100+ Nations Support Iran’s Right To Nuclear Power

More than 100 nonaligned nations backed Iran’s right to peaceful uses of nuclear power on Wednesday, an endorsement sought by Tehran in its standoff with the U.N. Security Council over its refusal to freeze uranium enrichment.

The decision came as supreme Iranian leader Ayatolla Ali Khamenei pledged to continue the country’s nuclear program.

Senior Iranian officials depicted the support from a high-level conference of the Nonaligned Movement as deflating claims by the U.S. and its allies that most of the international community wanted Iran to stop enrichment.

The conference’s backing, which echoes the group’s previous declarations, acts to “remove this notion that the international community opposes the nuclear activities of Iran,” said Foreign Minister Manouchehr Mottaki.

Ali Ashgar Soltanieh, Iran’s top representative to the International Atomic Energy Agency, said the endorsement from the 115 countries present at the Tehran conference sends a “strong positive signal that the only way is negotiation and dialogue” over the nuclear standoff.

“Get the message,” he said, in blunt comments indirectly aimed at the U.S. and its Western allies, the nations at the forefront of accusations that Tehran wants to build nuclear arms. “Come to the negotiating table.”

Support was expressed in a three-page declaration in Farsi, translated by The Associated Press. It said the conference “reaffirmed the basic and inalienable right of all states, to develop research, production and use of atomic energy for peaceful purposes.”

Neo-Con news outlets are busy recycling a debunked 2005 report that stated Iran could be planning to detonate deadly EMP bombs above American cities, presumably in the belief that the public will now believe the same snake oil salesmen that pushed non-existent weapons of mass destruction and Saddam’s mythical biological drone armies as reasons to invade Iraq in 2003.

“More than four years after a stunning report about America’s vulnerability to a nuclear electromagnetic pulse attack was released to Congress, the House Armed Services Committee will hear testimony from the scientist who issued the warning and who believes Iran is pursuing such an option,” reports World Net Daily.

William R. Graham, chairman of the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack, will present an updated brief to the House Armed Services Committee on Thursday, during which he will push the notion that Iran, in addition to its non-existent nuclear weapons program which last year’s NIE clearly stated had ended in 2003, is still pursuing the production of an EMP weapon

“Briefly, a single nuclear weapon exploded at high altitude above the United States will interact with the Earth’s atmosphere, ionosphere and magnetic field to produce an electromagnetic pulse (EMP) radiation down to the Earth and additionally create electrical currents in the Earth,” states the 2005 report.

“Few if any people would die right away. But the loss of power would have a cascading effect on all aspects of U.S. society. Communication would be largely impossible. Lack of refrigeration would leave food rotting in warehouses, exacerbated by a lack of transportation as those vehicles still working simply ran out of gas (which is pumped with electricity). The inability to sanitize and distribute water would quickly threaten public health, not to mention the safety of anyone in the path of the inevitable fires, which would rage unchecked. And as we have seen in areas of natural and other disasters, such circumstances often result in a fairly rapid breakdown of social order.”

If anything of this nature were to happen then the very Neo-Cons that are yearning to stage a false flag event in order to justify a military attack on Iran would be the primary suspects.

Despite the fact that every independent observer agrees that Iran is not involved in nuclear weapons production, including the IAEA and the National Intelligence Estimate, which stated that Iran halted any effort towards nuclear weapons production in 2003, the same liars that sold a war based on non-existent “weapons of mass destruction” are hoping we are going to buy their bullshit one more time.

The EMP fraud is merely the updated version of Saddam’s deadly biological UAV drones that we were warned would disperse terror over American cities during the propaganda build-up to the 2003 invasion of Iraq.

At the time, Fox News told us that, “Iraq could be planning a chemical or biological attack on American cities through the use of remote-controlled “drone” planes equipped with GPS tracking maps, according to U.S. intelligence.”

Iran’s military chiefs warned on Saturday that the Islamic republic would shut down the Strait of Hormuz vital for oil exports and use “blitzkrieg tactics” in the Gulf if it came under attack.

“All the countries should know that if Iran’s interests in the region are ignored, it is natural that we will not allow others to use it (the strait),” said army chief General Hassan Firouzabadi, quoted by the Fars news agency.

However, Iran’s armed forces joint chief of staff stressed his country’s priority was that the Strait of Hormuz remain open.

Speculation has been rife that Israel could be planning a military strike against Iranian nuclear sites, using force to halt Tehran’s controversial atomic activities.

The chief of Iran’s elite Revolutionary Guards militia, General Mohammad Ali Jafari, meanwhile, warned that his forces would use “blitzkrieg tactics” in the Gulf if his country came under attack.

“The Guards are equipped with the most advanced missiles that can strike the enemies’ vessels and naval equipment with fatal blows,” Fars quoted the Guards chief as saying.

In case of attack, “blitzkrieg tactics and operations of the Guards’ boats will not leave a chance for the enemies to run away.”

“These words do not mean that the prerequisites of war are being set but these are the strategies that our alert armed forces have prepared for any hypothesis,” he added.

The new commander of the US Fifth Fleet, Vice Admiral William Gortney, said on Saturday that the American naval presence in the region was “a very clear message that we are here to maintain security and to provide stability.”

“The chief of naval operations wanted me here, I think, because of my experience,” Gortney, who was navy chief during the US-led invasion of Iraq in 2003, told reporters in Bahrain where the fleet is based.

His predecessor, Vice Admiral Kevin J. Cosgriff, has warned that Fifth Fleet would not allow Iran to close the Strait of Hormuz.

The strait between Iran and Oman is a vital conduit for energy supplies, with as much as 40 percent of the world’s crude passing through the strategic waterway.

US President George W. Bush has not ruled out using force in the nuclear standoff between Iran and the West, but emphasised that he preferred a diplomatic solution.

Iran insists its atomic drive is peaceful, but Western powers fear Tehran is using the programme to develop nuclear weapons.

Iran will view an attack on its nuclear facilities as an act of war and will respond, the head of the country’s Revolutionary Guard Corps said.

“Any act on Iran will be considered the start of war,” General Mohammad Ali Jaafari told reporters yesterday in response to questions about the threat of an Israeli strike on Iranian atomic sites, according to remarks carried today on the state-run Islamic Republic News Agency. Jaafari also said he thought it is unlikely such an attack would be carried out.

The U.S. and many of its allies accuse Iran of trying to develop nuclear weapons. Iran insists the program is aimed at producing electricity. Iran today will present its response to incentives from world powers intended to persuade the country to suspend work to enrich uranium, Agence France-Presse reported. The material can fuel a power station or arm a nuclear weapon.

Reports that Israel may attack Iran have boosted oil prices. If attacked, Iran will “impose control” on the Strait of Hormuz, Jaafari said on June 28. About 20 percent of the world’s daily supply of oil passes through the strait. Crude for August delivery rose $5.08, or 3.6 percent, to $145.29 a barrel this week on the New York Mercantile Exchange. Futures reached $145.85 a barrel yesterday, the highest since trading began in 1983.

Iranian Oil Minister Gholamhossein Nozari, who was in Madrid for the World Petroleum Congress, yesterday reiterated his nation’s pledge to respond to any strike.

“Iran’s stance in this connection against enemies is clear, vivid and strong,” Nozari told the Iranian news agency before leaving Madrid. “Oil is an energy and industry for peace and its durability depends on peace and security. So, any tension in any region, especially in the Persian Gulf, which is the major supplier of the main part of the world’s energy, will have an impact on the energy market which is principally unpredictable.”

Hersh Details Covert U.S. Funding Of Al-Qaeda In Iran

Military, intelligence, and congressional sources say secret war is vamped to bring down Iranian leadership

Award-winning journalist Seymour Hersh has detailed a move by the Bush administration, with Congressional backing, which represents a “major escalation” in covert military operations aimed at destabilizing the Iranian leadership.

Hersh also details how The CIA and the United States Special Operations Forces have long-standing ties to the PEJAK, the outlawed breakaway faction of the PKK terrorist group in Iran, as well as other Sunni fundamentalists that former intelligence officials say “can also be described as Al Qaeda.”

Hersh describes how the neocon White House has vamped up secret efforts to work with the same terrorist groups that were once populated with figures such as Ramzi Yousef, who was convicted for his role in the 1993 bombing of the World Trade Center, and Khalid Sheikh Mohammed, who was fingered as one of the leading planners of the September 11th attacks.

“The Finding was focused on undermining Iran’s nuclear ambitions and trying to undermine the government through regime change,” and involved “working with opposition groups and passing money,”Hersh reveals, quoting an unnamed “person familiar with its contents.”

Congress, under Democratic leadership, approved a $400 million request for funding late last year, according to Hersh’s sources, military, intelligence, and congressional officials with direct knowledge of the top secret Presidential Finding, which by law must be issued when covert intelligence operations get underway.

The corporate media has somewhat downplayed the revelations, which essentially highlight once again how the so called “war on terror” is a complete fiction, as US elites are funding Sunni extremists intent on destroying the Shiite Iranian leadership.

Hersh spoke about the article in an interview with CNN’s Candy Crowley:

“Well, one of the basic points is no matter what we say about diplomacy, you know, carrot and stick, the stick is working pretty hard and the stick is working overtime. This president did escalate the secret war inside Iran. We’ve been doing stuff inside Iran since ‘05 pretty heavily, Looking at the nuclear facilities, collecting intelligence and trying to undermine the regime, et cetera, et cetera but there was a significant escalation this year.” Hersh said.

They got a great deal of authorization to spend up to $400 million. That doesn’t mean he’s spent it all yet but he’s got that kind of authorization. The secret committees — anyone who saw “Charlie Wilson’s war,” — Charlie Wilson was able to generate a lot of money secretly. That’s what happens in Congress and the other major thing is we’ve sent in a special task force that operates out of Afghanistan into Iran.

“I did notice what Ambassador Crocker said about ‘not cross-border’ and I have a lot of respect for him and I don’t want to challenge him. But the fact is were inside but not necessarily cross-border. We have teams inside Iran. These include joint special operations forces (JSOC), the most elite commando units and basically they’re guys go after high-value targets around the world. They capture them or kill them so it’s a significant increase in American potential for damage inside Iran.

Hersh went on to state that one of the reasons former Commander of the U.S. Central Command Admiral Fallen was forced out and purged by the Bush administration was that he was unable to find out the full scope of clandestine operations inside Iran. Hersh also stated that the endgame for Bush and Cheney is to ensure that they do not leave office without first having eliminated Iran’s nuclear program, whether that be by attacking the country or forcing regime change inside the country.

We have previously carried reports of how the US and Britain are already at war with Iran, have been at war with Iran for a number of years now and are funding anti-Iranian terrorist groups inside Iran in preparation for the fallout that will occur after overt military action is commenced.

High ranking CIA officials, Defense department officials, former UN officials and retired US air force Colonels have gone on record with the specific details.

In an article entitled The US war with Iran has already begun, written back in June 2005, former UN weapons inspector in Iraq, Scott Ritter described how intelligence gathering, direct action and the mobilizing of indigenous opposition is all being carried out already by CIA backed US special forces.

