Turkish President Abdullah Gul urged his Iranian counterpart to accept the new incentives package of the Western countries and warned on a possible U.S. military operation, Hurriyet daily reported on Saturday.

Turkey urges Iran to accept incentives, warns on U.S. attack Gul and Iran’s Mahmoud Ahmadinejad met on Thursday to discuss the international row over Tehran’s nuclear works and bilateral relations.

Two leaders, however, failed to sign agreements on multi-billion dollars energy agreement, a move came after the U.S. pressure who seeks to increase the isolation of Iran, some media reports earlier suggested.

Following a meeting this weekend between Egyptian President Hosni Mubarak and Saudi King Abdullah, Iran was told not to allow the U.S. and Israel to create a pretext for a military attack, a warning interpreted by Tehran that an impending attack is on the horizon.

“Iran should not present on a silver platter the justifications and the pretexts for those who want to drag the region down a dangerous slope,” Egypt’s presidential spokesman Suleiman Awwad said on Saturday.

“Middle East sources report that the Iranian satellite carrier space launch Sunday, Aug. 17, was prompted by a joint caution to Tehran from Saudi King Abdullah and Egyptian president Hosni Mubarak,” reports Debka File.

“This warning was interpreted by the London Arabic daily Al Quds as a warning to Tehran that an attack is impending by the US, some European nations and Israel.”

The warning follows last week’s decision on behalf of Kuwait to activate its highest priority Emergency War Plan in response to thelargest U.S. naval deployment since 1991 as three more U.S. warships steamed towards the Persian Gulf in what observers described as an “unprecedented” build-up.

Finding and even staging a suitable pretext for a military attack on Iran has been a preoccupation amongst top Neo-Cons for months if not years.

Last month, New Yorker writer Seymour Hersh sensationally revealed that during a meeting held in the Vice President’s office concerning the creation of a justification to attack Iran, Dick Cheney proposed dressing up Navy Seals as Iranians, putting them on fake Iranian PT speedboats and starting a shoot up.

The plan was purportedly rejected but Hersh noted that the incident in the Straight of Hormuz, in which tiny Iranian speedboats on patrol inside Iranian waters were said to have threatened three U.S. warships with suicide attacks (a ridiculous claim completely fabricated by the U.S. and lapped up by the western media) taught the Bush administration that “if you get the right incident, the American public will support” it.

D.C. to Russia: Rejecting Iran Sanctions Means Israeli Attack

’US sources hint that by rejecting Iran sanctions, Moscow opens door to Israeli attack’

Sources in Washington commented Wednesday night, Aug. 6, that, while it is unlikely that Israel would attack Iran without US approval, this might change if tough sanctions were taken off the table. They reported Israel was building up its strike capabilities for an attack, had purchased 90 F-16I planes that can carry enough fuel to reach Iran and would receive another 11 by the end of next year. The Jewish state had also bought two new Dolphin submarines from Germany capable of firing nuclear-armed warheads, in addition to the three already in service with its navy.

According to foreign media, Israel is active inside Iranian territory.

DEBKAfile reports that this information was leaked by Washington sources, apparently to warn Moscow that by closing the door to sanctions, it was opening the door to an Israeli attack.

The American administration has rejected an Israeli request for military equipment and support that would improve Israel’s ability to attack Iran’s nuclear facilities.

A report published last week by the Washington-based Institute for Science and International Security (ISIS) states that military strikes are unlikely to destroy >Iran’s centrifuge program for enriching uranium.

The Americans viewed the request, which was transmitted (and rejected) at the highest level, as a sign that Israel is in the advanced stages of preparations to attack Iran. They therefore warned Israel against attacking, saying such a strike would undermine American interests. They also demanded that Israel give them prior notice if it nevertheless decided to strike Iran.

As compensation for the requests it rejected, Washington offered to improve Israel’s defenses against surface-to-surface missiles.

Israel responded by saying it reserves the right to take whatever action it deems necessary if diplomatic efforts to halt Iran’s nuclearization fail.

Senior Israeli officials had originally hoped that U.S. President George Bush would order an American strike on Iran’s nuclear facilities before leaving office, as America’s military is far better equipped to conduct such a strike successfully than is Israel’s.

Jerusalem also fears that an Israeli strike, even if it succeeded well enough to delay Iran’s nuclear development for a few years, would give Iran international legitimacy for its program, which it currently lacks. Israel, in contrast, would be portrayed as an aggressor, and would be forced to contend alone with Iran’s retaliation, which would probably include thousands of missile strikes by Iranian allies Hezbollah, Hamas and perhaps even Syria.

US Secretary of State Condoleezza Rice defended Israel’s right to make its own decision about whether it takes military action against Iran, in an interview released over the weekend.

“We don’t say yes or no to Israeli military operations. Israel is a sovereign country,” she said in response to a question from The Politico Web site as to whether she was concerned that America would be blamed in the case of an IDF attack on the Islamic Republic.

Her statements come amid speculation that Washington has warned Jerusalem not to attack Iran and media reports that the US told Israel it doesn’t have the green light to use Iraqi airspace for any such attack.

