Why does the US owe Haiti Billions? Colin Powell, former US Secretary of State, stated his foreign policy view as the “Pottery Barn rule.” That is – “if you break it, you own it.”

The US has worked to break Haiti for over 200 years. We owe Haiti. Not charity. We owe Haiti as a matter of justice. Reparations. And not the $100 million promised by President Obama either – that is Powerball money. The US owes Haiti Billions – with a big B.

The US has worked for centuries to break Haiti. The US has used Haiti like a plantation. The US helped bleed the country economically since it freed itself, repeatedly invaded the country militarily, supported dictators who abused the people, used the country as a dumping ground for our own economic advantage, ruined their roads and agriculture, and toppled popularly elected officials. The US has even used Haiti like the old plantation owner and slipped over there repeatedly for sexual recreation.

Here is the briefest history of some of the major US efforts to break Haiti.

In 1804, when Haiti achieved its freedom from France in the world’s first successful slave revolution, the United States refused to recognize the country. The US continued to refuse recognition to Haiti for 60 more years. Why? Because the US continued to enslave millions of its own citizens and feared recognizing Haiti would encourage slave revolution in the US.

After the 1804 revolution, Haiti was the subject of a crippling economic embargo by France and the US. US sanctions lasted until 1863. France ultimately used its military power to force Haiti to pay reparations for the slaves who were freed. The reparations were 150 million francs. (France sold the entire Louisiana territory to the US for 80 million francs!)

Haiti was forced to borrow money from banks in France and the US to pay reparations to France. A major loan from the US to pay off the French was finally paid off in 1947. The current value of the money Haiti was forced to pay to French and US banks? Over $20 Billion – with a big B.

The US occupied and ruled Haiti by force from 1915 to 1934. President n sent troops to invade in 1915. Revolts by Haitians were put down by US military – killing over 2000 in one skirmish alone. For the next nineteen years, the US controlled customs in Haiti, collected taxes, and ran many governmental institutions. How many billions were siphoned off by the US during these 19 years?

From 1957 to 1986 Haiti was forced to live under US backed dictators “Papa Doc” and “Baby Doc” Duvlaier. The US supported these dictators economically and militarily because they did what the US wanted and were politically “anti-communist” – now translatable as against human rights for their people. Duvalier stole millions from Haiti and ran up hundreds of millions in debt that Haiti still owes. Ten thousand Haitians lost their lives. Estimates say that Haiti owes $1.3 billion in external debt and that 40% of that debt was run up by the US-backed Duvaliers.

Thirty years ago Haiti imported no rice. Today Haiti imports nearly all its rice. Though Haiti was the sugar growing capital of the Caribbean, it now imports sugar as well. Why? The US and the US dominated world financial institutions – the International Monetary Fund and the World Bank – forced Haiti to open its markets to the world. Then the US dumped millions of tons of US subsidized rice and sugar into Haiti – undercutting their farmers and ruining Haitian agriculture. By ruining Haitian agriculture, the US has forced Haiti into becoming the third largest world market for US rice. Good for US farmers, bad for Haiti.

In 2002, the US stopped hundreds of millions of dollars in loans to Haiti which were to be used for, among other public projects like education, roads. These are the same roads which relief teams are having so much trouble navigating now!

In 2004, the US again destroyed democracy in Haiti when they supported the coup against Haiti’s elected President Aristide.

Haiti is even used for sexual recreation just like the old time plantations. Check the news carefully and you will find numerous stories of abuse of minors by missionaries, soldiers and charity workers. Plus there are the frequent sexual vacations taken to Haiti by people from the US and elsewhere. What is owed for that? What value would you put on it if it was your sisters and brothers?

US based corporations have for years been teaming up with Haitian elite to run sweatshops teeming with tens of thousands of Haitians who earn less than $2 a day.

The Haitian people have resisted the economic and military power of the US and others ever since their independence. Like all of us, Haitians made their own mistakes as well. But US power has forced Haitians to pay great prices – deaths, debt and abuse.

It is time for the people of the US to join with Haitians and reverse the course of US-Haitian relations.

This brief history shows why the US owes Haiti Billions – with a big B. This is not charity. This is justice. This is reparations. The current crisis is an opportunity for people in the US to own up to our country’s history of dominating Haiti and to make a truly just response.

It looks like it was the CIA that toppled Manuel Zelaya, the president of Honduras, on 28 June 2009.

Diana Barahona, at Global Research, 18 August 2009, tells us that Zelaya was taken to a U.S. air base during the kidnapping.

Venezuela’s President Hugo Chavez has revealed that Honduran President Manuel Zelaya told him that the military who kidnapped him transferred him by plane to a U.S. military base, in Honduran territory.

According to Chavez: “They put Zelaya in the plane and landed at Palmerola with the president a prisoner and the Yankee officials appeared and knew that the president was there, they had a discussion with the Honduran officials.

“Then the Yankee military took the decision there to send him to Costa Rica.

“That is a very serious matter, the the president of Honduras was in a Yankee military base…

“The Yankees overthrew Zelaya…

“From the Yankee base, which is at a place called Palmerola, they carried out all of the operations and the dirty war and the terrorism against Sandinista Nicaragua, against El Salvador.

“It wasn’t long ago that the Yankees turned Honduras into a platform to attack its neighbors.”

“What we are asking is that he (Obama) withdraw the Palmerola base, that he withdraw the Guantanamo base where they torture…”

Chavez also said that Venezuela rejects Obama’s policy of setting up U.S. military bases in Colombia.

Honduras: Military Coup Engineered By Two US Companies?

I recently visited Central America. Everyone I talked with there was convinced that the military coup that had overthrown the democratically-elected president of Honduras, Manuel Zelaya, had been engineered by two US companies, with CIA support. And that the US and its new president were not standing up for democracy.

Earlier in the year Chiquita Brands International Inc. (formerly United Fruit) and Dole Food Co had severely criticized Zelaya for advocating an increase of 60% in Honduras’s minimum wage, claiming that the policy would cut into corporate profits. They were joined by a coalition of textile manufacturers and exporters, companies that rely on cheap labor to work in their sweatshops.

Democracy Now! covers the Honduran coup.

Memories are short in the US, but not in Central America. I kept hearing people who claimed that it was a matter of record that Chiquita (United Fruit) and the CIA had toppled Guatemala’s democratically-elected president Jacobo Arbenz in 1954 and that International Telephone & Telegraph (ITT), Henry Kissinger, and the CIA had brought down Chile’s Salvador Allende in 1973. These people were certain that Haiti’s president Jean-Bertrand Aristide had been ousted by the CIA in 2004 because he proposed a minimum wage increase, like Zelaya’s.

I was told by a Panamanian bank vice president, “Every multinational knows that if Honduras raises its hourly rate, the rest of Latin America and the Caribbean will have to follow. Haiti and Honduras have always set the bottom line for minimum wages. The big companies are determined to stop what they call a ‘leftist revolt’ in this hemisphere. In throwing out Zelaya they are sending frightening messages to all the other presidents who are trying to raise the living standards of their people.”

It did not take much imagination to envision the turmoil sweeping through every Latin American capital. There had been a collective sign of relief at Barack Obama’s election in the U.S., a sense of hope that the empire in the North would finally exhibit compassion toward its southern neighbors, that the unfair trade agreements, privatizations, draconian IMF Structural Adjustment Programs, and threats of military intervention would slow down and perhaps even fade away. Now, that optimism was turning sour.

