UN-Backed Congo Troops Kill More Civilians Than Rebels

A U.N.-backed Congolese military operation to oust rebels from eastern Congo has caused more civilian casualties than damage to rebels, with more than 1,400 people deliberately killed over a nine-month period, human rights groups said Monday.
Human Rights Watch said it had documented “vicious and widespread” attacks against civilians by soldiers and rebels between January and September. Soldiers being fed and supplied with ammunition by the United Nations have killed civilians, gang-raped girls and cut the heads off some young men they accuse of being rebels or supporting the enemy, groups said.
“For every rebel combatant disarmed, one civilian has been killed, seven women and girls have been raped, six houses have been burned and destroyed and 900 people have been forced to flee their homes,” British-based organization Oxfam said.
Human Rights Watch said it documented the killings of 732 civilians between January and September by the Congolese army and troops from neighboring Rwanda fighting alongside it. In the same period, it counted 701 civilians killed by the rebels they are fighting.
“Some victims were tied together before their throats were, according to one witness, ‘slit like chickens.’ The majority of the victims were women, children, and the elderly,” the group said.
More than 7,500 cases of sexual violence against women and girls were registered at health centers during that nine-month period, nearly double that of 2008 and likely representing only a fraction of the total.
Human Rights Watch said that the 19,000 peacekeepers in Congo – the biggest U.N. force in the world – must “immediately cease all support to the current military operation” until it can ensure there are no violations of international humanitarian law. The group also called for the U.N. to find “a new approach to protect civilians.”
“The U.N. peacekeepers are being put in an appalling situation where they are supporting an army that is attacking its own population,” it said.

UN and Interpol officials will meet today to discuss the formation of a “global police force” that would enjoy access to a worldwide database of DNA, biometric and fingerprint records. The effort will be spearheaded by a man known as “The Enforcer” who helped federal authorities both conduct and cover up the murderous Waco siege which killed 76 people in 1993.
“Interpol and the United Nations are poised to become partners in fighting crime by jointly grooming a global police force that would be deployed as peacekeepers among rogue nations riven by war and organized crime, officials from both organizations say,” reports the New York Times.
The emergence of a global police force is of course something that people like Alex Jones have been warning about for well over a decade. The global police force, just like the world army, is a key centerpiece of the march towards a dictatorial global government.
Those who were once called paranoid conspiracy theorists for claiming that the plan all along has been to centralize law enforcement into a global body run by the world government under the auspices of the UN and Interpol have been proven right once again.
For a taste of what Americans who aren’t so favorable to taking orders from foreigners on home soil can expect, consider the fact that the secretary general of Interpol, and one of the men at the forefront of setting up the global police force, is none other than Ronald K. Noble.
Noble, who is known as “The Enforcer,” has been instrumental in working with Chinese authorities to provide policing in the Communist country for major national events. However, his most notorious role was in ordering and then, in his position as Undersecretary for Enforcement of the United States Department of the Treasury, whitewashing the actions of the BATF following the federal government’s murderous siege on the Branch Davidian compound at Waco which killed 76 people including more than 20 children and two pregnant women in April 1993.
As Carol Moore writes, “Noble had approved the decision to go ahead with the raid,” and therefore, “had little interest in issuing a report that either would challenge significantly the BATF’s investigation or modus operandi or would admit these led to crimes against the Davidians.”
Noble ignored in his report more than a dozen eyewitness reports, along with photographic and video evidence, of a BATF helicopter firebombing the Waco church during the siege. He also ignored David Koresh’s July 1992 invitation to the BATF to inspect the Waco compound, which if it had gone ahead could have prevented the siege and the murder of 76 innocent people altogether.