A senior official with the US Defense Department has dismissed reports that Washington is planning a naval blockade of Iran.

“As a matter of policy we do not discuss current or future ship’s movements. However, I can tell you that reports of an alleged naval blockade of Iran are false,” Lt. Col. Patrick Ryder, a spokesman for the assistant secretary of defense for public affairs told The Jerusalem Post on Wednesday.

“We routinely rotate deployed naval forces in the USCENTCOM area of responsibility,” he added.

The US Central Command supervises US military operations in the Middle East, East Africa and Central Asia.

On Monday, Egypt’s Middle East Times reported that a massive US and European armada was heading towards the Persian Gulf for a naval blockade of Iran.

The report said that the force included the nuclear-powered American aircraft carrier USS Theodore Roosevelt as well as forces from the British Royal Navy and a French nuclear submarine.

Operation Brimstone ended only one week ago. This was the joint US/UK/French naval war games in the Atlantic Ocean preparing for a naval blockade of Iran and the likely resulting war in the Persian Gulf area. The massive war games included a US Navy supercarrier battle group, an US Navy expeditionary carrier battle group, a Royal Navy carrier battle group, a French nuclear hunter-killer submarine plus a large number of US Navy cruisers, destroyers and frigates playing the “enemy force”.

The lead American ship in these war games, the USS Theodore Roosevelt (CVN71) and its Carrier Strike Group Two (CCSG-2) are now headed towards Iran along with the USS Ronald Reagon (CVN76) and its Carrier Strike Group Seven (CCSG-7) coming from Japan.

They are joining two existing USN battle groups in the Gulf area: the USS Abraham Lincoln (CVN72) with its Carrier Strike Group Nine (CCSG-9); and the USS Peleliu (LHA-5) with its expeditionary strike group.

Likely also under way towards the Persian Gulf is the USS Iwo Jima (LHD-7) and its expeditionary strike group, the UK Royal Navy HMS Ark Royal (R07) carrier battle group, assorted French naval assets including the nuclear hunter-killer submarine Amethyste and French Naval Rafale fighter jets on-board the USS Theodore Roosevelt. These ships took part in the just completed Operation Brimstone.

The build up of naval forces in the Gulf will be one of the largest multi-national naval armadas since the First and Second Gulf Wars. The intent is to create a US/EU naval blockade (which is an Act of War under international law) around Iran (with supporting air and land elements) to prevent the shipment of benzene and certain other refined oil products headed to Iranian ports. Iran has limited domestic oil refining capacity and imports 40% of its benzene. Cutting off benzene and other key products would cripple the Iranian economy. The neo-cons are counting on such a blockade launching a war with Iran.

The USS Iwo Jima and USS Peleliu Expeditionary Strike Groups have USMC Harrier jump jets and an assortment of assault and attack helicopters. The Expeditionary Strike Groups have powerful USMC Expeditionary Units with amphibious armor and ground forces trained for operating in shallow waters and in seizures of land assets, such as Qeshm Island (a 50 mile long island off of Bandar Abbas in the Gulf of Hormuz and headquarters of the Iranian Islamic Revolutionary Guards Corps).

The large and very advanced nature of the US Naval warships is not only directed at Iran. There is a great fear that Russia and China may oppose the naval and air/land blockade of Iran. If Russian and perhaps Chinese naval warships escort commercial tankers to Iran in violation of the blockade it could be the most dangerous at-sea confrontation since the Cuban Missile Crisis. The US and allied Navies, by front loading a Naval blockade force with very powerful guided missile warships and strike carriers is attempting to have a force so powerful that Russia and China will not be tempted to mess with. This is a most serious game of military brinkmanship with major nuclear armed powers that have profound objections to the neo-con grand strategy and to western control of all of the Middle East’s oil supply.

The Russian Navy this spring sent a major battle fleet into the Mediterranean headed by the modern aircraft carrier the Admiral Kuznetsov and the flagship of its Black Sea Fleet, the Guided Missile Heavy Cruiser Moskva. This powerful fleet has at least 11 surface ships and unknown numbers of subs and can use the Russian naval facility at Syria’s Tartous port for resupply. The Admiral Kuznetsov carries approximately 47 warplanes and 10 helicopters. The warplanes are mostly the powerful Su-33, a naval version (with mid-air refueling capability) of the Su-27 family. While the Su-33 is a very powerful warplane it lacks the power of the stealth USAF F-22. However, the Russians insist that they have developed a plasma based system that allows them to stealth any aircraft and a recent incident where Russian fighters were able to appear unannounced over a US Navy carrier battle group tends to confirm their claims. The Su-33 can be armed with the 3M82 Moskit sea-skimming missile (NATO code name SS-N-22 Sunburn) and the even more powerful P-800 Oniks (also named Yakhonts; NATO code name SS-N-26 Onyx). Both missiles are designed to kill US Navy supercarriers by getting past the cruiser/destroyer screen and the USN point-defense Phalanx system by using high supersonic speeds and violent end maneuvers. Russian subs currently use the underwater rocket VA-111 Shkval (Squall), which is fired from standard 533mm torpedo tubes and reaches a speed of 360kph (230mph) underwater. There is no effective countermeasures to this system and no western counterpart.