Ritter stated:

As with Iraq, the president has paved the way for the conditioning of the American public and an all-too-compliant media to accept at face value the merits of a regime change policy regarding Iran, linking the regime of the Mullah’s to an “axis of evil” (together with the newly “liberated” Iraq and North Korea), and speaking of the absolute requirement for the spread of “democracy” to the Iranian people.

But Americans, and indeed much of the rest of the world, continue to be lulled into a false sense of complacency by the fact that overt conventional military operations have not yet commenced between the United States and Iran.

As such, many hold out the false hope that an extension of the current insanity in Iraq can be postponed or prevented in the case of Iran. But this is a fool’s dream.

The reality is that the US war with Iran has already begun. As we speak, American over flights of Iranian soil are taking place, using pilotless drones and other, more sophisticated, capabilities.

The violation of a sovereign nation’s airspace is an act of war in and of itself. But the war with Iran has gone far beyond the intelligence-gathering phase.

President Bush has taken advantage of the sweeping powers granted to him in the aftermath of 11 September 2001, to wage a global war against terror and to initiate several covert offensive operations inside Iran.

Ritter goes on to describe how Iranian opposition groups, including the well known right-wing terrorist organization known as Mujahedeen-e Khalq (MEK), once run by Saddam Hussein’s dreaded intelligence services, but now working exclusively for the CIA’s Directorate of Operations, are carrying out remote bombings in Iran of the sort that the Bush administration condemns on a daily basis inside Iraq.

He also describes how to the north, in neighbouring Azerbaijan, the US military is preparing a base of operations for a massive military presence that will foretell a major land-based campaign designed to capture Tehran.

Ritter is not alone in his assertions.

During an interview on CNN in 2006, retired U.S. Air Force Colonel Sam Gardiner claimed that U.S. military operations were already ’underway’ inside Iran.

“I would say — and this may shock some — I think the decision has been made and military operations are under way,” Col. Gardiner told CNN International anchor Jim Clancy.

“The secretary point is, the Iranians have been saying American military troops are in there, have been saying it for almost a year,” Gardiner said. “I was in Berlin two weeks ago, sat next to the ambassador, the Iranian ambassador to the IAEA. And I said, ’Hey, I hear you’re accusing Americans of being in there operating with some of the units that have shot up revolution guard units.’ He said, quite frankly, ’Yes, we know they are. We’ve captured some of the units, and they’ve confessed to working with the Americans,’” said the retired Air Force colonel.

Around the same time that Gardiner revealed this, RAW story ran an exclusive, which also revealed that, according to counterintelligence officials, covert operations were underway that included CIA co-option and use of right wing terror groups:

“We disarmed [the MEK] of major weapons but not small arms. [Secretary of Defense Donald] Rumsfeld was pushing to use them as a military special ops team, but policy infighting between their camp and Condi, but she was able to fight them off for a while,” said the intelligence official. According to still another intelligence source, the policy infighting ended last year when Donald Rumsfeld, under pressure from Vice President Cheney, came up with a plan to “convert” the MEK by having them simply quit their organization.

“These guys are nuts,” this intelligence source said. “Cambone and those guys made MEK members swear an oath to Democracy and resign from the MEK and then our guys incorporated them into their unit and trained them.”

The MEK were notorious in Iraq, indeed, Saddam Hussein himself had used the MEK for acts of terror against non-Sunni Muslims and had assigned domestic security detail to the MEK as a way of policing dissent among his own people. It was under the guidance of MEK ‘policing’ that Iraqi citizens who were not Sunni were routinely tortured, attacked and arrested.

MEK has been linked with numerous bombings inside Iran over the course of the last few years. The organization has also killed U.S. troops and civilians since the 70’s, yet the Bush cabal continues to fund them.

According to Global Security.org, “In the early 1970s, angered by U.S. support for the pro-Western shah, MEK members killed several U.S. soldiers and civilians working on defense projects in Iran. MEK members also supported the 1979 takeover of the U.S. Embassy in Tehran, in which 52 Americans were held hostage for 444 days.”

After a bombing inside Iran in February 2007, the London Telegraph also reported on how a high ranking CIA official blew the whistle on the fact that America is secretly funding terrorist groups in Iran in an attempt to pile pressure on the Islamic regime to give up its nuclear program.

The claims were backed by Fred Burton, a former US state department counter-terrorism agent, who said: “The latest attacks inside Iran fall in line with US efforts to supply and train Iran’s ethnic minorities to destabilise the Iranian regime.”

John Pike, the head of the influential Global Security think tank in Washington, said: “The activities of the ethnic groups have hotted up over the last two years and it would be a scandal if that was not at least in part the result of CIA activity.”

More recently, this May, the Iranian Intelligence Ministry busted a CIA-backed terror group that was planning to bomb scientific, educational, and religious centers, and carry out assassinations, according to a report in the Tehran Times. The arrests came weeks after Ret. Gen. Thomas McInerney urged the U.S. to carry out terror bombings in Iran.

Here’s what I would suggest to you. Number one, we take the National Council for Resistance to Iran off the terrorist list that the Clinton Administration put them on as well as the Mujahedin-e Khalq at the Camp Ashraf in Iraq,” said McInerney.

“Then I would start a tit-for-tat strategy which I wrote up in the Wall Street Journal a year ago: For every EFP that goes off and kills Americans, two go off in Iran. No questions asked. People don’t have to know how it was done. It’s a covert action. They become the most unlucky country in the world,” he added.

Top Neo-Cons have been calling for the US to back terror groups in Iran and other reports clearly indicate that this program has already been in place for years.

Last November, Fox and Friends host Brian Kilmeade openly called for US support for acts of terrorism, such as car bombings, in Tehran. Colonel David Hunt, who has over 29 years of military experience including extensive operational experience in Special Operations, Counter Terrorism and Intelligence Operations, agreed with Kilmeade, stating “absolutely” in response to Kilmead’s question about whether cars should start blowing up in Tehran.

Another Iranian-based terror group that the Bush administration is already funding as a means of regime change in Iran is Jundullah – a Sunni Al-Qaeda terrorist group formerly headed by the alleged mastermind of 9/11, Khalid Sheikh Mohammed.

“The CIA is giving arms-length support, supplying money and weapons, to an Iranian militant group, Jundullah, which has conducted raids into Iran from bases in Pakistan,” the London Telegraph reported last year.

The group has been blamed for a number of bombings inside Iran aimed at destabilizing Ahmadinejad’s government and is also active in Pakistan, having been fingered for its involvement in attacks on police stations and car bombings at the Pakistan-US Cultural Center in 2004.

As Seymour Hersh himself also reported back in 2004, U.S. intelligence and Israel’s Mossad are busy at work stirring up trouble in Iran in preparation for an attack on that country. In early 2005, the Guardian reported that “American special forces have been on the ground inside Iran scouting for US air strike targets for suspected nuclear weapons sites.”

If this all sounds a little familiar, it’s because it is. The fact is that the US has a long history of provocation and covert action inside Iran.

The In 1953 the CIA and MI6 carried out Operation Ajax (officially TP-AJAX), a covert operation by the United Kingdom and the United States to remove the democratically elected nationalist cabinet of Iranian Prime Minister Mohammed Mossadegh from power, to support the Pahlavi dynasty and consolidate the power of Mohammed Reza Pahlavi in order to preserve the Western control of Iran’s hugely lucrative oil infrastructure.

In planning the operation, the CIA organized a guerrilla force incase the communist Tudeh Party seized power as a result of the chaos created by Operation Ajax. According to formerly “Top Secret” documents released by the National Security Archive, Undersecretary of State Walter Bedell Smith reported that the CIA had reached an agreement with Qashqai tribal leaders in southern Iran to establish a clandestine safe haven from which U.S.-funded guerrillas and intelligence agents could operate.

The conspiracy centered around having the increasingly impotent Shah dismiss the powerful Prime Minister Mossadegh and replace him with General Fazlollah Zahedi, a choice agreed on by the British and Americans after careful examination for his likeliness to be pro-British.

Zahedi was installed to succeed Prime Minister Mossadegh. The deposed Mossadegh was arrested, given a show trial, and condemned to death. The Shah commuted this sentence to solitary confinement for three years in a military prison, followed by house arrest for life.

“If there had not been a military coup, there would not have been 25 years of the Shah’s brutal regime, there would not have been a revolution in 1979 and a government of clerics,” Ibrahim Yazdi, a former foreign minister and leading member of a political party that traces its origins to Mossadegh’s National Front, told the Christian Science Monitor on the 50th anniversary of the coup and installation of the Shah. “Now it seems that the Americans are pushing towards the same direction again. That shows they have not learned anything from history.”

“For many Iranians, the coup was a tragedy from which their country has never recovered. Perhaps because Mossadegh represents a future denied, his memory has approached myth,” Dan De Luce writes for the Guardian. “Beyond Iran, America remains deeply resented for siding with authoritarian rule in the region.”

After the Iranian revolution in 1979, the US again found itself sparring with Iran. Again we find a history of provocation and aggression. In particular, a fierce assault known as Operation Praying Mantis, is renowned. The operation began after a US warship had entered mined Iranian territorial waters in the Persian Gulf.

On April 14 1988, the guided missile frigate USS Samuel B. Roberts struck a mine while sailing in the Persian Gulf as part of Operation Earnest Will, the 1987-88 convoy missions in which U.S. warships escorted reflagged Kuwaiti oil tankers to protect them from Iranian attacks. The explosion put a 25-foot hole in the Roberts’ hull and nearly sank it. But the crew saved their ship with no loss of life, and Roberts was towed to Dubai on April 16.

After the mining, U.S. Navy divers recovered other mines in the area. When the serial numbers were found to match those of mines seized along with the Iran Ajr the previous September, U.S. military officials planned a retaliatory operation against Iranian targets in the Gulf.

The battle, the largest for American surface forces since World War II,[1] sank two Iranian warships and as many as six armed speedboats. It also marked the first surface-to-surface missile engagement in U.S. Navy history.

The US also attacked and destroyed several Iranian oil platforms in a full out military assault. At the time the Chicago Sun Times reported:

U.S. naval forces on Monday attacked Iranian targets in the Persian Gulf to show the Iranians that “if they threaten us, they’ll pay a price,” President Reagan said.

In fighting conducted over nine hours, the U.S. forces knocked out two Iranian oil platforms, and then sank or disabled a fast-attack missile patrol boat, two frigates, and three speedboats when Iran attempted to fight back.

Note Reagan’s comments. Hence the name ’Operation Praying Mantis’ was a reference to the fanning of the wings used to make the mantis seem larger and to scare the opponent.

On November 6, 2003 the International Court of Justice dismissed Iran’s claim for reparation against the United States for breach of the 1955 Treaty of Amity between the two countries. The court also dismissed a counter-claim by the United States, also for reparation for breach of the same treaty. As part of its finding the court did note that “the actions of the United States of America against Iranian oil platforms on 19 October 1987 (Operation Nimble Archer) and 18 April 1988 (Operation Praying Mantis) cannot be justified as measures necessary to protect the essential security interests of the United States of America.”

The fallout of Praying Mantis also resulted in the U.S. Navy guided missile cruiser USS Vincennes shooting down an Iranian civilian commercial airliner, Iran air flight 655, between Bandar Abbas and Dubai, killing all 290 passengers and crew aboard, including 38 non-Iranians and 66 children. The Vincennes was inside Iranian territorial waters at the time of the shoot-down.

