President George W Bush is preparing to bolster US troop numbers in Afghanistan using forces freed up from Iraq.

The US will withdraw about 8,000 of its 146,000 soldiers in Iraq by February – and send 4,500 more to join the 33,000 in Afghanistan.

Mr Bush is expected to say in a speech to the US National Defence University that the improved security situation in Iraq will permit a “quiet surge” of troops in Afghanistan in the coming months.

“While the progress in Iraq is still fragile and reversible … there now appears to be a ‘degree of durability’ to the gains we have made,” Mr Bush will say.

However he will state that efforts in Afghanistan must now be ramped up.

“For all the good work we have done in that country, it is clear we must do even more. Unlike Iraq, it has few natural resources and has an underdeveloped infrastructure. Its democratic institutions are fragile,” Mr Bush will explain.

He will make clear that longer-term decisions about the deployments will be left to General David Petraeus, soon to become the Commander of US Central Command, and Mr Bush’s successor as president, who will take office in January.

McClellan’s confirmation of an operation inside the White House of providing comprehensive talking points to Fox News and other Conservative talk show personalities to manipulate the media and control the message regarding the Iraq War and the “war on terror” is a violation of anti-propaganda laws. By law the government sources must be disclosed by the reporting news outlets.

Yesterday a report prepared by the Justice Department’s inspector general and its internal ethics office found that a few aides to Alberto Gonzales and White House officials were actively involved in hiring decisions for non political positions at the DOJ. The US presidential hopeful Barack Obama says he will strike at al-Qaeda targets in Pakistan if Washington gets “actionable intelligence”.

“… what I’ve said is that if we had actionable intelligence against high-value al-Qaeda targets and the Pakistani government was unwilling to go after those targets, then we should,” the Democrat, who aspires to be the first black-American president, noted.

The 47-year-old senator from Illinois, currently on a tour to Afghanistan and Iraq, told the CBS News, “Now, my hope is that it doesn’t come to that. Pakistani government would recognize that if we had Osama bin Laden in our sights, that we should fire or capture…”

Media reports say Washington is taking steps to make it easier to launch covert special missions in Pakistan’s remote tribal areas, near Afghan border, where al-Qaeda is believed to be rebuilding its network.

Pakistan’s newly elected PPP-led government, apparently seeking to quell such criticism, said that the country has taken “several measures to prevent cross-border infiltration by insurgents.”

Today, in a blatant assault upon civil liberties and the right to privacy, the Senate passed an unconstitutional domestic spying bill that violates the Fourth Amendment and eliminates any meaningful role for judicial oversight of government surveillance. The FISA Amendments Act of 2008 was approved by a vote of 69 to 28 and is expected to be signed into law by President Bush shortly. This bill essentially legalizes the president’s unlawful warrantless wiretapping program revealed in December 2005 by the New York Times.

“Once again, Congress blinked and succumbed to the president’s fear-mongering. With today’s vote, the government has been given a green light to expand its power to spy on Americans and run roughshod over the Constitution,” said Anthony D. Romero, Executive Director of the American Civil Liberties Union. “This legislation will give the government unfettered and unchecked access to innocent Americans’ international communications without a warrant. This is not only unconstitutional, but absolutely un-American.”

The FISA Amendments Act nearly eviscerates oversight of government surveillance by allowing the Foreign Intelligence Surveillance Court (FISC) to review only general procedures for spying rather than individual warrants. The FISC will not be told any specifics about who will actually be wiretapped, thereby undercutting any meaningful role for the court and violating the Fourth Amendment’s protection against unreasonable search and seizure.

The bill further trivializes court review by authorizing the government to continue a surveillance program even after the government’s general spying procedures are found insufficient or unconstitutional by the FISC. The government has the authority to wiretap through the entire appeals process, and then keep and use whatever information was gathered in the meantime. A provision touted as a major “concession” by proponents of the bill calls for investigations by the inspectors general of four agencies overseeing spying activities. But members of Congress who do not sit on the Judiciary or Intelligence committees will not be guaranteed access to the agencies’ reports.

The bill essentially grants absolute retroactive immunity to telecommunication companies that facilitated the president’s warrantless wiretapping program over the last seven years by ensuring the dismissal of court cases pending against those companies. The test for the companies’ right to immunity is not whether the government certifications they acted on were actually legal – only whether they were issued. Because it is public knowledge that certifications were issued, all of the pending cases will be summarily dismissed. This means Americans may never learn the truth about what the companies and the government did with our private communications.