A strategic diversion has been created for Russia. The Republic of Georgia, with US backing, is actively preparing for war on South Ossetia. The South Ossetia capital has been shelled and a large Georgian tank force has been heading towards the border. Russia has stated that it will not sit by and allow the Georgians to attack South Ossetia. The Russians are great chess players and this game may not turn out so well for the neo-cons.

Kuwait has activated its “Emergency War Plan” as it and other Gulf nations prepare for the likelihood of a major regional war in the Middle East involving weapons of mass destruction.

The two-ton elephant in the living room of the neo-con strategy is the advanced biowar (ABW) that Iran, and to a lessor extent Syria, has. This places the motherlands of the major neo-con nations (America, France, the United Kingdom), as well as Israel, in grave danger. When the Soviet Union fell the Iranians hired as many out-of-work former Soviet advanced biowar experts as possible. In the last 15 or so years they have helped to develop a truly world class ABW program utilizing recombination DNA genetic engineering technology to create a large number of man made killer viruses. This form of weapon system does not require high tech military delivery systems. The viruses are sub-microscopic and once seeded in a population use the population itself as vectors. Seeding can be done without notice in shopping malls, churches, and other public places. The only real defense to an advanced global strategic biowar attack is to lock down the population as rapidly as possible and let those infected die off.

Unless the public gets it act together and forces the neo-cons to stop the march to yet another war in the Middle East we are apt to see a truly horrific nightmare unfold in OUR COUNTRIES.

Mullen Warns Israel: Don’t Even Think About Another USS Liberty

Recently appointed Chairman of the Joint Chiefs Adm. Mike Mullen flew to Tel Aviv to warn Israel’s military establishment how “important” it was that “history not repeat itself ”—referring to Israel’s deliberate attack on the USS Liberty in June, 1967. The Establishment media blacked out the event (in which 34 American men were killed) for decades—and still does.

Given the fact that this brazen two-hour attack upon the United States has been hushed up for 41 years, the reason for Mullen’s meeting is obvious—someone within the intelligence or military apparatus of the United States has concluded that Israel is planning a “USS Liberty Part II,” meaning an attack on a U.S. ship, most likely in the Persian Gulf, leading to a massive loss of life to be blamed on Iran.

As was intended in 1967, when Israel attacked the Liberty, angry Americans would demand the “obliteration” of the guilty party, the false identity of which the Jewish media establishment in America would provide. And while all players involved have been tight-lipped about the particulars of this meeting, Mullen’s impromptu trip to Israel and subsequent discussion was in effect a stern warning to Israel to “Not even think about it.”

Some in Washington are beginning to realize that they’ve just put their foot into something nasty with regards to Israel’s dirty wars in the Middle East that will never be finished as long as it exists. With oil and virtually all consumer products skyrocketing in price simultaneous to the U.S. economy going down the drain, some now understand that by signing on as Israel’s pit bull in the Muslim world that America will wind up paying the ultimate price for her devotion to the Jewish state, meaning the complete destruction of her economy and her position as a world power.

America’s top general officer seems to be wary of widening the present debacle to include war with Iran that may bring into the fray nuclear-armed nations such as Russia and China. He has now joined with saner voices both inside and outside the Bush administration who are trying to prevent an otherwise apocalyptic end to America.

In discussing an attack on Iran, Mullen recently stated that opening a third front would be “extremely stressful” on the U.S. military and added that it would lead to consequences “difficult to predict,” adding that “There is need for better clarity, even dialogue.”

Is this making Israel jittery to the point she would contemplate pulling off another USS Liberty?

“Respectable” people have begun to openly voice such thoughts as well. In a recent provocative article entitled “If Iran is Attacking, It Might Really Be Israel,” ex-CIA officer Phillip Giraldi wrote:

Some intel types are beginning to express concerns that the Israelis might do something completely crazy to get the U.S. involved. There are a number of possible “false flag” scenarios in which the Israelis could stage an incident that they will make to look Iranian, either by employing Iranian weapons or by leaving a communications footprint that points to Teheran’s involvement. Those who argue Israel would never do such a thing should think again. Israel is willing to behave with complete ruthlessness towards the U.S. if they feel that the stakes are high enough. Witness the attack on the USS Liberty and the bombing of the U.S. Consulate in Alexandria in the 1950s. If they now believe that Iran is a threat that must be eliminated it is not implausible to assume they will stop at nothing to get the United States to do it for them, particularly as their air force is only able to damage the Iranian nuclear program, not destroy it. . . .

