“Global Regime” to Tackle Climate Change

Leaked U.S. Document Calls For “Global Regime” To Tackle Climate Change

A confidential U.S. government document obtained by the London Guardian highlights the ongoing agenda to create a structure of global governance in the name of combating climate change.

“Titled Strategic communications objectives and dated 11 March 2010, it outlines the key messages that the Obama administration wants to convey to its critics and to the world media in the run-up to the vital UN climate talks in Cancun, Mexico in November.” The Guardian reports.

The newspaper says that the document (full text below) was “accidentally left on a European hotel computer” before it was passed to their editors.

The number one item on the itinerary is to “Reinforce the perception that the US is constructively engaged in UN negotiations in an effort to produce a global regime to combat climate change.” (my emphasis)

The news comes on the back of revelations that rich countries have threatened to cut vital aid to developing nations if they do not back the deal agreed at the UN climate summit in Copenhagen last year.

Elsewhere, the leaked document pinpoints the need to continue “driving the climate change story” in the mainstream media, but also identifies the need to “disarm” critics and to bypass traditional media outlets to do so, focusing more on “new media”.

The document also highlights a need to “Create a clear understanding of the CA’s [Copenhagen accord’s] standing and the importance of operationalising ALL elements.”

Although the final Copenhagen agreement was largely dismissed as a failure by both the mainstream media and climate skeptics, it established the framework for a global government which will control climate finances via taxes on CO2 emissions.

The latest leaked U.S. document calls for operationalising the elements of that framework.

The final text of the accord (PDF) states that funds obtained from climate financing will be controlled by a “governance structure,” and that a “High Level Panel” will be appointed to decide where the money will come from. In effect, this means that a UN-controlled structure of global governance will override the sovereignty of nation states in collecting and doling out funds obtained under the justification of climate change.

The agreement also gives the green light for carbon trading markets, which as we have documented are all owned by climate kingpins like Maurice Strong and Al Gore, to be more heavily financed and expanded.

Leaked UN documents uncovered in February also highlighted the need to establish a global governance structure in the name of combating climate change by 2012.

“Moving towards a green economy would also provide an opportunity to re-examine national and global governance structures and consider whether such structures allow the international community to respond to current and future environmental and development challenges and to capitalize on emerging opportunities,” the leaked white paper stated.

The paper outlined that the imposition of such “global governance structures” will be achieved with the help of “vast wealth transfers” from richer countries (in the form of carbon taxes levied on citizens) to poorer nations, amounting to no less than $45 trillion dollars.

The UN Secretary General, Ban Ki-moon, has not been shy in proclaiming the unfolding agenda for a global governance structure to override national parliaments on the issue of climate change.

In an October New York Times editorial entitled “We Can Do It,” Ki-moon wrote that efforts to impose restrictions on CO2 emissions “Must include an equitable global governance structure.”

He re-iterated those sentiments in December following the Copenhagen summit, telling the LA Times “We will establish a global governance structure to monitor and manage the implementation of this.”

Last year at a forum in Oxford, England, Al Gore also called for global governance in order to implement global agreements on climate change.

Globalists are persistent and they will continue hammering away until they get what they want, not because the environment is on the verge of collapse, but because their agenda for world government is stalling as more people find out the true agenda behind the global warming scam.

Meanwhile, anyone who suggests global governance is on the agenda is derided as a conspiracy theorist, despite such open announcements of this very intention.

Text of the leaked document:

    Strategic communications objectives

    1) Reinforce the perception that the US is constructively engaged in UN negotiations in an effort to produce a global regime to combat climate change. This includes support for a symmetrical and legally binding treaty.

    2) Manage expectations for Cancun – Without owning the message, advance the narrative that while a symmetrical legally binding treaty in Mexico is unlikely, solid progress can be made on the six or so main elements.

    3) Create a clear understanding of the CA’s standing and the importance of operationalising ALL elements.

    4) Build and maintain outside support for the administration’s commitment to meeting the climate and clean energy challenge despite an increasingly difficult political environment to pass legislation.

    5) Deepen support and understanding from the developing world that advanced developing countries must be part of any meaningful solution to climate change including taking responsibilities under a legally binding treaty.

    Media outreach

    • Continue to conduct interviews with print, TV and radio outlets driving the climate change story.

    • Increase use of off-the-record conversations.

