by 2100.”

The European Union threatens to impose trade sanctions on nations which fail to join a global climate deal to replace the Kyoto Protocol.

Nations that refuse to curb greenhouse gases will be told that they face trade sanctions if they try to gain a competitive advantage by continuing to allow cheap, high-pollution production.

The bloc mainly seeks ways to stop big companies relocating from Europe to countries that refuse to join a post-2012 climate change agreement in order to avoid the EU’s CO2 targets.

The European Commission President José Manuel Barroso told The Time that the EU could take protective measures sector by sector to safeguard European energy-intensive industries.

“We want a binding decision now that we will take measures to protect these industries in 2012 in case there is not agreement. It would be completely foolish for the Europe Union to export the pollution and the jobs because globally the effects on climate change will be just the same, only we lose the jobs and our industry,” Barroso said.

Barroso gave his strong support for the EU target for 10 percent of all fuel to be biofuels by 2020, rejecting ’exaggerated’ arguments that it had contributed to food price rises and shortages.

Barroso urged an international agreement on the types of biofuels that should be allowed but insisted that the EU targets would increase their sustainability.

The Weather Channel has lost its way, according to John Coleman, who founded the channel in 1982.

Coleman told an audience at the 2008 International Conference on Climate Change on March 3 in New York that he is highly critical of global warming alarmism.

“The Weather Channel had great promise, and that’s all gone now because they’ve made every mistake in the book on what they’ve done and how they’ve done it and it’s very sad,” Coleman said. “It’s now for sale and there’s a new owner of The Weather Channel will be announced – several billion dollars having changed hands in the near future. Let’s hope the new owners can recapture the vision and stop reporting the traffic, telling us what to think and start giving us useful weather information.”

The Weather Channel has been an outlet for global warming alarmism. In December 2006, The Weather Channel’s Heidi Cullen argued on her blog that weathercasters who had doubts about human influence on global warming should be punished with decertification by the American Meteorological Society.

Coleman also told the audience his strategy for exposing what he called “the fraud of global warming.” He advocated suing those who sell carbon credits, which would force global warming alarmists to give a more honest account of the policies they propose.

“[I] have a feeling this is the opening,” Coleman said. “If the lawyers will take the case – sue the people who sell carbon credits. That includes Al Gore. That lawsuit would get so much publicity, so much media attention. And as the experts went to the media stand to testify, I feel like that could become the vehicle to finally put some light on the fraud of global warming.”

Earlier at the conference Lord Christopher Monckton, a policy adviser to former Prime Minister Margaret Thatcher, told an audience that the science will eventually prevail and the “scare” of global warming will go away. He also said the courts were a good avenue to show the science.

 

Gore: Climate Crisis Getting Short Shrift In Race

Former US vice president and renowned climate change fighter Al Gore said Saturday that the global warming crisis is getting short shrift in this year’s presidential race.

Gore used the stage at a prestigious Technology, Entertainment and Design conference in Monterey, California, to call for activism to push climate change to the top of the candidates’ political agendas.

“As important as it is to change the light bulbs, it is more important to change the laws,” Gore told an elite gathering of scientists, celebrities, entrepreneurs, and Internet superstars.

“We have to become incredibly active as citizens in our democracy. In order to solve the climate crisis we have to solve the democracy crisis, and we have one.”

Gore took solace in the fact that leading Democratic contenders Hillary Clinton and Barack Obama along with the Republican Party’s all-but-certain nominee John McCain are promising “leadership” regarding climate change.

Global warming has been given minimal attention in presidential debates, which have ironically been sponsored by “something with an Orwellian label” of Clean Coal, Gore observed.

A famous book by science fiction author George Orwell depicts a society in which government leaders control citizens with obtuse or oxymoronic vocabulary, stripping people of words for critical thoughts.

“We have to speak up,” Gore said. “We have sclerosis in our democracy. Go on the Internet, connect with people.”

The Alliance for Climate Protection established in California by Gore will launch a national campaign to increase the heat on candidates regarding how they will fight global warming, according to Gore.

Gore said aspiring presidents should guarantee actions including taxes on carbon dioxide and a moratorium on coal-fueled power plants that don’t recapture atmosphere-altering gas.