Joined alongside Giraldi is former long-time CIA analyst Ray McGovern who in a recent essay entitled “Israel Planning a September/October Surprise?” writes the following with regards to the U.S. pulling out of the Middle East and what Israel might do as a result:

My guess is the Israeli leaders are apoplectic. . . . This dramatic change—or even just the specter of it—greatly increases Israel’s incentive to ensure U.S. involvement in the area that would endure for several years. The Israelis need to create “facts on the ground”—something to guarantee Washington will stand by “our ally.” The legislation drafted by AIPAC calls for a blockade of Iran. That would be one way to entangle; there are many others. The point is that the growing danger the Israelis perceive will probably prompt them to find a way to get the U.S. involved in hostilities with Iran. All Israel has to do is to arrange to be attacked. Not a problem. There are endless possibilities among which Israel can choose to catalyze such a confrontation. Viewed from Tel Aviv it appears an increasingly threatening situation, with more urgent need to “embed” (so to speak) the United States even more deeply in the region—in a confrontation involving both countries with Iran. A perfect storm is brewing. . . . In sum, Israel is likely to be preparing a September/October surprise designed to keep the U.S. bogged down in Iraq and in the wider region by provoking hostilities with Iran. And don’t be surprised if it starts as early as August. . . .

Israeli transportation minister Shaul Mofaz has reiterated his previous threats against Iran, saying Israel must be ready to act.

“Israel cannot let Iran get to the point of nuclearization,” Mofaz said. “All options are on the table. If there won’t be a choice other than a nuclear Iran or a military option, it’s clear what our decision has to be.”

“The strategy against Iran has not changed and it will continue to be led by the United States,” Mofaz said, adding Israel could not let Iran ’threaten the entire world.’

Mofaz had told Yediot Aharonot on June 6 that Israel would attack Iran if it did not cease nuclear development.

Following his remarks in June, Israeli officials condemned his threats, calling them ’irresponsible’ and ’cynical.’

His new remarks against Tehran come as even the United States seems to have backed down on its demand that Iran suspend uranium enrichment before entering talks on its nuclear program.

US diplomat William Burns is to be present at the negotiating table on Saturday in Geneva where Iran’s nuclear issue will be discussed.

 

John Bolton demands US support for Israeli strike on Iran

John Bolton, the former US ambassador to the United Nations, has said that America should “facilitate” an Israeli attack on suspected nuclear facilities in Iran.

In a Wall Street Journal editorial, the leading voice of Washington’s hawks warned that time is running out for efforts to stop the Islamic Republic’s covert nuclear research programme.

Recent tests of ballistic missiles capable of hitting Tel Aviv had demonstrated the external threat posed to the Jewish state by a nuclear-armed Tehran.

While the Bush administration no longer appears interested in military action against Iran, there is no doubt about Israel’s intentions.

American air and naval power in the Middle East, as well as its current control of Iraqi airspace, would mean that an Israeli attack could not take place without the superpower’s tacit consent.

“We will be blamed for the strike anyway, and certainly feel whatever negative consequences result, so there is compelling logic to make it as successful as possible,” Mr Bolton writes.

“At a minimum, we should place no obstacles in Israel’s path, and facilitate its efforts where we can.”

Mr Bolton said that further rounds of United Nations sanctions were no longer a realistic deterrent.

“We have almost certainly lost the race between giving ’strong incentives’ for Iran to abandon its pursuit of nuclear weapons, and its scientific and technological efforts to do just that. Swift, sweeping, effectively enforced sanctions might have made a difference five years ago. No longer.”

Iran plans major air drills to boost deterrence

Iran’s Air Force plans to stage a large-scale combat and defensive drills to beef up deterrence against threats from the US and Israel.

Air Force commander Brigadier General Ahmad Miqani said Tuesday that the armed forces would conduct a military exercise, dubbed Defenders of the Sky of Velayat, to enhance aerial capabilities.

The Iranian Air Force will prove its dominance by immediately crushing anyone who dares to try and penetrate Iran’s airspace, said Brig. Gen. Miqani.

The extensive air maneuvers will follow the six-day drills held by the Islamic Revolution Guards Corps (IRGC) directed at demonstrating Iran’s defensive ballistic power.

The IRGC ended an extensive military exercise on Sunday during which Iran successfully test-fired various advanced shore-to-sea, surface-to-surface and sea-to-air missiles.

Iran also tested the upgraded Shahab-3 missile equipped with a one-ton conventional warhead and capable of hitting targets within a 2,000-kilometer range.

Iran will target “32 US bases and the heart of Israel” if it is attacked, the Fars news agency quoted an aide to supreme leader Ayatollah Ali Khamenei as saying on Saturday.

“If America and Israel shoot any bullets and missiles against our country, Iranian armed forces will target the heart of Israel and 32 US bases in the region before the dust from this attack has settled,” Mojtaba Zolnoor said.

Zolnoor is Khamenei’s deputy representative for the elite Revolutionary Guards, the force which controls Iran’s more potent weaponry, particularly its longer-range missiles capable of striking Israel and US bases in the Gulf.

The United States and its top regional ally Israel have never ruled out attacking Iran over its nuclear drive, which the West fears could be aimed at making nuclear weapons.

There has been concern an attack against Iran could be imminent after it emerged Israel had carried out manoeuvres in Greece that were effectively practice runs for a potential strike against Iranian nuclear facilities.

The IDF dismissed Friday evening earlier reports claiming that Air Force jets have been training in Iraq ahead of a possible strike on Iran’s nuclear facilities.