    • Strengthen presence in international media markets during trips abroad. Focus efforts on radio and television markets.

    • Take greater advantage of new media opportunities such as podcasts to advance US position in the field bypassing traditional media outlets.

    • Consider a series of policy speeches/public forums during trips abroad to make our case directly to the developing world.

    Key outreach efforts

    • Comprehensive and early outreach to policy makers, key stakeholders and validators is critical to broadening support for our positions in the coming year.

    • Prior to the 9-11 April meeting in Bonn it would be good for Todd to meet with leading NGOs. This should come in the form of 1:1s and small group sessions.

    • Larger group sessions, similar to the one held at CAP prior to Copenhagen, will be useful down the line, but more intimate meetings in the spring are essential to building the foundation of support. Or at the very least, disarming some of the harsher critics.

PrisonPlanet – Further, many leaders from Third World nations became angered at the ‘Danish text leak’ revealing plans to burden lesser-developed nations with greater emissions cuts and plans to levy a proposed $100 Billion in ‘green’ debt upon poorer nations, to be paid back at interest, of course. George Soros has proved to be at the center of what has been critiqued as ‘Climate Colonialism’ and would prove deadly to populations at-risk for starvation in Africa, Asia, Latin America, Eastern Europe, etc. Already, taking over farmlands for ethanol production in the place of food has been blamed for millions of deaths in the LDCs.

lex also breaks down revelations about the carbon trading and other green schemes. It’s not only players like Al Gore, the Rothschilds and George Soros who stand to make a killing. President Barack Obama– with a great conflict of interest– was a founding investment partner in the Chicago Climate Exchange alongside Maurice Strong, a top Rockefeller agent and leading climate change schemer. Chicago Climate Exchange is written into the architecture of many of the proposals for alternative energy credits, carbon derivatives and other green financial products and stands to provide a worthwhile return on investment.

In the end, the forced-incrementalism towards total world government, with complete dominance over money, debt, food, energy and resources, paid a price in exposure at COP15. Many politicians, journalists and people in general are now well aware that a scam has been forced down upon them– and both their freedom and sovereignty are certainly at stake.

U.N. Chief Meddles in the U.S. Senate

New World Order Arrives

U.N. Chief Meddles in the U.S. Senate

Washington Post
November 11, 2009

The New World Order came into being at 4:25 Tuesday afternoon.

U.N. chief Ban Ki-Moon (R) speaks to the media with Joe Lieberman (L) and John Kerry following the committee’s meeting on global climate change, including the steps leading up to December’s International negotiations in Copenhagen, Denmark, where Obama is to sign a global climate treaty that will surrender U.S. national sovereignty to a World Government controlled by the United Nations.

It arrived at the Capitol, until that moment the seat of American government, in the form of the stooped and bespectacled figure of Ban Ki-moon, who as U.N. secretary general is the de facto leader of what conspiracy theorists call the One World Government. One floor beneath the Senate chamber, Ban, a South Korean national, took his place behind a lectern bearing the Senate seal and spelled out his demands.

“I would certainly expect the Senate to take the necessary action; that’s what I have encouraged the senators,” he told reporters as a trio of lawmakers stood at his side. He added an admonition for the chamber to deliver “as soon as possible.”

The One World Government has specific requirements, Ban added, namely a “legally binding” commitment to “25 to 40 percent greenhouse gas reduction . . . as recommended by the IPCC, the Intergovernmental Panel on Climate Change.”

Uh-oh. A U.N. official standing in the Capitol telling U.S. lawmakers what binding commitments intergovernmental authorities expect from them? Glenn Beck was going to burst a blood vessel.

But the man who orchestrated this putsch by the New World Order, Senate Foreign Relations Chairman John Kerry (D-Switzerland), did not appear concerned by the imagery. He called the secretary general “Your Excellency.” Sen. Richard Lugar of Indiana (a Republican, but he drives a Prius) was equally deferential as he spoke of “the privilege of this distinguished visitor.”

And Sen. Joe Lieberman (I-Conn.) hailed Ban for “the accelerated leadership role” that the United Nations has taken. “Your vision, that in Copenhagen there can be a politically binding agreement that will lead to a legally binding agreement to follow . . . is a very reasonable, sensible and hopeful course.”

Somewhere in Manhattan, Sean Hannity was tearing up his script for the night’s broadcast.

