This is just one of many bills that is evidence that America is falling into an Orwellian police state, the eye of big government, tax slavery and despotism is becoming even more clear as the republic fades into the night.

Democratic Congressman Earl Blumenauer has introduced HR 3311, if passed the Senate would use $154 million of taxpayer money to fund the development of vehicle tracking devices and roadside RFID scanning devices that would record your everyday driving habits for the sake of creating a new taxation scheme and quite possibly help law enforcement penalize every mistake you make on the road. The money would also be used to research and study how to enforce this on a nationwide scale and how to present this scheme to the public as something necessary to fund failing infrastructures.

The bill will allow the US Treasury Department to establish this program which is called the “Road User Free Pilot Project” that was developed by Oregon legislators to impose a gas tax on Oregon motorists, the pilot program now studies the Vehicle Miles Traveled (VMT) tax instead, to better track and tax motorists. Within eighteen months of the HR 3311 passing the US Treasury would file an initial report outlining the best methods of adopting this new tax scheme on a nationwide scale.

Here’s what the bill’s sponsor, Congressman Blumenauer had to say about this insidious track and tax plan: “Oregon has successfully tested a Vehicle Miles Traveled (VMT) fee, and it is time to expand and test the VMT program across the country,”!

Just imagine all vehicles in the United States fitted with this federal tracking device, why don’t they just shackle us all and tax every footstep we make while they are at it!?! This is completely un-constitutional and threatens the 4th amendment of the United States constitution, I doubt that anyone would actually accept something this Orwellian to be used against them.. but of course I’m sure if this bill passes all new vehicles would be secretly fitted with these devices without anyone knowing about it.

Here is what we know the device is capable of recording:

1. The device can calculate miles driven based on GPS data
2. The device can store the number of miles driven
3. The device can determine when the vehicle has left certain states
4. The device can store the states the vehicle entered
5. The device can determine what time a vehicle was being driven
6. The device can store the times the vehicle was driven
7. The device can produce all data stored since its last reading

This device must be receiving precise positional data as an input from its GPS unit. It must also have a clock set to the real time and date as an input. This means that the device is getting data on the exact position of the vehicle at any moment, and that the control software is only storing certain data-points based on this. This is an adequate privacy safeguard, right? Probably not.

Considering this is a tax device, it will very likely need to be updated to reflect changes in the tax law. The need for this capability is clear. One year, the zone around Portland might incur a tax at any time of day, the next year only during rush hour. Oregon’s program might spread to other states, so now the control software in the device has to start recording miles driven in those states as well. If this is the case, then the control software could one day be updated in nearly any way, including complete tracking of movement and speed.

The other thing to consider is that the readers for these devices will be readily available, since every gas station in the state will need one. Even if the software stays the same, there’s nothing stopping a rogue police department from getting its hands on a reader and using it to gather info on people. More likely, though, if these devices became pervasive, law enforcement would push to have readers of their own.

Imagine this scenario: You’re driving a car with one of these GPS devices at the leisurely clip of 60 MPH on the highway leading into Klamath Falls. Like all highways in Oregon, the limit is still 55 MPH. A cop catches you going over the limit and pulls you over. You go through the normal rigmarole with him, except this time he checks your GPS devices and finds out that you’ve exceeded 55 MPH in the state of Oregon 22 times since the device was last read. You leave this encounter with 22 speeding tickets instead of one.

That scenario is possible with the hardware described in the device and minimal changes in the software. Only the good will of the Oregon state government is keeping it from being so. Should Oregonians really rely on that alone to protect their privacy? [Source]

Motorists are being warned they may face “pay as you drive” road taxes as ministers launch the first ever trials of a scheme that could see them charged for every mile they drive.

The Telegraph can disclose that the Government is pushing ahead with plans for a national road-pricing scheme, including testing “spy in the sky” technology.

Eight areas of the country have been selected by ministers for secret pay-per-mile trials which will begin in 2010 and are expected to pave the way for tolls on motorways.

Motorists face paying up to £1.30 a mile during peak periods on the busiest roads.

Gordon Brown was thought to be against national road pricing, a flagship policy of the Blair administration.

But the detailed level of planning now underway indicates the issue it set to become a key battleground in the next general election – which is likely to coincide with the trials beginning.

It will leave Ruth Kelly, the Transport Secretary, particularly vulnerable as she defends her marginal Bolton West constituency.

The Daily Telegraph has learnt that eight areas – Leeds, North Yorkshire, Milton Keynes and Buckinghamshire, south west London, Suffolk and Essex – have been selected for the trials.

MINISTERS have ordered people who overfill their bins to be punished more severely than shoplifters, drug users and dangerous drivers.

Official guidance from the Department of the Environ-ment to local councils says they must impose fines of “not less than £75” and up to £110 on taxpayers who disobey rubbish rules.

The crackdown from the so-called “Talibin” will apply to virtually all UK households.

Anyone caught leaving their wheelie-bin lid even slightly open, placing bins or rubbish out on the day before collection or putting their bin in the wrong place could get a fixed penalty or end up in court.

Tory spokesman Eric Pickles yesterday accused Labour of creating “an army of municipal bin bullies”.

He warned they were targeting “law-abiding families with massive fines while professional criminals get the soft touch. It is clear Whitehall bureaucrats are instructing town halls to target householders with fines for minor breaches.

In a recent series of ads aimed at school children, a leading British energy company has assigned a controversial summer project: police their family’s global-warming crimes.