The On the morning of July 3, the Vincennes crossed into Iranian territorial waters during clashes with Iranian gunboats. Earlier in the day, the Vincennes – along with Iranian gunboats – had similarly violated Omani waters until challenged by an Omani warship.

According to the U.S. government, the Iranian aircraft was mistakenly identified as an attacking military fighter. The Iranian government, however, maintains that the Vincennes knowingly shot down a civilian aircraft.

According to the Iranian government, the shooting down of IR 655 by the Vincennes was an intentionally performed and unlawful act. Even if there was a mistaken identification, which Iran has not accepted, it argues that this constituted gross negligence and recklessness amounting to an international crime, not an accident.

Newsweek reporters John Barry and Roger Charles wrote that Rogers acted recklessly and without due care. Their report accused the U.S. government of a cover-up. An analysis of the events by the International Strategic Studies Association described the deployment of an Aegis cruiser in the zone as irresponsible and felt that the expense of the ship had played a major part in the setting of a low threshold for opening fire.

George H.W. Bush, at the time Vice President said “I will never apologize for the United States of America — I don’t care what the facts are” in reference to the incident.

It took four years for the US administration to admit officially that the USS Vincennes was in Iranian waters when the skirmish took place with the Iranian gunboats. Subsequent investigations have accused the US military of waging a covert war against Iran in support of Iraq. In February 1996 the US agreed to pay Iran $61.8 million in compensation for the 248 Iranians killed, plus the cost of the aircraft and legal expenses.

So we see that Britain and the US have a long history of covert action against and provocation of Iran in their bid to aggressively control the region. Nothing has changed.

Israel carried out a major military exercise earlier this month that American officials say appeared to be a rehearsal for a potential bombing attack on Iran’s nuclear facilities.

Several American officials said the Israeli exercise appeared to be an effort to develop the military’s capacity to carry out long-range strikes and to demonstrate the seriousness with which Israel views Iran’s nuclear program.

More than 100 Israeli F-16 and F-15 fighters participated in the maneuvers, which were carried out over the eastern Mediterranean and over Greece during the first week of June, American officials said.

The exercise also included Israeli helicopters that could be used to rescue downed pilots. The helicopters and refueling tankers flew more than 900 miles, which is about the same distance between Israel and Iran’s uranium enrichment plant at Natanz, American officials said.

Israeli officials declined to discuss the details of the exercise. A spokesman for the Israeli military would say only that the country’s air force “regularly trains for various missions in order to confront and meet the challenges posed by the threats facing Israel.”

But the scope of the Israeli exercise virtually guaranteed that it would be noticed by American and other foreign intelligence agencies. A senior Pentagon official who has been briefed on the exercise, and who spoke on condition of anonymity because of the political delicacy of the matter, said the exercise appeared to serve multiple purposes.

One Israeli goal, the Pentagon official said, was to practice flight tactics, aerial refueling and all other details of a possible strike against Iran’s nuclear installations and its long-range conventional missiles.

A second, the official said, was to send a clear message to the United States and other countries that Israel was prepared to act militarily if diplomatic efforts to stop Iran from producing bomb-grade uranium continued to falter.

“They wanted us to know, they wanted the Europeans to know, and they wanted the Iranians to know,” the Pentagon official said. “There’s a lot of signaling going on at different levels.”

Several American officials said they did not believe that the Israeli government had concluded that it must attack Iran and did not think that such a strike was imminent.

Shaul Mofaz, a former Israeli defense minister who is now a deputy prime minister, warned in a recent interview with the Israeli newspaper Yediot Aharonot that Israel might have no choice but to attack. “If Iran continues with its program for developing nuclear weapons, we will attack,” Mofaz said in the interview published on June 6, the day after the unpublicized exercise ended. “Attacking Iran, in order to stop its nuclear plans, will be unavoidable.”

But Mofaz was criticized by other Israeli politicians as seeking to enhance his own standing as questions mount about whether the embattled Israeli prime minister, Ehud Olmert, can hang on to power.

Israeli officials have told their American counterparts that Mofaz’s statement does not represent official policy. But American officials were also told that Israel had prepared plans for striking nuclear targets in Iran and could carry them out if needed.

Iran has shown signs that it is taking the Israeli warnings seriously, by beefing up its air defenses in recent weeks, including increasing air patrols. In one instance, Iran scrambled F-4 jets to double-check an Iraqi civilian flight from Baghdad to Tehran.

“They are clearly nervous about this and have their air defense on guard,” a Bush administration official said of the Iranians.

Any Israeli attack against Iran’s nuclear facilities would confront a number of challenges. Many American experts say they believe that such an attack could delay but not eliminate Iran’s nuclear program. Much of the program’s infrastructure is buried under earth and concrete and installed in long tunnels or hallways, making precise targeting difficult. There is also concern that not all of the facilities have been detected. To inflict maximum damage, multiple attacks might be necessary, which many analysts say is beyond Israel’s ability at this time.

But waiting also entails risks for the Israelis. Israeli officials have repeatedly expressed fears that Iran will soon master the technology it needs to produce substantial quantities of highly enriched uranium for nuclear weapons.

Iran is also taking steps to better defend its nuclear facilities. Two sets of advance Russian-made radar systems were recently delivered to Iran. The radar will enhance Iran’s ability to detect planes flying at low altitude.

Mike McConnell, the director of national intelligence, said in February that Iran was close to acquiring Russian-produced SA-20 surface-to-air missiles. American military officials said that the deployment of such systems would hamper Israel’s attack planning, putting pressure on Israel to act before the missiles are fielded.

For both the United States and Israel, Iran’s nuclear program has been a persistent worry. A National Intelligence Estimate that was issued in December by American intelligence agencies asserted that Iran had suspended work on weapons design in late 2003. The report stated that it was unclear if that work had resumed. It also noted that Iran’s work on uranium enrichment and on missiles, two steps that Iran would need to take to field a nuclear weapon, had continued.

In late May, the International Atomic Energy Agency reported that Iran’s suspected work on nuclear matters was a “matter of serious concern” and that the Iranians owed the agency “substantial explanations.”

Over the past three decades, Israel has carried out two unilateral attacks against suspected nuclear sites in the Middle East. In 1981, Israeli jets conducted a raid against Iraq’s nuclear plant at Osirak after concluding that it was part of Saddam Hussein’s program to develop nuclear weapons. In September, Israeli aircraft bombed a structure in Syria that American officials said housed a nuclear reactor built with the aid of North Korea.

The United States protested the Israeli strike against Iraq in 1981, but its comments in recent months have amounted to an implicit endorsement of the Israeli strike in Syria.

Pentagon officials said that Israel’s air forces usually conducted a major early summer training exercise, often flying over the Mediterranean or training ranges in Turkey where they practice bombing runs and aerial refueling. But the exercise this month involved a larger number of aircraft than had been previously observed, and included a lengthy combat rescue mission.

Much of the planning appears to reflect a commitment by Israel’s military leaders to ensure that its armed forces are adequately equipped and trained, an imperative driven home by the difficulties the Israeli military encountered in its Lebanon operation against Hezbollah.

“They rehearse it, rehearse it and rehearse it, so if they actually have to do it, they’re ready,” the Pentagon official said. “They’re not taking any options off the table.”

Dismissing an escalating corruption investigation which looks certain to force either his resignation or fresh elections by November, Mr Olmert said he was “going nowhere” and did not rule out running again for the leadership of his Kadima party.

So certain is Mr Olmert of his political survival that he has already sent an invitation for Kevin Rudd to visit Israel later this year.

“I don’t know yet personally enough the new Prime Minister, Kevin Rudd, but I am very impressed with his friendship and his commitment to the well-being of the state of Israel,” Mr Olmert said.

The Greek Air Force says it partook in an Israeli military exercise which is regarded as a rehearsal for a potential attack on Iran.

Greek sources speaking on condition of anonymity confirmed a New York Times report that Israel’s military maneuvers which were carried out earlier this month off the southern Mediterranean island of Crete, were preparations for a future war with the Islamic Republic.

The Greek source, however, assured that no terrestrial targets were involved as the operation was mainly aimed at personnel training.

According to a New York Times report, more than 100 Israeli F-16 and F-15 fighters participated in the military drills which involved simulated aerial combat, attacks on terrestrial targets, aerial refueling, and search and rescue missions.

The presumptive Republican nominee for president and the leading contender for the Democratic nomination are exaggerating what’s known about Iran’s nuclear program as they duel over how best to deal with Tehran.

Sens. John McCain, R-Ariz., and Barack Obama, D-Ill., say that Iran is developing nuclear weapons.

The U.S. intelligence community, however, thinks that Iran halted an effort to build a nuclear warhead in mid-2003, and the U.N. International Atomic Energy Agency, which is investigating the program, has found no evidence to date of an active Iranian nuclear-weapons project.

The candidates’ comments raise questions about how carefully the two have studied the public record on what’s become a major campaign issue and is one of the most difficult foreign-policy challenges likely to confront the next president.

Republican presidential candidate John McCain told a meeting of the American Israel Public Affairs Committee (AIPAC) on Monday that the US would not accept a nuclear Iran under his leadership.

Syria said on Monday that US accusations it had been building a nuclear reactor until its destruction in an Israeli air raid last September were as bogus as American claims that Saddam Hussein’s regime had weapons of mass destruction in 2003.

The ruling Baath party’s mouthpiece daily compared the photographs of the bombed site shown to US congressmen last week to the images Washington presented to the UN Security Council as alleged evidence of Iraq’s non-conventional arsenal in the run-up to the US-led invasion.

“When you look at these pictures… a single image comes to mind — that of US Secretary of State Colin Powell accusing Iraq of hiding weapons of mass destruction and presenting as proof a dossier of photographs,” Al-Baath said.

“Of course Mr Powell later acknowledged that he had been fooled by the US intelligence services and by conservatives within the administration.

“The new US campaign of lies should surprise nobody — it’s a continuation of the same policy of US pressure against Syria that’s been going on” for the past five years, the paper added.

“Syria again rejects the US allegations and reaffirms that it has nothing to hide concerning its legitimate national defences. Syria wants to see peace in the region, unlike the current US administration which has been behind all its wars and crises.”

Assad denies building nuclear reactor

Syrian President Bashar al-Assad denied in remarks published on Sunday that a site raided by Israel last year was a nuclear reactor under construction as charged by the United States.

Last September’s Israeli air strike “hit a military site under construction, not a nuclear site as Israel and America claimed,” Assad told the Qatari daily Al-Watan in an interview.

“Does it make sense that we would build a nuclear facility in the desert and not protect it with anti-aircraft defences?” he asked.

“A nuclear site exposed to (spy) satellites, in the heart of Syria and in an open space?

“We don’t want a nuclear bomb even if Iran acquires one,” added Assad, whose country is a close ally of Tehran, itself embroiled in a standoff with Washington over its nuclear activities.

“Where would we use it?… War in the region will effectively remain conventional,” he said.

Assad underlined that he believed Iran “does not think differently” on this score.

Iran has repeatedly rejected Western suspicions that its nuclear programme is cover for a drive to develop an atomic bomb.