The cozy relationship between Honduras’s military coup leaders and the corporatocracy were confirmed a couple of days after my arrival in Panama. England’s The Guardian ran an article announcing that “two of the Honduran coup government’s top advisers have close ties to the US secretary of state. One is Lanny Davis, an influential lobbyist who was a personal lawyer for President Bill Clinton and also campaigned for Hillary. . . The other hired gun for the coup government that has deep Clinton ties is (lobbyist) Bennett Ratcliff.” (1)

DemocracyNow! broke the news that Chiquita was represented by a powerful Washington law firm, Covington & Burling LLP, and its consultant, McLarty Associates (2). President Obama’s Attorney General Eric Holder had been a Covington partner and a defender of Chiquita when the company was accused of hiring “assassination squads” in Colombia (Chiquita was found guilty, admitting that it had paid organizations listed by the US government as terrorist groups “for protection” and agreeing in 2004 to a $25 million fine). (3) George W. Bush’s UN Ambassador, John Bolton, a former Covington lawyer, had fiercely opposed Latin American leaders who fought for their peoples’ rights to larger shares of the profits derived from their resources; after leaving the government in 2006, Bolton became involved with the Project for the New American Century, the Council for National Policy, and a number of other programs that promote corporate hegemony in Honduras and elsewhere.

McLarty Vice Chairman John Negroponte was U.S. Ambassador to Honduras from 1981-1985, former Deputy Secretary of State, Director of National Intelligence, and U.S. Representative to the United Nations; he played a major role in the U.S.-backed Contra’s secret war against Nicaragua’s Sandinista government and has consistently opposed the policies of the democratically-elected pro-reform Latin American presidents. (4) These three men symbolize the insidious power of the corporatocracy, its bipartisan composition, and the fact that the Obama Administration has been sucked in.

The Los Angeles Times went to the heart of this matter when it concluded:

What happened in Honduras is a classic Latin American coup in another sense: Gen. Romeo Vasquez, who led it, is an alumnus of the United States’ School of the Americas (renamed the Western Hemisphere Institute for Security Cooperation). The school is best known for producing Latin American officers who have committed major human rights abuses, including military coups. (5)

All of this leads us once again to the inevitable conclusion: you and I must change the system. The president – whether Democrat or Republican – needs us to speak out.

Chiquita, Dole and all your representatives need to hear from you. Zelaya must be reinstated.

In a striking moment of candor, Joe Biden tells us would-be president Obama will face “an international crisis within his first six months in power and he will need supporters to stand by him as he makes tough, and possibly unpopular, decisions,” Matthew Jaffe reports on ABC News’ Political Radar blog. Speaking at a Seattle fundraiser, Biden said this “test” would likely unfold in the Middle East or Russia. It would likely be coupled with the economy.

“Gird your loins,” Biden told the crowd. “We’re gonna win with your help, God willing, we’re gonna win, but this is not gonna be an easy ride. This president, the next president, is gonna be left with the most significant task. It’s like cleaning the Augean stables, man. This is more than just, this is more than – think about it, literally, think about it – this is more than just a capital crisis, this is more than just markets. This is a systemic problem we have with this economy.”

It is interesting Biden would mention Greek mythology to make his point. Augeas, one of the Argonauts, is best known for his stables, which housed the single greatest number of cattle in the country and had never been cleaned until the great hero Heracles came along. Apparently Biden would have us believe Obama is Heracles, the son of Zeus, know for his extraordinary strength, courage, ingenuity, and sexual prowess with both males and females. Biden also put the senator from Illinois in the same league as John F. Kennedy.

Biden said Obama, if elected, will do something extremely unpopular within the next year and will trend down in the polls. “I promise you, you all are gonna be sitting here a year from now going, ‘Oh my God, why are they there in the polls? Why is the polling so down? Why is this thing so tough?’ We’re gonna have to make some incredibly tough decisions in the first two years. So I’m asking you now, I’m asking you now, be prepared to stick with us. Remember the faith you had at this point because you’re going to have to reinforce us,” said Biden.

 

What Will Obama’s “International Crisis” Be?

Joe Biden’s “guarantee” that an “international crisis” will unfold shortly after President Obama takes office conjures up several different possibilities, but it seems the likely outcome will revolve around an announcement that Iran has developed a nuclear bomb, prompting a potential military attack.

“It will not be six months before the world tests Barack Obama like they did John Kennedy,” Biden told an audience in Seattle this past weekend.

“Remember I said it standing here if you don’t remember anything else I said. Watch, we’re gonna have an international crisis, a generated crisis, to test the mettle of this guy.”

The assured tone with which Biden delivered his forecast was staggeringly convincing, and left the observer in no doubt that there will be a major world crisis shortly after Obama takes office. “Mark my words, mark my words,” Biden stressed, adding that “tough” and “unpopular” foreign policy decisions will have to be made.

“I promise you it will occur,” Biden added, “As a student of history and having served with seven presidents, I guarantee you it is going to happen.”

Biden’s use of the word “generated” is even more startling. One of the dictionary definitions we find for the word “generated” is “to bring into existence; cause to be; produce,” which begs the question, will this be another staged and manufactured crisis like the 9/11 attacks, which occurred less than 8 months after Bush took office?

Or will it be something even more serious, a nuclear conflagration involving Russia or Iran?

John McCain raised the specter of nuclear war yesterday when he warned that the United States faces “many challenges here at home, and many enemies abroad in this dangerous world,” before mentioning the 1962 Cuban Missile crisis.

Echoing Biden’s comments, McCain said the next president “won’t have time to get used to the office” and “I know how close we came to a nuclear war and I will not be a president that needs to be tested. I have been tested. Senator Obama has not.”

What is the test to which McCain and Biden refer, and how can they be so sure that it will arrive shortly after Obama takes office should he win the election as expected? What was Colin Powell referring to on Meet The Press when he said, “There’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.”

The most likely scenario seems to revolve around Iran announcing, or the U.S. government claiming, that they are ready to build their first nuclear bomb.

Indeed, the Mossad front news outlet Debka File reported yesterday that “Iran will be ready to build its first bomb just one month after the next US president is sworn in.” The very next sentence of the report ties this in with Biden’s promise of an international crisis immediately after Obama takes office.

“DEBKAfile’s military sources cite the new US timeline: By late January, 2009, Iran will have accumulated enough low-grade enriched uranium (up to 5%) for its “break-out” to weapons grade (90%) material within a short time. For this, the Iranians have achieved the necessary technology. In February, they can move on to start building their first nuclear bomb,” according to the report.

Of course, the legitimacy of these claims are likely to be completely fabricated – the official U.S. National Intelligence Estimate concluded in December that Iran had suspended its nuclear weapons campaign in late 2003 – but the Israelis may be laying the groundwork for a propaganda offensive similar to the “weapons of mass destruction” scam that preceded the invasion of Iraq.

Will the military assault on Iran occur not under the highly unpopular Bush administration, as many had predicted, but under an Obama presidency? Riding into office on a wave of popular approval and support, Obama will have the political capital to get the country behind the attack if the threat of imminent danger is cited – or at least stand by and allow Israel to do the dirty work.

Will a nuclear flash point on the scale of the Cuban Missile Crisis turn out to be the “international crisis” that Biden so vehemently promised? Or will the event take on a different characteristic.

Bush exploited 9/11 to realize the pre-set agenda of his Neo-Con masters months after he was inaugurated and Bill Clinton seized upon the Oklahoma City Bombing shortly into his second term to expand federal power. What will Obama’s crisis be that enables him to offer his contribution to building the American police state?

– A terror attack, or a series of attacks, on major American cities, possibly involving crudely designed nuclear bombs or dirty bombs?

– A complete economic collapse and a new great depression leading to food riots and the imposition of martial law?

– A military showdown with Russia should Russia attempt to invade Georgia or another pro-U.S. Russian satellite country?

– A nuclear showdown with Russia should Russia start a nuclear war with Ukraine, as has been threatened?

– The necessity for another military attack on Afghanistan should the Taliban continue to regain control of the country?

– A confrontation with Venezuela should it be revealed that Hugo Chavez is receiving nuclear bomb technology from Russia or Iran?

– A new escalation in the Middle East should Israel deploy its nuclear arsenal to attack Iran, Syria Lebanon, or even Egypt?

Whatever the new “international crisis” that we have been guaranteed turns out to be, you can bet your bottom dollar that the response to it will ultimately lead to more carnage and a further assault on the fast-disappearing freedoms that we still enjoy – and in that sense under an Obama presidency, the more things “change,” the more they will stay the same.