“During the hearing, Friend-of-Bill Webster Hubbell denied repeatedly that he and Clinton had discussed the Waco situation informally, and improperly. However, an Associated Press article claimed Hubbell had revealed he was giving Clinton updates on Waco. And House staffers discovered a memorandum in which then-Treasury official Ron Noble asserted Hubbell would take the matter up with Clinton if the Treasury Department’s review did not downplay BATF errors. Clearly, Noble condones covering up government crimes against citizens,” writes Moore.
Noble was picked directly for the position of secretary general at Interpol by fellow Waco siege accomplice, former Attorney General Janet Reno.
During his September 2005 secretary general re-election acceptance speech in Berlin, Noble attributed Interpol’s ‘rebirth’ to the events of 9/11, saying that the terrorist attacks allowed the organization to go from being treated as largely irrelevant to setting it on the path to becoming an international police force.
Noble told the New York Times that one of the main roles of the global cops would be to stop people to check their identities against a global database.
“The police will be trained and equipped differently with resources,” Mr. Noble said. “When they stop someone, they will be consulting global databases to determine who they are stopping.”
As we previously reported, Interpol is setting up a huge biometric facial scan database of international travelers so they can cross-check everyone against a database of terror suspects, international criminals and fugitives. The database will hold the records of every citizen who has ever traveled in and out of the virtually every country in the world, representing intelligence agency style bulk interception of information.
According to the NY Times report, Interpol agents would be given special electronic passports that would allow them to speedily cross international borders.
“With the meeting of justice ministers on Monday, which coincides with a general assembly of Interpol police members, the group is expected to debate the global police issue and to craft a declaration that would lead to an action plan for international police peacekeeping within 12 months,” reports the Times.
The danger of having a global police force conducting law enforcement on U.S. soil under the control of Interpol and the UN is self-evident. Global cops who do not have to swear an oath to uphold the Constitution have no obligation to follow it. Operating outside of the realms of the U.S. legal system, global cops will have carte blanche to snatch, grab and intern citizens without recourse. A highly centralized system of policing guarantees hardly any liability whatsoever and therefore encourages rampant illegality and police brutality.
With many experts predicting a Soviet-style collapse of the United States within the next few years, the prospect of U.N. peacekeepers and Interpol global cops ordering Americans around is a harrowing possibility.
The fact that this move is all being spearheaded by a man known as “The Enforcer” who was instrumental in ordering the killing of 76 innocent people at Waco, including 20 children, and then covering it up, should send shock waves through the liberty movement and lead to intense scrutiny on Noble’s position at Interpol and his agenda to head up a global police force.

When last we checked in with Ronald K. Noble, he was enjoying a lucrative career as a reward for helping cover up a crime against humanity in which he was deeply implicated.
In 1994, Noble was appointed undersecretary of the Treasury Department, a position that appears to have been created especially for him by then-Attorney General Janet Reno.
A year earlier, both Reno and Noble had been involved in the decision-making process leading to the April 19 holocaust at Mt. Carmel, in which scores of people were immolated as a result of what at very best could be called the depraved indifference of presiding federal officials.
During the hours leading up to that atrocity, FBI-operated tanks filled the Branch Davidian sanctuary (a combination worship space and living area invariably referred to as a “compound” once it came under federal assault on February 28) with a highly combustible variant of CS gas that was banned for battlefield use by an international treaty.
Around noon, something – an upended Coleman lantern, a badly thrown Molotov cocktail, one of hundreds of “ferret” rounds fired by FBI commandos – ignited a small fire that was quickly propagated into a blaze by the arid Texas prairie wind. Much of the world watched in horror on live television as the sanctuary burned to the ground, bringing to an agonizing end the lives of scores of people trapped within.
The victims had already endured fifty days of torment and ridicule by a government that had attacked their home without legal cause, killing several of their friends in the process. Firemen and other emergency personnel were prevented from reaching the site before the flames had consummated their awful work. This was supposedly done to protect the emergency workers from attack by the people who were being consumed by the fire.
A more plausible explanation is that the people who had arranged that holocaust were trying to keep independent witnesses away from the scene of their crime. Forward-Looking Infrared (FLIR) footage of the event provides damning evidence that FBI commandos (and, reportedly, at least a few Delta Force operators) directed automatic weapons fire into the burning sanctuary, cutting off escape routes and cutting down anyone who attempted to flee.
A wrongful death lawsuit filed on behalf of Davidian survivors and the estates of the victims listed Noble among the “U.S. Treasury officials” who “planned, organized, and or led” the original February 28 assault against Mt. Carmel, despite knowledge that the warrants were obtained “without probable cause and with defects that rendered them illegal.”
Those same officials, continued the complaint, permitted the assault to proceed “even though they knew that the Davidians were expecting an assault by law enforcement and, thus, were in a state of mortal terror,” and “were so reckless in their preparation for and planning of this assault, that they did not even have a written plan in place prior to conducting the attack.”
Noble was thus deeply involved in the decisions that led to the avoidable deaths of six members of the Branch Davidian sect, and four ATF stormtroopers, on February 28. His involvement in the planning and execution of the siege and the final April 19 assault isn’t as significant. But he played the definitive role in covering up those crimes by serving as the “lead investigator” in the Clinton administration’s internal “inquiry” into the federal atrocities at Waco.
So patently fraudulent was Noble’s “investigation” that a second bogus inquiry was necessary: In 2000, Attorney General Reno chose former Missouri Senator John Danforth to preside over an “independent” investigation that was mounted in what proved to be a successful effort to derail the wrongful death lawsuit cited above.
By that time, however, Noble – who had been given the Alexander Hamilton Award by the Treasury Department, as if anything named after that individual could be construed as an honor – had been given another coveted post with Reno’s help: He was nominated to serve as secretary-general of Interpol, a position he occupies to the present day.
On October 12, Noble’s agency announced that it would be collaborating with the United Nations by providing technical support – including access to voluminous, detailed databases – to UN “peacekeeping” personnel, including those that belong to the world body’s police force, UNPOL.
Noble himself said that his organization is pursuing a “visionary model,” an “alliance of all nations” under a “global police doctrine.” This would, in effect, create the first genuinely planetary police force in human history.

