Only 22 deaths in Mexico and 1 death in the United States have been confirmed by labs [Source], this isin’t really a “pandemic” when estimates of 36,000 die every year from the common human flu in the United States. In a striking moment of candor, Joe Biden tells us would-be president Obama will face “an international crisis within his first six months in power and he will need supporters to stand by him as he makes tough, and possibly unpopular, decisions,” Matthew Jaffe reports on ABC News’ Political Radar blog. Speaking at a Seattle fundraiser, Biden said this “test” would likely unfold in the Middle East or Russia. It would likely be coupled with the economy.

“Gird your loins,” Biden told the crowd. “We’re gonna win with your help, God willing, we’re gonna win, but this is not gonna be an easy ride. This president, the next president, is gonna be left with the most significant task. It’s like cleaning the Augean stables, man. This is more than just, this is more than – think about it, literally, think about it – this is more than just a capital crisis, this is more than just markets. This is a systemic problem we have with this economy.”

It is interesting Biden would mention Greek mythology to make his point. Augeas, one of the Argonauts, is best known for his stables, which housed the single greatest number of cattle in the country and had never been cleaned until the great hero Heracles came along. Apparently Biden would have us believe Obama is Heracles, the son of Zeus, know for his extraordinary strength, courage, ingenuity, and sexual prowess with both males and females. Biden also put the senator from Illinois in the same league as John F. Kennedy.

Biden said Obama, if elected, will do something extremely unpopular within the next year and will trend down in the polls. “I promise you, you all are gonna be sitting here a year from now going, ‘Oh my God, why are they there in the polls? Why is the polling so down? Why is this thing so tough?’ We’re gonna have to make some incredibly tough decisions in the first two years. So I’m asking you now, I’m asking you now, be prepared to stick with us. Remember the faith you had at this point because you’re going to have to reinforce us,” said Biden.

Joe Biden’s “guarantee” that an “international crisis” will unfold shortly after President Obama takes office conjures up several different possibilities, but it seems the likely outcome will revolve around an announcement that Iran has developed a nuclear bomb, prompting a potential military attack.

“It will not be six months before the world tests Barack Obama like they did John Kennedy,” Biden told an audience in Seattle this past weekend.

“Remember I said it standing here if you don’t remember anything else I said. Watch, we’re gonna have an international crisis, a generated crisis, to test the mettle of this guy.”

The assured tone with which Biden delivered his forecast was staggeringly convincing, and left the observer in no doubt that there will be a major world crisis shortly after Obama takes office. “Mark my words, mark my words,” Biden stressed, adding that “tough” and “unpopular” foreign policy decisions will have to be made.

“I promise you it will occur,” Biden added, “As a student of history and having served with seven presidents, I guarantee you it is going to happen.”

Biden’s use of the word “generated” is even more startling. One of the dictionary definitions we find for the word “generated” is “to bring into existence; cause to be; produce,” which begs the question, will this be another staged and manufactured crisis like the 9/11 attacks, which occurred less than 8 months after Bush took office?

Or will it be something even more serious, a nuclear conflagration involving Russia or Iran?

John McCain raised the specter of nuclear war yesterday when he warned that the United States faces “many challenges here at home, and many enemies abroad in this dangerous world,” before mentioning the 1962 Cuban Missile crisis.

Echoing Biden’s comments, McCain said the next president “won’t have time to get used to the office” and “I know how close we came to a nuclear war and I will not be a president that needs to be tested. I have been tested. Senator Obama has not.”

What is the test to which McCain and Biden refer, and how can they be so sure that it will arrive shortly after Obama takes office should he win the election as expected? What was Colin Powell referring to on Meet The Press when he said, “There’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.”

The most likely scenario seems to revolve around Iran announcing, or the U.S. government claiming, that they are ready to build their first nuclear bomb.

Indeed, the Mossad front news outlet Debka File reported yesterday that “Iran will be ready to build its first bomb just one month after the next US president is sworn in.” The very next sentence of the report ties this in with Biden’s promise of an international crisis immediately after Obama takes office.

“DEBKAfile’s military sources cite the new US timeline: By late January, 2009, Iran will have accumulated enough low-grade enriched uranium (up to 5%) for its “break-out” to weapons grade (90%) material within a short time. For this, the Iranians have achieved the necessary technology. In February, they can move on to start building their first nuclear bomb,” according to the report.

Of course, the legitimacy of these claims are likely to be completely fabricated – the official U.S. National Intelligence Estimate concluded in December that Iran had suspended its nuclear weapons campaign in late 2003 – but the Israelis may be laying the groundwork for a propaganda offensive similar to the “weapons of mass destruction” scam that preceded the invasion of Iraq.

Will the military assault on Iran occur not under the highly unpopular Bush administration, as many had predicted, but under an Obama presidency? Riding into office on a wave of popular approval and support, Obama will have the political capital to get the country behind the attack if the threat of imminent danger is cited – or at least stand by and allow Israel to do the dirty work.

Will a nuclear flash point on the scale of the Cuban Missile Crisis turn out to be the “international crisis” that Biden so vehemently promised? Or will the event take on a different characteristic.

Bush exploited 9/11 to realize the pre-set agenda of his Neo-Con masters months after he was inaugurated and Bill Clinton seized upon the Oklahoma City Bombing shortly into his second term to expand federal power. What will Obama’s crisis be that enables him to offer his contribution to building the American police state?

– A terror attack, or a series of attacks, on major American cities, possibly involving crudely designed nuclear bombs or dirty bombs?