National intelligence spooks are all but promising that history will be repeated for a third time running, and the new President of the United States – likely Barack Obama or John McCain – will be welcomed into office by a terror attack that will occur within the first year of his tenure.

“When the next president takes office in January, he or she will likely receive an intelligence brief warning that Islamic terrorists will attempt to exploit the transition in power by planning an attack on America, intelligence experts say,” according to a report in the Washington Times.

“Islamic terrorists bombed the World Trade Center in February 1993, in Mr. Clinton’s second month as president. Al Qaeda’s Sept. 11 attacks came in the Bush presidency’s first year….The pattern is clear to some national security experts. Terrorists pay particular attention to a government in transition as the most opportune window to launch an attack.”

Naturally, the Washington Times article makes out as if a terror attack within the early stages of a new presidency is a bad thing, but both Clinton and Bush exploited terror in America to realize preconceived domestic and geopolitical agendas.

The 1993 World Trade Center bombing was an inside job from start to finish – it did not come as a “surprise” to the U.S. government since they ran the entire operation, having cooked the bomb for the “Islamic terrorists” that they had groomed for the attack.

In 1993 the FBI planted their informant, Emad A. Salem, within a radical Arab group in New York led by Ramzi Yousef. Salem was ordered to encourage the group to carry out a bombing targeting the World Trade Center’s twin towers. Under the illusion that the project was a sting operation, Salem asked the FBI for harmless dummy explosives which he would use to assemble the bomb and then pass on to the group. At this point the FBI cut Salem out of the loop and provided the group with real explosives, leading to the attack on February 26 that killed six and injured over a thousand people. The FBI’s failure to prevent the bombing was reported on by the New York Times in October 1993.

Colin Powell has made bizarre comments that echo the recent declaration by Democratic VP candidate Joe Biden that there will be an “international crisis” early into Barack Obama’s presidency that will test the new president by forcing him to make unpopular decisions.

Speaking on meet the press two days ago, Powell officially endorsed Obama and also made the following statement:

“The problems will always be there and there’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.

So I think what the President has to start to do is to start using the power of the oval office and the power of his personality to convince the American people and convince the world that America is solid, that America is going to move forward, we are going to fix our economic problems, we’re going to meet out overseas obligations.”

Is Colin Powell referring to a theoretical crisis that could occur at any time? If so why does he choose a specific date, within the first two days after the inauguration? Also why does he refer to general problems that the new president will have to deal with in a separate context? This was reported a few days ago, but it got surprisingly little attention, and it seems worth flagging in light of Obama’s trip abroad. Check out this little nugget buried in that New York Times piece on Barack Obama’s cast of 300 or so foreign policy advisers:

Another person who has contributed outside advice is former Secretary of State Colin L. Powell, whom Mr. Obama has been wooing. Mr. Powell, a Republican, has a friendship of decades with Mr. McCain, but friends say he has felt excluded from Mr. McCain’s foreign policy operation and was impressed when Mr. Obama called on him in June. Mr. Powell also met around the same time with Mr. McCain.

Powell recently met with Obama and has made it clear that he won’t let any endorsement be dictated by party allegiance, so neglecting him seems like a pretty big oversight on the McCain camp’s part. Could Obama’s wooing of him eventually pay off?

As November’s American presidential elections approach, Barack Obama’s message on Iraq is being widely interpreted as “flip-flopping” and a “retreat” from a previously unequivocal stance of fully withdrawing the US occupation forces. This is to misunderstand Obama, who is not someone who shoots from the hip. There is much more to his words than cursory reading could unravel.

His remarks before the 2003 invasion resonated well within the American antiwar movement. His scathing references to the Bush administration’s folly and his demands for “ending the war” were probably decisive in winning him the Democratic party nomination against Hillary Clinton, whose vote for war in 2003 ultimately crippled her credibility as the commander-in-chief who would bring it to an end.

Obama himself has reacted angrily to claims of a policy U-turn: “For me to say I’m going to refine my policies is I don’t think in any way inconsistent with prior statements and doesn’t change my strategic view that this war has to end and that I’m going to end it as president.” Earlier this month he resorted to an op-ed article in the New York Times to emphatically state: “On my first day in office, I would give the military a new mission: ending this war.”

Activists from truthaction.org have obtained the official guest list for Bohemian Grove’s 2008 midsummer encampment along with a map of the Grove’s facilities. According to the guest list, this year’s attendees include George H. W. Bush, David Rockefeller, Henry Kissinger, Donald Rumsfeld, Colin Powell and several former CIA directors. Also attending are two members of the Grateful Dead, one of whom is camping with the elder Bush. During an action at the entrance of the elite retreat, several 9/11 truth information packs were accepted by Bohemian Grove campers and taken into the grove, including one by former CIA Director James Woolsey’s bunkmate.

The Bohemian Grove, located in the small town of Monte Rio in Sonoma County, California is notorious for its annual summer retreats for the rich and powerful during which participants kick back, relax and enjoy a simulated child sacrifice called ’Cremation of Care’. The Grove is strictly off-limits to the uninvited and much effort is made to maintain secrecy. Workers at the retreat must sign a comprehensive confidentiality agreement and the entrance to the 2,700 acre getaway is guarded not only by private security but also the local Sheriff’s department, at taxpayers expense.

This year, 9/11 truth activists have been a regular presence at the entrance to the Grove during the two week event, talking to many of the workers coming in and out and also to several of the campers. A number of workers have expressed profound gratitude for the presence and message of the activists and at least one elite camper displayed a seemingly genuine interest in the 9/11 truth materials he was given, stopping to talk for awhile and revealing that he was camping with a former CIA director before heading back into the Grove with his infopack.

Outgoing President George W. Bush and both of his presumptive replacements John McCain and Barack Obama are rumored to be in attendance at this year’s Bohemian Grove gathering, an annual get-together of the global elite staged inside a sprawling forest encampment which kicks off tonight and runs until July 27.

Bohemian Grove is a 136-year-old all-male encampment complete with restaurants, bars, stages and lodges, which caters to around 2,000 members of the global elite along with Californian hoi polloi on a yearly basis in July. The camp is set within a 2,700 acre secluded forest replete with giant redwood trees.

Former attendees include Ronald Reagan and Richard Nixon, who both went on to become President, as well as regulars like Henry Kissinger, Alan Greenspan, David Rockefeller, Colin Powell, as well as George W. Bush and his father.

In 2000 radio host and film maker Alex Jones infiltrated the gathering and caught exclusive video footage of a bizarre mock human sacrifice ritual, known as “the cremation of care”, under a 40 foot stone owl that the members refer to as Molech.

Homosexual orgies are known to be part of the festivities enjoyed by the predominately “Christian conservative” leaders who go there. Former attendee Richard Nixon once referred to the Grove as, “the most faggy goddamned thing you could ever imagine.”

A reader who got a summer job working at the Grove in 2005, Chris Jones, told us that he was regularly propositioned for sex by the old men attending the encampment and asked if he “slept around” and wanted to have some fun.

Jones was later sentenced to three years in jail by California authorities for simply showing a tape of his visit to minors.

However, the media’s attitude to hundreds of powerbrokers attending an event at which the Manhattan Project was known to have been born, while frolicking around dressed up as women pissing up trees and having gay sex, has been sophomoric to say the least.

One such hit piece in the Sacramento News & Review, which ties the Grove as well as public organizations such as the Bilderberg Group and the Trilateral Commission with shape-shifting reptoid conspiracies, is useful for only one piece of information – the claim that Presidential hopeful John McCain may be attending this year’s gathering.

In addition, according to an Arizona Daily Star report about a different subject, President Bush’s schedule for next week has not been released, meaning Bush, a regular attendee with his father to Bohemian Grove in past years, could be set to make a visit at some point to mark the last year of his presidency.