In an address before justice and law enforcement officials from more than 60 nations who had assembled in Singapore, Noble elaborated on that “visionary model”: “In the framework of our partnership with the UN, INTERPOL will provide deployed police peacekeepers with access to the world’s only secure global police communications system; global police databases including names of criminals, fingerprints, DNA profiles, stolen passports, and stolen vehicles; and specialized investigative support in key crime areas, including fugitives, drugs, terrorism, trafficking in human beings, and corruption.”
Apart from some very serious issues of jurisdiction and sovereignty, the most troubling aspect of INTERPOL’s “visionary model” is its potential to help create a UN-directed global panopticon – a “Your Papers, Please” system of world-wide scope.
It would certainly be of great use to the UN’s International Criminal Court, a pseudo-judicial body that claims global jurisdiction.
Significantly, one of the “core” offenses recognized in the ICC Statute is genocide, as that offense is defined in the UN’s Genocide Convention. Article II of that instrument describes the offense of genocide as “any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical [sic], racial or religious group”:
“(a) Killing members of the group;
(b) Causing serious bodily or mental harm to members of the group;
(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part….”
Some very serious and sober people contend that this definition is over-broad. No serious person of a constitutionalist bent considers the UN or its treaties a legitimate source of law.
However, it would be expected that Noble, as someone working to provide that body with a rudimentary global constabulary, would be among those who accept the legitimacy of its treaties. But to do so would put Noble in a completely untenable position: He is directly implicated in an assault that resulted in the near-destruction of an entire religious community, which – by the UN’s definition – qualifies as a form of attempted genocide.
At the very least, he is an accessory after the fact to genocide (once again, as defined by the UN). Given the UN’s history, however, that line on Nobel’s résumé might actually be counted on the asset side of the ledger.
Former UN Secretary General Kofi Annan, who headed the organization’s “peacekeeping” division before being appointed to the top post, was censured in the so-called Carlsson Report on the 1994 Rwandan genocide, which claimed as many as a million lives.
Annan had received detailed advance intelligence about the impending massacres of the Tutsis from both the on-scene UN commander, Canadian Colonel Romeo Dallaire,* and various informants within the Hutu-led government. He nonetheless continued with the program to disarm the Rwandan civilians and ordered Dallaire to burn his own sources by sharing his intelligence with the same regime that was planning the slaughter.
After the report came out in 1999, a group of Rwandan survivors, working with Australian attorney (and former UN investigator) Michael Hourigan, attempted to file a lawsuit against Annan and others implicated in the Rwandan genocide. But, drat the luck, wouldn’t you just know that UN officials are clothed in official immunity for such trivial offenses as aiding and abetting genocide, as long as this is done in an “official capacity.”
So rather than being sued or prosecuted, Annan had to settle for receiving the Nobel Peace Prize. That was the most offensive selection ever made by the Nobel Committee. Well, at least until this year.
Thanks to the near-ubiquity of inconspicuous digital cameras and the technological blessing of internet file-sharing sites, Americans are just now coming to realize how commonplace criminal abuse by the police has become – and how difficult it is to hold an abusive police officer accountable for crimes against innocent people. But this is the square root of the problem we would confront in the event that the UN actually created the global police force the foundation of which is being laid by Noble and his comrades.
It’s entirely typical of the UN that its secretary general was implicated in what has been described as “the first undisputable genocide since the UN Charter was signed,” and that a key architect of its “crime-fighting” agenda was involved in planning and covering up a quasi-genocidal massacre here in the United States. This is a useful illustration of the fact that even though abolishing the UN wouldn’t solve all or even most of our problems, it’s a badly overdue step in the direction of restoring moral sanity.
*Despite the fact that Col. Dallaire tried to prevent the genocide, he blamed himself for the tragedy, which included the death of many men under his command. He returned to Canada where he descended into alcoholism and suicidal depression, even as Annan was elevated to the post of secretary general. I interviewed Dallaire by telephone several years ago and discovered, to my amazement, that he still believes in the misguided principle of “collective security,” even if he is understandably jaded about the UN as the vessel of that vision.