– A complete economic collapse and a new great depression leading to food riots and the imposition of martial law?

– A military showdown with Russia should Russia attempt to invade Georgia or another pro-U.S. Russian satellite country?

– A nuclear showdown with Russia should Russia start a nuclear war with Ukraine, as has been threatened?

– The necessity for another military attack on Afghanistan should the Taliban continue to regain control of the country?

– A confrontation with Venezuela should it be revealed that Hugo Chavez is receiving nuclear bomb technology from Russia or Iran?

– A new escalation in the Middle East should Israel deploy its nuclear arsenal to attack Iran, Syria Lebanon, or even Egypt?

Whatever the new “international crisis” that we have been guaranteed turns out to be, you can bet your bottom dollar that the response to it will ultimately lead to more carnage and a further assault on the fast-disappearing freedoms that we still enjoy – and in that sense under an Obama presidency, the more things “change,” the more they will stay the same.

National intelligence spooks are all but promising that history will be repeated for a third time running, and the new President of the United States – likely Barack Obama or John McCain – will be welcomed into office by a terror attack that will occur within the first year of his tenure.

“When the next president takes office in January, he or she will likely receive an intelligence brief warning that Islamic terrorists will attempt to exploit the transition in power by planning an attack on America, intelligence experts say,” according to a report in the Washington Times.

“Islamic terrorists bombed the World Trade Center in February 1993, in Mr. Clinton’s second month as president. Al Qaeda’s Sept. 11 attacks came in the Bush presidency’s first year….The pattern is clear to some national security experts. Terrorists pay particular attention to a government in transition as the most opportune window to launch an attack.”

Naturally, the Washington Times article makes out as if a terror attack within the early stages of a new presidency is a bad thing, but both Clinton and Bush exploited terror in America to realize preconceived domestic and geopolitical agendas.

The 1993 World Trade Center bombing was an inside job from start to finish – it did not come as a “surprise” to the U.S. government since they ran the entire operation, having cooked the bomb for the “Islamic terrorists” that they had groomed for the attack.

In 1993 the FBI planted their informant, Emad A. Salem, within a radical Arab group in New York led by Ramzi Yousef. Salem was ordered to encourage the group to carry out a bombing targeting the World Trade Center’s twin towers. Under the illusion that the project was a sting operation, Salem asked the FBI for harmless dummy explosives which he would use to assemble the bomb and then pass on to the group. At this point the FBI cut Salem out of the loop and provided the group with real explosives, leading to the attack on February 26 that killed six and injured over a thousand people. The FBI’s failure to prevent the bombing was reported on by the New York Times in October 1993.

Colin Powell has made bizarre comments that echo the recent declaration by Democratic VP candidate Joe Biden that there will be an “international crisis” early into Barack Obama’s presidency that will test the new president by forcing him to make unpopular decisions.

Speaking on meet the press two days ago, Powell officially endorsed Obama and also made the following statement:

“The problems will always be there and there’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.

WHILE campaigning in public for a speedy withdrawal of US troops from Iraq, Sen. Barack Obama has tried in private to persuade Iraqi leaders to delay an agreement on a draw-down of the American military presence.

According to Iraqi Foreign Minister Hoshyar Zebari, Obama made his demand for delay a key theme of his discussions with Iraqi leaders in Baghdad in July.

“He asked why we were not prepared to delay an agreement until after the US elections and the formation of a new administration in Washington,” Zebari said in an interview.

Obama insisted that Congress should be involved in negotiations on the status of US troops – and that it was in the interests of both sides not to have an agreement negotiated by the Bush administration in its “state of weakness and political confusion.”

“However, as an Iraqi, I prefer to have a security agreement that regulates the activities of foreign troops, rather than keeping the matter open.” Zebari says.

Though Obama claims the US presence is “illegal,” he suddenly remembered that Americans troops were in Iraq within the legal framework of a UN mandate. His advice was that, rather than reach an accord with the “weakened Bush administration,” Iraq should seek an extension of the UN mandate.

While in Iraq, Obama also tried to persuade the US commanders, including Gen. David Petraeus, to suggest a “realistic withdrawal date.” They declined.

Obama has made many contradictory statements with regard to Iraq. His latest position is that US combat troops should be out by 2010. Yet his effort to delay an agreement would make that withdrawal deadline impossible to meet.

Supposing he wins, Obama’s administration wouldn’t be fully operational before February – and naming a new ambassador to Baghdad and forming a new negotiation team might take longer still.

By then, Iraq will be in the throes of its own campaign season. Judging by the past two elections, forming a new coalition government may then take three months. So the Iraqi negotiating team might not be in place until next June.

Then, judging by how long the current talks have taken, restarting the process from scratch would leave the two sides needing at least six months to come up with a draft accord. That puts us at May 2010 for when the draft might be submitted to the Iraqi parliament – which might well need another six months to pass it into law

By choosing Joe Biden as their vice presidential candidate, the Democrats have selected a politician with a mixed record on technology who has spent most of his Senate career allied with the FBI and copyright holders, who ranks toward the bottom of CNET’s Technology Voters’ Guide, and whose anti-privacy legislation was actually responsible for the creation of PGP.

That’s probably okay with Barack Obama: Biden likely got the nod because of his foreign policy knowledge. The Delaware politician is the chairman of the Senate Foreign Relations committee who voted for the war in Iraq, and is reasonably well-known nationally after his presidential campaigns in 1988 and 2008.