Tellingly, both McCain and Democratic candidate Barack Obama will be in California from Saturday to Tuesday, during which time both candidates are scheduled to speak at the National Council of La Raza, a racist Mexican separatist group that advocates a violent overthrow of the southwestern U.S. states.

Their schedule puts them in the perfect location to enjoy a night at the Grove this weekend.

Two years ago we were able to accurately surmise then British Prime Minister Tony Blair’s visit to the Grove, which coincided with a visit to San Francisco where he met with powerbrokers.

Thus far, there has only been one other mainstream report concerning the event, an article entitled Power brokers due at Bohemian Grove, appearing in the Santa Rosa Press Democrat, a local paper that routinely covers the gathering.

“Critics, who until recent years mounted protests outside its gates, say the gatherings serve as strategy sessions for a New World Order operating outside democratic institutions,” states the article.

“Most critics raise the specter of national policy with global implications coming from behind the gates of an exclusive, closed-door gathering of largely conservative, wealthy white men.”

Shocking excerpts of confidential recordings recently released under the Freedom of Information Act feature former Defense Secretary Donald Rumsfeld talking with top military analysts about how a flagging Neo-Con political agenda could be successfully restored with the aid of another terrorist attack on America.

The tape also includes a conversation where Rumsfeld and the military analysts agree on the possible necessity of installing a brutal dictator in Iraq to oversee U.S. interests.

The tapes were released as part of the investigation into the Pentagon’s “message force multipliers” program in which top military analysts were hired to propagandize for the Iraq war in the corporate media.

In attendance at the valedictory luncheon Rumsfeld hosted on December 12, 2006 were David L. Grange, Donald W. Sheppard, James Marks, Rick Francona, Wayne Downing, and Robert H. Scales, Jr. among others.

The most extraordinary exchange takes place when Lt. Gen. Michael DeLong bemoans shrinking political support for Neo-Con war plans on Capitol Hill and suggests that sympathy for the Bush administration’s agenda will only be achieved after a new terror attack.

Rumsfeld agrees that the psychological impact of 9/11 is wearing off and the “behavior pattern” of citizens in both the U.S. and Europe suggests that they are unconcerned about the threat of terror.

DELONG: Politically, what are the challenges because you’re not going to have a lot of sympathetic ears up there until it [a terror attack] happens.

RUMSFELD: That’s what I was just going to say. This President’s pretty much a victim of success. We haven’t had an attack in five years. The perception of the threat is so low in this society that it’s not surprising that the behavior pattern reflects a low threat assessment. The same thing’s in Europe, there’s a low threat perception. The correction for that, I suppose, is an attack. And when that happens, then everyone gets energized for another [inaudible] and it’s a shame we don’t have the maturity to recognize the seriousness of the threats…the lethality, the carnage, that can be imposed on our society is so real and so present and so serious that you’d think we’d be able to understand it, but as a society, the longer you get away from 9/11, the less…the less…

In another exchange, after assuring that comments are “off the record,” Rumsfeld and one of the military analysts agree that Iraq could use a “Syngman Rhee” to take control of Iraq. Syngman Rhee was the ruthless authoritarian dictator of South Korea from after World War II through the Korean War to 1960. If the invasion of Iraq was about liberating the Iraqis from a tyrant in the form of Saddam Hussein why is Rumsfeld talking about installing an even more brutal dictator?

The two-star general who led an Army investigation into the horrific detainee abuse at Abu Ghraib has accused the Bush administration of war crimes and is calling for accountability.

In his 2004 report on Abu Ghraib, then-Major General Anthony Taguba concluded that “numerous incidents of sadistic, blatant, and wanton criminal abuses were inflicted on several detainees.” He called the abuse “systemic and illegal.” And, as Seymour M. Hersh reported in the New Yorker, he was rewarded for his honesty by being forced into retirement.

Now, in a preface to a Physicians for Human Rights report based on medical examinations of former detainees, Taguba adds an epilogue to his own investigation.

The new report, he writes, “tells the largely untold human story of what happened to detainees in our custody when the Commander-in-Chief and those under him authorized a systematic regime of torture. This story is not only written in words: It is scrawled for the rest of these individual’s lives on their bodies and minds. Our national honor is stained by the indignity and inhumane treatment these men received from their captors.

“The profiles of these eleven former detainees, none of whom were ever charged with a crime or told why they were detained, are tragic and brutal rebuttals to those who claim that torture is ever justified. Through the experiences of these men in Iraq, Afghanistan, and Guantanamo Bay, we can see the full-scope of the damage this illegal and unsound policy has inflicted –both on America’s institutions and our nation’s founding values, which the military, intelligence services, and our justice system are duty-bound to defend.

“In order for these individuals to suffer the wanton cruelty to which they were subjected, a government policy was promulgated to the field whereby the Geneva Conventions and the Uniform Code of Military Justice were disregarded. The UN Convention Against Torture was indiscriminately ignored. . . .

“After years of disclosures by government investigations, media accounts, and reports from human rights organizations, there is no longer any doubt as to whether the current administration has committed war crimes. The only question that remains to be answered is whether those who ordered the use of torture will be held to account.”

Pamela Hess of the Associated Press has more on the report, which resulted from “the most extensive medical study of former U.S. detainees published so far” and “found evidence of torture and other abuse that resulted in serious injuries and mental disorders.”

At today’s House Judiciary Subcommittee on Civil Rights hearing on torture, Lawrence Wilkerson, former chief of staff to Colin Powell, told Rep. Jerrold Nadler (D-NY) that over 100 detainees have died in U.S. custody, with up to 27 of these declared homicides:

NADLER: Your testimony said 100 detainees have died in detention; do you believe the 25 of those were in effect murdered?

WILKERSON: Mr. Chairman, I think the number’s actually higher than that now. Last time I checked it was 108.

A February 2006 Human Rights First report found that although hundreds of people in U.S. custody had died and eight people were tortured to death, only 12 deaths had “resulted in punishment of any kind for any U.S. official.”

Syria said on Monday that US accusations it had been building a nuclear reactor until its destruction in an Israeli air raid last September were as bogus as American claims that Saddam Hussein’s regime had weapons of mass destruction in 2003.

The ruling Baath party’s mouthpiece daily compared the photographs of the bombed site shown to US congressmen last week to the images Washington presented to the UN Security Council as alleged evidence of Iraq’s non-conventional arsenal in the run-up to the US-led invasion.

“When you look at these pictures… a single image comes to mind — that of US Secretary of State Colin Powell accusing Iraq of hiding weapons of mass destruction and presenting as proof a dossier of photographs,” Al-Baath said.

“Of course Mr Powell later acknowledged that he had been fooled by the US intelligence services and by conservatives within the administration.

“The new US campaign of lies should surprise nobody — it’s a continuation of the same policy of US pressure against Syria that’s been going on” for the past five years, the paper added.

“Syria again rejects the US allegations and reaffirms that it has nothing to hide concerning its legitimate national defences. Syria wants to see peace in the region, unlike the current US administration which has been behind all its wars and crises.”

Assad denies building nuclear reactor

Syrian President Bashar al-Assad denied in remarks published on Sunday that a site raided by Israel last year was a nuclear reactor under construction as charged by the United States.

Last September’s Israeli air strike “hit a military site under construction, not a nuclear site as Israel and America claimed,” Assad told the Qatari daily Al-Watan in an interview.

“Does it make sense that we would build a nuclear facility in the desert and not protect it with anti-aircraft defences?” he asked.

“A nuclear site exposed to (spy) satellites, in the heart of Syria and in an open space?

“We don’t want a nuclear bomb even if Iran acquires one,” added Assad, whose country is a close ally of Tehran, itself embroiled in a standoff with Washington over its nuclear activities.

“Where would we use it?… War in the region will effectively remain conventional,” he said.

Assad underlined that he believed Iran “does not think differently” on this score.

Iran has repeatedly rejected Western suspicions that its nuclear programme is cover for a drive to develop an atomic bomb.