Global security authorities are to push for a huge biometric facial scan database of international travelers so they can cross-check everyone against a database of terror suspects, international criminals and fugitives.
Interpol, the International Criminal Police Organization, is planning to expand its role into the mass screening of passengers moving around the world by creating a face recognition database to catch wanted suspects, reports the London Guardian.
The database will hold the records of every citizen who has ever traveled in and out of the virtually every country in the world, representing intelligence agency style bulk interception of information and sounding alarm bells for civil liberties groups.
Two months ago we reported on the moves underway to phase out passport control officers at airports and replace them with biometric face scanning cameras. The automated face recognition gates match passengers to a digital image stored on a microchip in the new e-passports.
Interpol wants a facial database to be linked into this technology and used in conjunction with its already existing fingerprint and DNA databases, according to Mark Branchflower, head of Interpol’s fingerprint unit.
We have previously noted that the vast array of databases currently being employed by intelligence agencies, government and law enforcement agencies worldwide were designed to be linked together in a system which will tie in the management and control of all facets of life for citizens to one central hub.
Earlier this year we reported on the announcement of a vast intelligence program to establish a global biometric database known as “Server in the Sky” that will collate and provide an ” International Information Consortium” with access to the biometric measurements and personal information of citizens across the globe in the name of fighting the “war on terror”.
As reported by the London Guardian, the plan is being formulated by the FBI with the cooperation of the home offices and law enforcement agencies of American allies. The technology is being supplied by the US defense company Northrop Grumman.
Furthermore, the use of such technology, as we have already seen, will not be limited to the passport control office.
A 2007 British government report muted an extensive upgrade to cctv systems all across the country to incorporate facial scanning technology. The report suggested a central database of every camera and a network allowing access to it could be beneficial.
In the US there are several schemes that use Facial Recognition Technology in conjunction with Federal agencies, tying the technology to traditional documents such as drivers licenses, passports and credit cards.
A biometric face recognition system has already been approved in China and is expected to be used at airports, customs entrances, banks, post offices, residential areas and other public places in the near future.
Other proposals include placing the cameras in every seat on aircraft and installing software to try and automatically detect terrorists or other dangers caused by passengers.
We are assured that cigarette vending machines will employ the technology in order to enforce smoking laws. Similarly, supermarkets in the UK have already started trialing the technology with the justification being a crackdown on underage drinking.
In Japan facial scanning cameras are being installed in train and bus stations to replace tickets in a move to make the individual features of the face a “unique bar code” as part of an antiterrorism and anticrime initiative.
Police in Tokyo are also asking home and shop owners to mount the cameras outside their properties. “Police investigating an incident in the neighborhood would have access to these images.” according to reports.
Cell phones and computers are now also being produced with face scanning cameras.