But back to the Delaware senator’s tech record. After taking over the Foreign Relations committee, Biden became a staunch ally of Hollywood and the recording industry in their efforts to expand copyright law. He sponsored a bill in 2002 that would have make it a federal felony to trick certain types of devices into playing unauthorized music or executing unapproved computer programs. Biden’s bill was backed by content companies including News Corp. but eventually died after Verizon, Microsoft, Apple, eBay, and Yahoo lobbied against it.

A few months later, Biden signed a letter that urged the Justice Department “to prosecute individuals who intentionally allow mass copying from their computer over peer-to-peer networks.” Critics of this approach said that the Motion Picture Association of America and the Recording Industry Association of America, and not taxpayers, should pay for their own lawsuits.

Last year, Biden sponsored an RIAA-backed bill called the Perform Act aimed at restricting Americans’ ability to record and play back individual songs from satellite and Internet radio services. (The RIAA sued XM Satellite Radio over precisely this point.)

All of which meant that nobody in Washington was surprised when Biden was one of only four U.S. senators invited to a champagne reception in celebration of the Digital Millennium Copyright Act hosted by the MPAA’s Jack Valenti, the RIAA, and the Business Software Alliance. (Photos are here.)

Now, it’s true that few Americans will cast their votes in November based on what the vice presidential candidate thinks of copyright law. But these pro-copyright views don’t exactly jibe with what Obama has promised; he’s pledged to “update and reform our copyright and patent systems to promote civic discourse, innovation and investment while ensuring that intellectual property owners are fairly treated.” These are code words for taking a more pro-EFF (Electronic Frontier Foundation) than pro-MPAA approach.

Unfortunately, Biden has steadfastly refused to answer questions on the topic. We asked him 10 tech-related questions, including whether he’d support rewriting the Digital Millennium Copyright Act, as part of our 2008 Technology Voters’ guide. Biden would not answer (we did hear back from Barack Obama, Hillary Clinton, John McCain, and Ron Paul).

In our 2006 Technology Voters’ Guide, which ranked Senate votes from July 1998 through May 2005, Biden received a mere 37.5 percent score because of his support for Internet filters in schools and libraries and occasional support for Internet taxes.

Privacy, the FBI, and PGP
On privacy, Biden’s record is hardly stellar. In the 1990s, Biden was chairman of the Judiciary Committee and introduced a bill called the Comprehensive Counter-Terrorism Act, which the EFF says he was “persuaded” to do by the FBI. A second Biden bill was called the Violent Crime Control Act. Both were staunchly anti-encryption, with this identical language:

It is the sense of Congress that providers of electronic communications services and manufacturers of electronic communications service equipment shall ensure that communications systems permit the government to obtain the plain text contents of voice, data, and other communications when appropriately authorized by law.

Translated, that means turn over your encryption keys. The book Electronic Privacy Papers describes Biden’s bill as representing the FBI’s visible effort to restrict encryption technology, which was taking place in concert with the National Security Agency’s parallel, but less visible efforts. (Biden was no foe of the NSA. He once described now-retired NSA director Bobby Ray Inman as the “single most competent man in the government.”)

Biden’s bill — and the threat of encryption being outlawed — is what spurred Phil Zimmermann to write PGP, thereby kicking off a historic debate about export controls, national security, and privacy. Zimmermann, who’s now busy developing Zfone, says it was Biden’s legislation “that led me to publish PGP electronically for free that year, shortly before the measure was defeated after vigorous protest by civil libertarians and industry groups.”

While neither of Biden’s pair of bills became law, they did foreshadow the FBI’s pro-wiretapping, anti-encryption legislative strategy that followed — and demonstrated that the Delaware senator was willing to be a reliable ally of law enforcement on the topic. (They also previewed the FBI’s legislative proposal later that decade for banning encryption products such as SSH or PGP without government backdoors, which was approved by one House of Representatives committee but never came to a vote in the Senate.)

“Joe Biden made his second attempt to introduce such legislation” in the form of the Communications Assistance for Law Enforcement Act (CALEA), which was also known as the Digital Telephony law, according to an account in Wired magazine. Biden at the time was chairman of the relevant committee; he co-sponsored the Senate version and dutifully secured a successful floor vote on it less than two months after it was introduced. CALEA became law in October 1994, and is still bedeviling privacy advocates: the FBI recently managed to extend its requirements to Internet service providers.

CALEA represented one step in the FBI and NSA’s attempts to restrict encryption without backdoors. In a top-secret memo to members of President George H.W. Bush’s administration including Defense Secretary Dick Cheney and CIA director Robert Gates, one White House official wrote: “Justice should go ahead now to seek a legislative fix to the digital telephony problem, and all parties should prepare to follow through on the encryption problem in about a year. Success with digital telephony will lock in one major objective; we will have a beachhead we can exploit for the encryption fix; and the encryption access options can be developed more thoroughly in the meantime.”

There’s another reason why Biden’s legislative tactics in the CALEA scrum amount to more than a mere a footnote in Internet history. They’re what led to the creation of the Center for Democracy and Technology — and the Electronic Frontier Foundation’s simultaneous implosion and soul-searching.

EFF staffers Jerry Berman and Danny Weitzner chose to work with Biden on cutting a deal and altering the bill in hopes of obtaining privacy concessions. It may have helped, but it also left the EFF in the uncomfortable position of leaving its imprimatur on Biden’s FBI-backed wiretapping law universally loathed by privacy advocates. The debacle ended with internal turmoil, Berman and Weitzner leaving the group and taking their corporate backers to form CDT, and a chastened EFF that quietly packed its bags and moved to its current home in San Francisco. (Weitzner, who was responsible for a censorship controversy last year, became a formal Obama campaign surrogate.)