It says nuclear weapons are un-Islamic and insists the programme is aimed solely at generating power for a growing population once fossil fuels run out.

The United States has accused Syria of building a secret atomic reactor with North Korean help.

On Thursday, US national security officials briefed US congressmen, presenting intelligence they said showed Syria had been building a secret nuclear reactor for military ends.

They said the plant was being built with the help of North Korea, until its destruction by Israel in an air raid on September 6.

The International Atomic Energy Agency launched an investigation into the US accusations on Friday but chided both Israel and the United States for their handling of the affair.

Syria promised its full cooperation.

Former UN weapons inspector in Iraq Scott Ritter claims the United States is undoubtedly planning a military strike against Iran.

“There’s no doubt in my mind that the United States is planning right now, as we speak, a military strike against Iran. The chairman of the Joint Chiefs of Staff and almost every senior US military official has pretty much acknowledged the same,” he told Democracy Now on Monday.

“We take a look at the military buildup, we take a look at the rhetoric, we take a look at the diplomatic posturing, and I would say that it’s a virtual guarantee that there will be a limited aerial strike against Iran in the not-so-near future-or not-so-distant future, that focuses on the Islamic Revolution Guards Corps,” Ritter claimed.

Earlier in April, Ritter asserted that there was an 80 percent chance of a US war with Iran.

Ritter added that the preparations for such a conflict has been steadily developing and involves Congress as well as the Bush administration.

According to Ritter, a war with Iran would speed up the ongoing decline of US standing in the world subsequently leading to Russia and China’s readiness to take advantage of the resulting power vacuum.

The commander of the Israeli Air Force says the regime’s decision makers have been preparing plans to take out Iran’s nuclear facilities.

General Eliezer Shkedi, who also heads the Israeli task force on Iran, made the remarks in an interview with “60 Minutes” on Sunday.

A large portion of Shkedi’s service has been dedicated to the preparation for a possible mission that was never discussed in public; an Israeli strike on Iranian nuclear facilities, should international economic sanctions fail, Israeli daily Ha’aretz reported on Monday.

Shkedi spoke of a mission in 1981, when Israeli war planes attacked a nuclear reactor in Iraq.

He went on to say that today the Israeli decision makers are faced with a similar choice about Iran’s nuclear program.

Israeli and US officials accuse Iran of seeking nuclear bombs.

Iran, a member of the IAEA and a signatory to the Nuclear Non-Proliferation Treaty (NPT), maintains that its nuclear activates are solely aimed at peaceful purposes.

Tehran has warned Tel Aviv of a crushing response, in case the regime launches an attack on the Islamic Republic.

If it is true Bush — or rather the neocons, using the sock puppet Bush — plan to attack Iran before the decider-commander leaves office in a little less than a year, then the State of Union address seems to send up a couple red flags in that direction.

Consider the following:

When we met last year, militia extremists — some armed and trained by Iran — were wreaking havoc in large areas of Iraq.

Of course, there is no evidence of this, same as there was no evidence Saddam and Osama hung out together and plotted to attack the United States, as the neocons insisted prior to the invasion and occupation of Iraq. It was all bull feathers, same as this claim is a calculated lie.

As should be expected with this clan of traitors and warmongers, the lies must go on, or maybe that should be “catapulted”:

Iran is funding and training militia groups in Iraq, supporting Hezbollah terrorists in Lebanon, and backing Hamas’s efforts to undermine peace in the Holy Land. Tehran is also developing ballistic missiles of increasing range and continues to develop its capability to enrich uranium, which could be used to create a nuclear weapon.

Again, there is a complete paucity of evidence Iran is “training militia groups in Iraq,” a fact underscored by both Def. Sec Robert Gates and Joint Chiefs of Staff Gen. Peter Pace last year.

Even Anthony Cordesman, a former director of Intelligence Assessment in the Office of the Secretary of Defense, believes the neocons are full of it. “I’m not sure they understand how little credibility these statements have,” Cordesman told USA Today. “The great risk is that what may be a real issue will not be seen as real outside the United States.” Added USA Today: “Such claims, however, are being met with denials from Iran and skepticism at home. Faulty U.S. intelligence that Iraq had weapons of mass destruction, which Bush used to justify in part the 2003 invasion of Iraq, has eroded much of the administration’s credibility.”

Not that it matters in the United States, where the population, tuned in and mesmerized by Faux News and the like, buy whatever transparent tripe the neocons trot out as evidence there are big bad terrorists on the hunt, hungry to slaughter grade school girls.

Since Hamas was duly elected by the Palestinian people, much to the chagrin of Israel and the United States, we can only assume Bush the neocon sock puppet is declaring the Palestinians as a whole are undermining “peace in the Holy Land” from inside their open-air prison — hemmed in by a massive “security fence,” i.e., prison wall, and surrounded by thousands of troops and a vast array of military hardware provided by the U.S. — in the Gaza Strip and the West Bank. Maybe this collective plot to undermine peace is why Israel has slaughtered and tortured Palestinians for more than fifty years.

Bush tells you Iran is developing “ballistic missiles,” but this is a canard. As it now stands, Iran’s missiles can reach Iraq, Saudi Arabia, Armenia, Syria, that is to say neighboring states, none posing a threat to the regime in Tehran. It is estimated, if Iran acquires missiles from North Korea, it will be able to extend this range significantly, including Israel (see this map, provided by the Federation of American Scientists).

However, even with the Taepo Dong 2 missile, Iran will not be able to threaten the United States. In 2005, according to the authoritative Jane’s, Iran “acquired medium/ intermediate-range ballistic missiles” from North Korea with a range of approximately 2,500 kilometers.

In 2006, Iran’s army chief General Rahim Safavi declared on Iranian television that the “first and main goal” of a test of the Shahab-2 and Shahab-3 was “to demonstrate power and national determination to defend the country against any possible threat.” Of course, for Israel and the Bush neocons, this means Iran will nuke Israel, never mind this would be suicidal mental illness manifest.

In August, the International Atomic Energy Agency in Vienna reported that “while Iran continues to enrich uranium in violation of U.N. Security Council resolutions, its fuel enrichment plant has produced ‘well below the expected quantity for a facility of this design.’ The quality of the uranium also was lower than expected, the IAEA said.” The report “praised Iran for taking ‘a significant step forward’ by agreeing to a new work plan and timelines for resolving numerous questions about the history of its nuclear program. Separately, U.N. officials said that Iran had slowed construction of a new plutonium-fuel reactor in Arak.”

It should be noted that the Security Council resolution — UNSC Resolution 1696 — contradicts the Non-Proliferation Treaty, allowing signatories to enrich uranium. The IAEA’s El-Baradei confirmed in Paragraph 52 of his November, 2003 report that “to date, there is no evidence that the previously undeclared nuclear material and activities referred to [in the report] were related to a nuclear weapons program.” Moreover, after extensive inspections, El-Baradei wrote Paragraph 112 of his November 2004 report that “all the declared nuclear material in Iran has been accounted for, and therefore such material is not diverted to prohibited activities” (see Iran Affairs, January 22, 2008).

Michael Spies of the Lawyer’s Committee on Nuclear Policy (see previous link) notes:

The conclusion that no diversion has occurred certifies that the state in question is in compliance with its undertaking, under its safeguards agreement and Article III of the NPT, to not divert material to non-peaceful purposes. In the case of Iran, the IAEA was able to conclude in its November 2004 report that that all declared nuclear materials had been accounted for and therefore none had been diverted to military purposes. The IAEA reached this same conclusion in September 2005.

And yet Israel, stockpiling around 200 nuclear weapons, has not signed the NPT. Israel’s nuclear program is truly secret although, thanks to Mordechai Vanunu, we have an idea of its dimension. Kenneth S. Brower has estimated Israel has as many as 400 nuclear weapons, that is to say 400 more than Iran has. In 2004, Louis René Beres, a professor of Political Science at Purdue University and a one-time advisor for the now comatose Ariel Sharon, suggested Israel, under the Samson Option, use its nukes to “support conventional preemptions” against its Arab neighbors. Israel has a sordid history of launching numerous “conventional preemptions” against these neighbors, a fact revealed in a study of former Israeli PM Moshe Sharett’s personal diary by Livia Rokach (see Israel’s Sacred Terrorism, AAUG Press, Third Edition, 1986).

But never mind. Bush and the perfidious neocons are way behind schedule and they realize even flimsily crafted lies work well enough on millions of Americans who, like well-trained monkeys, jump when they are told there’s a turbaned Muslim lighting a fire under their posteriors.

Our message to the people of Iran is clear: We have no quarrel with you. We respect your traditions and your history. We look forward to the day when you have your freedom.

Sure they do, sort of like they respected the traditions of the Iraqi people by blowing them away with depleted uranium. So compassionate are the neocons, as I write this millions of Iraqis live under the internationally accepted standard of living of less than a dollar a day, a situation that did not exist until Bush Senior, Clinton, and Bush the Lesser imposed medieval sanctions, resulting in the premeditated murder of more than 500,000 Iraqi children.

As Bush reiterated in his neocon manufactured speech, Iran is next on the target list and should expect the same treatment from Bush’s Arab and Muslim hating handlers.

Considering such, if I lived in Iran I’d want a few “ballistic missiles” as well, and the sooner the better to stave off Armageddon delivered by way of countless cruise missiles, bunker busters, depleted uranium, and possibly even “min-nukes.”

SPIEGEL ONLINE: Iranian President Mahmoud Ahmadinejad was just in New York (more…) for the United Nations General Assembly. Once again, he said that he is only interested in civilian nuclear power instead of atomic weapons. How much does the West really know about the nuclear program in Iran?

Seymour Hersh: A lot. And it’s been underestimated how much the International Atomic Energy Agency (IAEA) knows. If you follow what (IAEA head Mohamed) ElBaradei (more…) and the various reports have been saying, the Iranians have claimed to be enriching uranium to higher than a 4 percent purity, which is the amount you need to run a peaceful nuclear reactor. But the IAEA’s best guess is that they are at 3.67 percent or something. The Iranians are not even doing what they claim to be doing. The IAEA has been saying all along that they’ve been making progress but basically, Iran is nowhere. Of course the US and Israel are going to say you have to look at the worst case scenario, but there isn’t enough evidence to justify a bombing raid.

SPIEGEL ONLINE: Is this just another case of exaggerating the danger in preparation for an invasion like we saw in 2002 and 2003 prior to the Iraq War?

Hersh: We have this wonderful capacity in America to Hitlerize people. We had Hitler, and since Hitler we’ve had about 20 of them. Khrushchev and Mao and of course Stalin, and for a little while Gadhafi was our Hitler. And now we have this guy Ahmadinejad. The reality is, he’s not nearly as powerful inside the country as we like to think he is. The Revolutionary Guards have direct control over the missile program and if there is a weapons program, they would be the ones running it. Not Ahmadinejad.

SPIEGEL ONLINE: Where does this feeling of urgency that the US has with Iran come from?

Hersh: Pressure from the White House. That’s just their game.

SPIEGEL ONLINE: What interest does the White House have in moving us to the brink with Tehran?