“With one vote, Congress has strengthened the executive branch, weakened the judiciary and rendered itself irrelevant,” said Caroline Fredrickson, Director of the ACLU Washington Legislative Office. “This bill – soon to be law – is a constitutional nightmare. Americans should know that if this legislation is enacted and upheld, what they say on international phone calls or emails is no longer private. The government can listen in without having a specific reason to do so. Our rights as Americans have been curtailed and our privacy can no longer be assumed.”

In advance of the president’s signature, the ACLU announced its plan to challenge the new law in court.

“This fight is not over. We intend to challenge this bill as soon as President Bush signs it into law,” said Jameel Jaffer, Director of the ACLU National Security Project. “The bill allows the warrantless and dragnet surveillance of Americans’ international telephone and email communications. It plainly violates the Fourth Amendment.”

Joint Chiefs of Staff Chairman Adm. Mike Mullen, who was in Israel over the weekend, issued a strong warning today about the dangers of a military attack on Iran.

At a Pentagon press conference, Mullen was asked, “How concerned are you … that Israel may undertake a unilateral strike against Iran by the end of the year?”

“My strong preference, here, is to handle all of this diplomatically with the other powers of governments, ours and many others, as opposed to any kind of strike occurring,” he answered. “This is a very unstable part of the world. And I don’t need it to be more unstable.”

Mullen refused to talk specifically about what was said in his talks with the Israelis, but he made it clear wants to avoid military confrontation.

“I’ve been pretty clear before that from the United States’ perspective, the United States’ military perspective in particular, that opening up a third front right now would be extremely stressful on us,” he said. “That doesn’t mean we don’t have capacity or reserve. But that would really be very challenging and also the consequences of that sometimes are very difficult to predict.”

Mullen said there needs to be better “dialogue” on the Iranian nuclear issue. Asked what he meant, Mullen responded, “When I talk about dialogue — actually, I would say very broadly across the entirety of our government and their government.

“But, specifically, that would be — need to be led, obviously, politically and diplomatically,” he said. “And if it then resulted in military-to-military dialogue, I think that part of it certainly could add to a better understanding of each other.

“We haven’t had much of a dialogue with the Iranians for a long time,” Mullen said. “It takes two people to want to have a dialogue, not just the desire on one part.”

Mullen’s views here seem to be at odds with the Bush administration’s policy, which is that there will be no direct dialogue between the United States and Iran on the nuclear issue unless Iran agrees to suspend its nuclear program.

President Bush today said all options remain on the table against Iran but emphasized the need for a diplomatic solution.

“I have made it very clear to all parties that the first option ought to be to solve this problem diplomatically,” Bush said at the White House. “And the best way to solve it diplomatically is for the United States to work with other nations to send a focused message, and that is, that you will be isolated and you will have economic hardship if you continue trying to enrich [uranium, the first step toward making nuclear weapons].”

Iran’s foreign minister today dismissed talk of a U.S. or Israeli attack against his country, calling the prospect of another war in the Middle East “craziness.”

In a late-term triumph for US President George W. Bush, the US House of Representatives on Friday approved spy-powers legislation that has drawn heavy fire on civil liberties grounds.

Lawmakers voted 293-129 for a bill that may shield telecommunications firms facing massive lawsuits over their work with Bush’s secret, six-year, warrantless wiretapping program, begun after the September 11, 2001 attacks.

The measure now goes to the Senate, where Democratic Majority Leader Harry Reid has opposed granting retroactive immunity to companies that cooperated with a program thought to have skirted established surveillance laws.

During often bitter House floor debate, many Democrats broke with the measure, the fruit of months of talks among Senate and House leaders of both parties that ultimately gave in to key White House demands.

“It’s Christmas morning at the White House thanks to this vote,” said Caroline Fredrickson, a top official with the American Civil Liberties Union (ACLU) which has fiercely opposed the legislation.

Earlier, Bush had used a hastily announced public statement at the White House to press lawmakers to approve new funding for the wars in Iraq and Afghanistan and pushed hard for House passage of the intelligence bill.

“It’s vital that our intelligence community has the ability to learn who the terrorists are talking to, what they are saying, and what they are planning,” Bush said in the two-minute statement.

The spending bill would provide 162 billion dollars for conflicts in Iraq and Afghanistan, fuelling both for months after Bush’s successor takes over in January, without attaching a withdrawal timetable sought by Iraq war opponents.

But the bitterest feuding was over the intelligence bill, which came amid a pitched political battle raging over Bush’s decision to secretly launch a warrantless wiretapping program believed to have skirted surveillance law.