“Anti-terror” legislation
The next year, months before the Oklahoma City bombing took place, Biden introduced another bill called the Omnibus Counterterrorism Act of 1995. It previewed the 2001 Patriot Act by allowing secret evidence to be used in prosecutions, expanding the Foreign Intelligence Surveillance Act and wiretap laws, creating a new federal crime of “terrorism” that could be invoked based on political beliefs, permitting the U.S. military to be used in civilian law enforcement, and allowing permanent detection of non-U.S. citizens without judicial review. The Center for National Security Studies said the bill would erode “constitutional and statutory due process protections” and would “authorize the Justice Department to pick and choose crimes to investigate and prosecute based on political beliefs and associations.”

Biden himself draws parallels between his 1995 bill and its 2001 cousin. “I drafted a terrorism bill after the Oklahoma City bombing. And the bill John Ashcroft sent up was my bill,” he said when the Patriot Act was being debated, according to the New Republic, which described him as “the Democratic Party’s de facto spokesman on the war against terrorism.”

Biden’s chronology is not accurate: the bombing took place in April 1995 and his bill had been introduced in February 1995. But it’s true that Biden’s proposal probably helped to lay the groundwork for the Bush administration’s Patriot Act.

In 1996, Biden voted to keep intact an ostensibly anti-illegal immigration bill that outlined what the Real ID Act would become almost a decade later. The bill would create a national worker identification registry; Biden voted to kill an Abraham-Feingold amendment that would have replaced the registry with stronger enforcement. According to an analysis by the Electronic Privacy Information Center, the underlying bill would have required “states to place Social Security numbers on drivers licenses and to obtain fingerprints or some other form of biometric identification for licenses.”

Along with most of his colleagues in the Congress — including Sen. John McCain but not Rep. Ron Paul — Biden voted for the Patriot Act and the Real ID Act (which was part of a larger spending bill). Obama voted for the bill containing the Real ID Act, but wasn’t in the U.S. Senate in 2001 when the original Patriot Act vote took place.

Patriot Act
In the Senate debate over the Patriot Act in October 2001, Biden once again allied himself closely with the FBI. The Justice Department favorably quotes Biden on its Web site as saying: “The FBI could get a wiretap to investigate the mafia, but they could not get one to investigate terrorists. To put it bluntly, that was crazy! What’s good for the mob should be good for terrorists.”

The problem is that Biden’s claim was simply false — which he should have known after a decade of experience lending his name to wiretapping bills on behalf of the FBI. As CDT explains in a rebuttal to Biden: “The Justice Department had the ability to use wiretaps, including roving taps, in criminal investigations of terrorism, just as in other criminal investigations, long before the Patriot Act.”

But Biden’s views had become markedly less FBI-friendly by April 2007, six years later. By then, the debate over wiretapping had become sharply partisan, pitting Democrats seeking to embarrass President Bush against Republicans aiming to defend the administration at nearly any cost. In addition, Biden had announced his presidential candidacy three months earlier and was courting liberal activists dismayed by the Bush administration’s warrantless wiretapping.

That month, Biden slammed the “president’s illegal wiretapping program that allows intelligence agencies to eavesdrop on the conversations of Americans without a judge’s approval or congressional authorization or oversight.” He took aim at Attorney General Alberto Gonzales for allowing the FBI to “flagrantly misuse National Security Letters” — even though it was the Patriot Act that greatly expanded their use without also expanding internal safeguards and oversight as well.

Biden did vote against a FISA bill with retroactive immunity for any telecommunications provider that illegally opened its network to the National Security Agency; Obama didn’t. Both agreed to renew the Patriot Act in March 2006, a move that pro-privacy Democrats including Ron Wyden and Russ Feingold opposed. The ACLU said the renewal “fails to correct the most flawed provisions” of the original Patriot Act. (Biden does do well on the ACLU’s congressional scorecard.)

“Baby-food bombs”
The ACLU also had been at odds with Biden over his efforts to censor bomb-making information on the Internet. One day after a bomb in Saudi Arabia killed several U.S. servicemen and virtually flattened a military base, Biden pushed to make posting bomb-making information on the Internet a felony, punishable by up to 20 years in jail, the Wall Street Journal reported at the time.

“I think most Americans would be absolutely shocked if they knew what kind of bone-chilling information is making its way over the Internet,” he told the Senate. “You can access detailed, explicit instructions on how to make and detonate pipe bombs, light-bulb bombs, and even — if you can believe it — baby-food bombs.”

Biden didn’t get exactly what he wanted — at least not right away. His proposal was swapped in the final law for one requiring the attorney general to investigate “the extent to which the First Amendment protects such material and its private and commercial distribution.” The report was duly produced, concluding that the proposal “can withstand constitutional muster in most, if not all, of its possible applications, if such legislation is slightly modified.”

It was. Biden and co-sponsor Dianne Feinstein introduced their bill again the following year. Biden pitched it as an anti-terror measure, saying in a floor debate that numerous terrorists “have been found in possession of bomb-making manuals and Internet bomb-making information.” He added: “What is even worse is that some of these instructions are geared toward kids. They tell kids that all the ingredients they need are right in their parents’ kitchen or laundry cabinets.”