Hersh: You have to ask yourself what interest we had 40 years ago for going to war in Vietnam. You’d think that in this country with so many smart people, that we can’t possibly do the same dumb thing again. I have this theory in life that there is no learning. There is no learning curve. Everything is tabula rasa. Everybody has to discover things for themselves.

SPIEGEL ONLINE: Even after Iraq? Aren’t there strategic reasons for getting so deeply involved in the Middle East?

Hersh: Oh no. We’re going to build democracy. The real thing in the mind of this president is he wants to reshape the Middle East and make it a model. He absolutely believes it. I always thought Henry Kissinger was a disaster because he lies like most people breathe and you can’t have that in public life. But if it were Kissinger this time around, I’d actually be relieved because I’d know that the madness would be tied to some oil deal. But in this case, what you see is what you get. This guy believes he’s doing God’s work.

SPIEGEL ONLINE: So what are the options in Iraq?

Hersh: There are two very clear options: Option A) Get everybody out by midnight tonight. Option B) Get everybody out by midnight tomorrow. The fuel that keeps the war going is us.

SPIEGEL ONLINE: A lot of people have been saying that the US presence there is a big part of the problem. Is anyone in the White House listening?

Hersh: No. The president is still talking about the “Surge” (eds. The “Surge” refers to President Bush’s commitment of 20,000 additional troops to Iraq in the spring of 2007 in an attempt to improve security in the country.) as if it’s going to unite the country. But the Surge was a con game of putting additional troops in there. We’ve basically Balkanized the place, building walls and walling off Sunnis from Shiites. And in Anbar Province, where there has been success, all of the Shiites are gone. They’ve simply split.

SPIEGEL ONLINE: Is that why there has been a drop in violence there?

Hersh: I think that’s a much better reason than the fact that there are a couple more soldiers on the ground.

SPIEGEL ONLINE:So what are the lessons of the Surge (more…)?

Hersh: The Surge means basically that, in some way, the president has accepted ethnic cleansing, whether he’s talking about it or not. When he first announced the Surge in January, he described it as a way to bring the parties together. He’s not saying that any more. I think he now understands that ethnic cleansing is what is going to happen. You’re going to have a Kurdistan. You’re going to have a Sunni area that we’re going to have to support forever. And you’re going to have the Shiites in the South.

SPIEGEL ONLINE: So the US is over four years into a war that is likely going to end in a disaster. How valid are the comparisons with Vietnam?

Hersh:The validity is that the US is fighting a guerrilla war and doesn’t know the culture. But the difference is that at a certain point, because of Congressional and public opposition, the Vietnam War was no longer tenable. But these guys now don’t care. They see it but they don’t care.

SPIEGEL ONLINE: If the Iraq war does end up as a defeat for the US, will it leave as deep a wound as the Vietnam War did?

Hersh: Much worse. Vietnam was a tactical mistake. This is strategic. How do you repair damages with whole cultures? On the home front, though, we’ll rationalize it away. Don’t worry about that. Again, there’s no learning curve. No learning curve at all. We’ll be ready to fight another stupid war in another two decades.

SPIEGEL ONLINE: Of course, preventing that is partially the job of the media. Have reporters been doing a better job recently than they did in the run-up to the Iraq War?

Hersh: Oh yeah. They’ve done a better job since. But back then, they blew it. When you have a guy like Bush who’s going to move the infamous Doomsday Clock forward, and he’s going to put everybody in jeopardy and he’s secretive and he doesn’t tell Congress anything and he’s inured to what we write. In such a case, we (journalists) become more important. The First Amendment failed and the American press failed the Constitution. We were jingoistic. And that was a terrible failing. I’m asked the question all the time: What happened to my old paper, the New York Times? And I now say, they stink. They missed it. They missed the biggest story of the time and they’re going to have to live with it.

ISRAEL has warned Iran to either co-operate with the West over its uranium enrichment program or face military action.

Ron Prosor, Israel’s newly appointed ambassador to Britain and one of his country’s leading experts on Iran’s nuclear program, said that Tehran could enrich enough uranium to make an atomic bomb by 2009.

“At the current rate of progress, Iran will reach the technical threshold for producing fissile material by 2009,” he said.

“This is a global threat and it requires a global response.

“It should be made clear that if Iran does not co-operate, then military confrontation is inevitable. It is either co-operation or confrontation.”

Mr Prosor, who served Ehud Olmert, the Israeli Prime Minister, as his senior adviser on Iran, said that time for resolving the nuclear issue was rapidly running out. But he was non-committal about the possibility of Israel launching military action.

“There needs to be full verification of what is happening in Iran,” Mr Prosor said. “In Israel, there is a belief that the Iranians are continuing with their nuclear weapons program.”

The U.S. and its European allies are continuing to seek stronger sanctions against Iran despite an intelligence report that says the Islamic Republic halted efforts to build a nuclear weapon in 2003.

The U.S. National Intelligence Estimate (NIE), published on Monday, stated that Tehran had put a stop to weapons production in 2003, although it was continuing to enrich uranium.

The report contradicted a previous U.S. intelligence assessment in 2005 which said that Iran was actively pursuing a nuclear bomb.

However, the U.S. envoy to the UN, Zalmay Khalilzad, said on Tuesday that he had received no new instructions from the Bush administration, and that he was preparing to complete work on a new sanctions resolution.

Commenting on the NIE at a news briefing, Khalilzad said, “Let me say what the NIE says and what it doesn’t say. The NIE says that there was a covert military dedicated nuclear weapons program. That in 2003 stopped because of international pressure… But, it does not say that Iran does not have the intention to develop a nuclear weapons capability, that it has abandoned the goal of acquiring a nuclear weapons capability permanently.”

The envoy’s words echoed those of President George W. Bush, who said on Tuesday that, “Iran was dangerous, Iran is dangerous and Iran will be dangerous if they have the know-how to make a nuclear weapon.”

When asked if military action remained an option, the president answered, “The best diplomacy – effective diplomacy – is one in which all options are on the table.”

“What’s to say they couldn’t start another covert nuclear weapons program?” the president told a news conference at the White House.

International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei welcomed the report, saying it was consistent with the agency’s own findings and that it “should prompt Iran to work actively with the IAEA to clarify specific aspects of its past and present nuclear program.”

“This would allow the agency to provide the required assurances regarding the nature of the program.”

Russia, which has previously stated its opposition to increased sanctions against Teheran, did not comment on the NIE, although President Vladimir Putin insisted that Iran’s nuclear program should be transparent and carried out under the supervision of the UN’s nuclear watchdog, the IAEA. Iran’s foreign minister was in Moscow on Tuesday for talks.

China has, however, demonstrated its opposition to new sanctions in more direct terms, saying that the UN Security Council would have to take into account the new information because “now things have changed”.

Britain and France, who have backed U.S. calls for sanctions in the past, reiterated their commitment to maintaining pressure on Iran.

“We must maintain pressure on Iran,” said French Foreign Ministry spokeswoman Pascale Andreani. “There is no new element that could make us change our position.”

British Foreign Secretary David Miliband told BBC Radio that, “None of us want to see Iran as a nuclear proliferator. … We have got to be clear there are negative consequences if they pursue enrichment which could lead to a nuclear weapons program.”

Two sets of mild UN sanctions are already in place against Iran. China and Russia have both so far blocked the imposition of any new round of punitive measures against the Islamic Republic.

The Iran NIE has elicited a range of emotions in those opposed to the Bush administration’s policies from gloating to discreet celebration. In the minds of many, it’s like V-Day: Let the church bells peal, kiss a girl in Times Square. Others, particularly Iranian commentators located in the US, are considerably less sanguine.

They fear, as Farideh Farhi writes at Juan Cole’s spin-off, Informed Comment: Global Affairs, that the NIE can “easily become an instrument in support of the Bush Administration’s current policy.”

In fact, according to Kaveh Afrasiabi at Asia Times Online, “The temporary freeze on the military option [resulting from] the new intelligence report has nested within it its exact opposite.” In other words, a Trojan horse.

Even though, he maintains, the nuclear programs that Iran halted in 2004-2005 were not weapons, the NIE and the administration painted them as such. If a follow-up report were to indicate that Iran planned to resurrect said weapons program, that would provide “ample justification for Washington’s planned ‘pre-emptive strikes’ on Iran, not to mention added sanctions.”

Thus leaving “the pendulum capable of swinging in wildly different directions almost at will.”

Meanwhile, at CASMII (Campaign Against Sanctions and Military Action Against Iran), Daniel Pourkesali writes, “Forgive this writer for being a spoiler.” But he too finds that the resurrection theme is like a ticking time bomb embedded in the NIE.

He mentions the “assertions on page 7 paragraph D [of the NIE] that ‘Iranian entities are continuing to develop a range of technical capabilities that could be applied to produce nuclear weapons if a decision is made to do so.'”

They leave “the door wide open for administration hawks like Mr. Cheney to abruptly accuse Iran of resurrecting its ‘nuclear weapons program much as he did back in 2002, claiming that Saddam Hussein had ‘resumed his effort to acquire nuclear weapons.'” In other words, the hawks are fixated on another bird, the phoenix.

At NIAC (National Iranian-American Council), Trita Parsi explains how the administration further unrolls the rock before the resurrection justification. “Rather than adjusting policy on Iran in accordance to the reality-check provided by the NIE, the President moved the goal post on Iran.

“As the NIE declared that Iran likely doesn’t have a weapons program, the President shifted the red line from weaponization to the mere knowledge of enriching uranium [which, of course] is not of a military nature and is permitted by the Non-Proliferation Treaty.”

“The President also pointed out, as though to justify military strikes, that Iran’s knowledge of the enrichment process would permit Tehran to have a clandestine program. [But, of course] a full suspension of the Iranian program would not eliminate the Iranian knowledge of the enrichment program and, as a result, the risk of a clandestine program would continue to exist.”

Unless, of course, the atomic scientists of Iran submitted to the erasure of their memories as if their minds were hard drives.

Finally, Farideh Farhi weighs in at Juan Cole’s spin-off, Informed Comment: Global Affairs on the “propitious convergence between the NIE and the Bush Administration’s current policy and the timing of the release of this report,” which was finished a year ago. First she reminds us of Stephen Hadley’s statement that “the President has the right strategy, intensified international pressure along with the willingness to negotiate. . . [and for it] to succeed, the international community has to turn up the pressure on Iran — with diplomatic isolation, United Nations Sanctions, and with other financial pressure.”

Then she frets that “this NIE can so easily become an instrument in support of the Bush Administration’s current policy.”

Lavrov: There Is No Proof That Iran Ever Had a Nuclear Program

The recently released National Intelligence Estimate (NIE) report, which has sent a cat among Cheney’s killer pigeons, claims Iran has abandoned its nuclear program some time in 2003. However, Russian Foreign Minister Sergey Lavrov, who met with Iran’s top nuclear negotiator Saeed Jalili this week, said Dec.5 there was no proof Iran ever had a weapons program, as claimed in the U.S. report. In Tehran, Iran’s Foreign Ministry spokesman Mohammad Ali Hosseini dismissed the U.S. report that said Tehran pursued nuclear weapons up to 2003.