Critics charge the secret program was illegal because it ran afoul of the 1978 Foreign Intelligence Surveillance Act (FISA)’s requirement of a court order to spy on US citizens inside the United States.

The White House says Bush, who brought the program under FISA oversight in January 2007, made proper use of wartime presidential powers under the US Constitution, and that the often-updated law was ill-suited to deal with modern telecommunications and the nature of the terrorist threat.

If passed, the new measure could short-circuit about 40 court challenges targeting major US telecommunications firms that cooperated with the program, which the US public learned about in a December 2005 New York Times article.

Democratic presidential hopeful Hillary Clinton threatened to “obliterate” Iran if it launches a nuclear attack on Israel, in an interview broadcast Tuesday.

“I want the Iranians to know that if I’m the president, we will attack Iran,” Clinton told ABC News, asked what she would do as president were Iran to launch a nuclear attack on Israel.

“In the next 10 years, during which they might foolishly consider launching an attack on Israel, we would be able to totally obliterate them.”

Obama’s camp Monday accused Clinton of trying to scare voters, as she rocked their White House race with a dark campaign ad featuring images of Al-Qaeda mastermind Osama bin Laden.

The ad uses pictures of Pearl Harbor, bin Laden and the devastating 2005 hurricane that swamped New Orleans, mirroring the “3:00 am phone call” spot credited with helping Clinton to win in Texas and Ohio last month.

“You need to be ready for anything — especially now, with two wars, oil prices skyrocketing and an economy in crisis,” the male narrator intones. “Who do you think has what it takes?”

Both Democrats have vowed to defend Israel against any Iranian attack, but they differ on how to engage the Islamic republic over its nuclear ambitions.

Both call for diplomacy, but Obama has gone further, renewing a promise of “direct talks” at a leaders’ level with Tehran and others the United States regards as foes, at a candidate debate here last week.

Iran should be presented with “carrots and sticks,” the Illinois senator said, while stressing “they should also know that I will take no options off the table when it comes to preventing them from using nuclear weapons or obtaining nuclear weapons.”

At the debate, he said: “An (Iranian) attack on Israel is an attack on our strongest ally in the region, one whose security we consider paramount.”

“That would be an act of aggression that I would consider unacceptable, and the United States would take appropriate action.”

Former top Bush aide Karl Rove didn’t get the friendliest of receptions at the University of Iowa Sunday, CNN affiliate KCRG reports. Rove, who was paid $40,000 to speak at the University, was confronted with an at-times hostile crowd of 1,000, and was interrupted on several occasions.At one point during the speech, Rove reportedly lashed out at some of the students, saying, “You got a chance to ask your questions later and make your stupid statements, let me make mine.”Police also were forced to remove two people after they tried to perform a citizen’s arrest on Rove for what they said were his crimes while a member of the Bush Administration.At one point, a person asked Rove if he has ever shed a tear over the war in Iraq.

“I shed a lot of tears and I have been inspired by many of the people who feel their son or daughter should not have to die in vain,” he replied.

Toward the end of the speech a member of the crowd yelled, “Can we have our $40,000 back?”

Rove replied, “No, you can’t.”

Radio Iowa also reports one audience member told Rove that MSNBC’s Keith Olbermann named him the “worst person ever.”

“Ever?” Rove joked. “Yea, worse than Hitler, worse than Stalin, worse than Mao and worse than the person who introduced aluminum baseball bats.”

Cameras were only allowed to film the beginning of the speech.

MIDDLETOWN – The results of the city’s presidential straw poll, held Saturday night, are in — and Hillary Clinton and Ron Paul were the big winners.

The straw poll, a private event that cost $10 a ticket, benefited the Connecticut Breast Cancer Coalition. It was held at The Church of the Holy Trinity on Main Street.

The results are: First ballot: Ron Paul, 42 percent; Hillary Clinton, 30 percent; Barack Obama, 20 percent; John McCain, 2 percent; and Mitt Romney, 2 percent.

Second ballot: Paul, 42 percent; Clinton, 32 percent; and Obama, 22 percent.

Third ballot: Paul, 46 percent; Clinton, 42 percent.

Presidential hopeful Congressman Ron Paul won the most recent straw poll in Arkansas. The event was sponsored by the Benton County County Republican Committee.

The results came as a surprise to party insiders who played down the significance of the poll, which was used to help raise money for the party.

Mitt Romney 24.6%
Mike Huckabee 21.1%
John McCain 14.0%
Rudy Giuliani 2.8%

Congressman Paul has not had to advertise in Arkansas because his Grass Roots movement is so large as evidenced by this poll. He attributes his continued success to the fact that: “People love the idea of Liberty, Prosperity and Peace.”