It says nuclear weapons are un-Islamic and insists the programme is aimed solely at generating power for a growing population once fossil fuels run out.

The United States has accused Syria of building a secret atomic reactor with North Korean help.

On Thursday, US national security officials briefed US congressmen, presenting intelligence they said showed Syria had been building a secret nuclear reactor for military ends.

They said the plant was being built with the help of North Korea, until its destruction by Israel in an air raid on September 6.

The International Atomic Energy Agency launched an investigation into the US accusations on Friday but chided both Israel and the United States for their handling of the affair.

Syria promised its full cooperation.

Fbiiraqisbein_mn US forces boasted of successfully completing the aerial bombing “blitz” which flattened the Baghdad suburb of Arab Jabour, as Iraqis mourned the more than 500 civilians killed when 114,500 pounds of bombs rained down for ten days on the residential area home to more than 120,000 people.

While Iraqi politicians, both Sunni and Shiite, condemned the air raids which also forced thousands of other civilians to flee their homes, the US commanders justified the aerial bombardment on the grounds that “drop was designed to eliminate al Qaeda’s tactical advantage,” ahead of a ground assault to flush out militants from the area.

“The strikes that we concluded (Jan. 20) were focused on IEDs and caches that we have targeted, that will allow us to get our ground troops further into the zone,” Army Col. Terry Ferrell, commander of 3rd Infantry Division’s 2nd Brigade Combat Team, with responsibility for the Arab Jabour portion of Multinational Division Center, said.

But Iraqi authorities in the area said described the bombing was “random and indiscriminate”, and claimed that at least 500 civilians, mostly women and children, were killed by the air raids in the Sunni majority town.

Ferrell rejected the claim, saying that great care was taken in selecting targets, as the Army worked side by side with the Air Force to prevent collateral damage to civilians and property.

“The process that we go through to orchestrate an event of this magnitude, or any targeting cycle that we work together with the Air Force, is a very detailed, deliberate process,” Ferrell said. “We identify the targets, and they sit beside us, and through detailed and thorough analysis, we target it, they help analyze it, describe what effects we want to achieve, and then they work back through the Air Force system to get the desired effects.”

“This heinous crime show to the whole world the extent of the viciousness of the perpetrators who are targeting lives of the people, and not to respect the rights and honor of the human being having a place in all heavenly religions,” Association of Muslim Scholars in Iraq (AMSI), the highest Sunni authority in Iraq, stated last week.

The scholars called upon the international community, Arab League and all human right organizations in the world, requesting them to “get out of the circle of silent killers, and to have a role even if at minimal degree to stand against the perpetrators of these crimes.”

US forces carried out a similar massacre in Fallujah in November 2004, which killed more around 3,000 civilians, in one of the worst atrocities of the Iraq war.

Following up on what Ambassador Richard Holbrooke told us earlier this week regarding Hillary Clinton’s vote to authorize the use of military force against Iraq, we asked Sen. Clinton today if it was correct that Colin Powell had persuaded her that the resolution could be a vote to avoid war rather than a vote for war.

She replied: “No, it wasn’t Colin Powell. it was Condi Rice. Condi Rice told me specifically when I was still weighing all of the evidence, and I had been to the White House one last time — I think, if I’m not mistaken, it was Oct. 8 — and I’d had the whole presentation by the CIA and others and I hadn’t asked any questions, I had listened. And I went back to my office, and Condi Rice called me and said, You didn’t ask any questions, do you have any questions? I said I only have one: Will you use this authorization to put inspectors back in, so that we can find out whether any of this is true, how much WMD he still has or has reconstituted? She said, Yes, that’s what it’s intended to do. I think Dick might have gotten confused.”

Monitor: And you had no reason to doubt her?

Clinton: “I did not. Because — certainly I didn’t rely on the Bush administration. I did a lot of my own due diligence, I talked to a lot of people in my husband’s administration, I talked to Tony Blair, I talked to a lot of sources, and I had the same question: Do you think he still has these kinds of capacities? And the rationale made sense to me. When we got there after the first Gulf War, he was much further advanced in his nuclear program and we knew he had used chemical weapons. When we discovered his nuclear program in ’91, the inspectors went in and for seven years dismantled everything that they could find. In ’98, he threw the inspectors out, which at least to me raised the possibility that they were getting close to something, and therefore he wanted them out. The Americans and the British bombed every site that he prevented the inspectors from going to that we had a record of, but we had no good intelligence as to what was or wasn’t there. And the idea behind any concern about Saddam Hussein was rooted in his personality and his governing philosophy. He was a megalomaniac.

“Putting inspectors back in — which the United Nations voted for, the Security Council was all in favor of — was a way to really put some checks and balances to find out what he really did have. What we know now is that Bush had no intention of letting the inspections run their course. But the argument of putting inspectors back in, backed up by force — because Saddam never did anything that didn’t have at least the backup threat of force — was not on its face totally illegitimate. So I was willing to give him the authority to do that, and he misused the authority.”

Former US secretary of state Powell says military strike against Iran is unlikely, adding Iran is far from acquiring a nuclear weapon.

“I think Iran is a long way from having anything that could be anything like a nuclear weapon,” Colin Powell told Sunday in the gathering of bankers, businessmen and diplomats in Kuwait.

Asked about the possibility of US war on Iran, the retired US general said although no American official will say the option was ‘off the table’, he did not see prospects of a military conflict.

There is no base of support among Americans for such an action, Powell said, adding that the US military already has enough on its hands in Iraq and Afghanistan.

Powell was invited by the National Bank of Kuwait to speak on economic opportunity and crisis in the Middle East.

Senior American intelligence and defence officials believe that President George W Bush and his inner circle are taking steps to place America on the path to war with Iran, The Sunday Telegraph has learnt.

Pentagon planners have developed a list of up to 2,000 bombing targets in Iran, amid growing fears among serving officers that diplomatic efforts to slow Iran’s nuclear weapons programme are doomed to fail.

Pentagon and CIA officers say they believe that the White House has begun a carefully calibrated programme of escalation that could lead to a military showdown with Iran.

Now it has emerged that Condoleezza Rice, the secretary of state, who has been pushing for a diplomatic solution, is prepared to settle her differences with Vice-President Dick Cheney and sanction military action.

In a chilling scenario of how war might come, a senior intelligence officer warned that public denunciation of Iranian meddling in Iraq – arming and training militants – would lead to cross border raids on Iranian training camps and bomb factories.

A prime target would be the Fajr base run by the Iranian Revolutionary Guard Quds Force in southern Iran, where Western intelligence agencies say armour-piercing projectiles used against British and US troops are manufactured.

Under the theory – which is gaining credence in Washington security circles – US action would provoke a major Iranian response, perhaps in the form of moves to cut off Gulf oil supplies, providing a trigger for air strikes against Iran’s nuclear facilities and even its armed forces.

Senior officials believe Mr Bush’s inner circle has decided he does not want to leave office without first ensuring that Iran is not capable of developing a nuclear weapon.

The intelligence source said: “No one outside that tight circle knows what is going to happen.” But he said that within the CIA “many if not most officials believe that diplomacy is failing” and that “top Pentagon brass believes the same”.

He said: “A strike will probably follow a gradual escalation. Over the next few weeks and months the US will build tensions and evidence around Iranian activities in Iraq.”

Previously, accusations that Mr Bush was set on war with Iran have come almost entirely from his critics.

Many senior operatives within the CIA are highly critical of Mr Bush’s handling of the Iraq war, though they themselves are considered ineffective and unreliable by hardliners close to Mr Cheney.

The vice president is said to advocate the use of bunker-busting tactical nuclear weapons against Iran’s nuclear sites. His allies dispute this, but Mr Cheney is understood to be lobbying for air strikes if sites can be identified where Revolutionary Guard units are training Shia militias.

Recent developments over Iraq appear to fit with the pattern of escalation predicted by Pentagon officials.

Gen David Petraeus, Mr Bush’s senior Iraq commander, denounced the Iranian “proxy war” in Iraq last week as he built support in Washington for the US military surge in Baghdad.