761 U.S. Military Bases Across the Planet

Here it is, as simply as I can put it: In the course of any year, there must be relatively few countries on this planet on which U.S. soldiers do not set foot, whether with guns blazing, humanitarian aid in hand, or just for a friendly visit. In startling numbers of countries, our soldiers not only arrive, but stay interminably, if not indefinitely. Sometimes they live on military bases built to the tune of billions of dollars that amount to sizeable American towns (with accompanying amenities), sometimes on stripped down forward operating bases that may not even have showers. When those troops don’t stay, often American equipment does — carefully stored for further use at tiny “cooperative security locations,” known informally as “lily pads” (from which U.S. troops, like so many frogs, could assumedly leap quickly into a region in crisis).
At the height of the Roman Empire, the Romans had an estimated 37 major military bases scattered around their dominions. At the height of the British Empire, the British had 36 of them planetwide. Depending on just who you listen to and how you count, we have hundreds of bases. According to Pentagon records, in fact, there are 761 active military “sites” abroad.
The fact is: We garrison the planet north to south, east to west, and even on the seven seas, thanks to our various fleets and our massive aircraft carriers which, with 5,000-6,000 personnel aboard — that is, the population of an American town — are functionally floating bases.
And here’s the other half of that simple truth: We don’t care to know about it. We, the American people, aided and abetted by our politicians, the Pentagon, and the mainstream media, are knee-deep in base denial.
Now, that’s the gist of it. If, like most Americans, that’s more than you care to know, stop here.
Where the Sun Never Sets
Let’s face it, we’re on an imperial bender and it’s been a long, long night. Even now, in the wee hours, the Pentagon continues its massive expansion of recent years; we spend militarily as if there were no tomorrow; we’re still building bases as if the world were our oyster; and we’re still in denial. Someone should phone the imperial equivalent of Alcoholics Anonymous.
But let’s start in a sunnier time, less than two decades ago, when it seemed that there would be many tomorrows, all painted red, white, and blue. Remember the 1990s when the U.S. was hailed — or perhaps more accurately, Washington hailed itself — not just as the planet’s “sole superpower” or even its unique “hyperpower,” but as its “global policeman,” the only cop on the block? As it happened, our leaders took that label seriously and our central police headquarters, that famed five-sided building in Washington D.C, promptly began dropping police stations — aka military bases — in or near the oil heartlands of the planet (Kosovo, Saudi Arabia, Qatar, Kuwait) after successful wars in the former Yugoslavia and the Persian Gulf.
As those bases multiplied, it seemed that we were embarking on a new, post-Soviet version of “containment.” With the USSR gone, however, what we were containing grew a lot vaguer and, before 9/11, no one spoke its name. Nonetheless, it was, in essence, Muslims who happened to live on so many of the key oil lands of the planet.
Yes, for a while we also kept intact our old bases from our triumphant mega-war against Japan and Germany, and then the stalemated “police action” in South Korea (1950-1953) — vast structures which added up to something like an all-military American version of the old British Raj. According to the Pentagon, we still have a total of 124 bases in Japan, up to 38 on the small island of Okinawa, and 87 in South Korea. (Of course, there were setbacks. The giant bases we built in South Vietnam were lost in 1975, and we were peaceably ejected from our major bases in the Philippines in 1992.)

UK Ratifies European Union’s Lisbon Treaty Again!

The final act required for the UK to endorse the controversial document was completed this week, the Foreign Office said.
Ratification has gone ahead despite questions over the future of the treaty. It must be accepted by all 27 EU members before taking force next year, but Irish voters last month rejected it in a referendum.
Despite that rejection and Labour’s promise to hold a referendum on the European Constitution that preceded it, Gordon Brown has pressed ahead with ratifying the Lisbon Treaty.
If it takes force, the treaty will create a new EU president and foreign minister, and end scores of national vetoes.
A Daily Telegraph campaign called for a British referendum on the Lisbon Treaty with well over 100,000 people signing a petition.
The final stage of Britain’s ratification was reached on Wednesday when legal documents were deposited with the Italian government in Rome, the city where the Treaty was first proposed at a summit.

Polish president: signing EU treaty pointless

The Polish president, Lech Kaczynski, today dealt another blow to the troubled European Union’s reform treaty, claiming that signing it would be “pointless” because of Ireland’s no vote last month.
The Lisbon treaty, which is aimed at reforming cumbersome EU institutions, has to be ratified by all 27 countries of the union.
Poland’s parliament approved the document in April, but Kaczynski also needs to sign it off.
Speaking to the Polish daily newspaper Dziennik, Kaczynski suggested signing the treaty was futile.
“This is now pointless. But it is difficult to say how this whole thing will end,” he told Reuters.
He compared Europe’s current dilemma to the crisis following the French and Dutch rejections of the previous European constitution in 2005.
But Kaczynski added: “The bloc functioned, functions and will go on functioning. It’s not perfect but such a complicated structure cannot be perfect.”