Biden’s proposal became law in 1997. It didn’t amount to much: four years after its enactment, there had been only one conviction. And instead of being used to snare a dangerous member of Al Qaeda, the law was used to lock up a 20-year old anarchist Webmaster who was sentenced to one year in prison for posting information about Molotov cocktails and “Drano bombs” on his Web site, Raisethefist.com.

Today there are over 10,000 hits on Google for the phrase, in quotes, “Drano bomb.” One is a video that lists the necessary ingredients and shows some self-described rednecks blowing up small plastic bottles in their yard. Then there’s the U.S. Army’s Improvised Munitions Handbook with instructions on making far more deadly compounds, including methyl nitrate dynamite, mortars, grenades, and C-4 plastic explosive — which free speech activists placed online as an in-your-face response to the Biden-Feinstein bill.

Peer-to-peer networks
Since then, Biden has switched from complaining about Internet baby-food bombs to taking aim at peer-to-peer networks. He held one Foreign Relations committee hearing in February 2002 titled “Theft of American Intellectual Property” and invited executives from the Justice Department, RIAA, MPAA, and Microsoft to speak. Not one Internet company, P2P network, or consumer group was invited to testify.

Afterwards, Sharman Networks (which distributes Kazaa) wrote a letter to Biden complaining about “one-sided and unsubstantiated attacks” on P2P networks. It said: “We are deeply offended by the gratuitous accusations made against Kazaa by witnesses before the committee, including ludicrous attempts to associate an extremely beneficial, next-generation software program with organized criminal gangs and even terrorist organizations.”

Biden returned to the business of targeting P2P networks this year. In April, he proposed spending $1 billion in U.S. tax dollars so police can monitor peer-to-peer networks for illegal activity. He made that suggestion after a Wyoming cop demonstrated a proof-of-concept program called “Operation Fairplay” at a hearing before a Senate Judiciary subcommittee.

A month later, the Senate Judiciary committee approved a Biden-sponsored bill that would spend over $1 billion on policing illegal Internet activity, mostly child pornography. It has the dubious virtue of being at least partially redundant: One section would “prohibit the broadcast of live images of child abuse,” even though the Justice Department has experienced no problems in securing guilty pleas for underage Webcamming. (The bill has not been voted on by the full Senate.)

Online sales of Robitussin
Around the same time, Biden introduced his self-described Biden Crime Bill of 2007. One section expands electronic surveillance law to permit police wiretaps in “crimes dangerous to the life, limb, and well-being of minor children.” Another takes aim at Internet-based telemedicine and online pharmacies, saying that physicians must have conducted “at least one in-person medical evaluation of the patient” to prescribe medicine.

Another prohibits selling a product containing dextromethorphan — including Robitussin, Sucrets, Dayquil, and Vicks — “to an individual under the age of 18 years, including any such sale using the Internet.” It gives the Justice Department six months to come up with regulations, which include when retailers should be fined for shipping cough suppressants to children. (Biden is a longtime drug warrior; he authored the Illicit Drug Anti-Proliferation Act that the Bush administration used to shut down benefit concerts.)

Net neutrality
On Net neutrality, Biden has sounded skeptical. In 2006, he indicated that no preemptive laws were necessary because if violations do happen, such a public outcry will develop that “the chairman will be required to hold this meeting in this largest room in the Capitol, and there will be lines wandering all the way down to the White House.” Obama, on the other hand, has been a strong supporter of handing pre-emptive regulatory authority to the Federal Communications Commission.

Georgian authorities block Russian aid for Gori

The city authorities of Gori have refused humanitarian aid from Russia. A convoy carrying food for the Georgian city was ordered on Monday to return to Tskhinvali, according to the Russian Emergencies Ministry.

The humanitarian convoy was unloading its cargo at a local church in preparation for its later distribution when a man came and demanded that the trucks left. He reportedly said the city needed no help, according to ITAR TASS news agency.

The ministry has been making a daily delivery ofng 40 to 45 tonnes of food to Georgia for the last four days, said Emergencies Minister Sergey Shoigu on Monday. The normal food supply was disrupted after local authorities fled from advancing Russian troops.

Russia is now withdrawing its military contingent from Gori. Last Thursday it handed over control of law and order in the city to Georgian police.

A nice-sounding bill called the “Global Poverty Act,” sponsored by Democratic presidential candidate and Senator Barack Obama, is up for a Senate vote on Thursday and could result in the imposition of a global tax on the United States. The bill, which has the support of many liberal religious groups, makes levels of U.S. foreign aid spending subservient to the dictates of the United Nations.

Senator Joe Biden, chairman of the Senate Foreign Relations Committee, has not endorsed either Senator Barack Obama or Hillary Clinton in the presidential race. But on Thursday, February 14, he is trying to rush Obama’s “Global Poverty Act” (S.2433) through his committee. The legislation would commit the U.S. to spending 0.7 percent of gross national product on foreign aid, which amounts to a phenomenal 13-year total of $845 billion over and above what the U.S. already spends.

The bill, which is item number four on the committee’s business meeting agenda, passed the House by a voice vote last year because most members didn’t realize what was in it. Congressional sponsors have been careful not to calculate the amount of foreign aid spending that it would require. According to the website of the Senate Foreign Relations Committee, no hearings have been held on the Obama bill in that body.

A release from the Obama Senate office about the bill declares, “In 2000, the U.S. joined more than 180 countries at the United Nations Millennium Summit and vowed to reduce global poverty by 2015. We are halfway towards this deadline, and it is time the United States makes it a priority of our foreign policy to meet this goal and help those who are struggling day to day.”

The legislation itself requires the President “to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.”