Even before the event had ended, the Political Spin was already starting with the other campaigns. “I think it would be wrong to over-interpret this (vote),” Benton County Republican Committee Chairman George Spence said.

Stung by the low ratings in his home state, Huckabee spokeswoman Alice Stewart said: “We’ve yet to campaign here for the Republican nomination. Once we do, we expect to see support all across the state.” These results do seem to be an indicator of things to come for former Governor Mike Huckabee as most voters in Arkansas are already familiar with his record.
Rep. Donna Hutchinson said: “I think it indicates a problem that has been below the surface that no one has talked about, a lot of Republicans are upset.”

Sen. Dave Bisbee, a former floor leader for Huckabee, failed to vote for the former Governor. This is a clear blow to the Huckabee campaign.

A respected American Journalist has accused a Pentagon spokesman of falsifying events surrounding the recent encounter between Iranian patrol boats and a US navy vessel in the Strait of Hormuz, which was eventually labeled a “provocation” by the White House.

Gareth Porter, a journalist who previously broke a story regarding a secret Iranian peace overture to the Bush Administration in 2006, writing for the Asia Times states that the event was hyped up into a major incident after the original press release described the event as somewhat routine and did not refer to any threat to “explode” US ships or any similar confrontation.

the release reported that the Iranian “small boats” had “maneuvered aggressively in close proximity of [sic] the Hopper [the lead ship of the three-ship convoy]. But it did not suggest that the Iranian boats had threatened the boats or that it had nearly resulted in firing on the Iranian boats.

On the contrary, the release made the US warships handling of the incident sound almost routine,” Porter adds. “‘Following standard procedures,’ the release said, “Hopper issued warnings, attempted to establish communications with the small boats and conducted evasive maneuvering.’

The release did not refer to a US ship being close to firing on the Iranian boats, or to a call threatening that US ships would “explode in a few minutes”, as later stories would report, or to the dropping of objects into the path of a US ship as a potential danger.

That press release was ignored by the news media, however, because later that Monday morning, the Pentagon provided correspondents with a very different account of the episode.

The fact that several mainstream reports then emerged at the same time all carrying almost identical accounts of the incident, including the details of threats to explode vessels and dropping white boxes, can be traced back to a press briefing by a top Pentagon official in charge of media relations, Porter divulges.

He identifies Pentagon spokesman Bryan Whitman’s off the record comments to journalists as the catalyst for the ensuing pandemonium. Porter states that Whitman hadn’t wished to be identified as the source:

In an apparent slip-up, however, an Associated Press story that morning cited Whitman as the source for the statement that US ships were about to fire when the Iranian boats turned and moved away – a part of the story that other correspondents had attributed to an unnamed Pentagon official.

Three days later, at the height of the hype, the Pentagon released a video of the incident into which had been inserted audio of a strange voice threatening to “explode” the US vessel.

Porter reveals that according to Lieutenant Colonel Mark Ballesteros of the Pentagon’s Public Affairs Office the decision on what to include in the video was “a collaborative effort of leadership here, the Central Command and navy leadership in the field”. Porter also reveals that according to an official in the US Navy Office of Information in Washington, who asked not to be identified, the decision was made in the office of the Secretary of Defense.

Shortly after Iranian officials had denounced the video as a fake and had released alternative footage of their boats in contact with the US warship, it became apparent that the audio spliced into the video had not originated from the boats themselves but must have instead come from hecklers, often referred to as the “Filipino Monkey”, who cut in on VHF ship-to-ship radios and make rude comments or threats.

The Pentagon then backed away from claims that it knew the source of the audio or had ever known the source.

By January 11, Pentagon spokesman Geoff Morrell was already disavowing the story that Whitman had been instrumental in creating only four days earlier. “No one in the military has said that the transmission emanated from those boats,” said Morrell.

No one said it but that doesn’t excuse the fact that they spliced the audio into the video of an unrelated incident!

The story then essentially fell apart altogether and dropped off the radar as Navy officials began to discredit the rest of the distortions perpetuated by the Pentagon.

Porter also spoke to a Pentagon consultant who asked not to be identified who told him that many officers have experienced similar encounters with small Iranian boats throughout the 1990s, and that such incidents are “just not a major threat to the US Navy by any stretch of the imagination”.

These revelations show just how easy it is for a non event to be hyped to serve an agenda and how the mainstream media is eager to swallow whole whatever the government feeds them.