Kerry invited Ban to lecture the Foreign Relations Committee, but it’s not clear what the chairman hoped to gain from the photos of him standing with Ban in the Capitol’s Brumidi Corridors. Indeed, it seemed quite possible that a U.N. endorsement of Kerry’s climate efforts would embolden its foes, who like the world body even less than they like cap-and-trade. In the pantheon of conspiracy theories, the United Nations is right up there with the Illuminati, the Trilateral Commission, the Federal Reserve and the Council on Foreign Relations — which, as it happens, Kerry addressed a couple of weeks ago.

Even Americans who don’t come from the grassy-knoll tradition tend not to regard the United Nations with great confidence. A Gallup poll earlier this year found that 65 percent of respondents thought it was doing a bad job, compared with 26 percent who think it is doing a good job. Ban himself is not terribly nefarious, if only because he is unknown. A Wall Street Journal poll found that 81 percent of those surveyed didn’t know who he was. The others may have confused him with the Unification Church’s Rev. Sun Myung Moon.

Ban’s profile could become much higher, and not in a good way, if Americans start to perceive him as meddling in Senate consideration of climate legislation. Even before he stormed the Capitol, Fox News was drawing a connection between global warming talks in Copenhagen next month and One World Government.

“America, if you believe this country is great but you’re not really into that whole One World Government thing, watch out,” Fox News Channel’s Beck warned a couple of weeks ago. His guest, Lord Christopher Monckton of Britain, told Beck that “at Copenhagen, a treaty will be signed that will, for the first time, create a world government with powers to intervene directly in the economy and in the environmental affairs of individual nations.” Earlier on Fox News, Dick Morris informed Hannity that President Obama “believes in One World Government.” And author Jerome Corsi went on Hannity’s show to warn about a One World Government in which “our sovereignty would be subject to the dictates” of the United Nations and other international organizations.

The One World Government was on open display at the Capitol on Tuesday, as international U.N. staffers waited outside the room where Ban spoke to the senators. The secretary general had come with his own world government (armed?) security detail, who stood alongside the Capitol police.

Ban, wearing a gold U.N. lapel pin, unfolded his speech. “Less than a month from now, the leaders of the world will gather in Copenhagen,” he said. “They must conclude a robust global agreement,” that is “comprehensive, binding, equitable and fair.”

Speaking softly but firmly, the South Korean cautioned the Americans that “the world is not standing still,” and that “all the eyes of the world are looking to the United States.”

After a few minutes, Kerry cut off questioning. “Folks, the secretary general has to get to the airport.”

Ban needed to catch the U.S. Airways shuttle to New York. The One World Government Air Force isn’t what it’s cracked up to be.

GOP Senators: U.S., not Israel, should attack Iran ‘if necessary’

Two senior Republican senators say the United States, and not Israel, should attack Iran if military action becomes “necessary.”

They also say a simple strike at the country’s nuclear capability wouldn’t be enough — the US would have to launch an “all-or-nothing” war against Iran with the aim of crippling the country’s military capabilities.

“I think an Israeli attack on Iran is a nightmare for the world, because it will rally the Arab world around Iran and they’re not aligned now. It’s too much pressure to put on Israel,” Sen. Lindsey Graham (R-SC) told Fox News’ Chris Wallace.

He continued: “If the sanctions fail, and Iran’s going down the road to get a nuclear weapon, any Sunni Arab state that could, would want a nuclear weapon. Israel will be more imperiled. The world will change dramatically for the worst. Military action should be the last resort anyone looks at, and I would rather our allies and us take military action if it’s necessary.”

But Graham doesn’t think an attack should be limited to airstrikes on Iran’s nuclear facilities. “If we use military action against Iran, we should not only go after their nuclear facilities. We should destroy their ability to make conventional war. They should have no planes that can fly and no ships that can float,” said Graham.

Sen. , Republican of Georgia, agrees.

“The problem with military action also is that you’re probably not going to be able to stop the production of uranium by just a simple airstrike,” Chambliss said on Fox News Sunday. “Lindsey’s right. It’s an all or nothing deal. And is it worth that at this point in time, when we know they have the capability? We can slow them down, but a full-out military strike is what it would take,” said Chambliss.

Israel will ‘attack Iran if sanctions not in place by Christmas’

Iran’s ambassador to UN demands Security Council take steps against comments made by Ephraim Sneh, who said Israel would attack Iran if sanctions weren’t in place by Christmas.