Lavrov said Russia supports Iran’s determination to cooperate with the IAEA, and that Russian President Vladimir Putin this week urged Iran to answer all IAEA questions and suspend enrichment. Acting Foreign Minister Sergei Lavrov last September told visiting French Foreign Minister Bernard Kouchner that neither military force nor unilateral sanctions were acceptable in dealing with Iran’s nuclear program.

 

Clandestine aims of NIE report

The latest U.S. National Intelligence Estimate (NIE) on Iran’s nuclear program was released on Monday and caused various reactions.

The report by the U.S. intelligence community is the consensus view of all 16 U.S. spy agencies, including the CIA.

Unfortunately, in Iran many people hastily responded positively, and even some government officials expressed the view that the report was favorable to Iran.

This case is similar to the recent report by International Atomic Energy Agency Director General Mohamed ElBaradei, which was called totally positive.

However, like always, ElBaradei’s report gave short shrift to Iran’s cooperation and the transparency of its nuclear activities but highlighted the alleged ambiguities cited by Western intelligence agencies and their unsubstantiated accusations.

In any case, the issue is not over the contents of ElBaradei’s report, because the IAEA director general’s claim that the process of Iran’s cooperation with the agency is slowing down should have given Iranian officials a signal to be more cautious in evaluating the Arab diplomat’s five-page report.

Now the U.S. intelligence agencies’ report is being treated in the same hasty and offhand manner as ElBaradei’s report was.

Although it is expected that the heavy challenges of the past few years would have made our diplomacy more proficient, it seems that the rashness in adopting stances, the novice diplomatic moves, and the misanalysis of the nature of such reports will cause some problems for us in the future.

What is the content of the U.S. intelligence report?

The intelligence agencies’ report can interestingly be divided into evaluations with “high confidence” and “moderate confidence”.

The conclusions that are made with high certainty are:

“In fall 2003 (September), Tehran halted its nuclear weapons program.”

Attention: The abovementioned time is exactly after an agreement was made with three European countries, and Iran suspended its uranium enrichment activities.

Moreover, contrary to what was declared in ElBaradei’s recent report (which indicated the Islamic Republic’s nuclear program had been peaceful), the U.S. intelligence report referred to an IAEA report that was issued on September 24, 2005 in which ElBaradei had violated the agency’s regulations by stating that the UN Security Council was authorized to investigate Iran’s motives behind 18 years of concealment!

In this way, ElBaradei created a pretext for referring Iran’s nuclear dossier to the UN Security Council, and he was then immediately appointed to serve a third four-year term as IAEA director general.

While the nuclear watchdog states that it has not observed any non-peaceful nuclear activities, the U.S. intelligence agencies have evaluated Iran’s nuclear program to be of a military nature, so that, unlike a technical approach, this political evaluation would influence public opinion.

“The halt, and Tehran’s announcement of its decision to suspend its declared uranium enrichment program and sign an Additional Protocol to its Nuclear Non-Proliferation Treaty Safeguards Agreement, was directed primarily in response to increasing international scrutiny and pressure…”

In this way they are trying to justify their decision to pressure Iran and implying that the country is not committed to the agreements.

“Until fall 2003, Iranian military entities were working under government direction to develop nuclear weapons.”

This big lie is not mentioned in any of the IAEA reports and is only an allegation made by the United States.

“Since fall 2003, Iran has been conducting research and development projects with commercial and conventional military applications”; “Iran’s civilian uranium enrichment program is continuing”; “Iran will not be technically capable of producing and reprocessing enough plutonium for a weapon before about 2015”; and “Iran has the scientific, technical and industrial capacity eventually to produce nuclear weapons if it decides to do so.”

These sentences suggest that the pressure that was put on Iran, under the leadership of the U.S. government, has been successful in halting the country’s efforts to produce nuclear weapons and thus should be continued.

The conclusions that were stated with “moderate confidence” are:

“Tehran at a minimum is keeping open the option to develop nuclear weapons”; “Tehran had not restarted its nuclear weapons program as of mid-2007, but we do not know whether it currently intends to develop nuclear weapons”; “Iran does not currently have a nuclear weapon”; “Iran probably would be technically capable of producing enough HEU (highly enriched uranium) for a weapon sometime during the 2010-2015 time frame”; and “Iran probably has imported at least some weapons-usable fissile material, but… it has not obtained enough for a nuclear weapon.”

But what are the unusual points of the report?

The timing for the release of the NIE is noteworthy.

ElBaradei’s report, which was released on October 30, 2007, states that some of the ambiguities should be cleared up through the modality plan devised by Iran and the IAEA.

In addition, China, Russia, and even other permanent members of the UN Security Council and Germany have made it very clear to the United States that they adamantly believe that only diplomatic methods should be used in the nuclear standoff.

However, it is also important to examine their definition of diplomacy. We suppose that diplomacy means interaction through dialogue in order to reach an understanding, but in the conception of diplomacy of some members of the 5+1 group, any tool can be utilized to exert pressure except Article 42 of the United Nations Charter and the military option.

Moreover, after the Republicans lost the midterm congressional elections and the inconclusive occupation of Iraq, the people of the United States became weary of war. Even former U.S. ambassador to the UN John Bolton has talked about the need to revise the U.S. war policy.

In such a situation, the following points are significant:

(1) It seems that the time to release the report was deliberately chosen to influence public opinion in the United States and other countries in order to validate the policies of U.S. President George W. Bush.

Bush’s policies have in fact failed, and thus a scenario had to be devised which could turn a loser into a winner.

Is it a coincidence that immediately after the report was released, U.S. National Security Advisor Stephen Hadley said that the NIE supported Bush’s strategy of piling pressure on Iran?

(2) Apparently, another objective that the report seeks is to strengthen those who favor imposing sanctions on Iran by pretending that the U.S. is being logical and realistic in regard to the current nature of Iran’s nuclear program and is avoiding the military option.

This means it was meant to kill two birds with one stone. On the one hand, while the U.S. is not capable of handling a military confrontation with Iran, it can act as if avoiding the military option is a voluntary move by the neoconservatives and thus will obtain concessions from Russia, China, and also its domestic opponents.

On the other hand, the U.S. can use the report in its efforts to create an international consensus on the need to impose more illegal and unilateral sanctions on Iran.

Acknowledging this strategy, Hadley said the NIE report proves that the “international community has to turn up the pressure on Iran — with diplomatic isolation, United Nations sanctions, and with other financial pressure — and Iran has to decide it wants to negotiate a solution.”

In other words, since the report emphasizes that the previous U.S. pressure convinced Iran to abandon its alleged nuclear weapons program, continuing the pressures is necessary for international peace!

(3) Instead of pointing the finger at the neoconservative system of the United States, the report attempts to give the impression that the Islamic Republic of Iran is belligerent by nature and to justify Bush’s statements last month, when, probably in line with this report, he said, “If you’re interested in avoiding World War III, it seems like you ought to be interested in preventing them from having the knowledge necessary to make a nuclear weapon.”

In fact, the report was released to influence world public opinion and convince people that if there is going to be a third world war, Iran will be the instigator, not the U.S.!

Now, we expect high-ranking Iranian officials to avoid making hasty evaluations of such reports and adopting incautious stances toward them.

The fact is that ElBaradei’s report has not created any problems for U.S. objectives and was designed completely in line with the U.S. National Intelligence Estimate.

As mentioned before, it seems that the IAEA director general’s only responsibility is to provide the additional information needed by U.S. intelligence agencies.

Washington’s plot against the Iranian nation and their nuclear program has a technical phase and a political phase.

ElBaradei’s duty is to prepare the technical requirements under the auspices of an allegedly professional international organization, but the main job is put on the shoulders of the U.S. spy agencies and media outlets.

Therefore, we should be aware that ElBaradei’s mission is not yet completed, and in this situation, instead of praising him for making a few positive statements, it would be better for us to be more reasonable and wait until the end of autumn.

The question still remains: Which part of ElBaradei’s report and the NIE was positive

WASHINGTON — Massive, devastating air strikes, a full dose of “shock and awe” with hundreds of bunker-busting bombs slicing through concrete at more than a dozen nuclear sites across Iran is no longer just the idle musing of military planners and uber-hawks.

Although air strikes don’t seem imminent as the U.S.-Iranian drama unfolds, planning for a bombing campaign and preparing for the geopolitical blowback has preoccupied military and political councils for months.

No one is predicting a full-blown ground war with Iran. The likeliest scenario, a blistering air war that could last as little as one night or as long as two weeks, would be designed to avoid the quagmire of invasion and regime change that now characterizes Iraq. But skepticism remains about whether any amount of bombing can substantially delay Iran’s entry into the nuclear-weapons club.

Attacking Iran has gone far beyond the twilight musings of a lame-duck president. Almost all of those jockeying to succeed U.S. President George W. Bush are similarly bellicose. Both front-runners, Democrat Senator Hillary Clinton and Republican Rudy Giuliani, have said that Iran’s ruling mullahs can’t be allowed to go nuclear. “Iran would be very sure if I were president of the United States that I would not allow them to become nuclear,” said Mr. Giuliani. Ms. Clinton is equally hard-line.

Nor does the threat come just from the United States. As hopes fade that sanctions and common sense might avert a military confrontation with Tehran – as they appear to have done with North Korea – other Western leaders are openly warning that bombing may be needed.

Unless Tehran scraps its clandestine and suspicious nuclear program and its quest for weapons-grade uranium (it already has the missiles capable of delivering an atomic warhead), the world will be “faced with an alternative that I call catastrophic: an Iranian bomb or the bombing of Iran,” French President Nicolas Sarkozy has warned.

Bombing Iran would be relatively easy. Its antiquated air force and Russian air-defence missiles would be easy pickings for the U.S. warplanes.

But effectively destroying Iran’s widely scattered and deeply buried nuclear facilities would be far harder, although achievable, according to air-power experts. But the fallout, especially the anger sown across much of the Muslim world by another U.S.-led attack in the Middle East, would be impossible to calculate.

Israel has twice launched pre-emptive air strikes ostensibly to cripple nuclear programs. In both instances, against Iraq in 1981 and Syria two months ago, the targeted regimes howled but did nothing.

The single-strike Israeli attacks would seem like pinpricks, compared with the rain of destruction U.S. warplanes would need to kneecap Iran’s far larger nuclear network.

“American air strikes on Iran would vastly exceed the scope of the 1981 Israeli attack on the Osirak nuclear centre in Iraq, and would more resemble the opening days of the 2003 air campaign against Iraq,” said John Pike, director at Globalsecurity.org, a leading defence and security group.

“Using the full force of operational B-2 stealth bombers, staging from Diego Garcia or flying direct from the United States,” along with warplanes from land bases in the region and carriers at sea, at least two-dozen suspected nuclear sites would be targeted, he said.

Although U.S. ground forces are stretched thin with nearly 200,000 fighting in Iraq and Afghanistan, the firepower of the U.S. air force and the warplanes aboard aircraft carriers could easily overwhelm Iran’s defences, leaving U.S. warplanes in complete command of the skies and free to pound targets at will.

With air bases close by in neighbouring Iraq and Afghanistan, including Kandahar, and naval-carrier battle groups in the Persian Gulf and Indian Ocean, hundreds of U.S. warplanes serviced by scores of airborne refuellers could deliver a near constant hail of high explosives.