The US also announced the creation of a new base near the Iraqi border town of Badra, the first of what could be several locations to tackle the smuggling of weapons from Iran.

A State Department source familiar with White House discussions said that Miss Rice, under pressure from senior counter-proliferation officials to acknowledge that military action may be necessary, is now working with Mr Cheney to find a way to reconcile their positions and present a united front to the President.

The source said: “When you go down there and see the body language, you can see that Cheney is still The Man. Condi pushed for diplomacy but she is no dove. If it becomes necessary she will be on board.

“Both of them are very close to the president, and where they differ they are working together to find a way to present a position they can both live with.”

The official contrasted the efforts of the secretary of state to work with the vice-president with the “open warfare between Colin Powell and Donald Rumsfeld before the Iraq war”.

Miss Rice’s bottom line is that if the administration is to go to war again it must build the case over a period of months and win sufficient support on Capitol Hill.

The Sunday Telegraph has been told that Mr Bush has privately promised her that he would consult “meaningfully” with Congressional leaders of both parties before any military action against Iran on the understanding that Miss Rice would resign if this did not happen.

The intelligence officer said that the US military has “two major contingency plans” for air strikes on Iran.

“One is to bomb only the nuclear facilities. The second option is for a much bigger strike that would – over two or three days – hit all of the significant military sites as well. This plan involves more than 2,000 targets.”

PARIS (Reuters) – French Foreign Minister Bernard Kouchner said on Sunday his country had to prepare for the possibility of war against Iran over its nuclear program, but he did not believe any such action was imminent.

Speaking in an interview on RTL radio and LCI television, Kouchner said the world’s biggest powers should use further sanctions to show they were serious about stopping Tehran getting atom bombs before it came to war.

“We must prepare for the worst,” Kouchner said, adding: “The worst, sir, is war.”

Asked if France was involved in any planning towards war, he said: “The French army is not at the moment associated with anything at all, nor with any maneuver at all.”

Tehran insists it only wants to master nuclear technology to produce electricity, but it has yet to comply with repeated U.N. demands that it halt uranium enrichment and other sensitive work that could potentially be used in producing weapons.

Kouchner’s comments follow a similarly hawkish statement by French President Nicolas Sarkozy, who said last month in his first major foreign policy speech since taking office that a diplomatic push by the world’s powers was the only alternative to “an Iranian bomb or the bombing of Iran”.

France has said repeatedly it wants the U.N. Security Council to pass tougher sanctions against Iran over its failure to dispel fears that it is secretly pursuing nuclear weapons.

“We do not want to signal anything other than ‘peace is in your interest, and in ours too,'” Kouchner said.

Asked whether he believed U.S. President George W. Bush would launch air strikes against Iran before the end of his term of office, he said: “Honestly, I don’t think we’ve reached that stage, not at all. At least I hope so.”

Former Secretary of State, General Colin Powell spoke at the University of Oklahoma this afternoon. My son, Will, interviewed Powell for the OU Daily immediately before he entered the hall to give his speech.

Will asked him to expound on a comment he made to GQ Magazine about a “terror industrial complex.” He also asked his opinion of the expanded use of private contractors, like Blackwater, in Iraq and the propriety of paying them more than military personnel.

Discredited Pentagon-affiliated IntelCenter to release another dubious tape right when Bush needs it most, Osama pops up hours after new Zogby poll shows Americans want new 9/11 investigation for second time running

The U.S. government, via its closely affiliated IntelCenter front, is to release a new tape of Osama Bin Laden on the sixth anniversary of 9/11 in a desperate ploy to counter 9/11 truth and a new Zogby poll that again proves the majority of Americans are highly suspect of the official story.

A pre-released image shows an apparently older looking Bin Laden with a dyed dark brown beard, meaning the individual in the tape is either a body double or the terror master has been using Grecian Formula 16 in between his dashing from cave to cave across the mountainous Pakistani border region.

But whether you think it’s Bin Laden or not is really beside the point, if Bin Laden was dead it would be necessary to perpetuate the myth anyway, the thing to bear in mind here is that Osama has never failed in ensuring his tapes get released at the most politically opportune times – not for ‘Al-Qaeda’ – but for the Neo-Cons and the Bush administration.

In addition, the security services and IntelCenter have been caught on numerous occasions doctoring Bin Laden tapes and passing off footage they filmed as originating from Al-Qaeda, as well as claiming that 6-year-old footage is new material. Their credibility on this issue has been shot to pieces again and again and only the supremely naive or the witting dupe would lend any credence to the authenticity of this new tape.

First and foremost, in the same vein as the History Channel hit piece, the tape is an attempt to rescue the tattered and torn credibility of the official 9/11 fairy tale, as well as providing a media distraction to obfuscate the 9/11 truth events that kick off today at ground zero and continue on into next week’s anniversary.

A new Zogby International poll released yesterday shows that 51% of Americans (up from 45% last year) want Bush and Cheney to be directly investigated for their actions on 9/11 and 67% fault the 9/11 Commission for their failure to probe the anomalous collapse of WTC 7.

Hours after the release of the poll Bin Laden pops up and promises us a new editorial comment. Coincidence? Precisely the same thing happened last year. On May 23rd 2006, a Zogby poll was released showing nearly half of Americans wanted a new 9/11 investigation. The very next day, Bin Laden popped up to reinforce the official version and threaten new attacks. Can lightening strike twice in the same place?

The Osama tapes are about as genuine as a used car salesman convention, and have been proven fraudulent on countless occasions. They are nothing more than crude propaganda unleashed in a desperate move to put the genie of what really happened on 9/11 back in the bottle.

For those who still scoff at the notion that the Neo-Cons would be behind the release of the tapes, consider the fact that the Pentagon admitted that they undertook a “propaganda campaign to magnify the role of the leader of al-Qaeda in Iraq,” Musab Al-Zarqawi, which was targeted at the “U.S. home audience” and that the discovery of the program was followed by the release of a video tape featuring….you guessed it – Musab Al-Zarqawi.

The Washington Post even described how the Pentagon had concocted fake Al-Zarqawi letters boasting about suicide attacks and leaked them to Dexter Filkins of the New York Times, who splashed them on the front page the next day.

If the Pentagon had no qualms about faking communications from other Al-Qaeda leaders and passing them off as real to the U.S. media, then why would they refrain from doing the same with the Bin Laden tapes?

In our previous groundbreaking investigation, we exposed IntelCenter, the middleman between “Al-Qaeda’s media arm” and the press, and the organization that routinely obtains the tapes, as little more than a Pentagon front group staffed by individuals with close connections to Donald Rumsfeld and the U.S. war machine.

Computer analyst Neal Krawetz discovered last month that the As-Sahab logo (the alleged media arm of Al-Qaeda) and the IntelCenter logo (a U.S. based private intelligence organization that “monitors terrorist activity”) were both added to the Al-Qaeda videos at the same time. Though Krawetz re-affirmed his conclusion in an interview with Wired News, after the fact became public, he mysteriously recanted.

Krawetz original analysis, before he was obviously pressured to withdraw it, clearly suggests that IntelCenter is directly manufacturing the tapes and that “As-Sahab” is a contrived hoax to promulgate the myth that the tapes are coming from Al-Qaeda.

IntelCenter’s denial of of this whole episode should be taken with a pinch of salt, for it was Ben Venzke’s company that knowingly re-released 6 years old footage of Bin Laden that many quarters of the media treated as new. IntelCenter itself had released the same footage in October 2003 and it still appears dated as such on their own website.

The organization was also behind the so-called “laughing hijackers” tape, which was passed off as originating from Al-Qaeda’s media arm, but was later exposed as being secret surveillance footage filmed by U.S. intelligence in 2000.

At upwards of $4,000 dollars a year in intelligence packages that are sold on their website, IntelCenter has a lucrative financial motive to keep the supply of Al-Qaeda tapes rolling.