The IDF Spokesperson’s Office said the Iraqi reports were “unfounded.”

According to the reports, sources in the Iraqi Defense Ministry told a local news network Friday that Israeli fighter jets have been flying over Iraqi territory for over a month in preparation for potential strikes on Iranian nuclear facilities, adding that the aircraft have been landing in American bases following the overflights.

An Iraqi website has claimed that Israeli warplanes have been using Iraqi airspace to practice for possible bombing of Iranian nuclear facilities.

Nahrainnet.com, quoting unnamed sources in the Iraqi defence ministry, said that for the past month Israel has been using US bases in Iraq to conduct overflights.

Defence Ministry spokesman Major General Mohammed al-Askari dismissed the report on Friday.

“We have no information about Israeli jets using Iraqi airspace for rehearsals,” he told AFP.

In Jerusalem, meanwhile, an Israeli military spokesman told AFP he was aware of the report and said, “I have no information on this.”

The US military did not comment on the report.

Word of Israel’s alleged Air Force maneuvers in Iraq has reached Iran. The sources said the US has boosted security in and around the bases used by Israel during the exercises.

According to the Defense Ministry officials, retired Iraqi army officers in the Al Anbar district reported that fighter jets have been regularly entering Iraqi airspace from Jordan and landing at the airport near Haditha. The sources estimated that should the Israeli jets take off from the American bases it would take them no more than five minutes to reach Iran’s nuclear reactor in Bushehr.

American officials said recently that more than 100 Israeli F-16 and F-15 fighters took part in maneuvers over the eastern Mediterranean and Greece in the first week of June, apparently a rehearsal for a potential bombing of Iran’s nuclear facilities.

Israeli war minister Ehud Barak will visit Washington next week to meet with top U.S. government officials and President Bush in what some are suggesting will be the final planning session in anticipation of a military strike on Iran.

Barak will hold talks for three days with Defense Secretary Robert Gates, Vice President Dick Cheney, Secretary of State Condoleezza Rice, National Security Adviser Stephen Hadley and UN Secretary-General Ban Ki-moon – as well as U.S. President George Bush.

Barak’s visit will also precede a tour by Israeli military chief of staff Lieutenant-General Gabi Ashkenazi, who is set to meet with Chairman of the Joint Chiefs of Staff Adm. Michael Mullen.

The trip follows Mossad chief Meir Dagan’s visit to Washington during which he met top intelligence officials.

“The visits of the Israeli officials came as an intense debate continued to rage inside the US administration between those who favored military action, led by Cheney, and those opposed, led by Gates,” according to a Jerusalem Post report.

President George W Bush has told the Israeli government that he may be prepared to approve a future military strike on Iranian nuclear facilities if negotiations with Tehran break down, according to a senior Pentagon official.

Despite the opposition of his own generals and widespread scepticism that America is ready to risk the military, political and economic consequences of an airborne strike on Iran, the president has given an “amber light” to an Israeli plan to attack Iran’s main nuclear sites with long-range bombing sorties, the official told The Sunday Times.

“Amber means get on with your preparations, stand by for immediate attack and tell us when you’re ready,” the official said. But the Israelis have also been told that they can expect no help from American forces and will not be able to use US military bases in Iraq for logistical support.

Nor is it certain that Bush’s amber light would ever turn to green without irrefutable evidence of lethal Iranian hostility. Tehran’s test launches of medium-range ballistic missiles last week were seen in Washington as provocative and poorly judged, but both the Pentagon and the CIA concluded that they did not represent an immediate threat of attack against Israeli or US targets.

“It’s really all down to the Israelis,” the Pentagon official added. “This administration will not attack Iran. This has already been decided. But the president is really preoccupied with the nuclear threat against Israel and I know he doesn’t believe that anything but force will deter Iran.”

The official added that Israel had not so far presented Bush with a convincing military proposal. “If there is no solid plan, the amber will never turn to green,” he said.

There was also resistance inside the Pentagon from officers concerned about Iranian retaliation. “The uniform people are opposed to the attack plans, mainly because they think it will endanger our soldiers in Iraq and Afghanistan,” the source said.

Iran test-fired more weaponry on Thursday as it continued war games, ignoring global concern over its launch of a broadside of missiles amid efforts to end the crisis over its nuclear programme.

The weapons fired in the Gulf by the naval section of the Revolutionary Guards included shore-to-sea, surface-to-surface and sea-to-air missiles, state television said. No details were given on the names of the missiles.

It said the war games also included firing the Hoot (Whale) torpedo that Iran unveiled in April 2006 and which it says is a super-fast weapon capable of hitting enemy submarines.

Iran on Wednesday test-fired its Shahab-3 long-range missile, which the Islamic republic says can reach Israel and US bases in the Gulf, and eight other more medium-range missiles.

The move sparked major concern in Western governments which say they fear Iran’s nuclear drive is aimed at making atomic weapons, a charge that Tehran vehemently denies.

In a separate land exercise late on Wednesday, the military also fired “longer and medium range missiles,” state television said, showing several missiles being fired into the night sky.