The new president should immediately sign the Kyoto protocol to fight climate change, ending this country’s shameful distinction of being the only hold-out, according to Gore.

“We have had any talk on that scale, but I think we will by November,” Gore said of focusing candidates on climate change.

Gore called for a “global Marshall plan” to combat global warming, which is a culprit in poverty, disease, drought and other societal ills.

“There is a bridge between the climate crisis and the crisis of extreme poverty in the world,” Gore said.

“One aspect of economic growth is a pattern of consumption that morphed into overconsumption,” Gore said while linking the excesses of the rich to the woes of the poor.

“The solution to the climate crisis is going to involve less overconsumption. But, political will needs to be mobilized before we can mobilize resources.”

Gore likened efforts to extract oil from tar sand or shale to a junkie injecting drugs in veins between his toes after those in his arms and legs collapse from abuse.

“We have to stop this, and the truth is we can,” Gore said. “We have the technology. If we just had one week’s worth of what we spend on the Iraq war we could be well on our way to solving this challenge.”

A nice-sounding bill called the “Global Poverty Act,” sponsored by Democratic presidential candidate and Senator Barack Obama, is up for a Senate vote on Thursday and could result in the imposition of a global tax on the United States. The bill, which has the support of many liberal religious groups, makes levels of U.S. foreign aid spending subservient to the dictates of the United Nations.

Senator Joe Biden, chairman of the Senate Foreign Relations Committee, has not endorsed either Senator Barack Obama or Hillary Clinton in the presidential race. But on Thursday, February 14, he is trying to rush Obama’s “Global Poverty Act” (S.2433) through his committee. The legislation would commit the U.S. to spending 0.7 percent of gross national product on foreign aid, which amounts to a phenomenal 13-year total of $845 billion over and above what the U.S. already spends.

The bill, which is item number four on the committee’s business meeting agenda, passed the House by a voice vote last year because most members didn’t realize what was in it. Congressional sponsors have been careful not to calculate the amount of foreign aid spending that it would require. According to the website of the Senate Foreign Relations Committee, no hearings have been held on the Obama bill in that body.

A release from the Obama Senate office about the bill declares, “In 2000, the U.S. joined more than 180 countries at the United Nations Millennium Summit and vowed to reduce global poverty by 2015. We are halfway towards this deadline, and it is time the United States makes it a priority of our foreign policy to meet this goal and help those who are struggling day to day.”

The legislation itself requires the President “to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.”

The bill defines the term “Millennium Development Goals” as the goals set out in the United Nations Millennium Declaration, General Assembly Resolution 55/2 (2000).

The U.N. says that “The commitment to provide 0.7% of gross national product (GNP) as official development assistance was first made 35 years ago in a General Assembly resolution, but it has been reaffirmed repeatedly over the years, including at the 2002 global Financing for Development conference in Monterrey, Mexico. However, in 2004, total aid from the industrialized countries totaled just $78.6 billion – or about 0.25% of their collective GNP.”

In addition to seeking to eradicate poverty, that declaration commits nations to banning “small arms and light weapons” and ratifying a series of treaties, including the International Criminal Court Treaty, the Kyoto Protocol (global warming treaty), the Convention on Biological Diversity, the Convention on the Elimination of All Forms of Discrimination Against Women, and the Convention on the Rights of the Child.

The Millennium Declaration also affirms the U.N. as “the indispensable common house of the entire human family, through which we will seek to realize our universal aspirations for peace, cooperation and development.”

Jeffrey Sachs, who runs the U.N.’s “Millennium Project,” says that the U.N. plan to force the U.S. to pay 0.7 percent of GNP in increased foreign aid spending would add $65 billion a year to what the U.S. already spends. Over a 13-year period, from 2002, when the U.N.’s Financing for Development conference was held, to the target year of 2015, when the U.S. is expected to meet the “Millennium Development Goals,” this amounts to $845 billion. And the only way to raise that kind of money, Sachs has written, is through a global tax, preferably on carbon-emitting fossil fuels.

Obama’s bill has only six co-sponsors. They are Senators Maria Cantwell, Dianne Feinstein, Richard Lugar, Richard Durbin, Chuck Hagel and Robert Menendez. But it appears that Biden and Obama see passage of this bill as a way to highlight Democratic Party priorities in the Senate.