Iran’s ambassador to the UN, Mohammad Khazaee, sent a letter of protest to UN Secretary-General Ban Ki-moon in which he wrote that “there is no explanation for Israel’s continuing threats against Tehran”.

He was referring to an interview given by former Deputy Defense Minister Ephraim Sneh to the Sunday Times in which he said that if Iran were not further sanctioned by this Christmas Israel would attack the country.

Sneh told the paper that if Israel were forced to attack the Islamic Republic on its own it would do so, remarks the Iranian ambassador deemed “irresponsible”.

Honduran President Victim of U.S. Coup: I’ve Been Gassed

Note: Is there a possibility that military weapons such as the A.D.S. radiation device and L.R.A.D. sound cannon were used on the Honduran president at the Brazilian embassy?

Honduran President Victim of U.S. Coup: I’ve Been Gassed And They’re Torturing Me

Miami Herald
September 24, 2009

It’s been 89 days since Manuel Zelaya was booted from power. He’s sleeping on chairs, and he claims his throat is sore from toxic gases and “Israeli mercenaries” are torturing him with high-frequency radiation.

“We are being threatened with death,” he said in an interview with The Miami Herald, adding that mercenaries were likely to storm the embassy where he has been holed up since Monday and assassinate him.

“I prefer to march on my feet than to live on my knees before a military dictatorship,” Zelaya said in a series of back-to-back interviews.

Zelaya was overthrown by the U.S. military at gunpoint on June 28 and slipped back into his country on Monday, just two days before he was scheduled to speak before the United Nations. He sought refuge at the Brazilian Embassy, where Zelaya said he is being subjected to toxic gases and radiation that alter his physical and mental state.

Witnesses said that for a short time Tuesday morning, soldiers used a device that looked like a large satellite dish to emit a loud shrill noise.

Honduran police spokesman Orlin Cerrato said he knew nothing of any radiation devices being used against the former president.

“He says there are mercenaries against him? Using some kind of apparatus?” Cerrato said. “No, no, no, no. Sincerely: no. The only elements surrounding that embassy are police and military, and they have no such apparatus.”

Police responded to reports of looting throughout the city Tuesday night. Civil disturbances subsided Wednesday afternoon, when a crush of people rushed grocery stores and gas stations in the capital.

Israeli government sources in Miami said they could not confirm the presence of any “Israelis mercenaries” in Honduras.

Zelaya, 56, is at the embassy with his family and other supporters, without a change of clothes or toothpaste. The power and water were turned back on, and the U.N. brought in some food. Photos showed Zelaya, his trademark cowboy hat across his face, napping on a few chairs he had pushed together.

“Look at the shape he’s in — sleeping on chairs,” de facto President Roberto Micheletti told a local TV news station.

Micheletti took Zelaya’s place after the military, executing a Supreme Court arrest warrant, burst into Zelaya’s house and forced him into exile. The country’s military, congress, Supreme Court and economic leaders have backed the ouster, arguing that Zelaya was bent on conducting an illegal plebiscite that they feared would ultimately lead to his reelection.

Micheletti said he was prepared to meet with Zelaya and a delegation from the Organization of American States, but only to discuss one topic: November elections.

On Wednesday, the U.N. cut off all technical aid that would have supported and given credibility to that presidential race. Conditions do not exist for credible elections, U.N. Secretary-General Ban Ki-moon said.

“I proposed dialogue, and they answered with bullets, bombs, a state of siege and by closing the airport,” Zelaya said.

Zelaya told The Herald that Washington should be taking a stronger stance against the elite economic interests that “financed and benefited” from the coup that ousted him three months ago.

If President Barack Obama hit Honduras with commercial sanctions or suspended free-trade agreements, the coup “would last just five minutes.”

The Obama administration suspended economic aid to Honduras and withdrew the visas of members of the current administration.

About 75 percent of Honduras’ commerce depends on the United States, Zelaya said. And because powerful economic forces were behind Zelaya’s ouster, Obama should hit those forces where it hurts most, Zelaya said.

“I have told this to Obama, to Secretary of State Hillary Clinton, to the U.S. Embassy here and anyone else who will listen,” Zelaya said. “They know how to act. Until now, they have been very prudent.”