Footage was also broadcast of the naval manoeuvres, showing divers fixing mines to a pier, missiles being fired from shore-based mobile launchers and the Hoot speeding towards a target.

Israel ’ready to act’ over Iran

Israel’s defence minister has warned of his country’s readiness to act against Iran if it feels threatened.

Ehud Barak, speaking in Tel Aviv, said Israel had “proved in the past that it won’t hesitate to act when its vital security interests are at stake”.

He spoke as Iran’s testing of missiles that could reach Israel stoked tensions between the two, and with the US.

But Mr Barak added that diplomatic solutions should be pursued before other options were taken up.

“Currently the focus is international sanctions and vigorous diplomatic activity, and these avenues should be exhausted,” he said.

US warning

Over the past two days, the Iranian military has tested missiles, including one that it says could reach Israel.

State media said the tests included the first night launch of the Shahab-3 missile, said to have a range of 2,000km (1,240 miles), along with shore-to-sea, surface-to-surface and sea-to-air missiles.

Secretary of State Condoleezza Rice said the US had increased its security in the region and Iran should not be “confused” about US capabilities.

Israel has responded to the missile tests by putting on display one of its aircraft that it says can spy on Iran.

The state-run Israel Aerospace Industries says it has equipped its Eitam aeroplane, unveiled a year ago, with sophisticated intelligence-gathering systems.

Mr Barak spoke of the “potential for accords, particularly with the Palestinians and the Syrians”, but stressed that the situation was very complex.

Quoted by Israeli news website Ynet, Mr Barak said: “We must work towards an accord – but if not, then we must strike our enemy when it is required.”

He also warned that Israel must consider the reactions from other nations in the region that could be provoked by action against Iran.

“The responses of our adversaries must be taken into account. Hamas and Hezbollah and the Syrians and the Iranians – there is activity all around us. And there exists a potential for confrontation.”

Meanwhile, the AFP news agency has issued a warning that a still image of the missiles being launched, one of several distributed by Iran, was “apparently digitally altered”.

The photograph, published on the Iranian Revolutionary Guards website and reproduced by media organisations – including the BBC News website – showed four missiles taking off from a desert launch-pad.

But a similar image, issued by the Associated Press, shows one of the missiles still in its launcher after apparently failing to fire.

The BBC News website’s picture editor, Phil Coomes, said: “Having examined the photograph from AFP, it can be seen that parts have been edited, with smoke trails and parts of the foreground being cloned.”

In recent weeks, both Israel and Iran have been testing and showing off their military hardware, each saying that in the event of provocation it is more than capable of defending itself.

The Israeli air force recently carried out a large-scale exercise over the Mediterranean – regarded by many observers as a dress rehearsal should the order be given to attack Iran’s nuclear facilities. Israel believes Iran is building nuclear weapons, although Tehran insists its nuclear programme is purely for civilian energy.

Western leaders have been trying to convince Iran to stop enriching uranium, which it has continued doing despite sanctions from the UN and the European Union.

The U.S. Navy said on Monday it was carrying out an exercise in the Gulf, days after vowing that Iran will not be allowed to block the waterway which carries crude from the world’s largest oil-exporting region.

“The aim of Exercise Stake Net is to practise the tactics and procedures of protecting maritime infrastructure such as gas and oil installations,” Commodore Peter Hudson said in a U.S. Fifth Fleet statement.

The head of Iran’s Revolutionary Guards said in remarks published late last month that Tehran would impose controls on shipping in the Gulf and the strategic Strait of Hormuz if it was attacked.

Speculation about a possible attack on Iran because of its nuclear programme has risen since a report last month said Israel had practised such a strike.

Vice-Admiral Kevin Cosgriff, the commander of the U.S. Navy’s Fifth Fleet, said last week the United States would not allow Iran to block the Gulf.

Fear of an escalation in the standoff between the West and Iran, the world’s fourth largest oil producer, has helped propel oil prices over $140 a barrel.

Two U.S. vessels were taking part in the exercise alongside a British warship and one from Bahrain, a Gulf Arab ally which hosts the Fifth Fleet. “Stake Net seeks to help ensure a lawful maritime order as well as improve relationships between regional partners,” the fleet’s statement said.

Iran’s elite Revolutionary Guards began military maneuvers on Monday, news agencies said, the same day the U.S. Navy said it was carrying out an exercise in the Gulf.

The war games were conducted by missile units of the Guards’ naval and air forces, the Fars and Mehr news agencies said. They said the exercises, which began a few hours ago, were aimed at improving combat readiness and capability.

The reports did not give details of where the exercise was taking place. The Guards often conduct maneuvers in the Gulf.

Speculation about a possible attack on Iran because of its disputed nuclear program has risen since the New York Times newspaper reported last month that Israel’s armed forces had practiced such a strike.

Military action ‘would destabilise Iraq’

Iraq will be plunged into a new war if Israel or the US launches an attack on Iran, Iraqi leaders have warned. Iranian retaliation would take place in Iraq, said Dr Mahmoud Othman, the influential Iraqi MP.