The House version (H.R. 1302), sponsored by Rep. Adam Smith (D-Wash.), had only 84 co-sponsors before it was suddenly brought up on the House floor last September 25 and was passed by voice vote. House Republicans were caught off-guard, unaware that the pro-U.N. measure committed the U.S. to spending hundreds of billions of dollars.

It appears the Senate version is being pushed not only by Biden and Obama, a member of the committee, but Lugar, the ranking Republican member. Lugar has worked with Obama in the past to promote more foreign aid for Russia, supposedly to stem nuclear proliferation, and has become Obama’s mentor. Like Biden, Lugar is a globalist. They have both promoted passage of the U.N.’s Law of the Sea Treaty, for example.

The so-called “Lugar-Obama initiative” was modeled after the Nunn-Lugar program, also known as the Cooperative Threat Reduction (CTR) program, which was designed to eliminate weapons of mass destruction in the former Soviet Union. But one defense analyst, Rich Kelly, noted evidence that “CTR funds have eased the Russian military’s budgetary woes, freeing resources for such initiatives as the war in Chechnya and defense modernization.” He recommended that Congress “eliminate CTR funding so that it does not finance additional, perhaps more threatening, programs in the former Soviet Union.” However, over $6 billion has already been spent on the program.

Another program modeled on Nunn-Lugar, the Initiatives for Proliferation Prevention (IPP), was recently exposed as having funded nuclear projects in Iran through Russia.

More foreign aid through passage of the Global Poverty Act was identified as one of the strategic goals of InterAction, the alliance of U.S-based international non-governmental organizations that lobbies for more foreign aid. The group is heavily financed by the U.S. Government, having received $1.4 million from taxpayers in fiscal year 2005 and $1.7 million in 2006. However, InterAction recently issued a report accusing the United States of “falling short on its commitment to rid the world of dire poverty by 2015 under the U.N. Millennium Development Goals…”

It’s not clear what President Bush would do if the bill passes the Senate. The bill itself quotes Bush as declaring that “We fight against poverty because opportunity is a fundamental right to human dignity.” Bush’s former top aide, Michael J. Gerson, writes in his new book, Heroic Conservatism, that Bush should be remembered as the President who “sponsored the largest percentage increases in foreign assistance since the Marshall Plan…”

Even these increases, however, will not be enough to satisfy the requirements of the Obama bill. A global tax will clearly be necessary to force American taxpayers to provide the money.

Barak Obama’s call for National Infrastructure Reinvestment Bank (NIRB) does not signal the return of the Democratic Party to the values of FDR and a revival of the Constitutional prerogative to ‘promote the general welfare’, but would rather provide more welfare for Wall Street and worse. Obama’s plan is nothing more than the direct means of instituting the Rohatyn-Rudman National Investment Corporation (NIC) plan called for in 2005, which in essence is a revival of Mussolini’s methods of corporatist control of the state in a politically correct post modern fashion..

When Senator Obama states that his National Investment Reinvestment Bank will magically turn $60 billion into trillions of dollars as he did in his Feb 13th Jamesville, WI speech, one can easily realize that the only way that this can happen is through the perverse magic of Wall Street. What would happen is that bonds floated by the NIRB will be bought on the open market, to then be speculated upon, securitized as derivatives, traded and ultimately used as collateral on the newly built infrastructure. What we will see is the emergence of an infrastructure bubble to replace the mortgage bubble, propped up by initial government expenditures towards infrastructure. This is just the start as Obama will fund the feel good ‘carbon credit’ swap to be the next blast of hot air to make Wall Street giddy. This is a key insight to a true understanding of what is going on. Bailout the financial powers with a clever plan that will raise money to then buy up hard assets, in other words the remaining wealth of our nation, as the meltdown crisis of over a quadrillion in derivatives losses grows and grows..