The bill defines the term “Millennium Development Goals” as the goals set out in the United Nations Millennium Declaration, General Assembly Resolution 55/2 (2000).

The U.N. says that “The commitment to provide 0.7% of gross national product (GNP) as official development assistance was first made 35 years ago in a General Assembly resolution, but it has been reaffirmed repeatedly over the years, including at the 2002 global Financing for Development conference in Monterrey, Mexico. However, in 2004, total aid from the industrialized countries totaled just $78.6 billion – or about 0.25% of their collective GNP.”

In addition to seeking to eradicate poverty, that declaration commits nations to banning “small arms and light weapons” and ratifying a series of treaties, including the International Criminal Court Treaty, the Kyoto Protocol (global warming treaty), the Convention on Biological Diversity, the Convention on the Elimination of All Forms of Discrimination Against Women, and the Convention on the Rights of the Child.

The Millennium Declaration also affirms the U.N. as “the indispensable common house of the entire human family, through which we will seek to realize our universal aspirations for peace, cooperation and development.”

Jeffrey Sachs, who runs the U.N.’s “Millennium Project,” says that the U.N. plan to force the U.S. to pay 0.7 percent of GNP in increased foreign aid spending would add $65 billion a year to what the U.S. already spends. Over a 13-year period, from 2002, when the U.N.’s Financing for Development conference was held, to the target year of 2015, when the U.S. is expected to meet the “Millennium Development Goals,” this amounts to $845 billion. And the only way to raise that kind of money, Sachs has written, is through a global tax, preferably on carbon-emitting fossil fuels.

Obama’s bill has only six co-sponsors. They are Senators Maria Cantwell, Dianne Feinstein, Richard Lugar, Richard Durbin, Chuck Hagel and Robert Menendez. But it appears that Biden and Obama see passage of this bill as a way to highlight Democratic Party priorities in the Senate.

The House version (H.R. 1302), sponsored by Rep. Adam Smith (D-Wash.), had only 84 co-sponsors before it was suddenly brought up on the House floor last September 25 and was passed by voice vote. House Republicans were caught off-guard, unaware that the pro-U.N. measure committed the U.S. to spending hundreds of billions of dollars.

It appears the Senate version is being pushed not only by Biden and Obama, a member of the committee, but Lugar, the ranking Republican member. Lugar has worked with Obama in the past to promote more foreign aid for Russia, supposedly to stem nuclear proliferation, and has become Obama’s mentor. Like Biden, Lugar is a globalist. They have both promoted passage of the U.N.’s Law of the Sea Treaty, for example.

The so-called “Lugar-Obama initiative” was modeled after the Nunn-Lugar program, also known as the Cooperative Threat Reduction (CTR) program, which was designed to eliminate weapons of mass destruction in the former Soviet Union. But one defense analyst, Rich Kelly, noted evidence that “CTR funds have eased the Russian military’s budgetary woes, freeing resources for such initiatives as the war in Chechnya and defense modernization.” He recommended that Congress “eliminate CTR funding so that it does not finance additional, perhaps more threatening, programs in the former Soviet Union.” However, over $6 billion has already been spent on the program.

Another program modeled on Nunn-Lugar, the Initiatives for Proliferation Prevention (IPP), was recently exposed as having funded nuclear projects in Iran through Russia.

More foreign aid through passage of the Global Poverty Act was identified as one of the strategic goals of InterAction, the alliance of U.S-based international non-governmental organizations that lobbies for more foreign aid. The group is heavily financed by the U.S. Government, having received $1.4 million from taxpayers in fiscal year 2005 and $1.7 million in 2006. However, InterAction recently issued a report accusing the United States of “falling short on its commitment to rid the world of dire poverty by 2015 under the U.N. Millennium Development Goals…”

It’s not clear what President Bush would do if the bill passes the Senate. The bill itself quotes Bush as declaring that “We fight against poverty because opportunity is a fundamental right to human dignity.” Bush’s former top aide, Michael J. Gerson, writes in his new book, Heroic Conservatism, that Bush should be remembered as the President who “sponsored the largest percentage increases in foreign assistance since the Marshall Plan…”

Even these increases, however, will not be enough to satisfy the requirements of the Obama bill. A global tax will clearly be necessary to force American taxpayers to provide the money.

Do not be fooled! Barak Obama’s call for National Infrastructure Reinvestment Bank (NIRB) does not signal the return of the Democratic Party to the values of FDR and a revival of the Constitutional prerogative to ‘promote the general welfare’, but would rather provide more welfare for Wall Street and worse. Obama’s plan is nothing more than the direct means of instituting the Rohatyn-Rudman National Investment Corporation (NIC) plan called for in 2005, which in essence is a revival of Mussolini’s methods of corporatist control of the state in a politically correct post modern fashion..

When Senator Obama states that his National Investment Reinvestment Bank will magically turn $60 billion into trillions of dollars as he did in his Feb 13th Jamesville, WI speech, one can easily realize that the only way that this can happen is through the perverse magic of Wall Street. What would happen is that bonds floated by the NIRB will be bought on the open market, to then be speculated upon, securitized as derivatives, traded and ultimately used as collateral on the newly built infrastructure. What we will see is the emergence of an infrastructure bubble to replace the mortgage bubble, propped up by initial government expenditures towards infrastructure. This is just the start as Obama will fund the feel good ‘carbon credit’ swap to be the next blast of hot air to make Wall Street giddy. This is a key insight to a true understanding of what is going on. Bailout the financial powers with a clever plan that will raise money to then buy up hard assets, in other words the remaining wealth of our nation, as the meltdown crisis of over a quadrillion in derivatives losses grows and grows..