Gunfire wounds more than a dozen protestors, doctor says
POLICE have opened fire on anti-NATO demonstrations in the south-east, wounding more than a dozen protestors, eye-witnesses have said.
Hundreds of people in Paktia’s Zurmat district took to the streets on Saturday in protest at what they called NATO’s heavy-handed military tactics, which residents blame for the recent death of 15 civilians in a NATO raid on a home in the district.
One of the demonstrators, Haji Zahir, said police opened fire on the rally and wounded 13 people.
An official at the provincial police headquarters, Ghulam Dastgir Rustamyar, said police opened fire on the protestors, but that only three people were wounded.
Rustamyar said police were told “terrorists” had infiltrated the protest and planned to attack the police headquarters.
Protestors denied rebel fighters were among the crowd of demonstrators.
The head of a private clinic in the area, Dr Haji Muhammad, said 13 people had been brought into his clinic with gunshot wounds. He said six people were in a critical condition.
NATO officials say they killed five Taliban insurgents and one woman in the air-strike two days ago.
Residents say the raid killed 15 civilians, including six children.

British soldiers overrun Kansas for training exercise

Thursday may have seemed like any other day for most in Leavenworth, but for about 180 British officers, an enemy was on the loose threatening civilians.
Tactical forces were moved in, and soldiers took their positions outside schools and churches preparing to isolate the terrorist activity.
While it may have been a fictional enemy in theory, for visiting officers with the United Kingdom’s Intermediate Command and Staff Course who were roaming the streets of Leavenworth, the tactical solutions they used to end the threats were real.
The British soldiers, all recently promoted to major, are visiting Fort Leavenworth for a three-week training course where they will work with their American counterparts on planning operations. Maj. Philip Gill, with the UK force, said that coming to Kansas was a change of scenery that added new challenges and unfamiliar issues when solving problems.
“It makes us have to think completely different about a problem and takes us out of our comfort zone,” Gill said.
The officers are in the midst of working on a nine-month officer-training course in Oxfordshire, England. For the last three years, the UK Command and Staff Course has sent about 200 British soldiers to America for training twice a year.
While here in Kansas, they will be given four scenarios of possible threats to a civilian community and must create a plan for a solution. The officers spent the first few days in the classroom coming up with a plan before moving outside for a walk-through.
“We understand the plan in theory, but we get to see what it looks like on the ground and how that affects what we thought about the plan in isolation,” Gill said.
Already the officers have noticed major differences in America that put snags in many of their plans. For example, Gill said, cities in America are more spread out with lower buildings and grid-like streets.
Maj. Paul Birkett-Wendes, also with the UK force, said his group planned to build a bridge to cross the Missouri River, but when he actually saw it, realized it was much larger than expected.
“Us being here is part of the learning process, which we in turn will spread to the larger army,” he said.
In addition to the lessons on tactical strategy, Gill said he is looking forward to socializing and bonding with American soldiers.
“It’s an opportunity to understand how American armies do their planning process,” he said. “When on operations together in the future, we can interact more easily.”
The UK officers have also been competing against American officers in various sports since arriving. Birkett-Wendes said that was an important part of being an international army.
“It’s all about building relationships,” he said.

Could Canada’s Games be secured with help from Americans and Mexicans?
Canada, U.S. and Mexico are planning a massive joint military exercise in April 2009 “to focus on terrorist events that could affect [the] 2010 Olympics,” according to Public Safety Canada documents released to 2010 Watch via access to information.
The rehearsal, led by the U.S. Department of Homeland Security, is code-named TOPOFF 5. Canadian troops were among the 15,000 participants involved in last October’s TOPOFF 4 in Portland, Ore., Phoenix, Ariz. and Guam.