With Micheletti showing a new willingness to talk with the OAS, and the U.N. Security Council set to meet to discuss the embassy situation soon, it isn’t the moment for more penalties, the U.S. State Department said.

“Right now, when there are openings for dialogue, is not the time to announce new sanctions,” a State Department official said.

Dates for the OAS visit, which could include emissaries from 10 countries, are being worked out, the official said.

Spokesman Ian Kelly said the U.N. Security Council meeting came at the request of the Brazilian government. No date has been set for the meeting.

“In general, we continue to work with our partners in the U.N. and the OAS to come up with means to promote a dialogue and defuse the tensions, of course with the ultimate goal of resolving the crisis,” State Department spokesman Ian Kelly said at a media briefing in Washington. “And we’re continuing our consultations with our partners in the region, and enlisting wherever we can their assistance in this process.”

The U.S. Embassy here spent the day denying rumors that Zelaya planned to move to American grounds. The rumor may have started because U.S. Embassy vehicles were used to evacuate Zelaya supporters who left the Brazilian Embassy willingly Tuesday.

“The embassy has been turned into a bunker for Zelaya,” Assistant Foreign Minister Martha Lorena Alvarado de Casco told The Herald. “He’s turned it into his headquarters, and he is using it to call for insurrection.”

Brazilian Foreign Minister Celso Amorim told CNN en Español that his government asked Zelaya to tone down his rhetoric while he remains an embassy guest.

“The word `death’ should not even be mentioned,” he said.

Rioting broke out in various parts of the capital Tuesday night, and lines hundreds deep formed at supermarkets when desperate shoppers scrambled to buy food after a round-the-clock curfew was briefly lifted.

“I have no food in my house,” said Patti Vásquez, a housewife who, after two hours, still had not reached the front doors of a supermarket in an upscale shopping mall. “I need to get milk and juice and eggs.”

Zelaya says he has no plans to leave the embassy anytime soon.

. “I am the president the people of Honduras chose,” Zelaya said. “A country can’t have two presidents — just one.”

U.N. climate meeting was propaganda: Czech president

Reuters
September 24, 2009

Czech President Vaclav Klaus sharply criticized a U.N. meeting on climate change on Tuesday at which U.S. President Barack Obama was among the top speakers, describing it as propagandistic and undignified.

“It was sad and it was frustrating,” said Klaus, one of the world’s most vocal skeptics on the topic of global warming.

“It’s a propagandistic exercise where 13-year-old girls from some far-away country perform a pre-rehearsed poem,” he said. “It’s simply not dignified.”

At the opening of the summit attended by nearly 100 world leaders, 13-year-old Yugratna Srivastava of India told the audience that governments were not doing enough to combat the threat of climate change.

Klaus said there were increasing doubts in the scientific community about whether humans are causing changes in the climate or whether the changes are simply naturally occurring phenomena.

But politicians, he said, seem to be moving closer to a consensus on climate change.

“The train can’t be stopped and I consider that a huge mistake,” Klaus said.

U.N. Secretary-General Ban Ki-moon organized the climate summit to help create momentum before a U.N. meeting in Copenhagen in December to reach agreement on new targets for reducing so-called greenhouse gas emissions.

However, new proposals by China and a rallying cry from U.S. President Barack Obama did little to break a U.N. deadlock about what should be done.

Klaus published a book in 2007 on the worldwide campaign to stop climate change entitled “Blue Planet in Green Chains: What Is Under Threat — Climate or Freedom?”

In the book, Klaus said global warming has turned into a new religion, an ideology that threatens to undermine freedom and the world’s economic and social order.

Brazil’s Lula Pleads For New World Economic Order

AFP
September 23, 2009

Brazilian President Luiz Inacio Lula da Silva on Wednesday made a strong plea for a new world economic order in the wake of the global financial crisis.

“Because the global economy is interdependent, we are obliged to intervene across national borders and must therefore re-found the World Economic Order,” he said in a speech to the UN General Assembly.

Lula, who is to attend a summit of 20 leading developed and emerging economies hosted by US President Barack Obama in Pittsburgh later this week, reiterated his call for regulation of financial markets and an end to protectionism.

And he insisted anew that multilateral institutions such as the International Monetary Fund and the World Bank must become “more representative and democratic” to deal with complex problems such as overhauling the international monetary system.

“Poor and developing countries must increase their share of control in the IMF and the World Bank,” he said.