Besides artificially propping up the markets, Obama’s NIRB, as an initiation of the Rohatyn/Rudman infrastructure investment model, opens the door to the privatization of public assets. International predators and asset-strippers want to buy up public highways and impose cutthroat tolls, as they are already doing in many states. Then they run the turnpikes into the ground as cash cows while they mercilessly bilk the users. Privatization is a key goal of the Anglo-American financiers behind this scheme. Both the NIC and NIRB rely on the new darling of the markets, PPPs, known as public private partnerships. PPPs are the means by which market forces will dictate, and that is the word, the implementation of these projects. The argument is that the PPP will keep costs down, but in reality only because the private corporations, now controlling the public sector, will own the assets of what is being constructed. The PPP model is none other than the model implemented by Mussolini in his fascist corporate state. The creation of NIRB funds hark back to Hjalmar Schact’s ‘MEFO’ bills that created the speculative bubble of money so that the National Socialists could rearm Germany and fight World War II..

A U.S. Senate committee is scheduled for an historic vote on a global warming bill this week, perhaps as early as Wednesday. Environmental groups are planning a flurry of press conferences tomorrow (12/4/2007) to try to influence the vote.

Meanwhile, in Maryland, Gov. Martin O’Malley’s advisory Commission on Climate Change is scheduled to meet tomorrow to discuss possible steps to reduce the state’s greenhouse gas emmissions. The 22-member goup, headed by state Environmental Secretary Shari T. Wilson, is looking to recommend that the state adopt laws to cut greenhouse gases by 25 percent by 2020, and then move aggressively to slash the pollutants by 90 percent by 2050, according to a draft report. To achieve these goals, the state should tighten its energy efficiency standards, strengthen building codes, require more clean energy generation, among other steps.

“As a coastal state with extensive low-lying land on the Eastern Shore and around the Chesapeake Bay, Maryland is exceeded only by Louisiana, Florida and Delaware in the percentage of its land vulnerable to accelerated sea level rise,” the draft report warns.

On the Federal level, the U.S. Senate Environment and Public Works Committee on Wednesday is expected to debate amendments to a bill proposed by Sens. Lieberman of Connecticut and Warner of Virginia that would create a “cap and trade” system designed to cut total U.S. greenhouse-gas emissions. These systems require industries to pay fees when they emit carbon dioxide or other greenhouses gases above a set limit, with the money going to reward cleaner businesses.

Sen. Ben Cardin of Maryland is a co-sponsor of the bill. A group of Maryland environmental groups recently wrote a letter to Cardin (see below) urging him to strengthen the bill. They praise the proposal as a good first step, but they want to end the bill’s free giveaway of pollution credits to power companies and amend the legislation to create a more aggressive target of an 80 percent cut by 2050.

“This is the first time ever a Senate commitee is voting on a global warming bill, and that’s historic,” said Brad Heavner, director of Environment Maryland. “There is some reasonable expectation that this will get to the floor, but the big question is will it get stronger or weaker?….We think it needs to be stronger.”

As this blog reported last month, Europe tried a pollution credit trading system to curb carbon dioxide emissions after it passed the Kyoto Protocol in 1997, and power companies worked the system to make billions in profits. Electricity customers paid higher bills, thinking they were contributing to a cooler planet. But their money just went into the pockets of the electric companies, which didn’t end up actually cutting down on their carbon dioxide emissions.

On the other side of the political spectrum from these environmental groups, most Republicans on the committee are unlikely to vote in favor of the bill’s current requirements, according to the online journal Grist.

“Right now, there’s little reason to expect that any Republican on the committee other than John Warner (R-Va.) himself will vote for it. Sen. Lamar Alexander (R-Tenn.) spoke critically of it at the first subcommittee hearing last week, and Sen. George Voinovich (R-Ohio) took to the podium of the National Press Club two days later to pillory the bill.

Voinovich said: ‘I have significant reservations about the bill. I have recently heard the concerns of a variety of constituents, including both industry and labor representatives, who are especially concerned that the bill presents an overly aggressive first phase of emissions reductions that will hit well before we can reasonably expect commercially available technologies to deal with the problem.’

Without the support of more Republicans, it’s unclear if the measure will make it out of the full Senate — not to mention survive a veto by President Bush, if he chose to use that power.

Meanwhile, the nonprofit Pew Center on Global Climate Change is releasing a report tomorrow on the impact of global warming on the Chesapeake Bay. Environment Maryland tomorrow morning is releasing a report on changes in local rainfall expected because of climate change.