The Iraqi government’s main allies are the US and Iran, whose governments openly detest each other. The Iraqi government may be militarily dependent on the 140,000 US troops in the country, but its Shia and Kurdish leaders have long been allied to Iran. Iraqi leaders have to continually perform a balancing act in which they seek to avoid alienating either country.

The balancing act has become more difficult for Iraq since George Bush successfully requested $400m (£200m) from Congress last year to fund covert operations aimed at destabilising the Iranian leadership. Some of these operations are likely to be launched from Iraqi territory with the help of Iranian militants opposed to Tehran. The most effective of these opponent groups is the Mujahedin-e-Khalq (MEK), which enraged the Iraqi government by staging a conference last month at Camp Ashraf, north-east of Baghdad. It demanded the closure of the Iranian embassy and the expulsion of all Iranian agents in Iraq. “It was a huge meeting” said Dr Othman. “All the tribes and political leaders who are against Iran, but are also against the Iraqi government, were there.” He said the anti-Iranian meeting could not have taken place without US permission.

The Americans disarmed the 3,700 MEK militants, who had long been allied to Saddam Hussein, at Camp Ashraf in 2003, but they remain well-organised and well-financed. The extent of their support within Iran remains unknown, but they are extremely effective as an intelligence and propaganda organisation.

Though the MEK is on the State Department’s list of terrorist groups, the Pentagon and other US institutions have been periodically friendly to it. The US task force charged by Mr Bush with destabilising the Iranian government is likely to co-operate with it.

In reaction to the conference, the Iraqi government, the US and the International Committee of the Red Cross (ICRC) have started secret talks on the future of the MEK with the Iraqi government pressing for their expulsion from Iraq. Dr Othman, who speaks to the MEK frequently by phone, said: “I pressed them to get out of Iraq voluntarily because they are a card in the hands of the Americans.”

An embarrassing aspect of the American pin-prick war against Iran is that many of its instruments were previously on the payroll of Saddam Hussein. The MEK even played a role in 1991 in helping to crush the uprising against the Baathist regime at the end of the Gulf war. The dissidents from Arab districts in southern Iran around Ahwaz were funded by Saddam Hussein’s intelligence organisations, which orchestrated the seizure of the Iranian embassy in London in 1980 which was supposedly carried out by Arab nationalists from Iran.

The one community in Iran most likely to oppose the Tehran government is the Iranian Kurds. There have been an increasing number of attacks by PJAK, the Iranian wing of the Turkish PKK, which claims to be a separate party. Based in the Kandil mountains in Iraqi Kurdistan, PJAK has carried out frequent raids into Iran and has reportedly been able to win local support. But it would be extremely dangerous for the US to be seen as a supporter of PJAK as this would offend the Turks who have a military co-operation agreement with Iran against terrorism

Congressman Ron Paul has warned millions of radio listeners that the US is heading into a deadly confrontation with Iran, revealing his disbelief at members of Congress who have openly voiced support for a pre-emptive nuclear strike on the country.

“If we do (attack) it is going to be a disaster,” the Congressman told the Alex Jones show this Thursday.

“I was astounded to see on one of the networks the other day that the debate was not are we going to attack? but are we going to attack before or after the election?” Paul continued.

The Congressman recently voiced his concern over House Congressional Resolution 362 which he has dubbed a ’Virtual Iran War Resolution’.

“If that comes up it is demanding that the President put on an absolute blockade of the entire country of Iran, and punish any country or any business group around the world if they trade with Iran.” Paul told listeners.

Experts have predicted gas will rise to $6 per gallon if the resolution passes, Paul believes that may happen anyway just by anticipation.

“The frightening thing is they say they are taking no options off the table, even nuclear first strike.” The Congressman stated.

Paul believes from talking with his contacts in and around Congress that a strike on Iran has already been green lighted.

“That is my sense because the Democratic leadership in the House are proposing no resistance whatsoever, we saw this when a supplemental bill came up and the President asked for $107 billion for the war, the Democrat leadership gave them $162 billion.

It is still totally bewildering to me when I see men and women in the Congress that I know and like doing this just to get along. Iran’s military chiefs warned on Saturday that the Islamic republic would shut down the Strait of Hormuz vital for oil exports and use “blitzkrieg tactics” in the Gulf if it came under attack.

“All the countries should know that if Iran’s interests in the region are ignored, it is natural that we will not allow others to use it (the strait),” said army chief General Hassan Firouzabadi, quoted by the Fars news agency.

However, Iran’s armed forces joint chief of staff stressed his country’s priority was that the Strait of Hormuz remain open.

Speculation has been rife that Israel could be planning a military strike against Iranian nuclear sites, using force to halt Tehran’s controversial atomic activities.

The chief of Iran’s elite Revolutionary Guards militia, General Mohammad Ali Jafari, meanwhile, warned that his forces would use “blitzkrieg tactics” in the Gulf if his country came under attack.

“The Guards are equipped with the most advanced missiles that can strike the enemies’ vessels and naval equipment with fatal blows,” Fars quoted the Guards chief as saying.