“Exercises provide unique training opportunities to strengthen our ability to deal with potential emergencies,” said Public Safety Minister Stockwell Day in an e-mail statement responding to 24 hours’ interview request. “They are important tools to strengthen Canada’s ability to deal with real incidents.”
An undated Public Safety Canada report said up to $22.8 million was needed to fund emergency management, counter-terrorism, cyber security and critical infrastructure protection exercises, “leading to a trilateral full-scale exercise prior to the Vancouver Olympic Games in 2010, as outlined under the Security and Prosperity Partnership.”
SPP was founded in 2005 to promote economic growth and enhanced security in North America.
“Does it mean that if the American forces are training with Canadian forces that they are going to be positioned here in Canada during the period of the Olympic Games?” said 2010 Watch’s Chris Shaw. “And, if so, under whose command?”

The U.S. government will conduct a series of cyber war games throughout next week to test its ability to recover from and respond to digital attacks.
Code-named ‘Cyber Storm II,’ this is the largest-ever exercise designed to evaluate the mettle of information technology experts and incident response teams from 18 federal agencies, including the DHS, CIA, Department of Defense, FBI, and NSA, as well as officials from nine states, including Delaware, Pennsylvania and Virginia. The criminals in the U.S. government are continuing the push for a militarized North American Union police state. According to an announcement on U.S. Northern Command’s web site, an agreement has been signed between U.S. Northern Command (USNORTHCOM) and Canada Command (CANADACOM) that allows the military from either nation to support the armed forces of the other during a civil emergency. This agreement helps to further erode the sovereignty of both nations by allowing a foreign military to support that nation’s military during any type of civil emergency. Essentially, Canadian military forces would be allowed to support U.S. military forces during a declaration of martial law. This is just another step towards the formation of a North American Union martial law apparatus which USNORTHCOM unveiled with the public release of their Vision 2020 document_ The Vision 2020 document outlines plans for USNORTHCOM to seek closer ties with various military institutions, government bodies and private entities in the U.S., Canada and Mexico leading up until the year 2020.

“This document is a unique, bilateral military plan to align our respective national military plans to respond quickly to the other nation’s requests for military support of civil authorities,” Renuart said. “Unity of effort during bilateral support for civil support operations such as floods, forest fires, hurricanes, earthquakes and effects of a terrorist attack, in order to save lives, prevent human suffering and mitigate damage to property, is of the highest importance, and we need to be able to have forces that are flexible and adaptive to support rapid decision-making in a collaborative environment.”
“The signing of this plan is an important symbol of the already strong working relationship between Canada Command and U.S. Northern Command,” Dumais said. “Our commands were created by our respective governments to respond to the defense and security challenges of the twenty-first century, and we both realize that these and other challenges are best met through cooperation between friends.”
The plan recognizes the role of each nation’s lead federal agency for emergency preparedness, which in the United States is the Department of Homeland Security and in Canada is Public Safety Canada. The plan facilitates the military-to-military support of civil authorities once government authorities have agreed on an appropriate response. U.S. Northern Command was established on Oct. 1, 2002, to anticipate and conduct homeland defense and civil support operations within the assigned area of responsibility to defend, protect, and secure the United States and its interests.
Similarly, Canada Command was established on Feb. 1, 2006, to focus on domestic operations and to offer a single point of contact for all domestic and continental defense and security partners.
The two domestic commands established strong bilateral ties well before the signing of the Civil Assistance Plan. The two commanders and their staffs meet regularly, collaborate on contingency planning and participate in related annual exercises.
If the establishment was really supportive of protecting U.S. national sovereignty why on earth would they allow USNORTHCOM to establish an agreement with Canada that allows their military to support our military during civil emergencies? This is a direct violation of each nation’s sovereignty and another obvious step towards a North American Union.
Clearly, the U.S. government is ratcheting up their plans for martial law and using the phony threat of homegrown terrorism as an excuse to implement their militarized police state agenda. The threat of martial law is finally now being reported in the establishment media. The San Francisco Chronicle recently ran a report on plans for martial law which covers important issues such as Bush’s NSPD-51 which makes the president a dictator during a catastrophic emergency, HR 1955 which classifies thought crimes as potential terrorist acts, KBR detention centers, the Military Commission Act and more. We broke the NSPD-51 and HR 1955 stories last year and both have been major topics of conversation in the alternative media for quite sometime.
There is no question that the U.S. government is preparing for martial law domestically, but the long term goal is to establish a martial law apparatus for North America. They are merely beginning the implementation of what has been announced in the Vision 2020 document_ There is little question that this deal between USNORTHCOM and CANADACOM is another step towards forming a North American Union that is ruled by a militarized police state.