For the Bush administration and the Neo-Cons, the tapes are routinely delivered on a silver platter at the most politically expedient moments, and a fresh injection on behalf of Bin Laden for the flagging war on terror on the 6th anniversary of 9/11 is precisely what Bush needs to help keep U.S. troops in Iraq until the next election, as Bush is quoted as holding out for in his own recent biography.

The last Bin Laden tape, despite later being proven as re-hashed footage originally filmed in 2001 that was actually released on two separate occasions before, emerged right at the time when the 6 months “wait and see” period after the surge was up and was used to mandate the endless occupation of Iraq.

Whether it’s to justify a war, win an election or divert from a scandal, Bin Laden can always be relied upon to come up with the goods and save Bush’s bacon.

Both Kerry and Bush attributed the President’s 2004 re-election to Osama Bin Laden’s appearance in a video tape just days before the vote. Veteran newsman Walter Cronkite mused that the whole farce was a Karl Rove orchestrated set-up.

On the eve of the Iraq war during Colin Powell’s infamous presentation to the UN, an audio tape in which bin Laden claimed he was allied with Saddam Hussein surfaced, a gift-wrapped present for the Neo-Cons who had consistently been proven wrong in their assertion that there was a connection between Iraq and 9/11.

Ayman Al-Zawahiri appeared right on cue at the exact same time two years running, days before the State of the Union, to slam Bush as a “butcher” and a “failure.” Like his right-hand man Osama, Al-Zawahiri’s timing is impeccable! Right when Bush needs to reinforce the fear of the shadowy enemy each January to mute his critics before the big speech, Al-Zawahiri pops up with the goods.

Though such transparent and debase propaganda is still more than enough to fool the remnants of the semi-retarded, kool-aid drinking, Neo-Con cheerleaders out there, many Americans with more than three brain cells to rub together are starting to realize that they have been led on one almighty goose chase, and that no amount of fuzzy “Bin Laden tapes” are going to hold back the stampede of truth that at this time concentrates at ground zero – namely the protest actions and events taking place at ground zero over the next five days in the name of 9/11 truth.


Groups: Bin Laden to address Americans on 9/11 anniversary

CAIRO, Egypt (AP) — Terror mastermind Osama bin Laden plans a new video addressing the American people regarding the anniversary of the September 11 attacks, terror monitoring groups said Thursday.

SITE Intelligence Group said an Internet announcement of the plan included a photo of the al-Qaeda leader from the upcoming video — his beard, which in previous messages had been streaked with gray, was entirely dark.

The Intelcenter, which also monitors Islamic Web sites, said the video is expected within the next 72 hours, before the sixth anniversary of the World Trade Center attack.

The last bin Laden video was in October 2004, shortly before the U.S. presidential elections.

Israel Urged US to Attack Iran – Not Iraq

WASHINGTON – Israeli officials warned the George W Bush administration that an invasion of Iraq would be destabilizing to the region and urged the United States instead to target Iran as the primary enemy, according to former Bush administration official Lawrence Wilkerson.

Wilkerson, then a member of the US State Department’s policy planning staff and later chief of staff for secretary of state Colin Powell, recalled in an interview that the Israelis reacted immediately to indications that the Bush administration was thinking of war against Iraq. After the Israeli government picked up the first signs of that intention, said Wilkerson, “The Israelis were telling us Iraq is not the enemy – Iran is the enemy.”

Wilkerson describes the Israeli message to the Bush administration in early 2002 as being, “If you are going to destabilize the balance of power, do it against the main enemy.”

The warning against an invasion of Iraq was “pervasive” in Israeli communications with the US administration, Wilkerson recalled. It was conveyed to the administration by a wide range of Israeli sources, including political figures, intelligence, and private citizens.

Wilkerson noted that the main point of their communications was not that the US should immediately attack Iran, but that “it should not be distracted by Iraq and Saddam Hussein” from a focus on the threat from Iran.

The Israeli advice against using military force against Iraq was apparently triggered by reports reaching Israeli officials in December 2001 that the Bush administration was beginning serious planning for an attack on Iraq. Journalist Bob Woodward revealed in Plan of Attack that on December 1, 2001, secretary of defense Donald Rumsfeld had ordered the Central Command chief, General Tommy Franks, to come up with the first formal briefing on a new war plan for Iraq on December 4. That started a period of intense discussions of war planning between Rumsfeld and Franks.

Soon after Israeli officials got wind of that planning, Israeli prime minister Ariel Sharon asked for a meeting with Bush primarily to discuss US intentions to invade Iraq. In the weeks preceding Sharon’s meeting with Bush on February 7, 2002, a procession of Israeli officials conveyed the message to the US administration that Iran represented a greater threat, according to a Washington Post report on the eve of the meeting.

Israeli defense minister Fouad Ben-Eliezer, who was visiting Washington with Sharon, revealed the essence of the strategic differences between Jerusalem and Washington over military force. He was quoted by the Post as saying, “Today, everybody is busy with Iraq. Iraq is a problem … But you should understand, if you ask me, today Iran is more dangerous than Iraq.”

Sharon, who was incapacitated by a stroke last year, never revealed publicly what he said to Bush in the February 7 meeting. But Yossi Alpher, a former adviser to prime minister Ehud Barak, wrote in an article in The Forward last January that Sharon advised Bush not to occupy Iraq, according to a knowledgeable source. Alpher wrote that Sharon also assured Bush that Israel would not “push one way or another” regarding his plan to take down Saddam.

Alpher noted that Washington did not want public support by Israel and in fact requested that Israel refrain from openly supporting the invasion in order to avoid an automatic negative reaction from Iraq’s Arab neighbors.

After that meeting, the Sharon government generally remained silent on the issue of an invasion of Iraq. A notable exception, however, was a statement on August 16, 2002, by Ranaan Gissin, an aide to Sharon. Ranaan declared, “Any postponement of an attack on Iraq at this stage will serve no purpose. It will only give [Saddam] more of an opportunity to accelerate his program of weapons of mass destruction.”

As late as October 2002, however, there were still signs of continuing Israeli grumbling about the Bush administration’s obsession with taking over Iraq. Both the Israel Defense Forces’ chief of staff and its chief of military intelligence made public statements that month implicitly dismissing the Bush administration’s position that Saddam’s alleged quest for nuclear weapons made him the main threat. Both officials suggested that Israel’s military advantage over Iraq had continued to increase over the decade since the Gulf War as Iraq had grown weaker.

The Israeli chief of military intelligence, Major-General Aharon Farkash, said Iraq had not deployed any missiles that could strike Israel directly and challenged the Bush administration’s argument that Iraq could obtain nuclear weapons within a relatively short time. He gave an interview to Israeli television in which he said army intelligence had concluded that Iraq could not have nuclear weapons in less than four years. He insisted that Iran was as much of a nuclear threat as Iraq.

Israeli strategists generally believed that taking down the Saddam Hussein regime could further upset an Iran-Iraq power balance that had already tilted in favor of Iran after the US defeat of Saddam’s army in the 1991 Gulf War. By 1996, however, neo-conservatives with ties to the Likud Party in Israel were beginning to argue for a more aggressive joint US-Israeli strategy aimed at a “rollback” of all of Israel’s enemies in the region, including Iran, but beginning by taking down Saddam and putting a pro-Israeli regime in power there.

That was the thrust of the 1996 report of a task force led by Richard Perle for the right-wing Israeli think-tank the Institute for Advanced Strategic and Political Studies, and aimed at the Likud prime minister Benjamin Netanyahu.

But most strategists in the Israeli government and the Likud Party – including Sharon himself – did not share that viewpoint. Despite agreement between neo-conservatives and Israeli officials on many issues, the dominant Israeli strategic judgment on the issue of invading Iraq diverged from that of US neo-conservatives because of differing political-military interests.

Israel was more concerned with the relative military threat posed by Iran and Iraq, whereas neo-conservatives in the Bush administration were focused on regime change in Iraq as a low-cost way of leveraging more ambitious changes in the region. From the neo-conservative perspective, the very military weakness of Saddam’s Iraq made it the logical target for the use of US military power.