Besides artificially propping up the markets, Obama’s NIRB, as an initiation of the Rohatyn/Rudman infrastructure investment model, opens the door to the privatization of public assets. International predators and asset-strippers want to buy up public highways and impose cutthroat tolls, as they are already doing in many states. Then they run the turnpikes into the ground as cash cows while they mercilessly bilk the users. Privatization is a key goal of the Anglo-American financiers behind this scheme. Both the NIC and NIRB rely on the new darling of the markets, PPPs, known as public private partnerships. PPPs are the means by which market forces will dictate, and that is the word, the implementation of these projects. The argument is that the PPP will keep costs down, but in reality only because the private corporations, now controlling the public sector, will own the assets of what is being constructed. The PPP model is none other than the model implemented by Mussolini in his fascist corporate state. The creation of NIRB funds hark back to Hjalmar Schact’s ‘MEFO’ bills that created the speculative bubble of money so that the National Socialists could rearm Germany and fight World War II..

Congressional Democrats’ yearlong campaign to bring the war in Iraq to an end concluded with a whimper Tuesday as the Senate failed again to pass a timeline for withdrawing U.S. troops from the conflict.

As they have all year, Senate Republicans prevented the move to set dates by which the president would have to begin and complete bringing American forces home.

And Democratic leaders gave in to demands from the Bush administration for more money for the war without any congressionally imposed restrictions. The latest $70 billion in war funding was incorporated into a $555-billion omnibus spending bill that will fund most of the federal government next year.

“In the end, we had very little leverage to do anything,” Sen. Bill Nelson (D-Fla.) said as the once-heated war debate closed with little suspense and no drama.

Senators spent as much time Tuesday delivering tributes to retiring Mississippi Sen. Trent Lott — the chamber’s No. 2 Republican, who is leaving in the middle of his term — as they did debating the war.

The four senators seeking the Democratic presidential nomination — Joseph R. Biden Jr. of Delaware, Hillary Rodham Clinton of New York, Christopher J. Dodd of Connecticut and Barack Obama of Illinois — missed the debate.

The Senate voted by a margin of 76 to 10 to limit debate on a new wiretapping bill Monday, all but ensuring that the Senate will approve amnesty for telecoms that helped the government spy on Americans without court orders and greatly expand the government’s ability to spy using American telecom facilities and communication services.

After the cloture vote, any amendment to the bill will require 60 votes due to rules set by Senate Majority Leader Harry Reid (D-Nevada).

The bill under debate is the Senate Intelligence version, which grants immunity to telecoms and wide spying powers to the Administration. A competing bill from the Senate Judiciary omitted immunity and included more oversight over new spying powers.

Though Majority Leader Reid said he opposed immunity, he chose to override a hold on the Senate Intelligence bill and to virtually guarantee its success by choosing it over the Judiciary bill as the base bill.

Senator Christopher Dodd (D-Connecticut) is trying to object, but Reid counters that the Republicans will filibuster, thus the 60 vote limit is necessary to prevent a filibuster of the whole bill if an amendment was passed with fewer than 60 votes.

Though the Senate set aside 30 hours for debate, Reid wants the bill to be passed Monday, so the Senate can move to take up a massive spending bill on Tuesday.

Nearly 1,300 words into Sunday’s New York Times article revealing new details of the National Security Agency’s domestic eavesdropping program, the lawyer for an AT&T engineer alleges that “within two weeks of taking office, the Bush administration was planning a comprehensive effort of spying on Americans’ phone usage.”

In a New Jersey federal court case, the engineer claims that AT&T sought to create a phone center that would give the NSA access to “all the global phone and e-mail traffic that ran through” a New Jersey network hub.

The former AT&T employee, who spoke on condition of anonymity to the Times said he took part in several discussions with agency officials about the plan.

“The officials, he said, discussed ways to duplicate the Bedminster system in Maryland so the agency “could listen in” with unfettered access to communications that it believed had intelligence value and store them for later review,” Times reporters Eric Lichtblau, James Risen and Scott Shane wrote. “There was no discussion of limiting the monitoring to international communications, he said.”

“At some point,” he told the paper, “I started feeling something isn’t right.”


“Two other AT&T employees who worked on the proposal discounted his claims, saying in interviews that the project had simply sought to improve the N.S.A.’s internal communications systems and was never designed to allow the agency access to outside communications.”

AT&T’s spokesman said they didn’t comment on national security matters, as did a spokesman for Qwest, which was also approached but apparently rebuffed the plan. The lawyer for the engineer and others in the New Jersey case says AT&T’s internal documents would vindicate his clients.

“What he saw,” Bruce Afran, a New Jersey lawyer representing the plaintiffs, told the Times, “was decisive evidence that within two weeks of taking office, the Bush administration was planning a comprehensive effort of spying on Americans’ phone usage.”

WASHINGTON (Reuters) – A U.S. Senate committee voted on Wednesday in favor of ratifying an international treaty on ocean shipping and deep-sea mining amid debate over its impact on naval operations and industry.

The Senate Foreign Relations Committee voted 17-4 to back the accord, sending it to the full Senate for action where it would need a two-thirds vote to win final approval.

President George W. Bush wants the Senate to ratify the United Nations Convention on the Law of the Sea, saying it would allow U.S. armed forces to move freely on the oceans.