Launched last week by NPower — the country’s fourth-largest provider — the campaign is part of a larger program to educate children about global warming and the wasteful habits that might exacerbate it.

Placed in prominent newspapers such as The Sunday Times and The Telegraph, the ads offer giveaway diaries in which kids can note domestic infractions, such as leaving a mobile phone charging for too long or a Nintendo game left flickering in the dark, as well as Post-It notes, which can be left at the crime scene as a warning to the offenders. Equally important, the campaign seeks to attract kids to its controversial Web site, Climate Cops, which encourages children to monitor and report on their domestic energy crimes to their classrooms.

Some activists and marketers see the site as a clever marketing gimmick to teach children to preserve their planet. Others see excessive indoctrination tactics lifted from the pages of the George Orwell novel 1984, in which children are set against their parents, or worse, the Hitler Youth, who were encouraged to betray their loved ones for the greater glory of the state.

Last Tuesday, a satirical article on the British Web site Anorak referred to these cadets as “Greenshirts” and compared them to the young Blackshirts of yore. “NPower, the electricity people, want you, the Britisher Jungvolk, to inform on your mums and your dads if they disobey the rules on climate change.”

Almost half of all car owners will be up to £245 worse off under plans for massive increases in road tax, the Treasury admitted yesterday.

And fewer than one in five will benefit from the controversial move, which was sold as a way to cut greenhouse gas emissions.

The Government’s own figures demolish ministers’ claims that Budget plans to overhaul vehicle excise duty will have little impact on motorists.

In the Commons last month, Gordon Brown said: ‘The majority of drivers will benefit from it.’

But in an apparent contradiction yesterday, Treasury minister Angela Eagle admitted to MPs that from April 2010 it will cost more to keep 43 per cent of all cars on the road – some 9,423,450 vehicles.

More than one million drivers of cars registered between 2001 and 2006 will see road tax jump from £210 to either £430 or £455 depending on emissions, while others face hikes of between £10 and £155.

Gordon Brown came under pressure to apologise today after being accused of ’misleading’ MPs over the Government’s controversial new car tax scheme.

The Treasury was forced to admit this morning that almost half of all car owners will be up to £245 worse off under plans for massive increases in road tax.

At Commons question time Shadow chancellor George Osborne challenged the Prime Minster over his claims the ’majority’ of drivers would be better off.

Osbourne said:’“Gordon Brown appears to have misled Parliament.

’He said that the majority of drivers would benefit from the changes to VED.

’Now even the Treasury have admitted that just a third of drivers will be better off in 2009, dropping to less than 20 per cent in 2010.’

’Will the Prime Minister be apologising to this House?’ asked Osborne.

Chancellor Alistair Darling said the majority would ’pay no more’ as a result of the change.

But Mr Osborne maintained his attack and said: ’Nine million families face higher car taxes at a time that few can afford it.

’Poorer drivers will be penalised because the tax is retrospective and hits drivers of older cars.’

Air fares set for dramatic rise under EU emissions scheme

The European Parliament on Tuesday approved a proposal to include airlines in the bloc’s strategy to cut carbon dioxide emissions – a move that could dramatically raise the cost of air travel and provoke a dispute with the United States.

Under the plan, all flights starting or landing in the EU, including intercontinental flights, will be included in the EU’s emission trading system from 2012.

Pollution permits granted to airlines initially would be capped at 97 per cent of their average emissions for 2004-2006.

From 2013, the cap would drop to 95 per cent. Eighty-five per cent of those emission certificates will be allocated for free, while the rest will be auctioned.

Airlines that want to fly – and pollute – more will buy more permits But they are likely to pass the cost of the permit on to passengers.

The United States believes the Europeans have no right to force airlines using European air space to participate in their emissions caps program and prefers a voluntary agreement among nations.

Explaining why global warming needs to be stopped in an urgent way, Mayor Bloomberg said, “Terrorists kill people. Weapons of mass destruction have the potential to kill an enormous amount of people. [But] global warming in the long term has the potential to kill everybody…This really is just as lethal. It’s just the results are something we will face long term.”

The Mayor was addressing reporters after speaking at the United Nation’s conference on climate change. He mentioned the city’s plan to reduce the use of tropical hardwoods because the deforestation accounts for 20% of greenhouse gas emissions. NYC is one of the world’s biggest consumers of tropical hardwoods, as they are used in park benches, promenades, docks, etc. Bloomberg also emphasized that the U.S. should have a carbon emission tax.

Last summer, Mayor Bloomberg and mayors from around the world convened to discuss environmental issues at the NYC Climate Summit; Bloomberg said another would be held this June. And for fun, during his speech, he said, “Of course, being the Mayor of New York – the world’s most international city – is a bit like presiding over the United Nations every single day of the year.”

Vehicle licensing fees in Washington State could spike dramatically, all in the name of global warming. Six Seattle Democrats in the state Senate are trying to push through a bill that would require the Department of Licensing to collect a greenhouse gas tax. Sponsors say the tax in Senate Bill 6923 is an effective way to fight global warming by giving the state more money to fund transportation alternatives. If it passes, there will be an extra tax on your yearly license tab fees, based on EPA estimated miles per gallon your vehicle gets. The bill states vehicles getting below 15 miles per gallon will be charged between $200 and $240 extra every year. Vehicles that get between 15 and 25 miles per gallon, will pay $100 to $180 dollars extra every year. Vehicles getting over 26 miles per gallon, will pay between $40 and $100 extra every year. Vehicles that don’t have an estimated fuel economy rating will be charged a fee based on engine size.