Of all the former Bush administration officials whose advice was ignored — to disastrous effect — in the run-up to the Iraq war, Colin Powell has remained the most stoic and unwilling to criticize what others have called a lack of planning and overall mismanagement that led America to its current predicament.

A column published Thursday suggests that all could change at a most inopportune time for the administration, as it prepares to release its second surge-related progress report next month.

“Powell is the White House’s ticking-time-bomb scenario,” Sidney Blumenthal writes in Salon. “He was Petraeus before Petraeus, the good soldier before the good soldier, window-dressing before window-dressing. The White House aides’ fear of Powell reflects their guilt, if not their stricken consciences, over his disposal. Powell was used, ruined and tossed overboard. His warnings were ignored, his loyalty was abused, and when he no longer served Bush’s purposes he was unceremoniously discarded.”

Blumenthal notes Feb. 5, 2003, the date of Powell’s infamous United Nations presentation, “will live in mendacity, for every statement he made was later revealed to be false.”

A recently released documentary, “No End in Sight,” featured devastating interviews with three of Powell’s former aides and associates who were involved with Iraq’s reconstruction. RAW STORY previously published an exclusive excerpt of the film.

Blumenthal predicts the criticisms from Powell’s former inner circle — chief of staff, Col. Lawrence Wilkerson; his former deputy, Richard Armitage; and former U.S. ambassador Barbara Bodine — could foreshadow the former Secretary of State’s personal criticisms of the war.

“Armitage’s debut in particular has the White House fuming and fretting that it somehow signals Powell’s emergence as a full-throated critic in the middle of the September P.R. offensive,” Blumenthal writes.

Sources close to National Security Adviser Stephen Hadley tell Blumenthal he “has voiced anger and concern about whether Powell will step forward and what he might say, and other presidential aides are wondering how to cope with that nightmarish possibility.”

In a June appearance on Meet the Press, Powell was critical of the troop surge, Blumenthal notes, but otherwise he has strayed from criticizing the decisions he witnessed in the run-up to war.

“Powell’s absence cedes the political terrain to those who ousted him from office,” Blumenthal writes. “Notwithstanding his tarnished reputation, he has a final chance to regain his dignity and at least some of his previous standing by stepping forward at the crucial hour.”

The looming collapse of the US military in Iraq, of which a number of generals and former generals, including former Chief of Staff Colin Powell, have warned, is happening none too soon, as it may be the best hope for preventing military rule here at home.

From the looks of things, the Bush/Cheney regime has been working assiduously to pave the way for a declaration of military rule, such that at this point it really lacks only the pretext to trigger a suspension of Constitutional government. They have done this with the active support of Democrats in Congress, though most of the heavy lifting was done by the last, Republican-led Congress.

The first step, or course, was the first Authorization for Use of Military Force, passed in September 2001, which the president has subsequently used to claim—improperly, but so what? —that the whole world, including the US, is a battlefield in a so-called “War” on Terror, and that he has extra-Constitutional unitary executive powers to ignore laws passed by Congress. As constitutional scholar and former Reagan-era associate deputy attorney general Bruce Fein observes, that one claim, that the US is itself a battlefield, is enough to allow this or some future president to declare martial law, “since you can always declare martial law on a battlefield. All he’d need would be a pretext, like another terrorist attack inside the U.S.”

The 2001 AUMF was followed by the PATRIOT Act, passed in October 2001, which undermined much of the Bill of Rights. Around the same time, the president began a campaign of massive spying on Americans by the National Security Agency, conducted without any warrants or other judicial review. It was and remains a program that is clearly aimed at American dissidents and at the administration’s political opponents, since the Foreign Intelligence Surveillance Court would never have raised no objections to spying on potential terrorists. (And it, and other government spying programs, have resulted in the government’s having a list now of some 325,000 “suspected terrorists”!)

The other thing we saw early on was the establishment of an underground government-within-a-government, though the activation, following 9-11, of the so-called “Continuity of Government” protocol, which saw heads of federal agencies moved secretly to an underground bunker where, working under the direction of Vice President Dick Cheney, the “government” functioned out of sight of Congress and the public for critical months.

It was also during the first year following 9-11 that the Bush/Cheney regime began its programs of arrest and detention without charge—mostly of resident aliens, but also of American citizens—and of kidnapping and torture in a chain of gulag prisons overseas and at the Navy base at Guantanamo Bay.

The following year, Attorney General John Ashcroft began his program to develop a mass network of tens of millions of citizen spies—Operation TIPS. That program, which had considerable support from key Democrats (notably Sen. Joe Lieberman), was curtailed by Congress when key conservatives got wind of the scale of the thing, but the concept survives without a name, and is reportedly being expanded today.

Meanwhile, last October Bush and Cheney, with the help of a compliant Congress, put in place some key elements needed for a military putsch. There was the overturning of the venerable Posse Comitatus Act of 1878, which barred the use of active duty military inside the United States for police-type functions, and the revision of the Insurrection Act, so as to empower the president to take control of National Guard units in the 50 states even over the objections of the governors of those states.

Put this together with the wholly secret construction now under way–courtesy of a $385-million grant by the US Army Corps of Engineers to Halliburton subsidiary KBR Inc–of detention camps reportedly capable of confining as many as 400,000 people, and a recent report that the Pentagon has a document, dated June 1, 2007, classified Top Secret, which declares there to be a developing “insurgency” within the U.S, and which lays out a whole martial law counterinsurgency campaign against legal dissent, and you have all the ingredients for a military takeover of the United States.

As we go about our daily lives–our shopping, our escapist movie watching, and even our protesting and political organizing—we need to be aware that there is a real risk that it could all blow up, and that we could find ourselves facing armed, uniformed troops at our doors.

Bruce Fein isn’t an alarmist. He says he doesn’t see martial law coming tomorrow. But he is also realistic. He says, “This is all sitting around like a loaded gun waiting to go off. I think the risk of martial law is trivial right now, but the minute there is a terrorist attack, then it is real. And it stays with us after Bush and Cheney are gone, because terrorism stays with us forever.” (It may be significant that Hillary Clinton, the leading Democratic candidate for president, has called for the revocation of the 2002 Authorization for Use of Military Force against Iraq, but not of the earlier 2001 AUMF which Bush claims makes him commander in chief of a borderless, endless war on terror.)

Indeed, the revised Insurrection Act (10. USC 331-335) approved by Congress and signed into law by Bush last October, specifically says that the president can federalize the National Guard to “suppress public disorder” in the event of “national disorder, epidemic, other serious public health emergency, terrorist attack or incident.” That determination, the act states, is solely the president’s to make. Congress is not involved.

Sen. Patrick Leahy (D-VT), chair of the Senate Judiciary Committee, has added an amendment to the upcoming Defense bill, restoring the Insurrection Act to its former version—a move that has the endorsement of all 50 governors–but Fein argues that would not solve the problem, since Bush still claims that the U.S. is a battlefield. Besides, a Leahy aide concedes that Bush could sign the next Defense Appropriations bill and then use a signing statement to invalidate the Insurrection Act rider.

Fein argues that the only real defense against the looming disaster of a martial law declaration would be for Congress to vote for a resolution determining that there is no “War” on terror. “But they are such cowards they will never do that,” he says.

That leaves us with the military.

If ordered to turn their guns and bayonets on their fellow Americans, would our “heroes” in uniform follow their consciences, and their oaths to “uphold and defend” the Constitution of the United States? Or would they follow the orders of their Commander in Chief?

It has to be a plus that National Guard and Reserve units are on their third and sometimes fourth deployments to Iraq, and are fuming at the abuse. It has to be a plus that active duty troops are refusing to re-enlist in droves—especially mid-level officers.

If we are headed for martial law, better that it be with a broken military. Maybe if it’s broken badly enough, the administration will be afraid to test the idea.