The event mirrors that of the August 1964 Gulf of Tonkin incident, where an attack on US warships by North Vietnamese PT Boats, was cited by President Johnson as a legitimate provocation mandating U.S. escalation in Vietnam. However Tonkin was revealed as a staged charade that never took place. Declassified LBJ presidential tapes featured discussions on how to spin the non-event to escalate it as justification for air strikes. In addition, the NSA faked intelligence data to make it appear as if two US ships had been lost. This information was again reiterated in a report released last week.

 

Fox News Reverses Course After Initially Calling For U.S. Navy To Blow Iran Boats ‘Out Of The Water’

On January 7, the media reported that five Iranian speedboats had harassed three U.S. warships in the Strait of Hormuz, almost instigating a military confrontation. The next day, Fox News anchor Brian Kilmeade angrily claimed the Navy should have blown the Iranian boats out of the water. Speaking on the morning show Fox & Friends, Kilmeade said the following:

KILMEADE: Was this a mistake not to blow these other Iranian speedboats out of the water? […] Why did we not destroy these speedboats? […] We had an opportunity to send a message to a nation that has been needling us for 20 years.

Today, a week after his call for war with Iran, Brian Kilmeade was forced to concede that the verbal threats made against the U.S. ships are “a possible hoax from a man called the ‘Filipino Monkey.'” Kilmeade’s co-host Gretchen Carlson claimed that she knew it all along. “I remember sitting in my office thinking, you gotta be kidding me? That voice does not sound to me like an Iranian accent.” She didn’t say that on-air, however, prior to this morning.

Kilmeade’s other co-host, Steve Doocy, piped in with this comment:

DOOCY: But can you imagine, had we blown those little boats out of the water to find out, you know, that they didn’t have bombs and in fact it was the Filipino Monkey who was somewhere on shore pulling a prank?

After a careful investigation, I have decided against seeking a recount in New Hampshire. I am confident that not asking for a recount is the right decision.

I carefully considered the arguments for and against a recount before instructing my campaign staff not to pursue it. Without a firm belief that vote fraud had taken place, and without the possibility that a recount would have increased the chances for success of our campaign, a recount would have diverted campaign resources, time, and energy away from crucial battles elsewhere.

We have taken concerns about vote fraud seriously. In Iowa, campaign volunteers carefully monitored the caucuses. Campaign staff placed Paul supporters in every precinct to watch and verify the voting and count. We had supporters phone in results from their precincts to a campaign hotline while others ensured that those numbers were reflected on the official display board at the Polk County Convention Center. The numbers our caucus watchers reported agreed with the official tally, and both results also aligned with the campaign’s internal polling. In relatively pro-Paul counties, our sampling pegged support at 11.5%. This is consistent with an overall 10% finish for the entire state.

In New Hampshire, while I would have hoped for a better result than eight percent, I am convinced that vote fraud played no role in this result. Rumors of vote fraud were investigated, and in the end they proved to be the result of errors in early media reports that were not reflected in the official numbers. In one notable case, when a campaign staff member contacted an individual who had on the evening of January 8 claimed that his vote had not been counted, the person said that he had made a mistake and that the next morning the error in reporting on a newspaper website had been corrected both in the media and — most importantly — in the official tally.

Many have expressed concerns that those ballots counted by machine yielded a 2% lower total than those counted by hand. However, machine counted vote totals were more than 2% lower for both John McCain and Mike Huckabee. Hand counted votes were more likely to be cast in rural areas. Results almost always vary between urban and rural areas.

My campaign staff and I have analyzed the numbers in New Hampshire and I have reached the conclusion that it was the high turnout — not vote fraud or counting errors — that left us with eight percent of the vote. Our total vote count of over 18,000 votes was well within what we projected given the efforts of our extensive statewide get-out-the-vote program, giving me no reason to believe that vote fraud played any role in the results of the Granite State’s primary.

In both Iowa and New Hampshire there is much to be proud of. Taking both states together, I am honored that over 30,000 people cast their vote for me — more than either Rudy Giuliani or Fred Thompson. Unlike many other candidates’ efforts, our campaign for freedom is growing and our message is spreading.

Now is the time to redouble our efforts. Our resources must be spent on the upcoming primaries and caucuses, and on ensuring that, with your help, we organize every state yet to vote with our Precinct Leaders program.

We can’t win primaries and caucuses that have already happened — but we can win those yet to come. To become the Republican presidential nominee, a candidate must have 1,191 delegates. Iowa, Wyoming and New Hampshire determined only 32 delegates, so we have much opportunity remaining.

Today, I ask you to join me in focusing on the battles ahead as we continue our fight for liberty and our Constitution.