The United States and Canada have inked an agreement to help one another during civil emergencies.

Even with all of the recent attention given to the North American Union (NAU) and its deep integration of trade markets in Canada, Mexico and the USA, it seems another effort at trade integration is underway. This time the plan is for greater integration of the European Union and the United States, and much like the Security and Prosperity Partnership of the NAU, the Transatlantic Union (TAU) is being quietly created.
According to an exclusive at TheNewAmerican.com, a little known NGO (non governmental organization) called the Transatlantic Policy Network, has been working behind the scenes to advance plans to merge the United States with Europe. The article states, “Working carefully, if quietly, since the early 1990s, the organization has moved quickly to gain the agreement of leaders on both sides of the ocean that further integration is necessary and desirable. Now, the organization is much closer to achieving its goals than anyone would suspect.”
paper published early last year by the organization entitled, “Completing the Transatlantic Market,” states: “It is time for a complementary, top down approach to transatlantic cooperation through a joint commitment by the European Union and the United States to a roadmap for achieving a Transatlantic Market by 2015 and creation of an overarching framework for dialogue and action to achieve that goal.”
The big difference between the NAU and the TAU is that Congress has already passed legislation embracing the TAU concept. H. Res. 390 was passed in late 2003 and states that the “United States and the European community are aware of their shared responsibility, not only to further transatlantic security, but to address other common interests such as environmental protection, poverty reduction, combating international crime and promoting human rights, and to work together to meet those transnational challenges which affect the well-being of all.” To do this, TheNewAmerican.com points out that laws and regulations would need to be harmonized before any integration could begin.
While Americans were alarmed at this step in the NAU, especially considering how Mexico would need to be brought up to the US and Canada’s standards, we need to be similarly alarmed at the effort to meld the US into a transatlantic common market. Remember that the EU started as a common market that has now morphed into EU citizens not being able to vote on a new constitution, not having local representation (Parliament is forced to regularly travel to Brussels to approve or disapprove a mountain of legislation that they have not seen before) and not having individual national sovereignty for each of the 27 member countries. Rather, all countries are lumped together under a centralized EU bureaucracy.
The political union of Europe did not appear over night, but it did evovle from a European common market. Likewise, the U.S. would not likely undergo a political merger with Europe in the short term. But the natural progression, as demonstrated by the experience of Europe since World War II, is for economic union of the type required for a common market to lead, inexorably, to political union at some point in the future. This is just the sort of entangling alliance the Founding Fathers warned us about. They intended the USA to be independent of Europe. Present day Americans would do well to heed their wisdom.

Gordon Brown calls for New World Order

The Prime Minister has called for a radical reform of international institutions ranging from the United Nations to the World Bank.
In a speech to business leaders in the Indian capital New Delhi, Mr Brown said the UN Security Council should be expanded to include places for nations such as India, and the International Monetary Fund (IMF) should have a new “early warning” role to head off crises such as Northern Rock.

He also said the World Bank should focus more on increasing clean energy and the environment.

“We can and must do more to make our global institutions more representative and I support India’s bid for a permanent place, with others, on an expanded UN Security Council.
“And I support changes to the IMF, World Bank and the G8 that reflect the rise of India and Asia.”
Mr Brown went on to suggest all countries strengthen networks of global law enforcement authorities, intelligence agents, police and financial regulators, in a bid to combat terrorism worldwide.
And to tackle the problem of struggling states, Mr Brown propsed a UN envoy be appointed to failing nations to coordiinate peacekeeping and recovery after conflict.
The speech was billed by aides as a “significant” statement of his views on a new world order.
They also said that the UK believes Brazil, Japan, Germany and an African country should be allowed to join the UN Security Council.
After the speech, Mr Brown was awarded an Honorary Doctorate of Letters at the University of Delhi – a sprawling campus with 250,000 students.
The Prime Minister joked: “I was once, before I descended into politics, a university lecturer myself. Universities should always stand for objectivity, for rationality, for the honest pursuit of the truth: all the qualities you have to leave behind when you go into politics.”