In case of attack, “blitzkrieg tactics and operations of the Guards’ boats will not leave a chance for the enemies to run away.”

“These words do not mean that the prerequisites of war are being set but these are the strategies that our alert armed forces have prepared for any hypothesis,” he added.

The new commander of the US Fifth Fleet, Vice Admiral William Gortney, said on Saturday that the American naval presence in the region was “a very clear message that we are here to maintain security and to provide stability.”

“The chief of naval operations wanted me here, I think, because of my experience,” Gortney, who was navy chief during the US-led invasion of Iraq in 2003, told reporters in Bahrain where the fleet is based.

His predecessor, Vice Admiral Kevin J. Cosgriff, has warned that Fifth Fleet would not allow Iran to close the Strait of Hormuz.

The strait between Iran and Oman is a vital conduit for energy supplies, with as much as 40 percent of the world’s crude passing through the strategic waterway.

US President George W. Bush has not ruled out using force in the nuclear standoff between Iran and the West, but emphasised that he preferred a diplomatic solution.

Iran insists its atomic drive is peaceful, but Western powers fear Tehran is using the programme to develop nuclear weapons.

Iran will view an attack on its nuclear facilities as an act of war and will respond, the head of the country’s Revolutionary Guard Corps said.

“Any act on Iran will be considered the start of war,” General Mohammad Ali Jaafari told reporters yesterday in response to questions about the threat of an Israeli strike on Iranian atomic sites, according to remarks carried today on the state-run Islamic Republic News Agency. Jaafari also said he thought it is unlikely such an attack would be carried out.

The U.S. and many of its allies accuse Iran of trying to develop nuclear weapons. Iran insists the program is aimed at producing electricity. Iran today will present its response to incentives from world powers intended to persuade the country to suspend work to enrich uranium, Agence France-Presse reported. The material can fuel a power station or arm a nuclear weapon.

Reports that Israel may attack Iran have boosted oil prices. If attacked, Iran will “impose control” on the Strait of Hormuz, Jaafari said on June 28. About 20 percent of the world’s daily supply of oil passes through the strait. Crude for August delivery rose $5.08, or 3.6 percent, to $145.29 a barrel this week on the New York Mercantile Exchange. Futures reached $145.85 a barrel yesterday, the highest since trading began in 1983.

Iranian Oil Minister Gholamhossein Nozari, who was in Madrid for the World Petroleum Congress, yesterday reiterated his nation’s pledge to respond to any strike.

Impact on Markets

“Iran’s stance in this connection against enemies is clear, vivid and strong,” Nozari told the Iranian news agency before leaving Madrid. “Oil is an energy and industry for peace and its durability depends on peace and security. So, any tension in any region, especially in the Persian Gulf, which is the major supplier of the main part of the world’s energy, will have an impact on the energy market which is principally unpredictable.”

Republican congressman Ron Paul warns against military engagement in Iran, saying ‘bombing Iran’ will cause energy prices to skyrocket.

In a speech on the House floor, Congressman Paul suggested that the US is inching toward an ‘endless struggle’ similar to the Iraq war.

“In the last several weeks, if not for months we have heard a lot of talk about the potential of Israel and/or the United States bombing Iran. Energy prices are being bid up because of this fear. It has been predicted that if bombs start dropping, that we will see energy prices double or triple,” said the Republican.

“To me it is almost like deja vu all over again. We listened to the rhetoric for years and years before we went into Iraq. We did not go in the correct manner, we did not declare war, we are there and it is an endless struggle,” he told a nearly empty House chamber.

“I cannot believe it, that we may well be on the verge of initiating the bombing of Iran,” said the war veteran.

The 72-year-old former presidential candidate then blasted what he called the ‘virtual Iran war resolution’, which is soon to be considered by the House of Representatives.

“This resolution, House Resolution 362 is a virtual war resolution. It is the declaration of tremendous sanctions, and boycotts and embargoes on the Iranians. It is very, very severe,” Paul said.

Supported by the American Israel Public Affairs Committee (AIPAC), House Resolution 362 (and the Senate version Resolution 580), known as the ‘Iran War Resolution’ can be considered a means of imposing harsher sanctions as well as a naval blockade restricting exports to the oil-rich country.

This bill, which was introduced at an AIPAC annual policy conference, has gained 208 co-sponsors in the House and 29 in the Senate. It will likely be put to a vote after July 4.

“The fear is, they say, maybe some day, [Iran is] going to get a nuclear weapon, even though our own CIA’s National Intelligence Estimate has said that the Iranians have not been working on a nuclear weapon since 2003,” continued the 10-term congressman.

The US and Israel accuse Tehran of making efforts to produce nuclear weapons; Iran insists its nuclear program is directed at peaceful purposes.

The most recent UN nuclear watchdog report on Tehran’s nuclear program, however, has conceded that there is no link between the use of nuclear material and ‘the alleged studies’ of weaponization attributed to Iran by Western countries.

“This is unbelievable! This is closing down Iran. Where do we have this authority? Where do we get the moral authority? Where do we get the international legality for this? Where do we get the Constitutional authority for this?” asked Paul.