Fighter-bombers and radar-jammers would spearhead any attack. B-2 bombers, each capable of delivering 20 four-tonne bunker-busting bombs, along with smaller stealth bombers and streams of F-18s from the carriers could maintain an open-ended bombing campaign.

“They could keep it up until the end of time, which might be hastened by the bombing,” Mr. Pike said. “They could make the rubble jump; there’s plenty of stuff to bomb,” he added, a reference to the now famous line from former defence secretary Donald Rumsfeld that Afghanistan was a “target-poor” country.

Mr. Pike believes it could all be over in a single night. Others predict days, or even weeks, of sustained bombing.

Unidentified Pentagon planners have been cited talking of “1,500 aim points.” What is clear is that a score or more known nuclear sites would be destroyed. Some, in remote deserts, would present little risk of “collateral damage,” military jargon for unintended civilian causalities. Others, like laboratories at the University of Tehran, in the heart of a teeming capital city, would be hard to destroy without killing innocent Iranians.

What would likely unfold would be weeks of escalating tension, following a breakdown of diplomatic efforts.

The next crisis point may come later this month if the UN Security Council becomes deadlocked over further sanctions.

“China and Russia are more concerned about the prospect of the U.S. bombing Iran than of Iran getting a nuclear bomb,” says Karim Sadjadpour, an Iran expert at the Council on Foreign Relations.

Tehran remains defiant. Our enemies “must know that Iran will not give the slightest concession … to any power,” Iran’s fiery President Mahmoud Ahmadinejad said yesterday. For his part, Mr. Bush has pointedly refused to rule out resorting to war. Last month, another U.S. naval battle group – including the nuclear-powered aircraft carrier USS Harry S Truman with 100 warplanes on board and the Canadian frigate HMCS Charlottetown as one of its screen of smaller warships – left for the Persian Gulf. At least one, and often two, carrier battle groups are always in the region.

Whether even weeks of bombing would cripple Iran’s nuclear program cannot be known. Mr. Pike believes it would set back, by a decade or more, the time Tehran needs to develop a nuclear warhead. But Iran’s clandestine program – international inspectors were completely clueless as to the existence of several major sites until exiles ratted out the mullahs – may be so extensive that even the longest target list will miss some.

“It’s not a question of whether we can do a strike or not and whether the strike could be effective,” retired Marine general Anthony Zinni told Time magazine. “It certainly would be, to some degree. But are you prepared for all that follows?”

Attacked and humiliated, Iran might be tempted, as Mr. Ahmadinejad has suggested, to strike back, although Iran has limited military options.

At least some Sunni governments in the region, not least Saudi Arabia, would be secretly delighted to see the Shia mullahs in Tehran bloodied. But the grave risk of any military action spiralling into a regional war, especially if Mr. Ahmadinejad tried to make good on his threat to attack Israel, remains.

“Arab leaders would like to see Iran taken down a notch,” said Steven Cook, an analyst specializing in the Arab world at the Council on Foreign Relations, “but their citizens will see this as what they perceive to be America’s ongoing war on Islam.”

Former US secretary of state Powell says military strike against Iran is unlikely, adding Iran is far from acquiring a nuclear weapon.

“I think Iran is a long way from having anything that could be anything like a nuclear weapon,” Colin Powell told Sunday in the gathering of bankers, businessmen and diplomats in Kuwait.

Asked about the possibility of US war on Iran, the retired US general said although no American official will say the option was ‘off the table’, he did not see prospects of a military conflict.

There is no base of support among Americans for such an action, Powell said, adding that the US military already has enough on its hands in Iraq and Afghanistan.

Powell was invited by the National Bank of Kuwait to speak on economic opportunity and crisis in the Middle East.

BERLIN (Reuters) – U.S. President George W. Bush defended in a television interview on Wednesday his recent comments suggesting Iran’s nuclear ambitions might trigger World War Three and insisted he wanted a diplomatic solution.

Bush told a news conference last month that preventing Iran from building nuclear weapons would be a means of avoiding a new global conflict.

“The reason I said that is because this is a country that has defied the IAEA — in other words, didn’t disclose all their program — have said they want to destroy Israel,” Bush said in the interview with German broadcaster RTL.

“If you want to see World War Three, you know, a way to do that is to attack Israel with a nuclear weapon,” Bush added. “And so I said, now is the time to move. It wasn’t a prediction, nor a desire.”

Asked whether there was a point when the United States would decide military action was the only possible option for dealing with Iran, Bush said: “I would never say that.”

“I would say that we would always try to try diplomacy first,” he said. “In other words, I — I’ve committed our troops into harm’s way twice, and it’s not a pleasant experience because I understand the consequences firsthand.

“And so I owe it to the American people to say that I’ve tried to solve this problem diplomatically. And that’s exactly what I intend to do. And I believe we can do it, so long as the world works in concert.”

Iran says its atomic work is to make electricity, not bombs.

The interview was conducted on Tuesday and RTL released the quotes on Wednesday ahead of a visit to Bush’s Texas ranch by German Chancellor Angela Merkel later this week.

WASHINGTON – President Bush said Tuesday that plans for a U.S.-led missle defense system in Europe are urgently needed to counter an emerging threat of attack by Iran.

“If (Iran) chooses to do so, and the international community does not take steps to prevent it, it is possible Iran could have this capability,” Bush said. “And we need to take it seriously — now.”

Bush’s latest warning about Iran’s nuclear ambitions came in a broad defense of his security policies at the National Defense University. He said intelligence estimates show that Iran could have the capability to strike the United States and many European allies by 2015.

“The need for missile defense in Europe is real, and I believe it’s urgent,” Bush said.

 

AEI’s Muravchik: ‘I Don’t Mind If We Bomb Iran Next Month Or The Month After’

AEI scholar Joshua Muravchik has consistently pushed for war with Iran. In Nov. 2006, for example, Muravchik wrote an LA Times op-ed called simply, “Bomb Iran.” But as his appearance on MSNBC’s Hardball yesterday demonstrated, Muravchik’s calls for war with Iran aren’t based on any real evidence.

When host Chris Matthews asked how long it will take the Iranians to develop a nuclear weapon “that could be transported by a terrorist group,” Muravchik admitted he didn’t “know how long it will take them.” Muravchik’s comments came on the same day that IAEA head Mohamed ElBaradei confirmed that it would take Iran three to eight years to build a nuclear weapon.

Nevertheless, Muravchik added, “I don’t mind if we bomb next month or the month after. I think we have to do it sometime in a short time frame.” Matthews then suggested that the real reason Muravchik is pushing for war so soon is not because of national security imperatives, but because Bush is the most likely president to follow through:

I respect you coming on and you’re a logical thinker. Let’s go to the logic of this. The one reason to bomb them now is you don’t trust the incoming presidency, the next president of the United States to do it. So you say let’s get Bush to do it. He’s the most likely guy to do it.

In the past, Muravchick has made clear that he wants war with Iran to happen before the 2008 elections. “Make no mistake, President Bush will need to bomb Iran’s nuclear facilities before leaving office,” he wrote in late 2006.

Muravchik has pushed for a targeted air strike because it “would not end Iran’s weapons program, but it would certainly delay it.” Yet as a recent study by the British-based Oxford Research Group reports, military strikes on Iran “could accelerate rather than halt Tehran’s production of atomic weapons.”

(IsraelNN.com) US President George W. Bush said a nuclear Iran would mean World War III. Israeli newscasts featured Gog & Magog maps of the likely alignment of nations in that potential conflict.

Channel 2 and Channel 10 TV showed the world map, sketching the basic alignment of the two opposing axes in a coming world war, in a manner evoking associations of the Gog and Magog prophecy for many viewers. The prophecy of Gog and Magog refers to a great world war centered on the Holy Land and Jerusalem and first appears in the book of Yechezkel (Ezekiel).

On one side were Israel, the United States, Britain, France and Germany. On the other were Iran, Russia, China, Syria and North Korea.

US President Bush said Wednesday during a press conference that Iran attaining nuclear weapons raises the risk of “World War III.”

“If Iran had a nuclear weapon, it’d be a dangerous threat to world peace,” Bush said. “So I told people that if you’re interested in avoiding World War III, it seems like you ought to be interested [in preventing a nuclear Iran]…I take the threat of Iran with a nuclear weapon very seriously.”

Russian President Vladimir Putin visited Iran Tuesday and slammed the US’s refusal to rule out the use of force against Iran’s nuclear project. “Not only should we reject the use of force, but also the mention of force as a possibility,” he said.

Russia has blocked tougher UN sanctions in the UN Security Council, where it has veto power. The Russian president asserts that there is no evidence Iran is pursuing nuclear weapons rather than a peaceful nuclear power program.

Israel’s Foreign Minister Tzipi Livni called for a new Security Council resolution against Iran at a press conference following her meeting with US Secretary of State Condoleezza Rice Wednesday. “I do believe there is a need for another Security Council resolution,” she told reporters. “In the past, the need to get everybody on board – including Russia and China – led to some compromises on the nature of the sanctions. I hope this will not be the case this time.”

Prime Minister Ehud Olmert announced Wednesday a sudden trip to Moscow Thursday morning, where he will meet with Putin about Iran. Other topics of discussion will reportedly be Russia’s continued supply of weapons to Syria, which have then made their way into the hands of various terrorist groups based there as well.

The Russian Foreign Minister urges the West to encourage Iran to cooperate with the IAEA, instead of constantly threatening Tehran.

In a joint press conference with US Secretary of State Condoleezza Rice, Sergey Lavrov slammed the West for threatening to take military action against Iran.

“We believe collective work will be more effective if there are no parallel steps for imposing sanctions on Iran, let alone periodical calls to use force against the country,” the Russian minister said Friday.

He emphasized such threats only impede the efforts to seek a negotiated solution, urging the international community to make concerted efforts to resolve Iran’s nuclear standoff.

The USA may not only try to destroy the Iranian army and put an end to the nuclear program of Teheran. It may also turn Iran into a test ground for up-to-date weapons. The chairman of the Iran Policy Committee Advisory Council, the former deputy commander of the US Air Force headquarters, Retired Lieutenant-General Thomas McInerney, says that the key instrument to punish Iran is ready. He says the USA has a powerful 14-ton penetrative bomb capable of reaching targets deep under the surface (supposedly Iran’s nuclear objects). In his live appearance on the US TV channel Fox News the lieutenant-general explained that the bomb’s performance was even superior to the vacuum bomb Russia had previously tested. Iranian President Ahmadinejad should know that there is no target that the bomb can not hit, Thomas McInerney added.

Iran does not want to stop its nuclear program and as the USA insists it also supports Shiite guerillas in Iraq. The other day commander of the US Army in Iraq Major-General Kevin Bergner told that Iranian weapons had been used recently against the American Camp Victory near the international airport of Baghdad. Three missiles aimed at the camp were of the same type weapons that Shiite forces had got from Iranian sources some time ago; these days it is used against the coalition forces.

Fox News reports with reference to well-informed sources in the US Presidential Administration that a probable war campaign against Iran is being actively discussed on all levels. Thomas McInerney insists that it was Germany that unintentionally gave the go-ahead to the anti-Iran campaign. A week ago, Germany refused to support another toughening of sanctions against Teheran proposed by the UN Security Council.