More than 150 nations have already joined the 25-year-old pact, but it has languished in the Senate for many years.

Some Republicans and other critics have argued it would hurt U.S security by over-emphasizing peaceful use of the oceans, citing limits it would impose on collecting intelligence and submarine operations in territorial waters.

Some have also criticized provisions that they say would restrict U.S. sovereignty, impose new environmental obligations and thwart commercial development of the deep seabed.

Critics add the accord would set global rules discouraging deep-sea mining of minerals such as cobalt and manganese.

But supporters say the treaty ensures the U.S. military will not need a “permission slip” in the future to pass through the territorial waters of other nations, while guaranteeing the freedom of navigation for the world’s shipping industry.

Joining the treaty also gives the United States a seat at the table to resolve disputes, such as those that could arise over new sea lanes opening up in the Arctic, supporters say.

The treaty guarantees U.S. access to oil, natural gas and other natural resources extending 200 miles out from the U.S. shoreline — an area covering nearly 300,000 square miles.

“We should become a party to the convention,” committee Chairman Joseph Biden, a Delaware senator and candidate for the Democratic presidential nomination, said at a committee meeting where the vote was held.

“The oil and gas industry is unanimous in its support of the convention … I’m unaware of any ocean industry that has expressed opposition to this treaty,” Biden said.

Minnesota Republican Sen. Norm Coleman, one of four senators voting in opposition, said he had concerns about dispute resolutions and international seabed authority.

The Senate agreed on Thursday to increase the federal debt limit by $850 billion — from $8.965 trillion to $9.815 trillion — and then proceeded to approve a stop-gap spending bill that gives the Bush White House at least $9 billion in new funding for its war in Iraq.

Additionally, the administration has been given emergency authority to tap further into a $70 billion “bridge fund” to provide new infusions of money for the occupation while the Congress works on appropriations bills for the Department of Defense and other agencies.

Translation: Under the guise of a stop-gap spending bill that is simply supposed to keep the government running until a long-delayed appropriations process is completed — probably in November — the Congress has just approved a massive increase in war funding.

The move was backed by every senator who cast a vote, save one.

Wisconsin Senator Russ Feingold, the maverick Democrat who has led the fight to end the war and bring U.S. troops home from Iraq, was on the losing end of the 94-1 vote. (The five senators who did not vote, all presidential candidates who are more involved in campaigning than governing, were Democrats Hillary Clinton, Barack Obama and Joe Biden and Republicans John McCain and Sam Brownback.)

Said Feingold, “I am disappointed that we are about to begin the 2008 fiscal year without having enacted any of the appropriations bills for that year. I am even more disappointed that we voted on a continuing resolution that provides tens of billions of dollars to continue the misguided war in Iraq but does not include any language to bring that war to a close. We need to keep the federal government operating and make sure our brave troops get all the equipment and supplies they need, but we should not be giving the President a blank check to continue a war that is hurting our national security.”

In the House, the continuing resolution passed by a vote of 404 to 14, with 14 other members not voting.

The “no” votes in the House, all cast by anti-war members, came from one Republican, Ron Paul of Texas, and 13 Democrats: Oregon’s Earl Blumenauer, Missouri’s William Clay, Minnesota’s Keith Ellison, California’s Bob Filner, Massachusetts’ Barney Frank, New York’s Maurice Hinchey, Ohio’s Dennis Kucinich, Washington’s Jim McDermott, New Jersey’s Donald Payne, California’s Barbara Lee, Maxine Waters, Diane Watson and Lynn Woolsey.

That means that, of the 2008 presidential candidates, only Republican Paul and Democrat Kucinich voted against giving the Bush administration a dramatic — if not particularly well publicized — infusion of new money for the war.

“Each year this war is getting more and more costly — both in the amount of money spent and in the number of lives lost. Now this Congress is providing more funds so the administration can continue down a path of destruction and chaos,” said Kucinich, who noted the essential role of House and Senate Democratic leaders, such as House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid, in passing the continuing resolution. “The Democratic leadership in Congress needs to take a stand against this President and say they will not give him any more money. That is the only way to end this war and bring our troops home.”

The Senate voted 53-42 to raise the debt ceiling to $9.815 trillion, the fifth increase in the U.S. credit limit since President George W. Bush took office in January 2001. The U.S. House of Representatives approved the higher debt limit earlier this year as part of the overall budget resolution and the legislation now goes to Bush for his signature.

U.S. Treasury Secretary Henry Paulson commended Congress for quickly passing legislation he said “ensures the U.S. government can deliver on promises already made.”

“The Senate’s swift action on the debt limit today helps to protect the full faith and credit of the United States and avoids creating unnecessary uncertainty in the U.S. Treasuries market,” Paulson said in a statement.

The Treasury Department had been pressing Congress to pass the debt increase quickly. Last week Paulson said the government would hit its current $8.965 trillion debt limit on October 1.

But Sen. Tom Coburn, an Oklahoma Republican, urged lawmakers to reject the debt increase and concentrate on spending cuts instead.

“Families across America don’t have the luxury of loaning themselves any money when they’ve maxed out their credit. But that’s what we’re going to do,” Coburn said.

Lawmakers said the $850 billion increase in borrowing authority, the second largest since Bush took office, should be enough to last the government through next year’s congressional and presidential elections.

U.S. debt stood at about $5.6 trillion at the start of Bush’s presidency.

“Increasing the debt limit is necessary to preserve the full faith and credit of the United States of America,” said Iowa Sen. Charles Grassley, the senior Republican on the Finance panel.