Recently, Teheran has started more active cooperation with the International Atomic Energy Agency, and the fact produced a really positive impression upon many members of the European Union. However, the general says that Washington considered Berlin’s stand as tacit consent to air attacks on nuclear objects of Iran.

Fox News reports that some politicians and military men are trying to persuade US Secretary of State Condoleezza Rice that it is no use to solve the Iranian nuclear problem in a diplomatic way and it is high time to start a war operation there. The TV channel adds that secretary’s assistant for international security and non-proliferation of nuclear weapons John Rood, secretary’s senior advisor for Mideast affairs and coordinator for Iraq James Jeffrey, Assistant to the President For National Security Affairs Stephen Hadley and Vice-president Richard Cheney support the idea of using force against Iran. According to Fox News, all of them are ‘mournfully happy’ to remind that they had warned beforehand that Iranians were no disposed to diplomacy.

Meanwhile, vice-president of the Russian Collegium of Army Experts Major-General Alexander Vladimirov thinks it would be reckless for Washington to attack Iran after the dubious success of the US Army in Iraq and Afghanistan. In an interview to the Vremya Novostei newspaper the major-general said that even if Americans managed to fulfill their military plans concerning Iran it is highly likely that the number of terrorist attacks committed on the USA territory in requital for this war campaign would considerably increase. General Mohammad Ali Jaafari, the commander of the Islamic Revolutionary Guards Coprs said the other day that he knew some weak points of the US forces in Iraq and Afghanistan that would be attacked in case of US aggression against Iran.

With reference to well-informed sources in the White House Fox News reports that the US political and military authorities are considering two scenarios of fighting against Iran. The first one supposes absolute blockade of petrol supplies to Iran and end of Iranian oil export. But the action will turn out to be very painful rather for the Iranian civilian population not for the top-management of the country. The second variant includes a large-scale bombing of numerous targets on the territory of Iran from the air. It is planned that before air raids US military men will destroy Iran’s air defense systems.

American experts are sure that it will take at least a week to bomb Iranian nuclear objects. Thomas McInerney thinks it would be better to start a massive air attack on Iran involving 65-70 jet bombers made using the Stealth technology and thus invisible for radars and also with 400 regular bombers. He says that such an air attack could be conducted for at least 48 hours, and after that the Iranian people may take the country back into its own hands.

Major-General Alexander Vladimirov has considered US’s plan of an attack on Iran and now comments on it. He says that US Air Force aircrafts should first neutralize Iran’s anti-missile and anti-aircraft defense objects, then liquidate Iran’s air force, firing pads and destroy the army control system. The actions will help reduce US’s own losses and prevent response attacks on the US forces in Iraq and Israel, the Russian expert adds.

It is only after the above measures that Americans may start liquidating Iran’s nuclear objects, Alexander Vladimirov says. He is sure that such an American campaign will not have any time limits and will continue until Iranian targets are absolutely destroyed. If done this way, the USA will not need any surface operation in Iran at all, and Iran’s nuclear program will be completely destroyed.

President Bush is not going to bomb Iran — unless an “accidental” incident forces his hand, according to well-respected foreign policy moderate Steve Clemons, who laid out his case in Wednesday’s Salon article, “Why Bush Won’t Attack Iran.”

Clemons, director of the American Strategy Program at New America Foundation and publisher of The Washington Note, says Bush has deviated from a Cheney-laid track to launch a first-strike on Iran, citing, as examples, frustrations that the vice president’s aides are airing, a conversation with a journalist who sat in on a December 2006 strategy meeting, and private conversations with high-level foreign policy players.

In a telephone conversation with RAW STORY Wednesday, Clemons emphasized that he wasn’t arguing that there wouldn’t be an American conflict with Iran. Rather, he believes that Bush has opted not to strike Iran in a first-strike scenario. His gravest concern, he said, was that the US might seize on an accidental incident — such as a collision between a US and Iranian ship or a border skirmish between Iraq and Iran — as a causis belli.

“A mistake in the Gulf where ships collide or US soldiers are attacked or Israel fires a low-level cruise missile attack against Natanz or there’s a border skirmish between Iraq and Iran that results in the death of a high-ranking military or diplomatic official – any of these could spark a conflict,” he said.

Of the indications that Bush has thus far tabled a preemptive strike, Clemons believes “the most significant is that the Cheney wing feels that Bush is not on their side and they’re frustrated with that. The fact that the Cheney wing feels they need to tie Bush’s hands, ‘end run’ the president and remove the ‘diplomatic course’ from the field of options in front of the President is an indication that Bush hasn’t decided to bomb.”

Clemons cites a report by Time Magazine journalist and commentator Joe Klein, which spoke of a meeting Klein sat in on in December 2006.

Then Bush asked about the possibility of a successful attack on Iran’s nuclear capability. He was told that the U.S. could launch a devastating air attack on Iran’s government and military, wiping out the Iranian air force, the command and control structure and some of the more obvious nuclear facilities. But the Chiefs were — once again — unanimously opposed to taking that course of action.

Why? Because our intelligence inside Iran is very sketchy. There was no way to be sure that we could take out all of Iran’s nuclear facilities. Furthermore, the Chiefs warned, the Iranian response in Iraq and, quite possibly, in terrorist attacks on the U.S. could be devastating. Bush apparently took this advice to heart and went to Plan B — a covert destabilization campaign reported earlier this week by ABC News.
“I think a classic war buildup that we had with Iraq is not possible for Iran,” he continued. “There are too many inter-agency blocks.”

“I’m not saying there won’t be any war but nothing in Bush’s posture suggests he’s really with the Cheney gang yet. But I do worry about the Cheney gang and the [Iran Revolutionary Guard Corps]/Ahmadinejad crowd in Iran trying to precipitate a spark that produces a very fast escalation that circumvents most of Bush’s national security decisionmaking structure — and that kind of war is something we should worry about. That’s what I think could happen.

“An ‘accidental war’ would escalate quickly and ‘end run,’ as Cheney aide [David] Wurmser put[s] it, the president’s diplomatic, intelligence and military decision-making apparatus,” Clemons wrote in his Salon editorial. “It would most likely be triggered by one or both of the two people who would see their political fortunes rise through a new conflict — Cheney and Iranian President Mahmoud Ahmadinejad.”

Increased CIA activity on the ground

RAW STORY has reported on alleged attempts by the Office of the Vice President to provoke Iran into a first strike situation as a pre-text for US strikes.

Managing Editor Larisa Alexandrovna reported in August on alleged new activities by the Central Intelligence Agency, seen by some to suggest US escalating its attempts to provoke Iran.

A senior intelligence official told RAW STORY that the CIA had stepped up operations in the region, shifting their Iran focus to “other” approaches in preference to the “black propaganda” that Raw Story “has already reported on.”

The source would not elaborate on what these “other” approaches are. At the time, CIA spokesman Paul Gimigliano would neither confirm nor deny that “other” operations were taking place.

“The CIA does not, as a matter of course, comment on allegations involving clandestine operations, despite the large amount of misinformation that circulates publicly on the subject,” Gimigliano said.

RAW STORY revealed in June that Iran was being targeted by CIA activities promoting a “pro-democracy” message and that the agency was supporting overt “pro-democracy” groups.

Clemons first revealed a battle between Cheney aides and those at the State and Defense Department in May. Supporting a pre-emptive strike, he said, was Cheney’s office; opposing was Secretary of State Condoleezza Rice, Defense Secretary Robert Gates, White House chief of staff Josh Bolten and Director of National Intelligence Mike McConnell.

“The thinking on Cheney’s team is to collude with Israel, nudging Israel at some key moment in the ongoing standoff between Iran’s nuclear activities and international frustration over this to mount a small-scale conventional strike against Natanz using cruise missiles (i.e., not ballistic missiles),” he wrote.

VIENNA, Austria – Invoking the war in Iraq, the chief U.N. nuclear inspector criticized talk of attacking Iran as “hype” on Monday, saying the use of force should only be considered as a last resort and only if authorized by the U.N. Security Council.

“I would not talk about any use of force,” said Mohamed ElBaradei, the head of the International Atomic Energy Agency, in an indirect response to French warnings that the world had to be prepared for the possibility of war in the event that Iran obtains atomic weapons.

Saying only the U.N. Security Council could authorize the use of force, ElBaradei urged the world to remember Iraq before considering any similar action against Iran.

“There are rules on how to use force, and I would hope that everybody would have gotten the lesson after the Iraq situation, where 700,000 innocent civilians have lost their lives on the suspicion that a country has nuclear weapons,” he told reporters.

He was alluding to a key U.S. argument for invading Iraq in 2003 without Security Council approval_ that Saddam Hussein had weapons of mass destruction, including nuclear arms. Four years later, no such arsenals have been found.

ElBaradei, speaking outside a 144-nation meeting of his agency, urged both sides to back away from confrontation, in comments addressed both to Iran and the U.S.-led group of nations pressing for new U.N. sanctions for Iran’s refusal to end uranium enrichment.

“We need to be cool,” he said, adding: “We need not to hype the issue”.

On Sunday, French Foreign Minister Bernard Kouchner warned that the world should prepare for war if Iran obtains nuclear weapons and said European leaders were considering their own economic sanctions against the Islamic country.

Negotiations and two sets of U.N. Security Council sanctions have failed to persuade Iran to stop its uranium enrichment program, a process that can produce fuel for nuclear power plants as well as material used in atomic weapons.

Iran insists its atomic activities are aimed only at producing energy, but the U.S., its European allies and other world powers suspect Iranian authorities of seeking nuclear weapons.

Kouchner, speaking on RTL radio, said that if “such a bomb is made… We must prepare ourselves for the worst,” he said, specifying that could mean a war.

The United States, too has refused to rule out the possibility of force against Iran if it continues to defy Security Council demands on enrichment. Still, Defense Secretary Robert Gates said Sunday the U.S. administration is committed, for now, to using diplomatic and economic means to counter the potential nuclear threat from Iran.

“I think that the administration believes at this point that continuing to try and deal with the Iranian threat, the Iranian challenge, through diplomatic and economic means is by far the preferable approach. That’s the one we are using,” the Pentagon chief said.

On Monday, French Prime Minister Francois Fillon sought to downplay Kouchner’s comments, saying “everything must be done to avoid war.”

“France’s role is to lead the way to a peaceful solution,” Fillon said, while at the same time calling for the “the most severe sanctions possible against the Iranian government if it continues” with its disputed nuclear program.

In comments alluding to the U.S. and its Western allies, Iranian Vice President Reza Aghazadeh again ruled out scrapping Iran’s uranium enrichment program, telling delegates Iran would “never give up its inalienable and legal right in benefiting from peaceful nuclear technology.”

ElBaradei, architect of a recent pact committing Iran to stop stonewalling his experts and reveal information about past suspicious nuclear work, defended the agreement against criticism it could be used by the country to divert attention from its defiance of the Security Council.

“What we need to do is encourage Iran to work with the agency to clarify the outstanding issues,” he said.

Alluding to Western criticism that he was being too soft on Iran, ElBaradei said: If “in time of hype telling the truth becomes a revolutionary act … I will continue to be a revolutionary.”
